Project Background(Sailent Features)
1. Traffic at Ashram intersection is serving for
approx. 4 lakhs PCU/day
2. This Underpass is under construction at
the third level
3. Flyover is already constructed and
functioning at Asharam intersection
4. Length of the under pass is 300m
5. Two approach arms are Faridabad side &
India gate side having approach based
signal during construction
6. From the India gate side Nizamudin ROB
will merge near the Ashram Intersection.
7. Distance of mouth of Nizamudin ROB from
underpass is only 120m (safety Concern)
Importance of Construction stage RSA
oConstruction and maintenance work may pose various hazards for both
the site operatives and road users.
oProper signage and safety measures are required to warn and safeguard
the road users along with workers.
oIndian Road Congress; through its special publication IRC:SP:55 2014 has
standardised the safety measures to be adopted at work zones.
oAt all work places these standards for proper warning signage and safety
measures are to be adopted.
oTo ensure the adherence of these safety measures proper road safety
audit is required to avoid any accident or mis happening.
It is the safety plans with basic safety features and care needs to be taken so that
anyone coming along the road or the footpath from any direction understands exactly
what is happening and what is expected of him/her. The aim should be to facilitate the
passage of road users through such work zones using roadway geometries, roadside
features, and Traffic Control (TC) devices comparable to those for normal highway
operations. Thus, road user movement should be free from any hazard.
A WTMP should describe traffic control measures to be used for facilitating the safe
and efficient movement of road users through a work zone. WTMP should play a vital
role in providing reasonably safe and efficient road traffic flow for all road users when
a work zone temporarily disrupts normal traffic flow.
Principles and Planning of Work Zone Traffic Management

• Provide Clear and Positive Guidance to Road Users
• Ensure Roadside Safety Maintenance
• Ensure that Planners and Decision Makers have the Necessary Knowledge

OBSERVATIONS ON SITE BY SAFETY EXPERT
Observation: Traffic Management Plan is completely missing , Chevron & Hazard marking missing, Zebra
crossing is not up to complete carriageway not much provision for pedestrian. Buffer is not clear
(Entry, Exit and not proper tapering is done with delineators)
Reason of concern: Prior information of work zone missing, Risk
Priorty Highly desirable
Rcommendation: It should be as per IRC:SP:55-2014
Observation/Safety Concerns:
Approach Transition Zone Taper length (ATL) is negligible or too short. It may cause risk of accident due to lateral
shifting of moving vehicle from the normal pathway.
Risk: High
Recommendation:
As Per IRC 55:2014 Table 4.1 approach taper length shall be 1 (width of hazard including buffer ) :12 for speed
upto 50 km/Hr. at the start of traffic control zones.

Highly desirable
Advance Warning Zone (Friends colony to Bhogal)
Observation/Safety Concerns:
New jersey barriers are missing. Road condition is very poor which is very hazardous for
road users.
Risk: High
Recommendation :
New jersey barriers shall be provided as against existing thin metal sheets. Existing road
shall be black topped

Highly Desirable

Observation/Safety Concerns:
Proper road sign boards & New jersey barriers are missing.
Risk: Medium
Recommendation :
Proper road sign boards & New jersey barriers are proposed.

Work/Activity Zone
The activity zone is the section of the highway where the construction activity takes
place. It comprises the work space, the traffic space, and the buffer space
Observation/Safety Concerns:
GI Sheets as channelizing devices between work zone and traffic space without buffer zone.
Vehicles and pedestrians may fall in to excavation work area.
Risk : Very High
Recommendation :
Provide new jersey barrier with delineators and lighting devices with buffer space to protect
vehicles moving on traffic space.

Essential
Work/Activity Zone
Observation/Safety Concerns:
There are no advance Warning Zone Signs observed.
Without Advance Warning Sign Board, vehicles may approach to Work Zone at high speed leads to crash.
Risk: - High
Recommendation :
As Per IRC 55:2014 Table 4.1 advance warning Sign should be installed before 180m of Work Zone for desired
speed of less than or equal to 50 km/Hr.

