I am glad to be a part of the second newsletter post Vibrant Gujarat 2013 Summit. 
In this edition of the newsletter, we’ll give you an overview of developments in the science & technology sector within the state. 
In Gujarat, the Department of Science and Technology (DST) has been vested with the re- sponsibility of promoting the use and application of various emerging technologies. It fo- cuses on development of broad sub sectors of emerging technologies i.e. Information and Communication Technol- ogy, Science and Technology and Bio Technology with the help of the institutions under 
- GIL, GCSC, GUJCOST, BISAG, GSBTM, and ISR. 
DST is pro active in its initiatives and ranks first in the country to have made e-Governance functional in all state’s municipalities, municipal corporations and panchayat locations. 
Some of the key initiatives in the area of technology are: 
 Gujarat State Wide Area Network (GSWAN) connects 7 districts on 8 Mbps, 19 districts on 4 Mbps and 1 district with 2 Mbps to the state capital, Gandhina- gar, using leased circuits 
 Using the State Wide Attention on Grievances through Application of Tech- nology (SWAGAT) project hosted 4th Thursday of every month in presence of the Chief Minister, justice has been provided to ~92% applicants; 
 E-Gram project connects 13,695 Gram Panchayats and 6,000 Citizen Common Service Centers. It provides facilities like video conferencing to all villages, issuing the documents and certificates, etc.; 
 Apart from E-Dhara for land records, E-City for municipal services, Hospital Management Information System, Integrated Workflow and Document Man- agement System, VAT administration system, E-Procurement, Sachivalaya Integrated Communication Network, Gujarat State Data Centre are some of the key project initiatives of the department. 
Apart from these initiatives in public services domain, the state focuses on creating an environment for innovation and emphasizes on adoption of new technologies. Innovation & Technology were two main focus areas of VG 2013. Several investment and strate- gic partnership intentions were signed during the summit. Some of them include: 
 MoU between CII & Government of Gujarat, wherein CII members will sponsor 50 PhD students every year for industrial application research; 
 MoU between CII & Triveni Engineering for research on waste water manage- ment and water supply; 
 MoU between Isis Innovation, Oxford University and Government of Gujarat.

NABARD envisages Agriculture credit flow of Rs. 2,37,698 Crore in Gujarat during 12th Five Year Plan

National Bank for Agriculture and Rural Development (NABARD) has prepared State Credit Plan for Gujarat envisaging Agriculture credit flow of Rs. 2,37,698 crore during 12th Five Year Plan period (2012-2017). The outlay for the priority sector comprising of agriculture, agro processing, small and micro enterprises, education, housing sector etc. stands at Rs. 3,46,335 Crore.

Mr. Hidetoshi Nishimura, Executive Director and founder of Economic Research Institute for ASEAN & East Asia (ERIA), a leading international research organization, met Hon’ble Chief Minister of Gujarat Shri Narendra Modi to discuss about forging partnership between Gujarat and ERIA for human resource development and skill development among technical professionals in the Automobile sector. Established in Jakarta of Indonesia, ERIA has a network in 16 Asian countries for economical research and for creating a pool of technical professionals. 
The Chief Minister expressed the state government’s determination for lending full co-operation to ERIA, which is engaged in producing technological professionals. He also expressed his desire that the state’s Gujarat Technological University (GTU) and ERIA join hands for human resource development in the field of technology. 
Japanese Consul General inaugurates the Centre for Indo-Japanese Relations in Ahmedabad 
February 11, 2013 
Gujarat-Japan relations are continuously seeing new heights with new positive develop- ments taking place almost every week. To take this relationship further a centre for Indo-Japanese relations was established & inaugurated in Ahmedabad. The centre was launched at the Ahmedabad Management Association (AMA) on IIMA road. It will focus on promoting cooperative endeavors on Academic, Business and Cultural fronts between the two countries. 
The centre has been set-up with the endowment from the family of Shri Jaykrishna Harivallabhdas who was founder president of the Indo-Japan Friendship Association, Gujarat way back since the 1970s.

