Dear Sir/Madam,
Over 20 years of experience providing technical guidance and recommendations to
leadership, staff, contractors, and stakeholders on the proper strategy to achieve goals in a
compliant and cost wise Manner. Provided technical advice and guidance on the
assessment and management of risks and impacts associated with development
projects/programs in the Gulf Cooperation Council (GCC) and Horn of Africa.
I manage broad and complex multi-media environmental programs in diverse cultural,
physical and geo-political environments that require extensive probing and analysis to
determine the nature and extent of problems, and development of solutions that alter
standards or concepts previously formulated, but maintain the safety and integrity of
policy and procedures guiding operating personnel.
Managed consultants and inter-agency agreements. Prepared and managed operating
work plans, budgets, and staffing needs to meet objectives. Provide team leadership and
guidance for an interdisciplinary and technical staff to meet program objectives and
milestones.
The political setting in the Area of Responsibility (AOR) is generally unpredictable and
changes rapidly from one extreme to another. This consequently impacts the
environmental and other operational aspects of the fleet. Diverse and broad Technical and
management skills are necessary to successfully develop and manage the environmental
program. These skills include crisis management and procurement for programs
benefiting the mission of the Navy in the AOR as well as the community relations with
the host nations and surrounding communities. Management abilities are also responsible
for the successful integration of pollution prevention and recycling programs across
diverse civilian and military activities reducing costs and enhancing the compliance
posture of the US Navy.
2. Completed requirements for the Doctoral of Business Administration in 2013. As a
writing sample, I am enclosing a copy of my dissertation on the management of oil spills
in the Regional Organization for the Protection of marine Environment (ROPME) Sea
Area (ROPME Sea Area is what is what is known as the Persian or Arabian Gulf). The
dissertation was well received by the host nations that I am currently working with the
US and Gulf Cooperation Council (GCC) military and civilian environmental experts on
executing a U.S. Defense Environmental International Cooperation subsidized project to
improve the GCC monitoring and reporting capabilities of illicit discharges to prevent
pollution and enhance compliance with applicable local and international laws and
regulations. The first workshop was held in Kuwait to compile background information
on each country’s program. The second workshop will be held in Dubai in May 2015 to
present recommendations, results of gap analysis and road map improve monitoring and
reporting program. In addition, a full day of training will be provided on Port State
Control (PSC), whistle blower program, and air surveillance.
A key to supporting the long-term mission is to ensure that new programs are maintained
and transferred between changes in command. Through the development of instructions
and proper training of operating personnel, I have insured the longevity of beneficial
waste reduction and pollution prevention programs. In time, job experience, lessons
learned and pitfalls overcome become standard tools that others will learn from and apply
to other areas of environmental management.
Independently supervise the implementation and management of the Navy’s regional
Environmental Management Systems (EMS) and Training Programs ensuring integration
with applicable policy guidance. This is accomplished by continually providing broad
creative funding for an under-funded Navy-wide program. The Regional EMS program
is a formal management framework intended to help the regional organization achieve
our internal environmental goals through repeatable and consistent control of our
operations. The best example of our program in action is illustrated by the guidance
provided operating personnel at the Forward Logistic Supports Sites within the AOR for
pollution prevention, hazardous waste minimization, solid waste management, asbestos
elimination, planning, and spill response. Program objectives and recommendations for
new projects are reviewed and evaluated for consideration based on availability of funds,
or other resources and regional priorities.
Environmental regulations for overseas activities, especially the Middle East, are broad,
vague and generic requiring a high level of expertise to correctly interpret regulations and
guidance. My position requires exercising considerable judgment and ingenuity in
interpreting, adapting and applying the broad and general policy outlined in the Overseas
Environmental Baseline Guidance Document (OEBGD) and the Final Governing
Standards (FGS) for each sovereign Country within the region. I interpret; develop new
hypotheses, approaches, or concepts not previously tested for each country within the
region. My position requires knowledge and skill to provide input to the development of
the FGS. As the region takes on responsibility and accountability for environmental
media management in new geographic areas, I am the recognized technical authority for
3. interpretation of requirements and development of region-wide standards, procedures and
instructions to guide operating personnel.
Developed and implemented strategies, goals, objectives, and priorities. Planned the
direction, timely execution and performance measurement of activities performed by
staff. Represented the Navy at public and private meetings and conferences to other local,
national, regional, and international government, industry, and nongovernmental
organizations.
Wrote and implemented policies that have wide impact upon industry, communities, or
government organizations.
Established personal contacts with the Directors of Environmental Affairs in the various
Gulf Cooperation Council (GCC) countries for hazardous waste management, and with
the Director of MEMAC promoting international cooperation for oil and hazardous
substance emergency operations. Established and maintain personal contacts with high
ranking engineers and scientists from the GCC and private industry, through participation
in conferences, exercises and individual consultation. Purpose of personal contacts with
the GCC membership is to maintain a continuity of information and current points of
contact for planning and preparedness for response to major pollution incidents effecting
Arabian Gulf nations. Purpose of personal contacts with heads of environmental
agencies of sovereign nations is to deconflict information concerning US Navy
environmental activities and provide solutions to problems and facilitate conflict
resolution, or settle controversial environmental issues.
Provided environmental program briefings to high ranking Department of Defense
officials to include Assistance Secretary of the Navy (Installation & Environment),
Commander Navy Installations Command, Deputy Secretary of Energy, Host Nation
Ministers of Environmental Affairs. Purpose of contacts was to justify, defend, and
negotiate funding for theater wide environmental programs. This program has been under
funded and under performed in the past. The high level briefings resulted in sustained
funding and acquired new funding based on successful execution and management of
new and existing programs. This program has been recognized worldwide, and has
received recognitions from the White House, Secretary of Defense, Secretary of the
Navy, Chief of Naval Operations, and Host Nation military and civilian organizations and
ministries.
Conducted several public meetings to keep the public abreast of the status of the
Superfund Cleanups in northwest Pennsylvania. Attended several training and
conferences on conflict resolution, risk communication, and emergency planning and
community right to know act (EPCRA). Developed and delivered formal presentations to
senior US DoD, US Navy and Host Nation officials on assessment, compliance, waste
management; and contingency planning.
