Background
The Department of the Attorney General (DotAG) provided Human Resources and
Finance services to the Department of Corrective Services (DCS) on a Shared
Services model.
After a review in 2011, DCS and DotAG were instructed by the Economic Review
Committee (ERC) to separate their Corporate Services. This meant DCS needed to
acquire new systems and recruit staff to perform these Corporate Services.
The project to lead planning, development and implementation of the entire program
of works for DCS, was known as the SOCRATES Program.
Problem
DCS depended on Shared HR Services delivered by DotAG for its HR system, system
support and administration, transactional HR processing and user support. This
included:
- Payroll;
- Recruitment;
- Position Classification & Establishment;
- System Administration; and
- Call Centre
The shared HR environment meant an ineffective and expensive service across these
areas
2. Decommissioning Shared Corporate Services between the Department of Corrective Services
(DCS) and the Department of the Attorney General (DotAG)
Objective
- To separate DCS’s HR data from the shared system;
- To establish and implement a stand-alone HR system;
- Reduce operating costs; and
- To establish and implement a new payroll team and other transactional
functions.
Solution
Delivery of a tailored, streamlined HR system that was able to support end-to-end HR
processes. The system was configured to meet all DCS’s needs and enabled all
required accesses, functionality and reporting. These systems and processes have
delivered the knowledge and skills DCS require to execute all HR processes effectively
and securely.
Outcome
Human Resource Management Information System and Function has delivered to
DCS:
- Annual cost savings of $3.6m (53%).
- A cloud-based market leading HR system configured to the needs of DCS.
- Secure delivery of DCS HR records and data.
- A new timesheet, aligned to and enforcing DCS policies.
- Training in new system functionality.
- Operational guides and procedures to support system users.
- A rostering solution for over 3600 users.
- HR system functionality and security to enable reporting and analysis.
- Increased system access for HR staff required to support the business.
- Payroll system for over 5,000 users including the ability for staff to view pay
slips, leave balances, perform transactions & update personal details within
the portal.
This is the first time DCS has managed its end-to-end HR.
