Structure Plan, Urban Area Plan and Ward Action Plan
Kurigram Paurashava was established on January 20, 1972, which was upgraded to “A”
class on February 6, 2005. The Paurashava comprises 9 wards and 107 mahallas (BBS
2001).
The plan consists of a package of the three documents commonly known as Master
Plan. These are Structure Plan, Urban Area Plan and Ward Action Plan. The Master
Plan has prepared for managing and promoting development on the basis of the
strategies set by the longer term Structure Plan.
The Urban Area Plan is more elaborate than the Structure Plan and contains a Land Use
Plan, Transportation and Traffic Management Plan, Drainage and Environmental
Management Plan and Plan for urban services.
The Ward Action Plan (WAP) is a series of detailed spatial development plans for
different wards of the Paurashava. WAP do not initially cover the entire Structure Plan
area. The aim of a WAP is to list out priority schemes for the development of roads,
drains, traffic management and other social economic and physical infrastructure for
urban services and facilities suggested in the Structure plan as well as in Urban Area
