INTRODUCTION
As a community partner, the Orange County Clerk of Courts is a
committed leader in the reduction of impacts to our environment, energy
efficiency and environmental protection. In October 2007, the Honorable
Lydia Gardner launched an initiative to promote energy efficiency and reduce
impacts to our environment by reviewing and implementing green principles in
the Clerk’s operations. To achieve this objective, the Clerk of the Courts
designated a staff member to research, develop and recommend a GreenPrint
Action Plan that would address the Clerk’s overall objective of establishing an
energy efficient and environmental conscious organization.
The purpose of the GreenPrint Action Plan is to identify objectives and
actions steps that can be implemented in the organization to reduce operational
impacts on the environment. The plan aligns directly with the five (5) strategic
perspectives of the Clerk of Courts -- Customer Focus, Streamlined Processes,
Innovative Technology, Employee Development and Managing Our Money --
and ensures that the organization is focusing on those items that would
contribute directly to the overall success of the organization and links directly
to the Strategic Plan. As a component of the GreenPrint Action Plan, the
ENVEE (Embracing Nature, Valuing the Environment with Excellence)
Program was designed to consolidate activities under a standardized and
systematic process.
Once the GreenPrint Action Plan is fully developed and includes detailed
timeframes and information, the Orange County Clerk of the Courts is
committed to monitoring and verifying the results. Monitoring and verifying progress on the implementation of
measures will be an on-going process. Monitoring begins once measures are implemented and continues for the
life of the measures, providing important feedback that can be used to improve measures over time.

Overall, the GreenPrint Action Plan will lay the groundwork for addressing the following items that have
been indicated by the International City/County Management Association (ICMA) as key elements in
maintaining sustainability when an organization goes green.
Identify champions and leaders in the organization to implement objectives
Build awareness
Leverage opportunities and relationships
Expand green assets
Adapt new technology
Build partnerships
Review policies
Change the rules
Create incentives
Be an example
To assist with the implementation of the Clerk’s Green Initiative, four (4) subcommittees have been
established to address specific items outlined in the action plan. These committees are as follows:
Communication and Community (CC)
Facilities (F)
Finance and Procurement (FP)
Technology and Process (TP)
Each committee has been assigned the responsibility in reviewing and implementing specific goals and
objectives in the plan. The lead subcommittee for each objective has been identified in the plan.

CHALLENGES AND BENEFITS
Going green for an organization is not an easy task; however, when fully utilized, green principles can help
an organization distinguish itself and set it apart in the community as a responsible organization. With the debate
on climate science effectively over in the U.S., the focus is shifting toward solutions. In the absence of
government regulation, public demand for action has put a value on efforts that go beyond business as usual to
reduce climate changing impacts.
According to TheGreenOffice.com, the best way to begin reducing impacts is a
three-step process beginning with a program of resource conservation and sustainable
purchasing and ending with an understanding of those items that significantly impact and
ways to reduce those impacts.
Step 1: Conserve Resources
The best way to begin reducing impacts is through resource conservation. There are many strategies to reduce
energy use, including the purchase of efficient electronics and appliances, installation of motion sensors for
lighting, and minimizing commuter miles. Additional reductions in the use of products and services can be made
through green purchasing and by distinguishing needs from wants when considering the purchase of goods and
services.
Step 2: Buy Green
The availability of clean, renewable energy and sustainable office products and services has grown dramatically in
the past few years. Though clean technology does not yet exist for commercial air travel, automobiles can be
powered by electricity, biodiesel, and electric-gas hybridization. Office products and services that have earned
third-party certification, contain recycled content, are recyclable and/or biodegradable, and embody fewer toxins
are now easy to find.

Step 3: Carbon Footprint
State-of-the-art, user-friendly office footprint calculators can be utilized to understand the
impact the organization is having on reducing emissions. Once the carbon footprint of the
organization has been determined, reduction in emissions can be offset in all or part by
purchasing high-quality, low-cost green related products.
Benefits to Your Organization
In addition to benefiting the common good, going green provides distinct advantages to the organization.
Studies now show a majority of Americans understand that climate change is driven by human activity and that
organizations do not do enough to care for the environment. Increasingly, organizations that fail to minimize
their carbon footprint put themselves at a competitive disadvantage by alienating customers. The benefits of
becoming a green organization include:
• Differentiating our organization, products and/or services from like governmental agencies
• Reduction in costs
• Increased revenues
• Improved public relations as an industry leader in the practice of sustainability
• Earn points toward LEED certification for your new or existing facility
• Getting ahead of the curve on pending carbon reduction regulations
• Increased customer and employee satisfaction
To improve upon environmental efforts of the Clerk’s Office, this comprehensive action plan was
developed to communicate necessary steps needed to address concerns regarding implementing various aspects
of the ENVEE Program. This GreenPrint Action Plan identifies seven (7) goals that will be essential in
implementing the program. Successful implementation will involve the commitment from all levels throughout
the organization.

