In the light of the provisions of Article 46 of the
Constitution of India, the Government of Haryana is
determined for the overall upliftment of the most
vulnerable sections of the society like Scheduled
Castes, destitute old and helpless people.
Karmbhoomi haryana state's gross percentage of
literacy is 79.60 on the basis of 2011 census, in which
the percentage of males is 83.30 and the percentage of
females is 70.70. According to the 2011 census, out of
the total population of 1,00,86,292 in the state, the
Scheduled Caste population is 18,92,516 and the
Scheduled Tribe population is 2,91,903. The Scheduled
Castes constitute 19 percent of the total population of
the State and the Scheduled Tribes constitute 4 percent
of the population. Without the all-round development of
this exploited and neglected section of the population,
the development of the state is also not
possible. Keeping this main point of development in
mind, the Social Welfare Department has been
established. 1. Grant Scheme for the marriage of girls belonging to
Scheduled Castes and Scheduled Tribes- Under this scheme, there is a
provision of giving financial assistance of Rs. 50000/- for the marriage
of daughters of poor Scheduled Castes and Tribes.

1. Monthly income of the applicant should not exceed Rs.1250.
2. The applicant should be of BPL or Scheduled Caste.
Formalities
1. Income and caste certificate from Tehsildar.
2. Copy of family register of bride and groom.
3. Marriage work and marriage certificate from village head.
2. Grant scheme for the treatment of diseases of poor people belonging to
Scheduled Castes and Scheduled Tribes - Under this scheme, financial
2. assistance of Rs.10,000/- is provided to the poor Scheduled
Castes/Scheduled Tribes on the recommendation of the Medical
Officer for the treatment of serious diseases.
eligibility
1. Applicant should be BPL or his family's annual income should not exceed
Rs.15000.
2. The applicant should be of Scheduled Caste or Scheduled Tribe.
Formalities
1. Income and caste certificate from Tehsildar [be up to date]
2. Recommendation of Medical Officer on prescribed application form.
3. Photocopy of family register, photocopy of ration card to be attached.
3. Grant scheme for the marriage of daughters of destitute widows -
Under this scheme, any such caste. There is a provision of giving Rs. 50000
financial assistance for the marriage of daughters of destitute widow women who are
being given widow pension by the Social Welfare Department.
eligibility
1. Monthly income of the applicant should not exceed Rs.1250.
2. It is mandatory for the applicant to get the widow pension approved from the
district probation office.
Formalities-
1. Copy of family register of both the families for the age of the bride and groom
2. Marriage card or marriage certificate from village head.
4. Widow Women's Remarriage Grant Scheme - A lump sum grant of Rs 11000 is
given to the couple on marrying a widow of 18 years to 35 years.
Formalities
1. Income Certificate.
2. Certificate of second marriage/not having a surviving wife of the person who
marries a widow.
3. Certificate of marriage provided by the Tehsildar.
5. Inter-caste and inter-religious marriage scheme - Under this scheme, a young
man / girl of one religion is given Rs. 10000 as a reward for marrying in another
religion.
6. Gaura Devi Kanyadhan Yojna - The family of the girl child of BPL family living in
rural areas or all the girls whose parents' annual income is Rs 15976 (in rural areas
and Rs 21206 in urban areas) of a family living below the poverty line. Will come
within the eligibility limit under the said scheme. Under Gaura Devi Kanyadhan
Yojana, the students selected by the committee will get Rs. 50000/-. The amount will
3. be paid by selecting any one of the following two options as Kanyadhan for the
higher education of the girl child.
Note:- Gaura Devi Kanyadhan Yojana is operated for the girls of all castes.
1. National Savings Certificate in the name of the student or
2. The amount will be kept in the form of a fixed deposit of three years to five years
in the name of the girl student in the branch of any nationalized bank. On which
interest of about Rs 206 monthly will be given by the bank. The principal amount will
be payable to the student at the end of the term of the fixed deposit. The student can
get loan from the bank on the basis of fixed deposit security.
Note - The benefit of the scheme is payable only to a maximum of two girl
children of a family.
7 . Atal Awas Yojana - This scheme is operating from the year 2009. Under this
scheme, for the purpose of providing housing facility to the homeless families living
in rural areas of scheduled castes and tribes, Rs.38500 in hilly areas and Rs.35000
in plain areas are provided as grant for construction of houses.
eligibility
1. It is mandatory for the beneficiary to belong to a scheduled caste or scheduled
tribe homeless family.
2. The applicant should not have availed benefits under Indira Awas Yojana,
Deendayal Upadhyaya Awas Yojana, Credit cum Subsidy Housing Scheme and any
other government housing scheme run by the Rural Development Department.
3. The certificate of having own land should be given by the Tehsil and the certificate
of being homeless by the Block Development Officer
4. Income certificate of Rs. 32000 should be given annually by Tehsildar or by BPL
Block Development Officer.
8- Scheme for development of infrastructure in Scheduled Castes and
Scheduled Tribes dominated villages - 40 percent or more of which basic facilities
are available in Scheduled Castes dominated villages. There the basic facilities are
provided by the department. (like road, drinking water, bridge, electricity, irrigation,
gul, procession, meeting center etc.
9. Pre-Examination Coaching Scheme for SC/ST Boys/Girls:- Coaching is
conducted in class 10 to 12 for the students studying in the Scheduled Castes in
English, Mathematics, Science subjects at the school level. It should have at least 10
students. Coaching classes are conducted in the school where there will be 10
students in the above classes. Honorarium is paid to the teachers of the school by
the department for conducting the coaching.
