This document summarizes a presentation on promoting gender equality in scientific research in Mozambique. It discusses national STEM programs that support women, gender indicators in STEM fields, and the current low numbers of women in research positions. It also describes Mozambique's national gender strategy, which aims to inspire effective measures to promote equal rights and opportunities for men and women in research. Moving forward, the strategy calls for increasing the number of women in STEM fields through education, equal treatment, decreasing wage inequality, and promoting a work-life balance.

2. Presentation Outline
22
• Introduction
• STEM programmes supporting women
• Gender in STI in Mozambique
• Indicators on gender in STEM at various levels
• Information on current data of women in STEM (including disaggregated)
• National R&D and Innovation surveys (% of women in STEM e.g number of
researchers)
• How do we improve measurement of gender related indicators in STEM
• Status on the establishment of the National Chapter on Women in Science,
Engineering and Technology (SADC Charter on Women, in Science, Engineering
and Technology)
3. Introduction
33
• The Constitution of the Republic of Mozambique (2004) advocates
principles of Universality and Gender Equality stating that:
All citizens are equal before the law;
Enjoy the same rights and,
Are subject to the same duties, regardless of colour, race, sex,
ethnicity, place of birth, religion, level of education, social position,
marital status of parents, profession or political preference.
Most important, states that men and women are equal before
the law in all spheres of political, economic, social and cultural life.
4. STEM programmes supporting women
44
National Program ``Criando cientistas do amanhã``- olimpíadas de
matemática.
In establishment a program ``Scientific initiation``- to promote young
students in research in STEM.
The collection of data with quality and credibility about the STI system of
Mozambique is a constant challenge but is essencial to ensure the
implementation of PCT.
• The MCTESTP, delegate institution of the National Statistics Institute
(INE), conducted a National Survey in Scientific Research and
Experimental Development for the period of 2014-15, that covered
research institutions, higher education, companies and NGOs.
5. Gender in STI - Mozambique
55
• Results of UNESCO (2015) reports that in Mozambique there was
women, duly qualified, engaged in and who conduct reseach in several
areas but are still in disadvantage and are still fewer than men.
• This fact encourages the National Research Fund to redouble its
commitment to promote gender equality and tackle some obstacles that
prevent women from advancing in their research careers (move from
researcher assistants/auxiliary to researchers coordinators).
• In scope of national initiatives created to eliminate forms of discrimination
against women in society in general, FNI carried out a reflection and
created the Gender strategy.
6. Gender in STI - Mozambique
66
Gender strategy of FNI aims to:
Inspire and serve as catalyst for creation and
dissemination of effective measures in the field of
research, whilst acknowledging that men and women are
different, so they or are and must be equal with regards to
their rights regardless the age, religion, family
responsibilities and qualifications.
The strategy recognizes a principle that Gender
mainstreaming consists in the (re) organization,
improvement, development and evaluation of decision
making process, so that the dimension of gender
equality is incorporated into all levels and at all stages
by the actors generally involved in policy-making.
7. Indicators on gender in STEM at various levels
77
According to the results of an October 2015 report of the UNESCO and a
Preliminary Report of Indicators for STI (2014-2015) conducted by the the
Ministry of Science and Technology, Technical and Vocational Education
Mozambique has the following profile:
Number of Men and
Women in higher
education
- The number of
women who pursue
a career in
research is low due
to certain
stereotypes and
family
responsibilities they
encounter.
8. Indicators on gender in STEM at various levels
88
Institutions where women conduct research.
- The female researchers tend to work more in public institutions
and academic institutions.
9. Indicators on gender in STEM at various levels
99
Fields of research pursued
- There are more women in the social sciences and fewer in the areas of
engineering and technology. This scenario requires a stronger incentive program
for girls to gain interest in mathematics and the science (Moz skills project).
10. Way forward
1010
• Disseminate values of gender equality through education and
communication; promote equal treatment and opportunities in the access
and participation in the market place in the field of research;
• Make it a priority to increase the number of women in STEM area;
• Decrease wage inequality;
• Promote the reconciliation of professional and personal life by creating
equal conditions on the harmonization of responsibilities between men
and women, safeguarding the respect for all national forms of family and
social organization.
