Objective
To obtain a position with a reputable company or law enforcement agency, where I
may effectively utilize my 25 years of security experience and extensive management
experience to improve the overall operation of that agency.
Qualifications
I am an excellent candidate for the aforementioned positions based on 25 years of
experience and extensive training with the Illinois Department of Corrections. I
joined the Department on 05-30-1989 and was promoted to Correctional Lieutenant
on 04-01-1991, just 22 months later. Due to my professional attitude and my
commitment to leadership, I was appointed Chief Investigator of Internal Affairs at
Illinois River Correctional Center on February 1, 2000. I held that title until
mid-year 2010. During that time, I conducted thousands of interviews associated
with hundreds of investigations in an effort to seek out the truths in an ethical and
professional manner. I was appointed by the Chief of Investigations & Intelligence
in 2001 to assemble a team and review investigative policy statewide. This lengthy
task resulted in the re-writing of more than a dozen Administrative Directives that
standardized policies, procedures, and forms that are currently being used. In
July of 2002, I researched and discovered an innovative investigative tool for the
detection of deception that touted more accurate results than the older polygraph
method. This instrument has become widely known and is replacing the use of the
Polygraph. My intention was to introduce this new tool to IDOC and to become the
Departments Certified Examiner. In 2004 & 2005, I organized meetings between
numerous Administrators for the Illinois Department of Corrections and the
instruments creator, National Institute of Truth Verification. In 2005, the IDOC
purchased their first Computer Voice Stress Analyzer. I was appointed as the sole
Certified Examiner in the use of the CVSA for all of IDOC and maintained that
position until March of 2013 after being promoted to Assistant Warden of
Operations for Hill Correctional Center. I traveled statewide to assist numerous
facility investigators and the Springfield unit investigators to seek out the truth and
resolve issues. I have conducted nearly 250 exams and have helped solve
countless investigations, several ending in a confession. I received the 2007
Facility Investigator of the Year Award chosen by the late Joseph P. Burke, Chief of
Investigations & Intelligence. The award was presented by past IDOC Director Roger
2. Walker for continual performance above and beyond the call of duty. I have been
involved in a multitude of statewide operations that included the Tactical Team,
Intel, Parole, SORT, and Investigations. I was appointed as a statewide instructor,
teaching approximately 300 investigators the fundamentals of investigations related
to 13 specific Administrative Directives. As an Assistant Warden of Operations I
was responsible for many departments within that facility. A security staff force of
nearly 250 was a challenge as most were also members of a Union. I was also
responsible for many departments including the Maintenance, Dietary, Grounds &
Landscaping, Meat Packing & Milk Packaging Plant, Laundry, Commissary, Staff
Training, Tactical, Internal Affairs, Intelligence, Armory, and many facets of security
practices associated with Operations of a 2060 adult male correctional facility. It is
now my intention to take another step forward to assist your agency by utilizing my
experiences and knowledge as resources to serve your agency.

Duties: Owner / Partner / Operator of a stand-alone vending Icehouses or Kiosks
which dispenses filtered water and ice to the general public. We currently have 2
machines in operation with plans for 10+ within the next 5 years. The icehouses
store 3000-6000 lbs of fresh crushed ice and dispenses in bulk quantities or
bagged. Our units will have either filtered or reverse osmosis water dispensers that
deliver 1, 3, or 5 gallons directly into customer containers. Our price is lower than
any competitor currently on the market. Our target markets include universities,

Duties: Responsibilities include all aspects of operations of a 2060 bed medium
security correctional facility. Managing approximately 12 different departments
which includes 250 staff. These departments include security, investigations,
tactical, dietary, maintenance, education, healthcare, clinical services, and
industries to name a few. I also trained 2 replacement examiners in the use of the
CVSA and gave an instructional demonstration of its capabilities to all lead
3. investigators and the Chief of Investigations in April of 2013. In November of 2013,
I retired after 25 years of service with the department. I had lost my mother-in-law
and my father that year within just a few months of each other and my family
needed my presence.

Duties: Responsibilities include extensive pre-test interviews, barrier defense
removal, question formulation, exam administration, chart analysis, post-test
interview, and final written reports. Since 2005, I am the only Certified Examiner for
this agency authorized to administer Computer Voice Stress Analyzer (CVSA)
exams. This is a detection of deception tool with outstanding results in assisting
the Investigations Unit and facilities statewide. Frequent consultations with The
National Institute for Truth Verification is needed for confirmations of chart
readings. Re-certification is required every 2 years by the Illinois Law Enforcement
Training and Standards Board. I have attended and obtained my re-certification on
3 occasions with the most recent being 07/2012.

Position: Correctional Lieutenant, Adjustment Committee Chairman
Dates: Appointed 11/2010 to 9/2012
Duties: Responsibilities include the management of the Adjustment office which
handles the administrative discipline issued to offenders for violations to
Departmental Rule 504-A. This office researches all resources to ensure a violation
occurred and ensure the offender is allowed due process. If pertinent and requested,
witnesses are interviewed and a recommendation is made to the CAO. These
recommendations are within the guidelines as directed in the legislative rule. Fair,
firm, and consistent is key to be effective in this area.

Dates: Appointed 02/01/00 to 06/2010
Duties: Responsibilities included all investigative duties required at Illinois River
Correctional Center. Those duties included interviews, disciplinary reports,
investigative reports, telephone monitoring, mail watches, major and minor
contraband custodian, control of physical evidence, prosecutions & court
testimony, records retention, court testimony, crime scenes, cell assignments, and
the computerized data entry of all investigations. I was the Drug and Alcohol
Testing Coordinator and was responsible for the drug testing and data entry of all
inmates at IRI. I was the Weapons Free Coordinator and chaired a committee of
staff to identify and remove items that are unsafe in a prison setting.

Duties: During this time, I have worked on the 7-3, 3-11, and the 11-7 shifts as a
zone Lieutenant and have been assigned as the Acting Shift Commander on many
occasions. I have processed and managed numerous rosters of staff, supervised
several housing units consisting of 448 inmates, supervised shakedowns,
implemented cell moves, performed facility counts, completed work orders, etc. I
have fulfilled the position of Assistant Tact Commander for 6 yrs, and was a member
