  1. 한국수자원공사 시화호조력발전소건설단 000 입니다 . 바쁘신 일정에도 불구하고 , 시화호조력발전소 건설현장을 방문해주신 000 님께 진심으로 감사드립니다 .
  2. 지금부터 화면을 통하여 한국수자원공사 현황 및 시화호조력발전소 사업 시화멀티테크노밸리 개발 사업 송산그린시티 개발 사업 현황에 대하여 보고드리겠습니다 .
  3. 시화호조력발전소는 서해와 시화호 중간인 시화방조제 상에 위치하고 있으며 육지측인 MTV 조성지역으로부터 7.4km 대부도측에서 3.8km 떨어져 있습니다 . 인근에는 반월 , 시화공단 , 송도신도시가 위치하고 있습니다 . 조력발전소는 서울에서 서부간선도로를 거쳐 현장까지 약 60km 인천공항에서 공항고속도로와 외곽순환도로를 거쳐 60km 지점입니다 . 주변 교통시설로는 외곽순환도로 , 영동고속도로 , 서해안고속도로가 있으며 , 또한 , 제 2 외곽순환도로가 계획되어 있고 , 인천대교 건설공사가 ’ 09 년 준공목표로 진행중에 있습니다 .
  4. 다음으로 사업추진경위에 대해서 보고드리겠습니다 . -’94.1 시화방조제 물막이공사 완료로 시화호가 생성되었으며 , -’00.12 시화호를 해수호로 이용토록 계획변경됨에 따라 -’02.12 청정에너지 개발과 시화호 수질개선을 목적으로 시화호조력발전소 건설 추진이 확정되어 -’04.12 공사를 착수하여 09 년말 준공예정으로 정상추진중에 있습니다 .
  5. 사업개요에 대하여 보고드리겠습니다 . 사업위치는 경기도 안산시 대부동 시화방조제 내 작은가리섬에 위치하고 있으며 , 시설용량은 254 천킬로와트로서 수차 10 기 , 수문 8 문이 설치됩니다 . 연간 발전량은 552 백만 kWh 이며 , 발전방식은 밀물때 낙차를 이용하는 단류식 창조발전방식입니다 . 사업비는 총 3,551 억원이 투자되겠습니다 . 사업효과는 - 청정에너지 개발로 국내 에너지자급도를 향상시키고 - 이에 따라 유류수입 대체효과가 매년 862 천배럴 , 금액으로 약 700 억원이 절감되겠으며 , - 대기환경오염의 주원인인 이산화탄소를 연간 315 천톤 저감시키는 효과가 있습니다 . 이는 탄소배출권 거래를 통하여 연간 80 억원 수익이 예상됩니다 . - 또한 , 해수유통 확대를 통해 시화호 수질을 획기적으로 개선하여 맑고 깨끗한 시화호가 되도록 하겠습니다 .
  6. 조감도상의 상부가 서해이고 , 하부가 시화호가 되겠습니다 . 발전소는 크게 체험광장 , 수차부 , 수문부로 나뉘어져 있습니다 . 조력발전 원리에 대하여 보고드리겠습니다 . 썰물시 발전을 위해 수문 및 수차를 통해 시화호 물을 서해바다로 배수시키고 , 밀물시 수문을 닫고 수차부를 통해 해수가 유입되면서 10 기의 수차를 돌려 발전하며 , 1 회 약 5 시간씩 하루 2 회 10 시간 발전하게 되겠습니다 .
  7. 구조물 배치도에 대하여 보고드리겠습니다 . 조력발전소는 체험광장 , 수차구조물 , 연결구조물 , 수문구조물 , 자연녹지로 이루어져 있으며 발전기가 설치되는 수차구조물과 시화호 물을 외해로 배수하기위한 수문구조물이 되겠습니다 .
  8. 시화호조력발전소 시공계획에 대하여 말씀드리겠습니다 . 2004 년 12 월말 착공하여 2005 년에는 공사중 우회도로를 개통하고 임시물막이 공사를 완료하였으며 , 2006 년에는 기초굴착을 완료하고 2007 년 구조물 콘크리트 타설을 착수하였으며 , 2008 년에는 구조물 콘크리트 타설 및 발전설비 설치를 중점 추진할 계획입니다 . 향후 발전설비 설치를 완료하여 2009 년말 공사 완료할 예정입니다 .
  9. 참고사항으로 조력발전 해외사례에 대하여 말씀드리면 , 프랑스 랑스 발전소는 시설용량 240 천 kW 로 약 40 년전 1966 년 준공되었으며 , 복류식 발전방식으로 현재 운영중인 세계최대 조력발전소입니다 . 캐나다 아나폴리스 발전소는 시설용량 20 천 kW 로 1984 년 준공되었으며 , 단류식 발전방식입니다 . 중국 지앙시아 발전소는 시설용량 3.2 천 kW 로 1985 년 준공되었으며 , 복류식 발전방식입니다 . 2009 년 시화호조력발전소가 완공되면 , 시설용량 254 천 kW 로 세계최대 규모를 자랑하게 됩니다 .
  10. 이상으로 보고를 마치며 , 앞으로 수자원공사는 세계최대인 시화호조력발전소 건설을 차질없이 추진하여 청정에너지 개발로 환경개선에 최선을 다하겠습니다 . 감사합니다 .
