The Saudi market for BACS in total is
estimated, in 2018, to be USD 247 million.
The BACS product business accounted for
USD 109 million (including field devices).
Service and maintenance business totalled
USD 33 million.
The BACS Saudi market is very significant
and, despite the construction recession, its
full potential is expected to return in the
long-term. This market was already very
large before the 2015-2016 crisis. It was
growing at double digits and the country
was an important source of revenue for
BACS manufacturers.
The market is dominated by the traditional
BACS players, Honeywell, Siemens, Johnson
Controls and Schneider. The big four hold
the most significant percentage of market
share. Trane, Distech and Delta fight for an
increased market presence, but are still not
a threat to the historic players who have
installed their territory through a robust
network of partners.
Belimo also plays a relevant role in the
BACS market as an important supplier of
field devices.
The market is driven by new large build.
These are very dependent on government
investment. Refurbishment and retrofit
have started to be seen as a source of
revenue for contractors and systems
integrators. These market segments were
neglected in the recent past, as all the
players were concentrated on new projects
and large revenue returns. Similarly, the
service and maintenance segments are now
seen as an important source of revenue
stream.
Overall, the product market growth
remains positive, with an CAGR of 1.3% for
the period 2018-2023, but the hard times
are expected to continue, at least in the
near-term.
The main driver for the BACS market, in
Saudi Arabia is energy efficiency legislation
and energy cost. In a country where energy
used to be very cheap for the end-user, the
ongoing energy reform is taking many
market makers by surprise, including
contractors and system integrators.
Although the energy prices increase do not
affect the non-residential and industrial
sectors directly, the market players
interviewed and some manufacturers
believe that new legislation in the short-
term will include these sectors in the
energy reform. The price of energy is
believed to be an important driver for the
demand of advanced software and
analytics.
In terms of trends and R&D, the Saudi
market is following the global trend for IoT
and AI technologies. Technologically the
Saudi market is very close to the west,
particularly the United States, and applies
considerable resources to
smart/transformative technologies.
Recent plans were revealed for establishing
10 Smart Cities around the Kingdom of
Saudi Arabia. Multiple partnerships will be
created to develop the project, and the
Kingdom will be investing over USD 500
billion into the modernizing of its
infrastructure. The initiative aims to
enhance urban development in the
Kingdom through the application of the
smart city initiative to increase the
satisfaction of people, boost
competitiveness of cities and urban
sustainability. The plan also aims to
improve efficiency of city management,
minimize the negative environmental
impact, attract local and foreign
investments, and create job opportunities.
This modernization plan, called The
Country Digitization Acceleration Program,
launched nearly two years ago, in line with
the Kingdom’s National Transformation
Program and Saudi Vision 2030, attracted
the attention of important international
players from the IT and Communication
sectors. For example, Cisco has been
working with the Saudi government to roll
out several digitization initiatives, namely
in education, healthcare, broadband and
city Wi-Fi, and plans to work on others in
the coming years, including smart hajj,
energy, transportation, and cloud storage.
Similarly, the French company Orange
Business Services has signed a smart city
consulting agreement with Jeddah
Economic Company to design ICT
infrastructure and smart services at the
world’s tallest tower, Jeddah Tower.
The project aims to offer an advanced
quality of life in a mixed use
environment; with residential
apartments of different types, offices,
retail leisure and entertainment,
hotels and tourism attractions, public
and cultural amenities. The
implementation of the smart city
components is considered an essential
step for delivering an
environmentally friendly self-
sustainable project.

This study is confined to intelligent
building controls (referred to as
BACS) in non-residential
(commercial, public and industrial)
buildings.
The BACS market includes the
management and supervision of all
forms of environmental controls.
The study does not cover the
residential (domestic) market,
neither does it cover any control
products used for non-building
system purposes, such as
manufacturing process control or
transportation control.
The template has been extended in
2017 to include all types of non-
residential building controls such
as HVAC, security, lighting and fire
safety controls installed with, or
attached to, the BACS.
An overview of field level products

