“The unlawful use of force against persons or
property to intimidate or coerce a government,
civilian population, or any segment thereof, in the
furtherance of political or social objectives.”
What is Terrorist Financing?
UN Convention for the Suppression of the Financing of
Terrorism (UNCSTF)
Terrorism financing (TF) occurs when a person by any means,
directly or indirectly, unlawfully and willfully provides or
collects funds with the intention that such the funds will be
used or in the knowledge that the funds will be used in full or
in part, in order to carry out a terrorist act.
FATF Special Recommendation 5-8 (on criminalization of
terrorism financing) gave a similar definition.
Terrorist act – any act intended to cause death or serious
bodily injury to a civilian or any other person not taking an
active part in the hostilities. Usually, the purpose is to
intimidate a population or to compel a government to do or
abstain from doing any act
