Petroleum
The Orinoco Oil Belt, FPO, considered the largest accumulation of
heavy and extra-heavy oil in the world, was discovered in 1938.
Its exploration began with the first well, Canoa-1, in 1935, until it
reached the discovery well, the Suata-1, in 1938. But its
exploitation began in 1961, with the Morichal and Jobo fields.
In 1974, the then Ministry of Mines and Hydrocarbons (MMH),
which had dealt with the control of the activities in the Belt,
created the Orinoco Oil Belt Direction to take charge of it. Later, in
1976, it was transferred to the newly structured Direction of
Studies of Non-Conventional Hydrocarbons and in 1977, after the
nationalization of the oil industry in Venezuela, the administration
of the Orinoco Belt was transferred to Petroleos de Venezuela,
PDVSA.
Between the years 78 and 83 accelerated the exploratory campaign
and divided the entire area of the Belt into sectors. At the
beginning were six: Machete, San Diego, Hamaca, Zuata, Pao and
Cerro Negro; And the responsibility for exploring and exploiting
them was handed over to PDVSA's subsidiaries at the time:
Meneven, Maraven, Corpoven and Lagoven.

A new stage
In 2003, the government of President Chávez eliminates the
manufacture of Orimulsion and the company BITOR. Four
years later, the elimination of FPO strategic partnerships and
formation of joint ventures (PDVSA - Private or State
Companies) is decreed.
Between 2008 and 2009, the tendering and awarding of blocks
for the exploitation of the FPO is given to countries or state
companies of these, where Russia and China stand out.
In 2015 the Government activated the comprehensive
development plan for the Orinoco Oil Belt, and in 2016
President Maduro decreed the Orinoco Oil Belt "Hugo
Chávez" as a Zone of Strategic Development.

Areas that

The oil belt of the Orinoco is conformed
by four fields:
Campo Carabobo with reserves estimated
at 227 billion barrels.
Campo Boyacá with 489,000 million
barrels.
Campo Junín with 557 billion barrels.
Campo Ayacucho with 87,000 million
barrels.
For a total of 1,360 trillion barrels,
subdivided into 29 blocks of 500 km² each,
with an even greater potential for
production if it were fully explored and
confirmed all the recent research [when?]

The certification plan proposed by the Venezuela
government for the oil reserves called the Magna
Reserva Project would document the existence of
some 172 billion barrels of oil in the Venezuelan
government's delineated prospecting field in the
Orinoco oil belt; That is, certified reserves would
represent only 20% of the original oil at the site.
Currently Venezuela has oil reserves of 296.5
billion barrels of oil (with a recovery factor of 20%),
certified by the OPEC, 2 indicating that Venezuela
ranks first in the world with oil reserves, above
Arabia Saudi.

Joint ventures
As of 2007, the Government of Venezuela initiates
the review and adjustment of the businesses
established during the Petroleum Opening
Process, such as Strategic Associations,
Operating Agreements, Exploration at Risk and
Shared Earnings.
The Joint Ventures aim to develop primary
exploration activities for hydrocarbon deposits,
their extraction in the natural state, collection,
transportation and initial storage, as well as the
provision of engineering, construction,
reconstruction and repair services for offshore
projects .