Spanish company T-Solar’s 2nd plant operational in Gujarat 
February 07, 2013 
T-Solar, a Spanish independent solar power producer, has connected its second solar photovoltaic plant in India in Nayaka, Gujarat (the first plant is in Rajasthan). The plant is equipped with 96,885 PV modules installed at a 36.4 hec- tare site. It has an installed capacity of 12.3 MW and will generate 19,400 units(19.4GWh) of electricity a year. It will help the country’s national grid to meet the rapidly growing 
AUDA’s 2nd Revised City Draft Development Plan 2021 for Ahmedabad

The main highlights of the City Draft Development Plan are following: 
 Affordable housing zone R-AH planned in 76 sq km area encircling SP Ring Road apart from land of 38 closed mills in Ahmedabad. 15 lakh housing units planned. Per unit size will be 36-80 sq m 
 218 ha land of 38 closed mills to be used for institution, education and affordable housing 
 The plan follows the principles of transit-oriented development (TOD) 
 The plan proposes to raise floor space index (FSI) to allow high-rise development in a city witnessing unplanned hori- zontal growth 
 An FSI of 4 has been proposed within the 200 metres flanks of BRTS (bus) and MRTS (rail) corridors. A total of 4,768 hectares on BRTS corridor and 2,409 hectares on Metro corridor will be open to development 
 10 sq km area surrounding the Sabarmati riverfront will have the highest possible FSI of 5.4, allowing nearly 22-storey buildings 
 Auda proposes to restrict the height of buildings to 70 metres 
 Developers will be allowed to buy additional FSI in R1 and R2 residential zones, where the existing permissible con- struction is 1,800 sq ft and 1,200 sq ft on a plot of 1,000 sq ft, respectively 
Mizuho led Japanese group of companies to build 200 MW solar-power plant in Gujarat 
Mizuho Financial Group Inc. will lead a group of Japanese companies to build a 200 MW solar plant in Gujarat costing around 30 billion yen ($325 million). Mizuho’s corporate lending unit signed a memo- randum of understanding with Gujarat’s government in January. Kyo- cera Corp. may supply solar panels to the Mizuho project.

ERIA visits Gujarat 
A delegation led by Mr. Hidetoshi Nishimura, Executive Director, Economic Research Institute for ASEAN and East Asia (ERIA), a leading international research organization from Jakarta, visited Gujarat on 21 February 2013. Mr. Hidetoshi Nishimura met Chief Minister of state, Mr. Narendra Modi and had fruitful discussions on forging partnership between Gujarat and ERIA for human resource development and skill development among technical professionals. Established in Jakarta of Indonesia, ERIA has a network in 16 Asian countries for economical research and for creating a pool of techni- cal professionals. 
Impressed by the rapid growth of Gujarat’s manufacturing sector and strong partnership between Japan and Gujarat for industrial development, Mr. Hidetoshi Nishimura expressed keenness in tying up with Gujarat for human resource devel- opment in automobile manufacturing sector. 
The Chief Minister expressed the state government’s determination for lending full co-operation to the educational insti- tute of ERIA, which is engaged in producing technological professionals. He also expressed desire that the state’s Gujarat Technological University (GTU) and ERIA join hands for human resource development in the field of technology. 
Mr. Hidetoshi Nishimura lauded the Chief Minister’s vision behind the development of Gujarat’s automobile manufactur- ing sector. Even as the state is emphasizing specifically on the skill development, Mr. Nishimura suggested to jointly or- ganize a symposium on skill development. The Chief Minister welcomed Mr. Nishimura’s suggestion and also lauded the co-operation extended by JETRO and ERIA. 
Other senior Government officials including Mr. M. Sahu, IAS, PS (I&M), Mr. A.K.Sharma, IAS, Secretary to the Chief Minister and Mr. Mukesh Kumar, IAS, Managing Director of iNDEXTb were also present during the meeting.

