art technology based electronic national identification platform.
Representing the principal at meetings with ICTA. Coordinating multiple suppliers &
principal bidder for financially viable implementation model by delegation to
subcontractors of Hardware, Software, Technology Integration, project office
management, human capital management, costing and project management schedules
& project protection documentation were supervised by me.
This project introduces a platform to Sri Lanka with a Digital e-Identification card for the
citizens & replace present national identity cards with the modern dual encrypted chip
based single e-ID as the preferred Card for all financial, land, economic, banking, law
enforcement and foreign travel (Passport) with the highest integration to the national
central database.
As the local expert coordinating officer for this project, assisting in the architecturing of
a highly sophisticated, use state of the art technology & data processing platforms for
secured data interchanging of the sensitive data with access security encryption key
topology to process private & confidential data of a citizen stored in a latest cloud based
data centres of Sri Lanka.
Selection of vendors, negotiate terms, complying to implementation schedules, project
planning, resource identification, resource allocation project time planning to comply
with the TOC and bidding documents were covered in the initial investigation stage,
followed by comparing of proprietary software vs open source integration model to tri-
language based system architecturing for reliable, fast and ground level implementation
planning were covered in the scope of the assignment.

• The Shepard – The first Human Resource Management and Development Software application introduced
to the Sri Lankan markets under the pay for use.Each staffmember’s record maintained in the application
cost the organization Rs.1/= per day.
• Nucleus CommuSchool Management Application; This was designed to assist school administration
management members to record the progress of a student from date of joining to leaving with a full
history of all activities and reporting.
• Nucleus CommuStat – This is for the local government and civil societies for them to have a complete
statistical knowledge of the population in a township or division, their current wealth brackets, needs,
social levels, ownerships etc.
• Nucleus Sales Order Tracker – To trace the business flow from the time the sales orders are received up
to the point of delivery of the goods to the customer
• Nucleus H2H – the First Handheld device application for hearing impaired to use a picture based software
solution on a pad to communicate with the general public to share their views and get answers.
Need analysis, flowcharts, process control, resource selection, building of the development
simulating of the application, quality testing and advising how to complete bug fixing, core architecture
with capabilities of integrating to all Nucleus basket of products, using Microsoft design development
sequential databases replicable were all supervised at this position. I was the visionary of this product
basket that was identified as a need of the hour for Sri Lanka. Driving towards e-commerce and financially
affordable model.

information required by potentialinvestorssuch as past and present performance statistics,regionalstatistics,
updated methods and enhancements underway in the region, equipment in use, registering of new products
and attractions, recording of levies and incentives granted for port users and new clients.
Formulated a system to identify inefficiencies of the existing facility. Identified methods to have these
inefficiencies straddled and communicated to the shipping community in order to implement corrective
measures at short notice. Formulated an implementation plan for privatization of JCT and identification of
skills needed for efficient management of operations after privatization; Contributed in the formulation of a
plan to absorb redundant labour of JCT, to the new related industry and the development of a training
programme for such personnel; The position entailed the draw of attention of the investors providing vital
sensitive statistics to be used in the coordinating strategy to construct a smooth integration plan for a
government owned and highly politicized overly manpowered, unionized and low productive and poor in per
hour performances sea port terminal to be converted and transformed to a reasonably judgeable and
favourably comparable terminal facility in the Indian Subcontinent; Networking with the Directors of the
consortium; Establishing relationships with the political leadership to understand the vision behind and the
best approach to introduce such a sensitive integration taking the Jakarta International Container Terminal
and KOJA privatization model as the base; Business investigation and developing a model to introduce a
complementing service as Sea Transport to avoid Road Traffic; Linking of the terminal to serve Myanmar
Singapore Hong Kong with the Middle Eastern maritime & port service seekers; Construct a model to bring in
international skills sets required to transform the local mindset and productivity improvement plans with set
milestones and rewarding systems; Gathering the essential information in the privatization of JCT and all
ports of Sri Lanka. Responsible for the development of optional plans for privatization of JCT and formulation
of a system for improving efficiency of container handling.
In line with the requirements,with the project approval,the prioritized automation processors were identified.
From revenue generating processors to all expenditure management processors were documented. This was
an extensive study since there were equipment, civil work, business processes reengineering, procedures for
best practices, transparency and total automation introduction planned within a short period of time after the
agreements were signed. As the blueprint all these suggestions developed by me were submitted for the
selection committee. All processors were centrally managed by the centralized computerization with total
integration for cost saving and reliability. The processes included the use of other partners such as mobile
service networks integrating to the master system for online booking systems, and integration with the local
regulatory and excise departments for best and fast terminal services. In order to suggest this system, a well
designed hardware, service and server platform, civil environment, reliable hardware, imagining and data
storage retrieval with enhanced security and data safety were all taken into consideration at my position.