Building Automation and Control
Systems (BACS) are also be
referred to as a Building
Management System (BMS) or
Building Automation System (BAS).
BSRIA studies conforms with the
ISO 16484-1:2010 standard and
refers to the designated system as
‘BACS’.
BACS is principally a system which
has for prime purpose to control
and monitor the building’s
mechanical and electrical
equipment such as ventilation,
heating, A/C, lighting, and power
systems.
The scale of BACS varies greatly
from basic applications in HVAC
controls to integrated and
centralised monitoring for all
building services systems in a
building.
The typical architecture of a BACS
system includes HVAC and energy
management. Some buildings will
integrate the full range of products
including access control, lighting,
automated blinds, CCTV, AV,
building occupancy software,
meeting room booking systems
and fire alarm systems.
Throughout the text, we use a
variety of terms to describe
intelligent controls including;
BACS, advanced controls, building
energy management systems
(BEMS), and direct digital controls
(DDCs).
In the majority of cases, intelligent
controllers are sold as systems by
their manufacturers, but all
products are included in our
definition provided they can
communicate on a BACS network.
We are excluded conventional
analogue controllers and all forms
of controlled elements, e.g. valves,
actuators, etc.

BACS architecture is
designed in 3 levels: the
management level, the
automation level and the field
level.
Management level
The communication network at the
management level will include
Central Supervisory Computer
(CSC) /server stations/work
stations/monitors. The system is
managed from one or more server
stations, which include monitoring
and control and storing of data.
Automation level
Control devices, monitoring and
operational units, operator
stations or panels and/or
programming units, and data
processing devices. These devices
typically perform high-level
building automation and control
functions.
Field level
The field level includes devices,
controllers, sensors and electrical
operational equipment. These
devices typically perform lower-
level building automation and
control functions.

BSRIA has chosen to simplify the
way the market sizing and market
shares are reported. The market
will be estimated for products sold
as part of the BACS solution. The
aim is to provide a higher level of
detail for hardware and software,
and the study has been extended
to include controls for security
(surveillance, access controls and
intruder), lighting etc.
The information provided earlier
on system value and overall BACS
business value will be estimated
for the market under “channels”.
The study will include only top-line
information on field devices such
as valves, dampers, actuators and
sensors. In-depth information on
valves and dampers will be covered
in BSRIA’s Hydronic studies.
Market estimates will be based on
MSP (Manufacturer Selling Price to
first point of distribution).
Controllers
A controller is a generic name
given to any device that controls
the operation of one or more
elements of a system. Controllers
are essentially small, purpose-built,
computers with input and output
capabilities. Inputs from sensors
allow a controller to read
temperature, humidity, pressure,
current flow, air flow, etc. The
outputs allow the controller to, for
example, send command and
control signals to actuators. Inputs
and outputs can be either digital or
analogue.
The study will segment the
controllers into:
▪ Digital data control (DDC).
Building controller also called
advanced DDC or outstation
and Advanced Application
controller. Digital data control
(DDC) is the automated control
of a condition or process by a
digital device (computer). DDC
takes a centralised network-
oriented approach.
▪ Field equipment controllers or
asset-application specific
controllers. Small controllers
intended to control individual
items are referred to as
asset/unitary/field/ terminal
unit controllers. The controller
is often build in and supplied
with the product.
▪ Room controller/room
automation is an application-
specific function for individual
or single zone room control. It
includes communication
functions, monitoring and
control.

Hardware

via an application on a smart
phone/tablet.

balances the way in which the
building is used. By achieving this
the amount of wasted energy is
minimised, saving money and
reducing carbon emissions.
▪ Some of the current BACS
incorporate BEMS functionality
or have BEMS, which can be
integrated as an additional
“layer”. In this study BEMS is
grouped under software. The
difference between a BEMS
and a BACS is becoming harder
to define and the terms are
sometimes used
interchangeably.

manage the physical assets of
an organisation from design,
construction, commissioning,
operations, maintenance and
decommissioning/replacement.
Computerised maintenance
management system (CMMS) is
a software package that
maintains a computer database
of information about an
organisation's maintenance
operations. This information is
intended to help maintenance
workers do their jobs more
effectively and to help
management make informed
decisions.
▪ Asset management software is
used to record and track an
asset throughout its life cycle,
from procurement to disposal.
▪ It provides an organisation with
information such as where
certain assets are located, who
is using them, how they are
being utilised and details about
the asset. Asset management
software is used for
management of both software
and hardware assets.
▪ Space efficiency/Workspace
management software that with
help of software only sensors or
physical sensors can track and
monitor workspace utilisation
as well as air quality, air
movements and humidity.
▪ Security (Physical Security
Information management
(PSIM)) software provides a
platform and applications that
integrate multiple unconnected
security applications and
devices and control them
through one comprehensive
user interface. It collects and
correlates events from existing
disparate security devices and
information systems (video,
access control, sensors,
analytics etc.) to empower
personnel to identify and
proactively resolve situations.
The package include collection
of data, analysis, presentation,
resolution and reporting.