Japan’s Senior Vice Minister visits Gujarat 
The delegation led by Japan’s senior Vice Minister Shri Hiroshi Kajiyama met Gujarat’s Chief Minister, Mr. Narendra Modi held on 11 February 2013 at Gandhinagar. Both leaders discussed mutual partnership in new areas of development. 
During the meeting with Japan’s Senior Vice Minister for Land, Infrastructure, Transport and Tourism, Chief Minister Mr. Modi said that for Japanese companies, Gujarat would be the best place for developing rail-equipment manufacturing sec- tor. As Vadodara has become an engineering and manufacturing hub in Gujarat, the Chief Minister suggested that Japan, with its technical experience, can form partnerships with Vadodara based MS University in the areas of research and skill development. 
Canada’s Manitoba province Premier calls on Gujarat 
A business-trade mission led by Premier of Can- ada’s Manitoba province Mr. Greg Salinger, paid courtesy visit to Gujarat Chief Minister, Mr. Nar- endra Modi on 7th February 2013, and discussed broad possibilities of cooperation and partnership with Gujarat in various sectors. This was the first visit of Premier of Manitoba province. Mr. Greg congratulated the Chief Minister for progressive leadership and success of Vibrant Gujarat Global Summit. 
Manitoba province enjoys leading position in the areas of renewable energy, agro food processing, port-coastal corridor, aerospace manufacturing, food security technology, agro engineering re- search sectors, and possibility of partnership with Gujarat is bright. Mr. Modi discussed the background of possible partnership between Gujarat and Manitoba like possibil- ity of partnership in agro food processing, food technology transfer and food processing, cooperation with Gujarat Mari- time Board in the area of coastal development, cooperation of Gujarat Agriculture University in the field of Agriculture education, partnership in defense equipment and aerospace component sector. Mr. Salinger said that the government of Manitoba province is keen to make relations with a progressive state like Gujarat stronger. 
Osaka delegation visits Gujarat 
A delegation led by the Department of Commerce, Industry & Labour, Osaka Prefecture Government and comprising of several leading industrialists from Japan, visited Gujarat on 5th February 2013. The delegation discussed about the various opportunities in Gujarat, especially in the pharmaceutical sector. Dr. H.G. Koshia, Commissioner, FDCA was also present during the interaction. Dr. Koshia detailed out the various Government policies and incentives in the pharmaceutical sec- tor, highlighting the regulatory aspects and providing information on various aspects of entering the Gujarat market. Other senior Government officials including Mr. B Swain, IAS, VC&MD, GIDC, Mr. Kamal Dayani, IAS, Industries Commis- sioner, IC, and Mr. Mukesh Kumar, IAS, Managing Director of iNDEXTb were also present during the meeting.