There is no proper provision for pedestrian road crossing.
Risk: High
Recommendation :
There should be a well defined pedestrian crossing for pedestrian in connection with footpath

Work/Activity Zone
Observation/Safety Concerns:
There are no Terminal Transition Zone Signs observed due to which vehicles may approach to Work Zone at high
speed leading to crash. It may also cause casualties to pedestrians or other VRUs by traffic.
Risk: High
Recommendation :
The work zone end length shall extend from the end of terminal taper length to the last traffic control device such
as sign showing the end of road work.

Observation/Safety Concerns:
• Terminal Transition Zone Taper length (TTL) is to short. It may cause risk of accident
due to traffic from deviated path to their normal path

Diversion signs are not proper
Reason of concern: Safety not
indicating proper direction for
smooth flow of traffic

Observation: Along the full rotary type movement two signals are provided for smooth flow of
traffic during peak hour. But chaos for NMTs
Reason of concern: But there are no markings for pedestrians, which is very risky as at the
other side metro station is also there
Recommendation: It should be as per IRC:35-2015 for pedestrians it should be recommended
as per IRC 103.
Observation:
This is left side entering to mathura road from ring road having three and a half lane road
including bus lane at present only one and a half lane is in use. Bus stand has been shifted.
Reason of concern: No arrow markings , no edge marking, no delineators
Recommendation: It should be as per IRC: 35-2015
Observation: Along the full Median side this type of FMM are placed not as per standard
spacing
Recommendation: It should be as per IRC:67-2012
Observation: Edge marking is
missing, barricading is of Tin type

of type New Jersey
Observation: From Friend colony to Ashram intersection (Night time). construction zone Plan
is totally missing
Only Flexible median markers are provided

Observation:
Faridabad to ashram intersection (Night
Time). Overhead gantry sign boards are
there but camoflauge it is visible from
10m only

Observation: Delineation signs are totally missing in the construction zone or if placed not
proper

Pavement surfacing is in bad condition

Riding quality is not good, which again
causes jam
Recommendation: Wearing coarse should
be put at construction zone pavement
surface should be maintained properly
with good roughness index

No Retro reflective sheets , no sign
boards along the barricading as well as
on road

Recommendation: It should be done as
per DS (4895)

Edge marking is completely missing
on the carriageway

No sign of End Road Work is provided

Proper sign should be provided on the
terminal transition zone.

Measures for Vulnerable Road Users (VRUs)
Observation/Safety Concerns:
• Discontinuous provision for Pedestrians, and no provision for differently abled
persons and people with visual impairment, for negotiate a work site or to cross
the roads within a work site.
• Existing footpath is discontinuous and absent of protected temporary footpaths
and formal pedestrian crossings
Risk : High
Recommendation :
Provision of continuous footpath (combination of existing and temporary footpaths (Min.
1 meter wide) with pedestrian barriers as per site condition
Priority :

Deployment of Personnel and Safety Compliance
• Work was on hold by pollution control board due to
higher Air Quality Index. Therefore Audit doesn't
cover any observations on workers, supervisors
and inspecting officers safety.
Good Industry Practices
• Deployment of flagman for controlling the traffic
during the peak and off-peak hours of traffic flow at
the construction zones.
• All the workers, exposed to moving roadway traffic
or equipment in road construction zones shall
wear high-visibility safety apparel, headgear,
boots, gloves and protective gears for their
protection.
• All workers and supervisors must adhere to safety
as per HSE norms and good industry practices.
• There are no advance Warning Zone Signs i.e. Man At Work, Speed Limit & reduction
in the no. of lanes sign.
• Approach Transition Zone Taper length (ATL) is to short in length.
• Improper channelizing devices between work zone and traffic space without buffer
zone at many locations
• Terminal Transition Zone Taper length (TTL) is to short. It may cause risk of accident
due to traffic from deviated path to their normal path
• The work zone end is without traffic control device such as sign showing the end of
road work

  • 6. Project Background(Sailent Features) 1. Traffic at Ashram intersection is serving for approx. 4 lakhs PCU/day 2. This Underpass is under construction at the third level 3. Flyover is already constructed and functioning at Asharam intersection 4. Length of the under pass is 300m 5. Two approach arms are Faridabad side & India gate side having approach based signal during construction 6. From the India gate side Nizamudin ROB will merge near the Ashram Intersection. 7. Distance of mouth of Nizamudin ROB from underpass is only 120m (safety Concern)

Importance of Construction stage RSA oConstruction and maintenance work may pose various hazards for both the site operatives and road users. oProper signage and safety measures are required to warn and safeguard the road users along with workers. oIndian Road Congress; through its special publication IRC:SP:55 2014 has standardised the safety measures to be adopted at work zones. oAt all work places these standards for proper warning signage and safety measures are to be adopted. oTo ensure the adherence of these safety measures proper road safety audit is required to avoid any accident or mis happening.