The BACS market is driven mainly
by construction. Construction
sector growth in Saudi Arabia will
remain relatively subdued in 2018
and 2019, as a lower oil demand
weighs on the government’s ability
to finance its ambitious
infrastructure development
projects. As oil trends higher post
2019, BSRIA researchers expect to
see growth rebound and remain
elevated over the course of our
forecast period.
The Field devices segment is the
most important source of revenue
for the BACS market. It has been
shrinking since the market
contraction in 2016 and it is
expected to continue to drop until
the end of the decade. The slow
and painful growth in the
construction sector is the main
reason for this decline, together
with some strong price pressure in
the sensors product segment.
DDC controllers growth is also
affected by the construction
sector. However, the downwards
trajectory is not expected to be as
strong as in Field devices.
The room controllers market is
experiencing strong competition
from Chinese manufacturers but in
this product segment price
pressure affects mostly the
residential sector. The HVAC
controllers product segment is also
expected to continue to decline in
the next 2 years, with recovery
associated with new construction
from 2020.
The security field controllers
segment is experiencing double
digit growth.
Hardware, similar to the majority
of the other BACS products, will
continue to shrink slightly until the
end of 2020.
Software growth is not as strong as
expected. It is not accelerating with
the offer from manufactures of
remote control and analytics. Cloud
solutions, despite being available
on the market, are not a source of
income for the BACS players.
Similarly for SaaS. No new entrants
were identified in this product
segment. IT/software players are
not a threat, as yet, in Saudi Arabia.

Energy meters controls, Room
booking and Lighting lead the
products being converged in
new buildings. The maturity of
convergence is also observed in
refurbishment and retrofit
projects.
The product segment with most
convergence applications is
Room Booking, followed by
Energy metering. The most likely
explanation for this is
construction of new and
upgrades of existing hotels. For
energy metering, the growth is
aligned with the energy
efficiency trend observed in the
country.
The refurbishment and retrofit
categories account for 30% of
the total, in Saudi Arabia. The
majority of the BACS market is
new projects.
Refurbishment of historically
important buildings is evident,
including in Mosques. It is in
these projects, that wireless
solutions fit the best.
The retrofit category is small and
accounts for just 10% of the
market.

The largest volume of BACS sales are
made through contractors and
system integrators. These are
reported here as third party channel
and they represent a total of USD
182 million installed value.
The product volume sold to own
businesses is the smallest part of
total sales. In Saudi, it is equivalent
to just 15% of the total BACS product
market undertaken by Schneider
Electric, Distech and Trane.
Within the own business route, the
most important is the product sold
to the own direct installed systems,
equivalent to 10% of the sales or
USD 12 million. Products sold to own
maintenance business are equivalent
to 5% only or USD 6 million. This
includes the product replacement in
the service and maintenance
contracts. This market solutions
segment is very small and lost
relevance when the new build
market was booming. As the market
shrinks and investment is smaller
contractors and system integrators
look at service & maintenance as an
potential source of revenue.
In the sales through 3rd party routes,
contractors and SI’s are the most
popular route for manufacturers
with a share of 60%, equivalent to
USD 71.7 million. Usually they are
also responsible for product
replacement and ongoing
maintenance of the systems they
install.
The distributors share is around 16%
of the total market, representing a
very low volume compared to other
markets. The distributor gets into
the BACS market mainly through
field devices sales.
FM companies are not seen in the
BACS market. Enco are active in
smart cities and smart grid planned
projects. Some foreign companies
announced the signing of contracts
with large Saudi contractors for the
supply of products, solutions and
expertise.
The OEM market is very important in
Saudi. Siemens and Belimo (trades as
World Systems Co Ltd) are the lead
suppliers of this market channel.

