Over 34 years of experience in middle and senior management, providing leadership and
guidance covering the areas of contingency, crisis and project management, operational
deployment, training and development, administrative and logistical management whilst
displaying a highly developed acumen towards conquering and managing challenges with
commitment, vigour and a high degree of integrity.
PROFESSIONAL PROFILE
• Over 34 years of continuous service with the Regular force of the Sri Lanka Army.
• Extensive experience in contingency management by being successful in planning
and conduct of counter terrorist operations under high and low intensity operational
conditions.
• Vast experience in planning, conduct and supervision of security related duties
through the successful conduct of joint service domination and stabilization
operations in urban areas which included strategic targets of national value.
• Experienced in managing mega scale disaster response and disaster relief operations
within the country whilst coordinating and ensuring effective multi agency responses
of all national, international and nongovernmental stake holders.
• Spearheading the Sri Lanka Army training and development needs for the future by
formulating a capstone doctrine for the Army, realigning the training policy to suit
future requirements, conduct of symposiums, seminars and workshops to ensure
capacity building, professional and competency development of middle and senior
management of the Sri Lanka Army.
• Responsible for the formulation of a versatile and an effective career planning
system for the Army (2003).

COMPETENCIES
Contingency Leadership and Management
A routine and a mainstay of senior and middle grade leadership of the Army; 34 years of
combat experience under varying degrees of intensity enabled the development of effective
skills in contingency leadership and management which included;
• Training and motivation of subordinates to drive against all odds to achieve declared
mission objectives.
• Managing crisis situations whilst ensuring minimum risks to manpower and strategic
resources.
• Effective and successful resource management under unfavourable conditions thus
ensuring economy of resources and sustainability of effort.

equipment.