It is the safety plans with basic safety features and care needs to be taken so that anyone coming along the road or the footpath from any direction understands exactly what is happening and what is expected of him/her. The aim should be to facilitate the passage of road users through such work zones using roadway geometries, roadside features, and Traffic Control (TC) devices comparable to those for normal highway operations. Thus, road user movement should be free from any hazard. A WTMP should describe traffic control measures to be used for facilitating the safe and efficient movement of road users through a work zone. WTMP should play a vital role in providing reasonably safe and efficient road traffic flow for all road users when a work zone temporarily disrupts normal traffic flow. Principles and Planning of Work Zone Traffic Management • Provide Safety for Road Users and Workers • Minimize Hindrance or Delay to Road Users • Provide Clear and Positive Guidance to Road Users • Ensure Roadside Safety Maintenance • Ensure that Planners and Decision Makers have the Necessary Knowledge • Provide Good Public Relations Important Consideration for Work Zone Traffic Management

  • 13. Observation: Traffic Management Plan is completely missing , Chevron & Hazard marking missing, Zebra crossing is not up to complete carriageway not much provision for pedestrian. Buffer is not clear (Entry, Exit and not proper tapering is done with delineators) Reason of concern: Prior information of work zone missing, Risk Priorty Highly desirable Rcommendation: It should be as per IRC:SP:55-2014
  • 14. Observation/Safety Concerns: Approach Transition Zone Taper length (ATL) is negligible or too short. It may cause risk of accident due to lateral shifting of moving vehicle from the normal pathway. Risk: High Recommendation: As Per IRC 55:2014 Table 4.1 approach taper length shall be 1 (width of hazard including buffer ) :12 for speed upto 50 km/Hr. at the start of traffic control zones. Priority: Highly desirable Advance Warning Zone (Friends colony to Bhogal)
  • 15. Observation/Safety Concerns: New jersey barriers are missing. Road condition is very poor which is very hazardous for road users. Risk: High Recommendation : New jersey barriers shall be provided as against existing thin metal sheets. Existing road shall be black topped Priority : Highly Desirable Approach Transition Zone
  • 16. Observation/Safety Concerns: Proper road sign boards & New jersey barriers are missing. Risk: Medium Recommendation : Proper road sign boards & New jersey barriers are proposed. Priority: Desirable Work/Activity Zone The activity zone is the section of the highway where the construction activity takes place. It comprises the work space, the traffic space, and the buffer space
  • 17. Observation/Safety Concerns: GI Sheets as channelizing devices between work zone and traffic space without buffer zone. Vehicles and pedestrians may fall in to excavation work area. Risk : Very High Recommendation : Provide new jersey barrier with delineators and lighting devices with buffer space to protect vehicles moving on traffic space. Priority : Essential Work/Activity Zone
  • 18. Observation/Safety Concerns: There are no advance Warning Zone Signs observed. Without Advance Warning Sign Board, vehicles may approach to Work Zone at high speed leads to crash. Risk: - High Recommendation : As Per IRC 55:2014 Table 4.1 advance warning Sign should be installed before 180m of Work Zone for desired speed of less than or equal to 50 km/Hr. Placement of Man At Work, Speed Limit & reduction in the no. of lanes sign. Priority : Highly desirable Advance Warning Zone
  • 19. Observation/Safety Concerns: There is no proper provision for pedestrian road crossing. Risk: High Recommendation : There should be a well defined pedestrian crossing for pedestrian in connection with footpath Priority : Highly Desirable. Work/Activity Zone
  • 20. Observation/Safety Concerns: There are no Terminal Transition Zone Signs observed due to which vehicles may approach to Work Zone at high speed leading to crash. It may also cause casualties to pedestrians or other VRUs by traffic. Risk: High Recommendation : The work zone end length shall extend from the end of terminal taper length to the last traffic control device such as sign showing the end of road work. Provide Work zone warning & Information Traffic signs Priority : Desirable Terminal Transition Zone
