General Body (GB) & Executive Body (EB)
All member will constitute General Body.
Executive Body:
Which will be elected through proportionate
representation of members at Union council
level at atleast 15 members from each Union
Council should come through election from the
General Body to form the Executive Body. Total
membership of Executive Body may range from
50-100 Nos. based on the total number of
members in the centers.
7. ELIGIBILITY/QUALIFICATION OF EXECUTIVE BODY
MEMBER.
ο Should be a farmer (landowner, tenant or
contractual farmer)
ο Should not be less than 20 years of age.
ο Should not be defaulter of any financial
institution.
ο Willing and able to give time to serve the
cause of FSC.
ο Physically not handicapped.
8. RESPONSIBILITIES OF THE EXECUTIVE BODY
ο To keep the voters list up to date.
ο To hold election for selection of Management
Committee of the FSC.
ο To approve the policy matters of the FSC.
ο To resolve the conflict between the members of the
Management Committee.
ο To approve the expenditure and balance sheet of all
financial and physical activities of the previous
season and to plan, prepare and approve the budget
of activities of the coming season. The E.B meeting
will be held before the start of each season i.e. during
February and August each year.
9. RESPONSIBILITIES OF THE EXECUTIVE BODY
ο To terminate the membership/portfolio of any member
of the Management Committee who violates
deliberately the rules, regulations and norms of the
FSC or remain absent in three consecutive meetings
of Management Committee without any valid reason.
ο Planning and approval of the surplus produce to be
sold in the market out side the district.
ο Will demand audit report from Management
Committee to be discussed and decision to be taken
on any issue for implementation.
ο Approve the recommendation of experts for
implementation
10. MANAGEMENT COMMITTEE
ο The Executive Body will elect the
Management Committee through proper
election procedure.
ο The Management Committee should consist
of President, Vice President, General
Secretary, Finance Secretary and
Information Secretary
11. ELIGIBILITY/QUALIFICATION FOR M.C
MEMBERSHIP
ο Should come through election.
ο Should be a farmer of the concerned area
(whether landowner, tenant or contractual
farmer).
ο Should not be sentenced (imprisoned) for more
than 6 months in any criminal or civil court.
ο Age should not be less than 20 years & not
physically handicapped.
ο Should not be defaulter of any financial
institutions.
12. ELIGIBILITY/QUALIFICATION FOR M.C
MEMBERSHIP
ο Should be educated preferably upto matric.
ο Willing and able to give time to affairs of the
FSC.
ο Each member of the committee will have a card
mentioning his position.
ο The Agriculture Officer concerned will be the ex-
officio member of this committee. He will work
as cashier for the 1st four years or till such time
that membership reaches one thousand. He will
jointly maintain the record. During 5th year the
trained member will maintain the record by
himself and the A/O will work as facilitator
13. RESPONSIBILITIES OF THE MANAGEMENT COMMITTEE
ο Maintenance of all records of FSC in a transparent
way which is easily accessible to each member.
ο Budget planning and its approval from Executive
Body.
ο Progress and balance sheet preparation and
approval from General body.
ο Procurement of basic seed from Agriculture
Research, University, FSI and Agriculture Extension
Farms etc.
ο Procurement of C-1 from the registered growers.
ο Arrangement of Seed Certification process through
Federal Seed Certification and Registration
Department.
14. RESPONSIBILITIES OF THE MANAGEMENT COMMITTEE

ο Obtaining agencies of fertilizer and pesticides
for FSC.
ο Procurement of fertilizer and pesticides for FSC.
ο Linkages with line Agencies and Market.
ο Arrangement of sale of surplus produce of
farmers members in the market out side the
Agency.
ο Arrangement for farmers training in Seed
Technology.

and purchase of gunny bags etc.
ο Distribution of Basic Seed and signing of TOP with seed
producing growers.
ο Distribution/sale of C-1 seed to the registered members of
the FSC.
ο Mobilization of the farmers enrolment and increasing
membership in the FSC.
ο Selection of seed producing growers fields for seed
production.
ο Arrangement of crop visits by technical experts
16. FARM SUPPORT SERVICES CORPORATION (APEX
ORGANIZATION)
AT DISTRICT LEVEL
ο AIM & OBJECTIVES
ο i) Create awareness and to protect the rights of
farmers.
ο ii) Help the Government in devising policies for
Agriculture Development.
ο iii) Empower the farming community.
ο iv) Coordinate between the different FSCs and to
share their experience.
ο v) Resolve the problem faced by the FSCs.
ο vi) Represent the FSC at Provincial/Federal level.
ο vii) Linkages with Government and non-
Government Organization
17. STRUCTURE OF FSSC.
This apex organization will be called Farm
Support Services Corporation (FSSC). For the
formation of apex organization the General
Body will comprises of:
i) President of Management Committee from
each Centre (FSC)
ii) Secretary of Management Committee from
each FSC.
iii)Two members from each FSC, who will
come through resolution from executive body of
each FSC.