Gujarat Government committed to encouraging research and application of emerging tech- nologies for welfare of people of the State 
Historically, technology has spurred the development of elaborate economies. In the modern world, superior technologies have sup- ported robust economies; and in a robust economy, economic excess naturally flows into greater use of technology. Moreover, because technology is such an inseparable part of human society, especially in its economic aspects, funding sources for (new) technological endeav- ours are virtually many. In many economies, government is a major contributor to the development of new technology in many ways. 
Government of Gujarat has been striving to develop and sustain Sci- ence and Technology (S&T) in the state. GoG had constituted Depart- ment of Science & Technology (DST) in 2002, to look after the growth and development of new & emerging technology areas. DST has been operational since 01.04.2003 with a mission – 
 To inculcate scientific temper among masses and particularly the youth and students. 
 To encourage research and application of emerging technologies for welfare of the people in the State. 
 To promote investments in emerging technology areas. 
 To act as anchor organization for promoting citizen centric e-governance initiatives in the State 
Gujarat’s achievements in the Science & Technology space could be portrayed as below 
Research and Development 
Gujarat is a hub for premier R&D centres and Technology institutions which hold pioneer position in India. Gujarat has at- tracted the maximum foreign technology transfer agreements from 1991 to 2011, giving boost to R&D. 
This department is responsible for formulation and implementation of key policies in this sector in Gujarat. Till date, DST has been looking after the following areas of technology— 
 Information & Communication Technology including e-Governance 
 Biotechnology 
 Science & Technology 
 Remote Sensing and Space Application 
 Seismology 
 Research and Development 
 E-Gov for citizens – many initiatives through E-infrastructure and applications. 
 Science awareness through Gujarat Council on Science and Technology (GUJCOST) under Education Department and Gujarat Council of Science City. 
 Indian Space Research Organization, known as cradle of Space Sciences in India, is the premier space research institute located in Ahmedabad. 
 The Physical Research Laboratory (PRL) was founded in 1947 by Dr. Vikram Sarabhai in Ahmedabad. PRL carries out fundamental research in select areas of Physics, Space & Atmospheric Sciences, Astronomy & Astrophysics and Planetary & Geosciences. 
 Institute for Plasma Research located in Gandhinagar, is involved in research in basic plasma physics, hot plasmas and plasma technologies for industrial applications. 
 Institute 0f Seismological Research - The only Institute in India fully dedicated to earthquake research 
 Indian Institute of Management, Ahmedabad 
 Bhaskaracharya Institute for Space Application and Geo-informatics (BISAG) 
 CoE at Vadodara, Bhavnagar, Gene Bank at Gandhinagar, Marine Resource centre near Bhavnagar / Jamna- gar, Genomic initiative At FSL, Gandhinagar, Bit Virtual center for Bio-informatics, with participation of 5 state institutes, under Gujarat State Biotechnology Mission (GSBTM)

E-Governance for citizens 
With respect to the E- Governance initiatives, there are several achievements of the state. Some of the key achievements are: 
 In Gujarat, E-Governance has been introduced in almost all the sectors and has its connectivity till the level of vil- lage panchayat in about 14,000 villages. 
 The use of e-governance has penetrated so much that with the use of WDMS application, all the budgets in the Raj Bhavan are prepared paperless. 
 Another achievement of the state government in this field has been the introduction of bar coded ration cards. 
 Chief Minister’s Office (CMO) has pioneered the use of technology, which is shown by the various laurels it has won in the recent past and beyond 
 Incorporating Gujarat Informatics Ltd. (GIL) as a nodal agency of Government of Gujarat responsible for project promotion and implementation of IT in Gujarat. 
 The grievance redressal initiative SWAGAT (State Wide Attention on Grievances by Application of Technology) of the Chief Minister has been a success story in its own right, after its launch in 2003. SWAGAT was awarded the UN Award for Public Service and National e-governance award. 
There are several successful E-Governance projects undertaken by the state, which highlights the proactive approach and attitude towards technology. 
Science awareness 
The awareness for application of science & technology in the society has increased in the emerging environment of knowl- edge-driven economic growth. Gujarat Science City is a bold initiative of Government in this direction. The government has established Gujarat Council of Science City and developed Gujarat Science City laid over 107 hectares of land and fur- ther 300 hectares under acquisition for future expansion of science city and related projects. 
The initiative aims at providing a perfect blend of education and entertainment. It will showcase contemporary and imagi- native exhibits, minds on experiences, working models, virtual reality, activity corners, labs and live demonstrations to pro- vide an understanding of science and technology to the common man. 
Vision for S&T 
Science, technology and innovation are important bridges connecting Gujarat and other emerging economies through active relationships. The focus of the government remains on capacity building, Science & Technology for development; knowledge, adoption and research in areas of interest.

DSTs principal objectives are as follows: 
 To position Gujarat as a key State in the knowledge economy sectors of the country. 
 To create employment opportunities in the knowledge economy sectors including promotion of Semi conductor/micro/nano/Bio technology based manufacturing units in the State. 
 To improve the availability of skilled man-power in the emerging areas of technology through training / industry institute partner- ship.