The BACS product business accounted for USD 109 million (including field devices). Service and maintenance business totalled USD 33 million. The BACS Saudi market is very significant and, despite the construction recession, its full potential is expected to return in the long-term. This market was already very large before the 2015-2016 crisis. It was growing at double digits and the country was an important source of revenue for BACS manufacturers. The market is dominated by the traditional BACS players, Honeywell, Siemens, Johnson Controls and Schneider. The big four hold the most significant percentage of market share. Trane, Distech and Delta fight for an increased market presence, but are still not a threat to the historic players who have installed their territory through a robust network of partners. Belimo also plays a relevant role in the BACS market as an important supplier of field devices. The market is driven by new large build. These are very dependent on government investment. Refurbishment and retrofit have started to be seen as a source of revenue for contractors and systems integrators. These market segments were neglected in the recent past, as all the players were concentrated on new projects and large revenue returns. Similarly, the service and maintenance segments are now seen as an important source of revenue stream. Overall, the product market growth remains positive, with an CAGR of 1.3% for the period 2018-2023, but the hard times are expected to continue, at least in the near-term. The main driver for the BACS market, in Saudi Arabia is energy efficiency legislation and energy cost. In a country where energy used to be very cheap for the end-user, the ongoing energy reform is taking many market makers by surprise, including contractors and system integrators. Although the energy prices increase do not affect the non-residential and industrial sectors directly, the market players interviewed and some manufacturers believe that new legislation in the short- term will include these sectors in the energy reform. The price of energy is believed to be an important driver for the demand of advanced software and analytics. In terms of trends and R&D, the Saudi market is following the global trend for IoT and AI technologies. Technologically the Saudi market is very close to the west, particularly the United States, and applies considerable resources to smart/transformative technologies. Recent plans were revealed for establishing 10 Smart Cities around the Kingdom of Saudi Arabia. Multiple partnerships will be created to develop the project, and the Kingdom will be investing over USD 500 billion into the modernizing of its infrastructure. The initiative aims to enhance urban development in the Kingdom through the application of the smart city initiative to increase the satisfaction of people, boost competitiveness of cities and urban sustainability. The plan also aims to improve efficiency of city management, minimize the negative environmental impact, attract local and foreign investments, and create job opportunities. This modernization plan, called The Country Digitization Acceleration Program, launched nearly two years ago, in line with the Kingdom’s National Transformation Program and Saudi Vision 2030, attracted the attention of important international players from the IT and Communication sectors. For example, Cisco has been working with the Saudi government to roll out several digitization initiatives, namely in education, healthcare, broadband and city Wi-Fi, and plans to work on others in the coming years, including smart hajj, energy, transportation, and cloud storage. Similarly, the French company Orange Business Services has signed a smart city consulting agreement with Jeddah Economic Company to design ICT infrastructure and smart services at the world’s tallest tower, Jeddah Tower. The project aims to offer an advanced quality of life in a mixed use environment; with residential apartments of different types, offices, retail leisure and entertainment, hotels and tourism attractions, public and cultural amenities. The implementation of the smart city components is considered an essential step for delivering an environmentally friendly self- sustainable project.

The BACS market includes the management and supervision of all forms of environmental controls. The study does not cover the residential (domestic) market, neither does it cover any control products used for non-building system purposes, such as manufacturing process control or transportation control. The template has been extended in 2017 to include all types of non- residential building controls such as HVAC, security, lighting and fire safety controls installed with, or attached to, the BACS. BSRIA studies conforms with the ISO 16484-1:2010 standard and refers to the designated system as ‘BACS’. BACS is principally a system which has for prime purpose to control and monitor the building’s mechanical and electrical equipment such as ventilation, heating, A/C, lighting, and power systems. The scale of BACS varies greatly from basic applications in HVAC controls to integrated and centralised monitoring for all building services systems in a building. The typical architecture of a BACS system includes HVAC and energy management. Some buildings will integrate the full range of products including access control, lighting, automated blinds, CCTV, AV, building occupancy software, meeting room booking systems and fire alarm systems. Throughout the text, we use a variety of terms to describe intelligent controls including; BACS, advanced controls, building energy management systems (BEMS), and direct digital controls (DDCs). In the majority of cases, intelligent controllers are sold as systems by their manufacturers, but all products are included in our definition provided they can communicate on a BACS network. Management level The communication network at the management level will include Central Supervisory Computer (CSC) /server stations/work stations/monitors. The system is managed from one or more server stations, which include monitoring and control and storing of data. Automation level Control devices, monitoring and operational units, operator stations or panels and/or programming units, and data processing devices. These devices typically perform high-level building automation and control functions. Field level The field level includes devices, controllers, sensors and electrical operational equipment. These devices typically perform lower- level building automation and control functions. The different levels of BACS installation

