6. Project Background(Sailent Features)
1. Traffic at Ashram intersection is serving for
approx. 4 lakhs PCU/day
2. This Underpass is under construction at
the third level
3. Flyover is already constructed and
functioning at Asharam intersection
4. Length of the under pass is 300m
5. Two approach arms are Faridabad side &
India gate side having approach based
signal during construction
6. From the India gate side Nizamudin ROB
will merge near the Ashram Intersection.
7. Distance of mouth of Nizamudin ROB from
underpass is only 120m (safety Concern)
7. Importance of Construction stage RSA
oConstruction and maintenance work may pose various hazards for both
the site operatives and road users.
oProper signage and safety measures are required to warn and safeguard
the road users along with workers.
oIndian Road Congress; through its special publication IRC:SP:55 2014 has
standardised the safety measures to be adopted at work zones.
oAt all work places these standards for proper warning signage and safety
measures are to be adopted.
oTo ensure the adherence of these safety measures proper road safety
audit is required to avoid any accident or mis happening.
8. It is the safety plans with basic safety features and care needs to be taken so that
anyone coming along the road or the footpath from any direction understands exactly
what is happening and what is expected of him/her. The aim should be to facilitate the
passage of road users through such work zones using roadway geometries, roadside
features, and Traffic Control (TC) devices comparable to those for normal highway
operations. Thus, road user movement should be free from any hazard.
A WTMP should describe traffic control measures to be used for facilitating the safe
and efficient movement of road users through a work zone. WTMP should play a vital
role in providing reasonably safe and efficient road traffic flow for all road users when
a work zone temporarily disrupts normal traffic flow.

13. Observation: Traffic Management Plan is completely missing , Chevron & Hazard marking missing, Zebra
crossing is not up to complete carriageway not much provision for pedestrian. Buffer is not clear
(Entry, Exit and not proper tapering is done with delineators)

14. Observation/Safety Concerns:
Approach Transition Zone Taper length (ATL) is negligible or too short. It may cause risk of accident due to lateral
shifting of moving vehicle from the normal pathway.

As Per IRC 55:2014 Table 4.1 approach taper length shall be 1 (width of hazard including buffer ) :12 for speed
upto 50 km/Hr. at the start of traffic control zones.

New jersey barriers are missing. Road condition is very poor which is very hazardous for
road users.

The activity zone is the section of the highway where the construction activity takes
place. It comprises the work space, the traffic space, and the buffer space
17. Observation/Safety Concerns:
GI Sheets as channelizing devices between work zone and traffic space without buffer zone.
Vehicles and pedestrians may fall in to excavation work area.

Provide new jersey barrier with delineators and lighting devices with buffer space to protect
vehicles moving on traffic space.

18. Observation/Safety Concerns:
There are no advance Warning Zone Signs observed.
Without Advance Warning Sign Board, vehicles may approach to Work Zone at high speed leads to crash.

As Per IRC 55:2014 Table 4.1 advance warning Sign should be installed before 180m of Work Zone for desired
speed of less than or equal to 50 km/Hr.

There are no Terminal Transition Zone Signs observed due to which vehicles may approach to Work Zone at high
speed leading to crash. It may also cause casualties to pedestrians or other VRUs by traffic.

The work zone end length shall extend from the end of terminal taper length to the last traffic control device such
as sign showing the end of road work.

24. Observation:
This is left side entering to mathura road from ring road having three and a half lane road
including bus lane at present only one and a half lane is in use. Bus stand has been shifted.

• Discontinuous provision for Pedestrians, and no provision for differently abled
persons and people with visual impairment, for negotiate a work site or to cross
the roads within a work site.
• Existing footpath is discontinuous and absent of protected temporary footpaths
and formal pedestrian crossings

1 meter wide) with pedestrian barriers as per site condition

35. Deployment of Personnel and Safety Compliance
• Work was on hold by pollution control board due to
higher Air Quality Index. Therefore Audit doesn't
cover any observations on workers, supervisors
and inspecting officers safety.
Good Industry Practices
• Deployment of flagman for controlling the traffic
during the peak and off-peak hours of traffic flow at
the construction zones.
• All the workers, exposed to moving roadway traffic
or equipment in road construction zones shall
wear high-visibility safety apparel, headgear,
boots, gloves and protective gears for their
protection.
• All workers and supervisors must adhere to safety
as per HSE norms and good industry practices.