Since April 2003, Department of Science & Technology (DST) has been supporting growth and development of new & emerging technology areas and is responsible for formulation and implementation of key policies in this sector in Gujarat. With a dedi- cated budget, the department has presence across information & communication technologies (including e-governance), biotechnology, science & technology, remote sensing & space application, and seismology. The department focuses on growth and development of new & emerging technology areas. It has been increasingly using the ICT (Information and Communication Technologies) to offer citizen based service at convenient locations with an initiative to improve the reach, more transparent and reduce response time with reducing costs. DST promotes information sharing with the citizens by way of display and disclosure of information of large number of functional departments and their subordinate or- ganizations through their respective websites which act as ‘Information tools’ in the State.

Department of Science and Technology is committed to introduce smart governance and inclusive growth going forward. Gujarat is now an e-enabled state, with a broadband network connecting more than 14,000 villages. The department, with its committed staff will focus on facilitating inclusive growth of each and every individual of the state. The ICT sector in the state is poised for a massive transformation, with emergence of mobile e- governance, cloud computing, convergence and security as key investment areas. 
Mission 
 Attributed to the initiatives of DST, Gujarat ranks first state in the country to have made e-Governance functional in all its Municipalities, Municipal Corporations and Panchayat Locations. Awarded for best e-governance, Gujarat is a frontline state in implementation of e-governance policies and projects, and setting up of key infrastructure for e-governance 
 DST has rolled out several technology projects, aimed at providing latest communication technologies to all the Government officers across the state, and to act as a medium to make Government-citizen interface more effective, efficient and trans- parent

HIGHLIGHTS OF EVENTS IN JANUARY – FEBRUARY ’13 
The International Exhibition and Conference on Water Technologies, Environmental Technologies and Renewable Energy 
12-14 February 2013 
Kenes Exhibitions and Radeecal Communications initiated a platform for bringing together the very latest water and renewable energy technologies and professionals to interact, understand buyer-seller needs, and bring awareness to all segments of end users. Watech Asia took place February 12-14, 2013 at the Bombay Exhibition Center, NSE Complex in Mumbai, India. 
India faces a desperate water shortage, and both the industrial and domestic sectors have recognized the disparity between supply and demand. The Indian government has tried to lead market-based approaches and privatization of urban water. More specifi- cally, the National Water Policy drafted last year defines water as an economic good and looks at numerous macro and micro initiatives in this context. India serves as a prime example for other countries seeking new technologies to solve problems of water avail- ability, access, and quality. In order to address all the challenges and possibilities, Kenes Exhibitions and Radeecal Communications presented Watech Asia 2013. 
Watech Asia was the perfect opportunity to hear from and meet a range of growing wa- ter, energy & environment companies seeking a combination of partners, investment and professional services to develop their companies. There was plenty of networking oppor- tunities to meet with potential investors and collaborators during the three days of the event. The Chance2Meet online tool provided interested parties direct access to the other participants’ profiles, and helped them make new connections prior to the conference, thus maximizing presence at the show. 
Industrial Extension Bureau (iNDEXTb), Government of Gujarat, participated in the exhibi- tion and presented opportunities and projects in the water sector and renewable energy sector of the state. 
Vibrant VCCI 2013 Exhibition 
14-18 February 2013 
The Vadodara Chamber of Commerce and Industries (VCCI) organized the 8th Vibrant VCCI industrial exhibition on 14-18 February 2013 at Navlakhi ground in Vadodara. One of the premier expositions of Gujarat focused on the following objectives: 
 To offer an opportunity to small and medium scale manufacturers to demonstrate their capabilities in the fields of design, engineering, equip- ments and supplies and support services to large projects. 
 To offer a platform to foreign participants to exhibit their products / services and explore possibilities of export /import and business tie- ups.

 To enable Indian and international participants to formalize business alliances in any form for mutual growth. 
According to Nilesh Shukla, Chairman of VCCI 2013 event, there are 8,000 SMEs active in central Gujarat area, and major units among them participated in the exhibition. The exhibition had 500 stalls, 22 domes and 2 auditoriums. 
Event organizers ensured the shift in the event concept towards knowledge sharing and networking, which transformed the exhibition into a prominent knowledge event. The fol- lowing seminars and inspirational talks have been organized during the 4 days of mega expo.