The market will be estimated for products sold as part of the BACS solution. The aim is to provide a higher level of detail for hardware and software, and the study has been extended to include controls for security (surveillance, access controls and intruder), lighting etc. The information provided earlier on system value and overall BACS business value will be estimated for the market under “channels”. Controllers A controller is a generic name given to any device that controls the operation of one or more elements of a system. Controllers are essentially small, purpose-built, computers with input and output capabilities. Inputs from sensors allow a controller to read temperature, humidity, pressure, current flow, air flow, etc. The outputs allow the controller to, for example, send command and control signals to actuators. Inputs and outputs can be either digital or analogue. The study will segment the controllers into: ▪ Digital data control (DDC). Building controller also called advanced DDC or outstation and Advanced Application controller. Digital data control (DDC) is the automated control of a condition or process by a digital device (computer). DDC takes a centralised network- oriented approach. ▪ Field equipment controllers or asset-application specific controllers. Small controllers intended to control individual items are referred to as asset/unitary/field/ terminal unit controllers. The controller is often build in and supplied with the product. ▪ Room controller/room automation is an application- specific function for individual or single zone room control. A supervisory program or supervisor is a computer program, usually part of an operating system, that controls the execution of other routines and regulates work scheduling, input/output operations, error actions, and similar functions and regulates the flow of work in a data processing system. Construction sector growth in Saudi Arabia will remain relatively subdued in 2018 and 2019, as a lower oil demand weighs on the government’s ability to finance its ambitious infrastructure development projects. As oil trends higher post 2019, BSRIA researchers expect to see growth rebound and remain elevated over the course of our forecast period. The Field devices segment is the most important source of revenue for the BACS market. It has been shrinking since the market contraction in 2016 and it is expected to continue to drop until the end of the decade. The slow and painful growth in the construction sector is the main reason for this decline, together with some strong price pressure in the sensors product segment. DDC controllers growth is also affected by the construction sector. However, the downwards trajectory is not expected to be as strong as in Field devices. The room controllers market is experiencing strong competition from Chinese manufacturers but in this product segment price pressure affects mostly the residential sector. The HVAC controllers product segment is also expected to continue to decline in the next 2 years, with recovery associated with new construction from 2020. The security field controllers segment is experiencing double digit growth. Hardware, similar to the majority of the other BACS products, will continue to shrink slightly until the end of 2020. Software growth is not as strong as expected. It is not accelerating with the offer from manufactures of remote control and analytics. Cloud solutions, despite being available on the market, are not a source of income for the BACS players. Similarly for SaaS. No new entrants were identified in this product segment. IT/software players are not a threat, as yet, in Saudi Arabia.

Second part shows the type of products that are being converged. Energy meters controls, Room booking and Lighting lead the products being converged in new buildings. The maturity of convergence is also observed in refurbishment and retrofit projects. The product segment with most convergence applications is Room Booking, followed by Energy metering. The most likely explanation for this is construction of new and upgrades of existing hotels. For energy metering, the growth is aligned with the energy efficiency trend observed in the country. The refurbishment and retrofit categories account for 30% of the total, in Saudi Arabia. The majority of the BACS market is new projects. Refurbishment of historically important buildings is evident, including in Mosques. It is in these projects, that wireless solutions fit the best. The retrofit category is small and accounts for just 10% of the market.

These are reported here as third party channel and they represent a total of USD 182 million installed value. The product volume sold to own businesses is the smallest part of total sales. In Saudi, it is equivalent to just 15% of the total BACS product market undertaken by Schneider Electric, Distech and Trane. Within the own business route, the most important is the product sold to the own direct installed systems, equivalent to 10% of the sales or USD 12 million. Products sold to own maintenance business are equivalent to 5% only or USD 6 million. This includes the product replacement in the service and maintenance contracts. This market solutions segment is very small and lost relevance when the new build market was booming. As the market shrinks and investment is smaller contractors and system integrators look at service & maintenance as an potential source of revenue. In the sales through 3rd party routes, contractors and SI’s are the most popular route for manufacturers with a share of 60%, equivalent to USD 71.7 million. Usually they are also responsible for product replacement and ongoing maintenance of the systems they install. The distributors share is around 16% of the total market, representing a very low volume compared to other markets. The distributor gets into the BACS market mainly through field devices sales. FM companies are not seen in the BACS market. Enco are active in smart cities and smart grid planned projects. Some foreign companies announced the signing of contracts with large Saudi contractors for the supply of products, solutions and expertise. The OEM market is very important in Saudi. Siemens and Belimo (trades as World Systems Co Ltd) are the lead suppliers of this market channel.
