Education: Diploma in Environmental and Natural Resource from the Nova Scotia Community College.
Biography
Blair graduated from the Nova Scotia Community College in 2007, with education and experience in
Dendrology, watershed management, timber cruising, sawmilling and soil health and identification. He has 10
years’ experience in the environmental consulting field. He worked for Jacques Whitford prior to the
company being purchased by Stantec in 2009 in Dartmouth, NS. Blair permanently relocated to Alberta in
2014. He began working in the Environmental Consulting sector, primarily in environmental remediation. Blair
is experienced in environmental site assessments, site characterization, monitoring programs, human health/
ecological risk assessments, risk management and remedial action plans. He has also worked on some of
Canada’s most environmentally sensitive projects, including the Sydney Tar Ponds, Sable Island and CFB
Goose Bay.
Project Experience
RBCA Environmental Assessments
Blair supervised risk based corrective actions, Phase I, II and III assessments on projects in Nova Scotia for 7
years for residential, commercial, industrial and government clients. These assessments consisted of soil
profiling, groundwater assessments and contours, human health, atmospheric testing and liability
assessments. He completed fuel tank removals for commercial properties, and surrounding soil excavation.
They also involved a significant historical review of the properties. He provided supervision and consultation
during the remediation of these sites, which include geotechnical and environmental drilling, excavation of
contaminated materials and installing of groundwater monitoring equipment. Blair supervised the
reconstruction of the sites, and worked closely with geotechnical engineers to ensure the properties passed
compaction, and grain size guidelines when the site was complete. He also assisted in the monthly, quarterly
and annually assessment and treatment of contaminated sites when necessary.
Remote and Northern Work
Blair was a lead on the Northern Emergency Spill Response Team specializing in responding to spills in
northern Canada for a global petroleum industry client. The location of this work made task management
and logistics difficult and he worked closely with the National Energy Board, Aboriginal Affairs and Northern
Development Canada, and the now former Alberta Energy Board. He supervised and consulted on the
construction of an 80 m X 80 m containment cell. This was constructed as a staging area for contaminated
material to be temporarily stored while remediation of a spill was ongoing and worked at the spill location
itself. Responsibilities included, wildlife assessments, identifying the volume of material needed and
coordination of the heavy equipment, liaison for the project between First Nations and the client, and
supervision and coordination of all material and equipment. Upon completion of the spill, the client invited
Blair back to be environmental monitor of the Pipeline Integrity Excavation program for their northern
pipeline. Responsibilities’ pertain to the ones stated above and in addition he ensured integrity digging of
pipeline and responsibilities. Conducted human health/ ecological risk monitoring during excavation and
coating of pipeline, and enforcing pump off procedures during excavations, creek and stream reconstruction,
wildlife and vegetation assessment. Blair also would assist the client in assessing and choosing acceptable
remote campsites along 400 km of pipeline for approval from regulatory bodies.
2. OGC and Northern BC
Blair worked as a Senior Environmental Specialist based out of Fort St John, and continues to work in the
Northern BC area when requested. He has conducted Stage I, Stage II and Agricultural Land Reserve (ALR)
consulting for several clients, mostly working toward Certificate of Restoration (CoR). He supervised and
consulted on the remediation of wellsite and spill cleanups. Blair also spent 4 months assessing and
monitoring numerous pipeline crossings for frac-outs and post frac-out monitoring. This involved the
coordination and supervision of erosion controls put in place by supervising the labour crews, heavy
equipment, turbidity monitoring, soil profiling, pipeline compaction, vegetation assessment, watershed
assessment and placement of these controls to ensure compliance with OGC regulations. Blair has knowledge
of OGC regulations and met several times with the OGC to discuss best work practices and compliance.
Reclamation and Remediation Assessments in Alberta
Blair is currently managing Phase I, II and III’s. He has conducted Reclamation Detailed Site Assessments. He
has conducted remediation of wellsites and completed many spill cleanups. He has coordinated large
groundwater monitoring programs for both oil and gas and commercial clients. He completed spill response
for release of condensate, produced water, oil, and various other contaminates and coordinated cleanups and
the monitoring and remediation of these sites. He is also experienced in budgeting and budget analysis,
report writing, regulatory guidelines, and health and safety. He is confident in working alongside construction
contractors.
