RE: Character Evaluation of Ms. Andrea Barlow
To Whom It May Concern, this letter is to state my personal and professional evaluation of the
integrity and character of Ms. Andrea Barlow with whom I had the pleasure to work with while I
was employed at the ENSER Corporation for seven years. While at ENSER I held positions of
Principal Scientist and Director of Technology. During that tenure I worked closely with Andrea
as she was functioning as the program manager for the Small Business Innovative Research
(SBIR) grants that were under my direction during the last phase of my involvement at ENSER.
Andrea and I were also team members of both the operations team and the program
management group. Twice during my career at ENSER the technology group was failing. The
first time resulted in most of the technology group leaving the company. The second time the
acting Chief Operations Officer (COO) decided to be pro-active and replace the part of the team
that was creating the failure - namely the program manager. At that time all management duties
for the technology team, both technical and programmatic, became my responsibility. As I have
no training nor experience with the financial side of program management I was struggling.
Andrea volunteered her time to assist me and actually found multiple faults with the financial
records that were being used for technology program management. We corrected the faults
and successfully closed out some of the programs and continued to perform on others. Andrea
was also a key participant in operations discussions as she gave invaluable insight into the
financial status of the company. I can honestly say from my position Andrea was crucial to the
business performance of the ENSER Corporation. Professionally I stand behind Andrea’s
performance, honesty and integrity and highly recommend her for any position.
