e) Description:
ITC PCPB needs to track the media advertising processes through a system which are currently done manually. The Agency
sends us the Plans in Excel format via emails. We provide the feedback and once all the changes are made the same ge t
approved for implementation via emails. On Approval of the Plan, execution of the same started by the agency and sends us
the Estimates. The checking of estimate with the approval plan is also done manually. After the plan is implemented, a post
evaluation report is prepared by the agency to see the actual deliveries of the plan. Again this checking of post evaluation with
the original approvedplan is done manually.
The necessity of an online approval system is being felt which will limit the manual checking process. The
structure of the system is discussed to meet the specific need of the media team. The formats of tracking system
are also designed keeping in mind the present day work flow of media operations.

Records is time-consuming. The system will help the Government to get anaccurate picture of the sanctionedposts, filledup
posts andvacant posts;it will save time in preparing estimates for the annual Budget. Suchinformationis necessaryfor day-to-
daymanagement as well as for forward planning. Availabilityof timelyinformationis the keyto improve productivityand
efficiency. Also, the needfor pro-active decisions for effective utilizationof its humanresources has culminatedinthe decision
to establisha comprehensive computerized HumanResource Management System (HRMS). The objective of Government of
Tripura is to put in place a HumanResource Management System where all the transactions of the Service Register andPayroll