GOAL #1: Advocacy and Education
Objectives:
A. Partner with local agencies to educate employees on green principles(CC)

GOAL #2: Recycling and Conservation
Objectives:

C. Identify and establish benchmarks with similar agencies (F)

GOAL #3: Procurement of Green Services and Products

A. Develop procedures to incorporate the purchase of green products and services in the procurement

B. Find a supply of paper with maximum available recycled content that is able to support daily operations
by the end of FY 2008 (FP)
C. Establish a goal to utilize recycled paper in 50% of the operations by the end of FY 2008 (FP)
D. Identify local suppliers and services that utilize green principles (FP)

CARBON FOOTPRINT
To calculate an estimated carbon footprint for the Orange County Clerk of the Courts,
the Food & Trees for Africa (FTFA) carbon calculator was utilized. This calculator provides
a high level estimation of the carbon footprint. The purpose is to create awareness around
lifestyle choices, events, venues, office buildings, business processes, industries and the
contribution to climate change. Creating awareness based on a credible baseline is the first
step in reducing our footprint.
The following results from paper consumption, electricity usage, non-telecommuting and non-electronic
transaction efforts, and usage of Clerk’s vehicles, establish a baseline for the Clerk’s Office. Overall, the
estimated calculations indicate that the Clerk’s operation impacts approximately 1,346,640 trees on an annual
basis; the goal is to reduce this impact to environment. As we continue down this path, we will reaffirm our
calculations to include air travel usage.

CONCLUSION
This is the first commitment for the Orange County Clerk of the Courts to begin to reducing the impact its
operation has on the environment. Strategically, the Clerk has been implementing activities to include electronic
transactions and a paperless system for several years. This plan enhances those activities and proposes additional
concepts to embrace.
The ENVEE GreenPrint Action Plan outlines goals for the Orange County Clerk of the Courts to evaluate
and consider. This plan will be fully developed to include a timeline, a description of financing mechanisms, and
an assignment of responsibility to departments and staff. This plan will incorporate public awareness and
education efforts.
Once the plan is fully developed, the Orange County Clerk of the Courts will commit to monitor and verify
the results. Monitoring and verifying progress on the implementation of measures will be an ongoing process.
At a minimum, targets and goals will be evaluated at least every year.

Green with ENVEE GreenPrint Sustainability Action Plan Page 2 INTRODUCTION As a community partner, the Orange County Clerk of Courts is a committed leader in the reduction of impacts to our environment, energy efficiency and environmental protection. In October 2007, the Honorable Lydia Gardner launched an initiative to promote energy efficiency and reduce impacts to our environment by reviewing and implementing green principles in the Clerk’s operations. To achieve this objective, the Clerk of the Courts designated a staff member to research, develop and recommend a GreenPrint Action Plan that would address the Clerk’s overall objective of establishing an energy efficient and environmental conscious organization. The purpose of the GreenPrint Action Plan is to identify objectives and actions steps that can be implemented in the organization to reduce operational impacts on the environment. The plan aligns directly with the five (5) strategic perspectives of the Clerk of Courts -- Customer Focus, Streamlined Processes, Innovative Technology, Employee Development and Managing Our Money -- and ensures that the organization is focusing on those items that would contribute directly to the overall success of the organization and links directly to the Strategic Plan. As a component of the GreenPrint Action Plan, the ENVEE (Embracing Nature, Valuing the Environment with Excellence) Program was designed to consolidate activities under a standardized and systematic process. Once the GreenPrint Action Plan is fully developed and includes detailed timeframes and information, the Orange County Clerk of the Courts is committed to monitoring and verifying the results. Monitoring and verifying progress on the implementation of measures will be an on-going process. Monitoring begins once measures are implemented and continues for the life of the measures, providing important feedback that can be used to improve measures over time.