About iNDEXTb 
iNDEXTb a Government of Gujarat organization is one stop shop for setting up business in Gujarat. iNDEXTb has several objectives which include providing infor- mation to the public in general and entrepreneurs regarding opportunities avail- able in the State of Gujarat for industry, commerce, trade and business openings. Vibrant Gujarat Water Management and investment Plan Summit 2015

  • 1. I am glad to be a part of the second newsletter post Vibrant Gujarat 2013 Summit. In this edition of the newsletter, we’ll give you an overview of developments in the science & technology sector within the state. In Gujarat, the Department of Science and Technology (DST) has been vested with the re- sponsibility of promoting the use and application of various emerging technologies. It fo- cuses on development of broad sub sectors of emerging technologies i.e. Information and Communication Technol- ogy, Science and Technology and Bio Technology with the help of the institutions under - GIL, GCSC, GUJCOST, BISAG, GSBTM, and ISR. DST is pro active in its initiatives and ranks first in the country to have made e-Governance functional in all state’s municipalities, municipal corporations and panchayat locations. Some of the key initiatives in the area of technology are:  Gujarat State Wide Area Network (GSWAN) connects 7 districts on 8 Mbps, 19 districts on 4 Mbps and 1 district with 2 Mbps to the state capital, Gandhina- gar, using leased circuits  Using the State Wide Attention on Grievances through Application of Tech- nology (SWAGAT) project hosted 4th Thursday of every month in presence of the Chief Minister, justice has been provided to ~92% applicants;  E-Gram project connects 13,695 Gram Panchayats and 6,000 Citizen Common Service Centers. It provides facilities like video conferencing to all villages, issuing the documents and certificates, etc.;  Apart from E-Dhara for land records, E-City for municipal services, Hospital Management Information System, Integrated Workflow and Document Man- agement System, VAT administration system, E-Procurement, Sachivalaya Integrated Communication Network, Gujarat State Data Centre are some of the key project initiatives of the department. Apart from these initiatives in public services domain, the state focuses on creating an environment for innovation and emphasizes on adoption of new technologies. Innovation & Technology were two main focus areas of VG 2013. Several investment and strate- gic partnership intentions were signed during the summit. Some of them include:  MoU between CII & Government of Gujarat, wherein CII members will sponsor 50 PhD students every year for industrial application research;  MoU between CII & Triveni Engineering for research on waste water manage- ment and water supply;  MoU between Isis Innovation, Oxford University and Government of Gujarat. NABARD envisages Agriculture credit flow of Rs. 2,37,698 Crore in Gujarat during 12th Five Year Plan February 26, 2013 Gujarat Updates Page 2 National Bank for Agriculture and Rural Development (NABARD) has prepared State Credit Plan for Gujarat envisaging Agriculture credit flow of Rs. 2,37,698 crore during 12th Five Year Plan period (2012-2017). The outlay for the priority sector comprising of agriculture, agro processing, small and micro enterprises, education, housing sector etc. stands at Rs. 3,46,335 Crore. NABARD prepares district level Potential Linked Credit Plans (PLPs) that forms the basis for preparation of District Credit Plan by the Lead Banks. These PLPs are aggregated to prepare State Focus Paper which contains district-wise, activity-wise projections in re- Mr. Hidetoshi Nishimura, Executive Director and founder of Economic Research Institute for ASEAN & East Asia (ERIA), a leading international research organization, met Hon’ble Chief Minister of Gujarat Shri Narendra Modi to discuss about forging partnership between Gujarat and ERIA for human resource development and skill development among technical professionals in the Automobile sector. Established in Jakarta of Indonesia, ERIA has a network in 16 Asian countries for economical research and for creating a pool of technical professionals. The Chief Minister expressed the state government’s determination for lending full co-operation to ERIA, which is engaged in producing technological professionals. He also expressed his desire that the state’s Gujarat Technological University (GTU) and ERIA join hands for human resource development in the field of technology. Japanese Consul General inaugurates the Centre for Indo-Japanese Relations in Ahmedabad February 11, 2013 Gujarat-Japan relations are continuously seeing new heights with new positive develop- ments taking place almost every week. To take this relationship further a centre for Indo-Japanese relations was established & inaugurated in Ahmedabad. The centre was launched at the Ahmedabad Management Association (AMA) on IIMA road. It will focus on promoting cooperative endeavors on Academic, Business and Cultural fronts between the two countries. The centre has been set-up with the endowment from the family of Shri Jaykrishna Harivallabhdas who was founder president of the Indo-Japan Friendship Association, Gujarat way back since the 1970s. Gujarat Updates Page 3 Spanish company T-Solar’s 2nd plant operational in Gujarat February 07, 2013 T-Solar, a Spanish independent solar power producer, has connected its second solar photovoltaic plant in India in Nayaka, Gujarat (the first plant is in Rajasthan). The plant is equipped with 96,885 PV modules installed at a 36.4 hec- tare site. It has an installed capacity of 12.3 MW and will generate 19,400 units(19.4GWh) of electricity a year. It will help the country’s national grid to meet the rapidly growing AUDA’s 2nd Revised City Draft Development Plan 2021 for Ahmedabad February 07, 2013 The main highlights of the City Draft Development Plan are following:  Affordable housing zone R-AH planned in 76 sq km area encircling SP Ring Road apart from land of 38 closed mills in Ahmedabad. 15 lakh housing units planned. Per unit size will be 36-80 sq m  218 ha land of 38 closed mills to be used for institution, education and affordable housing  The plan follows the principles of transit-oriented development (TOD)  The plan proposes to raise floor space index (FSI) to allow high-rise development in a city witnessing unplanned hori- zontal growth  An FSI of 4 has been proposed within the 200 metres flanks of BRTS (bus) and MRTS (rail) corridors. A total of 4,768 hectares on BRTS corridor and 2,409 hectares on Metro corridor will be open to development  10 sq km area surrounding the Sabarmati riverfront will have the highest possible FSI of 5.4, allowing nearly 22-storey buildings  Auda proposes to restrict the height of buildings to 70 metres  Developers will be allowed to buy additional FSI in R1 and R2 residential zones, where the existing permissible con- struction is 1,800 sq ft and 1,200 sq ft on a plot of 1,000 sq ft, respectively Mizuho led Japanese group of companies to build 200 MW solar-power plant in Gujarat Mizuho Financial Group Inc. will lead a group of Japanese companies to build a 200 MW solar plant in Gujarat costing around 30 billion yen ($325 million). Mizuho’s corporate lending unit signed a memo- randum of understanding with Gujarat’s government in January. Kyo- cera Corp. may supply solar panels to the Mizuho project.