6. The port management to all operational staff were used to the unionized easy and flexible operation infested
by ‘tip’ based encouragement system. The new approach introduced a performance measurable culture.
Based on this, the management wanted to introduce state of the art equipment, technology, automation and
information technology through computerization, skills upgrade and professionalism in the business activities
and progress to challenge Port of Singapore; For the Financial Systems there was a change from home
developed local accounting, billing and general ledger application to Oracle Financials that was a Hutchison
Group solution for Accounting Standards and Practices through a common software solution; The handheld
devices to be integrated to the Ports Productivity and container movement and port management software
had to be integrated through different vendors and hardware suppliers who had to have a business strategist
and implementation support specialist. Was given this task to link between, partners who represented our
principal office in Hongkong, International Suppliers, Local Vendors, Testing Staff, Computer Room and
Environment, Data Centre and Communication backbone such as fibre optic network with transponders and
digital signal enhancing devices; The job entailed research, delegation and gathering the right information
before the choices were recommended.
The computer server rooms for two terminals were linked and interfaced using wireless, wired, fibre optic
channels for hyper performance servers introduced during the upgrade period load balancing techniques with
redundancy for zero downtime tested and introduced the business processes automation with state of the art
global computer software designed for the container tracking system handling one of the busiest container
terminals in the region competing on productivity and challenging the regional leaders project undertaken.
Initially available environment and local staff support had to be drawn into the project. From design
architecture, network architecture, firmware, integration software for multiple operating systems, interfacing
of various hardware such as hand-held terminals, gate management software application and integration to
the loading discharging bayplan management terminal operating system was handled during my tenor in
office.
Software introductions integrated processors of all key tasks that were analysed, documented, evaluated,
prioritized, budgeted and financial allocations for CAPEX approvals by shareholders, submitting them at board
meetings, obtaining of approvals, purchase of the software, payments schedule maintenance, scheduling for
testing and having a training culture introduced with a training centre installed for stafftechnicalskills upgrade
programmes designed and simulated.

Activities performed: Introduce systems, automation, provide strategic business information and
commercial information. Meeting with port equipment suppliers, computerization of a difficult station where
all utility services were mostly interrupted due to poor government electricity, water and telecom services.
The first local container movement software solution designed and developed by a team reporting to me. As
the principal architect of the system design and development process from contracts, outsourcing of haulage
services and coordinating work between Yangon and Thilawa (where the container terminalis)was integrated.
Setting up of the main computer room, power supply integration, software installation work, training of the
users, business processes computerization prioritization assisting the analysis processes for best outcome
were supervised subsequently delegated to junior and senior officers who were to work under the steering
committee managed by myself. System design, networking architecture and integration of processes from
warehouses to the final loading discharging bay plans automated in house designed software application by a
team of software developers. Sophisticated applications were compared using technical evaluation method by
validating the ability of market proven well reputed suppliers and then introduced. The billing and charging to
the customers were in line with the practices allowed to a private terminal within the terms of references and
contract terms with the government.
The systems introduced during this period were the Financial Management System, Container Tracking
System, Bulk Cargo Monitoring and Delivery Management System, Inventory and Engineering Processes
Management System, Human Resource and Payroll Management System, Gate Data Processing and
Management System. These systems were designed, developed, tested, continuously upgraded to meet the
management’s objectives in automation processes.

7. The work entailed selection of computer hardware, the application software for smooth business
transformation from manual applications to an automated environment. This is from a stand alone computer
systems to total integration of the network of computers through a mainframe computer software application
implementation that took place over a series of upgrades. The main billing system linked to the financial
application designed developed in-premises had to be facilitated as I was the key member responsible to
support the design, development team of experts who were subcontracted to design, develop, introduce the
software applications.
The position I held was to liaise with end users collecting andgatheringinformation for the best transformation
of the manual systems to smooth transfer without interruption to the business processors. The selection of
computers, operating systems, networking equipment, software and business solutions validation to ensure
that the selected products suited the business processes, providing the critical environmental information to
the sub contractors and on implementation sign off and accept the supplies are in conformity with the
contracted delivery.
This process included training new hires and existing staff to convert from manual transaction recording to a
first time computing experience where reasonable resistances had to be managed. There were interruptions
due to failures of the integration, introduction of new business processes, enhanced performances and
elimination of duplication of tasks. During design time from providing flow charts, process analysis support,
documentation,design systemarchitecture,assist in the programme analysis work,testing ofthe components
that were completed prior to being implemented to the live system, fault handling, quality testing and
introduction to the live business system was only after the signing off by myself.