Green with ENVEE GreenPrint Sustainability Action Plan Page 3 Overall, the GreenPrint Action Plan will lay the groundwork for addressing the following items that have been indicated by the International City/County Management Association (ICMA) as key elements in maintaining sustainability when an organization goes green. Identify champions and leaders in the organization to implement objectives Build awareness Leverage opportunities and relationships Expand green assets Adapt new technology Build partnerships Review policies Change the rules Create incentives Be an example To assist with the implementation of the Clerk’s Green Initiative, four (4) subcommittees have been established to address specific items outlined in the action plan. These committees are as follows: Communication and Community (CC) Facilities (F) Finance and Procurement (FP) Technology and Process (TP) Each committee has been assigned the responsibility in reviewing and implementing specific goals and objectives in the plan. The lead subcommittee for each objective has been identified in the plan.

Green with ENVEE GreenPrint Sustainability Action Plan Page 4 CHALLENGES AND BENEFITS Going green for an organization is not an easy task; however, when fully utilized, green principles can help an organization distinguish itself and set it apart in the community as a responsible organization. With the debate on climate science effectively over in the U.S., the focus is shifting toward solutions. In the absence of government regulation, public demand for action has put a value on efforts that go beyond business as usual to reduce climate changing impacts. According to TheGreenOffice.com, the best way to begin reducing impacts is a three-step process beginning with a program of resource conservation and sustainable purchasing and ending with an understanding of those items that significantly impact and ways to reduce those impacts. Step 1: Conserve Resources The best way to begin reducing impacts is through resource conservation. There are many strategies to reduce energy use, including the purchase of efficient electronics and appliances, installation of motion sensors for lighting, and minimizing commuter miles. Additional reductions in the use of products and services can be made through green purchasing and by distinguishing needs from wants when considering the purchase of goods and services. Step 2: Buy Green The availability of clean, renewable energy and sustainable office products and services has grown dramatically in the past few years. Though clean technology does not yet exist for commercial air travel, automobiles can be powered by electricity, biodiesel, and electric-gas hybridization. Office products and services that have earned third-party certification, contain recycled content, are recyclable and/or biodegradable, and embody fewer toxins are now easy to find.

Green with ENVEE GreenPrint Sustainability Action Plan Page 5 Step 3: Carbon Footprint State-of-the-art, user-friendly office footprint calculators can be utilized to understand the impact the organization is having on reducing emissions. Once the carbon footprint of the organization has been determined, reduction in emissions can be offset in all or part by purchasing high-quality, low-cost green related products. Benefits to Your Organization In addition to benefiting the common good, going green provides distinct advantages to the organization. Studies now show a majority of Americans understand that climate change is driven by human activity and that organizations do not do enough to care for the environment. Increasingly, organizations that fail to minimize their carbon footprint put themselves at a competitive disadvantage by alienating customers. The benefits of becoming a green organization include: • Differentiating our organization, products and/or services from like governmental agencies • Reduction in costs • Increased revenues • Improved public relations as an industry leader in the practice of sustainability • Earn points toward LEED certification for your new or existing facility • Getting ahead of the curve on pending carbon reduction regulations • Increased customer and employee satisfaction To improve upon environmental efforts of the Clerk’s Office, this comprehensive action plan was developed to communicate necessary steps needed to address concerns regarding implementing various aspects of the ENVEE Program. This GreenPrint Action Plan identifies seven (7) goals that will be essential in implementing the program. Successful implementation will involve the commitment from all levels throughout the organization.

Green with ENVEE GreenPrint Sustainability Action Plan Page 6 The following are the established goals for the GreenPrint Action Plan: Advocacy and Education Recycling and Conservation Procurement of Green Services and Products Limit Commuter Miles to Facilities Technology to Enhance Green Capabilities Energy Efficient and Green Facilities Communicate Activities and Success of ENVEE Program For each goal, objectives, some action steps, and implementation year has all been identified. This information can be used in the implementation of the plan. The following resources were utilized in the development of this comprehensive GreenPrint Action Plan – U.S. Census Bureau (www.census.gov), U.S. Environmental Protection Agency (www.epa.gov/), U.S. Department of Energy (www.energy.gov/), Green is Universal (http://www.greenisuniversal.com/), The Green Office (http://thegreenoffice.com/), Waste Management (www.wm.com/thinkgreen/), Food & Trees for Africa (http://www.trees.co.za/), USA Today (www.usatoday.com), ICMA Public Management Magazine (www.icma.org), City of Orlando (http://cityoforlando.net), and Orange County Government (http://orangecountyfl.net).