Mr. Hidetoshi Nishimura met Chief Minister of state, Mr. Narendra Modi and had fruitful discussions on forging partnership between Gujarat and ERIA for human resource development and skill development among technical professionals. Established in Jakarta of Indonesia, ERIA has a network in 16 Asian countries for economical research and for creating a pool of techni- cal professionals. Impressed by the rapid growth of Gujarat’s manufacturing sector and strong partnership between Japan and Gujarat for industrial development, Mr. Hidetoshi Nishimura expressed keenness in tying up with Gujarat for human resource devel- opment in automobile manufacturing sector. The Chief Minister expressed the state government’s determination for lending full co-operation to the educational insti- tute of ERIA, which is engaged in producing technological professionals. He also expressed desire that the state’s Gujarat Technological University (GTU) and ERIA join hands for human resource development in the field of technology. Mr. Hidetoshi Nishimura lauded the Chief Minister’s vision behind the development of Gujarat’s automobile manufactur- ing sector. Even as the state is emphasizing specifically on the skill development, Mr. Nishimura suggested to jointly or- ganize a symposium on skill development. The Chief Minister welcomed Mr. Nishimura’s suggestion and also lauded the co-operation extended by JETRO and ERIA. Other senior Government officials including Mr. M. Sahu, IAS, PS (I&M), Mr. A.K.Sharma, IAS, Secretary to the Chief Minister and Mr. Mukesh Kumar, IAS, Managing Director of iNDEXTb were also present during the meeting.