  • 21. Observation/Safety Concerns: • Terminal Transition Zone Taper length (TTL) is to short. It may cause risk of accident due to traffic from deviated path to their normal path Risk: High Recommendation: As Per IRC 55:2014 Priority: Highly desirable Terminal Transition Zone
  • 22. Observation: Diversion signs are not proper Reason of concern: Safety not indicating proper direction for smooth flow of traffic Recommendation: It should be as per IRC: 67 2012
  • 23. Observation: Along the full rotary type movement two signals are provided for smooth flow of traffic during peak hour. But chaos for NMTs Reason of concern: But there are no markings for pedestrians, which is very risky as at the other side metro station is also there Recommendation: It should be as per IRC:35-2015 for pedestrians it should be recommended as per IRC 103.
  • 24. Observation: This is left side entering to mathura road from ring road having three and a half lane road including bus lane at present only one and a half lane is in use. Bus stand has been shifted. Reason of concern: No arrow markings , no edge marking, no delineators Recommendation: It should be as per IRC: 35-2015
  • 25. Observation: Along the full Median side this type of FMM are placed not as per standard spacing Recommendation: It should be as per IRC:67-2012
  • 26. Observation: Edge marking is missing, barricading is of Tin type Reason of concern: safety Recommendation: It should be as per IRC: 35-2015. Barricading to be of type New Jersey
  • 27. Observation: From Friend colony to Ashram intersection (Night time). construction zone Plan is totally missing Only Flexible median markers are provided Reason of concern: Prior information of work zone Recommendation: It should be as per IRC:SP:55-2001
  • 28. Observation: Faridabad to ashram intersection (Night Time). Overhead gantry sign boards are there but camoflauge it is visible from 10m only Reason of concern: Visiblity of sign boards Recommendation: Sign boards should be as per IRC 64(2012)
  • 29. Observation: Delineation signs are totally missing in the construction zone or if placed not proper Reason of concern: Visibility issue, and hazardous risky Recommendation: It should be as per IRC:35-
  • 30. Observation: Pavement surfacing is in bad condition Reason of concern: Riding quality is not good, which again causes jam Recommendation: Wearing coarse should be put at construction zone pavement surface should be maintained properly with good roughness index
  • 31. Observation: No Retro reflective sheets , no sign boards along the barricading as well as on road Reason of concern: visibility Recommendation: It should be done as per DS (4895)
  • 32. Observation: Edge marking is completely missing on the carriageway Reason of concern: Risky, no demarcation of the barricading Recommendation: It should be done as per IRC 55
  • 33. Observation/Safety Concerns: No sign of End Road Work is provided Risk: High Recommendation : Proper sign should be provided on the terminal transition zone. Priority : Essential Terminal Transition Zone
  • 34. Measures for Vulnerable Road Users (VRUs) Observation/Safety Concerns: • Discontinuous provision for Pedestrians, and no provision for differently abled persons and people with visual impairment, for negotiate a work site or to cross the roads within a work site. • Existing footpath is discontinuous and absent of protected temporary footpaths and formal pedestrian crossings Risk : High Recommendation : Provision of continuous footpath (combination of existing and temporary footpaths (Min. 1 meter wide) with pedestrian barriers as per site condition Priority : Highly Desirable
  • 35. Deployment of Personnel and Safety Compliance • Work was on hold by pollution control board due to higher Air Quality Index. Therefore Audit doesn't cover any observations on workers, supervisors and inspecting officers safety. Good Industry Practices • Deployment of flagman for controlling the traffic during the peak and off-peak hours of traffic flow at the construction zones. • All the workers, exposed to moving roadway traffic or equipment in road construction zones shall wear high-visibility safety apparel, headgear, boots, gloves and protective gears for their protection. • All workers and supervisors must adhere to safety as per HSE norms and good industry practices.