Partner with local agencies to educate employees on green principles(CC) B. Develop an advocacy and educational program to increase awareness (CC) C. Coordinate and participate in tree planting activities throughout Orange County (CC) D. Review aspects of serving as volunteers and financially supporting Earth Day events (CC) E. Provide information to employees to establish a green lifestyle at home (CC) F. Calculate the carbon footprint of the organization on an annual basis and communicate findings (CC) G. Have leadership calculate their carbon footprint (CC) H. Participate in Orange County’s Adopt-A-Highway Program (CC) GOAL #2: Recycling and Conservation Objectives: A. Develop and implement a recycle and conservation program to include fiber (paper products), glass, electronics, metal and plastics by end of FY 2008 (F) B. Establish methods of tracking and monitoring recycling information throughout the organization (F) C. Identify and establish benchmarks with similar agencies (F) D. Recycle 100% of old files and paper by the end of FY 2008 (F) E. Identify and utilize alternate products such as 100% recycled plastic products to eliminate use of Styrofoam and nonrecycled plastic products at organizational events (FP) GOAL #3: Procurement of Green Services and Products Objectives: A. Develop procedures to incorporate the purchase of green products and services in the procurement program (FP) B. Find a supply of paper with maximum available recycled content that is able to support daily operations by the end of FY 2008 (FP) C. Establish a goal to utilize recycled paper in 50% of the operations by the end of FY 2008 (FP) D. Identify local suppliers and services that utilize green principles (FP) E. Establish guidelines in purchasing office furniture (FP) F. Look at purchasing hybrid vehicles as existing company vehicles are approaching replacement age (FP)

Use hybrid and higher mileage rental vehicles (FP) I. Utilize recycled paper for business cards, note pads, letterhead, etc. (FP) J. Procure products with a “Green Seal” certification (FP) GOAL #4: Limit Commuter Miles to Facilities Objectives: A. Identify processes that can be performed from remote locations with a computer connection to work location (TP) B. Explore technology avenues that will limit the need for customer contact at facilities (TP) C. Consider a target to increase electronic transactions by 30% by FY 2010 (TP) D. Establish a 10% target of employees telecommuting by FY 2010 (TP) E. Encourage car-pooling, bus transportation or vanpools by providing alternate transportation incentives (TP) F. Use video conferencing and other technological solutions that can reduce the amount of employee travel (TP) G. Create a process to establish prime parking spaces to employees who carpool (FP) GOAL #5: Technology to Enhance Green Capabilities Objectives: A. Identify processes that can be converted to an electronic activity (TP) B. Evaluate the cost/benefit of processes for conversion to electronic means (TP) C. Find ways to reduce the need for the printing of paper through technology (TP) D. Establish a target that by FY 2011 the organization will be essentially 100% paperless (TP) E. Green with ENVEE GreenPrint Sustainability Action Plan Page 23 CARBON FOOTPRINT To calculate an estimated carbon footprint for the Orange County Clerk of the Courts, the Food & Trees for Africa (FTFA) carbon calculator was utilized. This calculator provides a high level estimation of the carbon footprint. The purpose is to create awareness around lifestyle choices, events, venues, office buildings, business processes, industries and the contribution to climate change. Creating awareness based on a credible baseline is the first step in reducing our footprint. The following results from paper consumption, electricity usage, non-telecommuting and non-electronic transaction efforts, and usage of Clerk’s vehicles, establish a baseline for the Clerk’s Office. Overall, the estimated calculations indicate that the Clerk’s operation impacts approximately 1,346,640 trees on an annual basis; the goal is to reduce this impact to environment. Strategically, the Clerk has been implementing activities to include electronic transactions and a paperless system for several years. This plan enhances those activities and proposes additional concepts to embrace. The ENVEE GreenPrint Action Plan outlines goals for the Orange County Clerk of the Courts to evaluate and consider. This plan will be fully developed to include a timeline, a description of financing mechanisms, and an assignment of responsibility to departments and staff. This plan will incorporate public awareness and education efforts. Once the plan is fully developed, the Orange County Clerk of the Courts will commit to monitor and verify the results. Monitoring and verifying progress on the implementation of measures will be an ongoing process. At a minimum, targets and goals will be evaluated at least every year.