Situational Command – National Emergencies
1. Land Slide Disaster Response and Relief Operations in Koslanda 2014 (Sri Lanka).
2. Drought Relief Operations – Monaragala and Badulla districts 2014 (Sri Lanka).
3. Tsunami Disaster Response – Point Pedro Jaffna 2004 (Sri Lanka).
Training and Development
Training and development of all personnel directly and indirectly placed under command
from divisional organisations is an inherent task of all middle and senior military
commanders. However, new challenges that emerged during the post conflict era implied
the need for a paradigm shift in the following;
• Formulation of a doctrine for the Sri Lanka Army. Headed the team of officers whose
task was to develop a doctrine in consultation with the Indian Army.
• Identifying future objectives and challenges and providing necessary guidance/
direction towards re aligning the training policy.
• Conceptualizing, organising and conduct of workshops, symposiums and seminars to
empower senior and middle grade management to fulfil future needs/demands.
• Providing, direction, guidance, planning assistance and supervision on the conduct of
multinational joint training/exercises.
• Preparation of Sri Lanka Army troops for United Nations deployment as a means of
experience and knowledge sharing.
• Implementation of vocational training for able and disabled war veterans with the
aim of providing life skills for social re integration.
• Conceptualize and conduct courses to assist in capacity development of “National
Disaster Relief Assistants” employed in all 25 districts of Sri Lanka.
Assisted OCHA (Office for the Coordination of Humanitarian Assistance)/ UNDP as a
resource person in the conduct of Disaster Management and Disaster Relief workshops
in Sri Lanka.
Career Planning and Development
The Sri Lanka Army did not have a comprehensive career development plan for the officer
cadre up to 2003. Formulated a performance based career planning system which was
subsequently accepted by the Defence Review committee appointed under the Ministry of
Defence.
Welfare and Rehabilitation
Rehabilitation and welfare of the disabled war veterans had remained the focus of the Sri
Lanka Army for a prolonged period. However, these activities were being carried out
without centralized control. Hence;
• Created an organisation under Director General Rehabilitation (Army) for the
collective management of;
-Wellness resorts - (for lifelong care of the totally disabled).
-Vocational training centres - (for the disabled).
-Rehabilitation industries and projects - (apparel factories for the
disabled, prosthesis workshops).
• Introduced regional visits to provide “door step” assistance to disabled veterans and
families of war heroes.
• Proposed the establishment of vocational training for the Army.
Project Management
Management of manpower, infrastructure and resource developmental projects were
integral responsibilities of main stream command, training and administrative appointments
held during the career. A few deliberations may include;
• Completed the “Abhimansala III”– Wellness resort project, Pangolla Kurunegala;
resurrecting from abandonment due to exhaustion of budgeted funds (Rs. 375mn).
Completed the project with a saving of Rs. 89 mn from the estimated cost.
• Functioning as the CEO of the Sri Lanka – China Auditorium and Headquarters
project at the Sri Lanka Military Academy Diyatalawa. Total cost of project- Rs. 1.5
bn.
• Functioned as the CEO of Sri Lanka Army Gymnasium Complex project at the
Panagoda Army Camp. Total cost of project – Rs. 270 mn.
• Functioned as the controlling and supervising authority in the management of 03 x
wellness resort projects for the totally disabled soldiers in Anuradhapura,
Kurunegala and Kamburupitiya.
• Introduced sustainability programs to reduce running cost whilst maintaining
maximum efficiency.
Event Management
Experienced in mega scale event management as a leader and a member of the organising
committees of various multinational and local events such as;
• Defence Seminar 2015 – Multinational defence seminar organised by the Sri Lanka
Army.
• Army Search Light Tatoo – 2009, 2014 (Regional – in Central and Uva provinces).
• Security coordination and crowd control – 2010 T 20 Cricket World Cup
(Kandy matches).
• Overall security and crowd control “Dayata Kirula” National exhibition, 2009 (BMICH,
Colombo).
ACADEMIC ORIENTATION AND INTEREST
• Following an Executive Diploma in Disaster Management leading to a Masters
degree program under the Institute of Human Resource Development at the
University of Colombo.
• Assisting in M-Phil research on Military History and use of weapons in the pre-
colonial history of Sri Lanka.
QUALIFICATIONS AND ACCREDITATIONS
• Graduate of the Command and Staff College Quetta – Pakistan (1998).
• Graduate of the Sri Lanka Military Academy (1982).
• Represented Sri Lanka at the Near East and South Asia (NEASA) Executive Seminar
(August, 2008) – National Defence University, Washington DC, USA.
• Participated as the Sri Lankan representative at “Civil – Military Response to
Terrorism” Seminar at Naval Postgraduate School, Monterey, California, USA (May
2005).
• Presented the Statement on behalf of the Government of Sri Lanka at “United
Nations Convention on Certain Conventional Weapons” UN Headquarters Geneva,
Switzerland (November 2013).
• Represented the National Interest of Sri Lanka at the “Regional Review Conference –
Geneva Declaration on Armed Violence and Development” Manila, Philippines
(August 2014).
• Participated on invitation by the UNDP/OCHA for “Regional Consultative Group
meeting on Humanitarian Civil Military Coordination in Disaster Management for
Asia and the Pacific” Bangkok, Thailand (December 2015).
HIGHLIGHTS OF THE MILITARY CAREER
APPOINTMENTS HELD;
• Director General General Staff of the Sri Lanka Army - Responsible for supervision,
guidance and policy control over 14 directorates of the Army.
• Commander Army Training Command - Responsible for the formulation of the
training doctrine and policy for the Sri Lanka Army.
• Overall Operations Commander Western Province and Puttalam District
(OOC- WP&PTM Dist) - The appointment was created to control security related
matters pertinent to the Western Province of Sri Lanka under a unified command.
• Operational Field Command - Commanded Army troops under varying degrees of
operational intensity at different levels of Command. (Security Force Command,
Divisional Command, Brigade Command and Battalion Command) - The number of
personnel, commanded/administered/ trained totalled to 22,000 in certain
appointments.
OTHER APPOINTMENTS OF IMPORTANCE
• Colonel of the Regiment – Mechanized Infantry Regiment of Sri Lanka – Served as
the honorary authority guiding, advising and providing management direction to
administer, train and nurture over 6,000 Army personnel belonging to 05 units of the
regiment.
• Director General Rehabilitation Sri Lanka Army – Management of all rehabilitation
projects, wellness resorts, counselling, vocational training and other rehabilitation
projects for the war disabled in the Army.
• Director General Army Sports – Advice, guidance, coordination and supervision of all
sports infrastructure development, sports development programs and
administration of all sports personnel of the Army.
• Member board of directors for Army Apparel Manufacturing Plants - Functioned as
a member of the board of directors for the management of 02 Apparel
Manufacturing Plants established under the Army with an approximate work force of
1200 disabled Army personnel in each plant.

• Rana Wickrama Paddakkama -For exceptional gallantry in the battle field.
• Ranasoora Paddakkama (5 times) -For distinguished acts of gallantry in the face of
the enemy in the battle field.

HIGHLIGHTS OF THE MILITARY CAREER APPOINTMENTS HELD; • Director General General Staff of the Sri Lanka Army - Responsible for supervision, guidance and policy control over 14 directorates of the Army. • Commander Army Training Command - Responsible for the formulation of the training doctrine and policy for the Sri Lanka Army. • Overall Operations Commander Western Province and Puttalam District (OOC- WP&PTM Dist) - The appointment was created to control security related matters pertinent to the Western Province of Sri Lanka under a unified command. • Operational Field Command - Commanded Army troops under varying degrees of operational intensity at different levels of Command. OTHER APPOINTMENTS OF IMPORTANCE • Colonel of the Regiment – Mechanized Infantry Regiment of Sri Lanka – Served as the honorary authority guiding, advising and providing management direction to administer, train and nurture over 6,000 Army personnel belonging to 05 units of the regiment. • Director General Rehabilitation Sri Lanka Army – Management of all rehabilitation projects, wellness resorts, counselling, vocational training and other rehabilitation projects for the war disabled in the Army. • Director General Army Sports – Advice, guidance, coordination and supervision of all sports infrastructure development, sports development programs and administration of all sports personnel of the Army. • Member board of directors for Army Apparel Manufacturing Plants - Functioned as a member of the board of directors for the management of 02 Apparel Manufacturing Plants established under the Army with an approximate work force of 1200 disabled Army personnel in each plant.