International Delegations Page 5 Japan’s Senior Vice Minister visits Gujarat The delegation led by Japan’s senior Vice Minister Shri Hiroshi Kajiyama met Gujarat’s Chief Minister, Mr. Narendra Modi held on 11 February 2013 at Gandhinagar. Both leaders discussed mutual partnership in new areas of development. During the meeting with Japan’s Senior Vice Minister for Land, Infrastructure, Transport and Tourism, Chief Minister Mr. Modi said that for Japanese companies, Gujarat would be the best place for developing rail-equipment manufacturing sec- tor. As Vadodara has become an engineering and manufacturing hub in Gujarat, the Chief Minister suggested that Japan, with its technical experience, can form partnerships with Vadodara based MS University in the areas of research and skill development. Canada’s Manitoba province Premier calls on Gujarat A business-trade mission led by Premier of Can- ada’s Manitoba province Mr. Greg Salinger, paid courtesy visit to Gujarat Chief Minister, Mr. Nar- endra Modi on 7th February 2013, and discussed broad possibilities of cooperation and partnership with Gujarat in various sectors. This was the first visit of Premier of Manitoba province. Mr. Greg congratulated the Chief Minister for progressive leadership and success of Vibrant Gujarat Global Summit. Manitoba province enjoys leading position in the areas of renewable energy, agro food processing, port-coastal corridor, aerospace manufacturing, food security technology, agro engineering re- search sectors, and possibility of partnership with Gujarat is bright. Mr. Modi discussed the background of possible partnership between Gujarat and Manitoba like possibil- ity of partnership in agro food processing, food technology transfer and food processing, cooperation with Gujarat Mari- time Board in the area of coastal development, cooperation of Gujarat Agriculture University in the field of Agriculture education, partnership in defense equipment and aerospace component sector. Mr. Salinger said that the government of Manitoba province is keen to make relations with a progressive state like Gujarat stronger. Osaka delegation visits Gujarat A delegation led by the Department of Commerce, Industry & Labour, Osaka Prefecture Government and comprising of several leading industrialists from Japan, visited Gujarat on 5th February 2013. The delegation discussed about the various opportunities in Gujarat, especially in the pharmaceutical sector. Dr. H.G. Koshia, Commissioner, FDCA was also present during the interaction. Dr. Koshia detailed out the various Government policies and incentives in the pharmaceutical sec- tor, highlighting the regulatory aspects and providing information on various aspects of entering the Gujarat market. Other senior Government officials including Mr. B Swain, IAS, VC&MD, GIDC, Mr. Kamal Dayani, IAS, Industries Commis- sioner, IC, and Mr. Mukesh Kumar, IAS, Managing Director of iNDEXTb were also present during the meeting.

Focal Point Page 6 Vibrant Gujarat 2013 - The Global Business Hub Gujarat Government committed to encouraging research and application of emerging tech- nologies for welfare of people of the State Historically, technology has spurred the development of elaborate economies. In the modern world, superior technologies have sup- ported robust economies; and in a robust economy, economic excess naturally flows into greater use of technology. Moreover, because technology is such an inseparable part of human society, especially in its economic aspects, funding sources for (new) technological endeav- ours are virtually many. In many economies, government is a major contributor to the development of new technology in many ways. Government of Gujarat has been striving to develop and sustain Sci- ence and Technology (S&T) in the state. GoG had constituted Depart- ment of Science & Technology (DST) in 2002, to look after the growth and development of new & emerging technology areas. DST has been operational since 01.04.2003 with a mission –  To inculcate scientific temper among masses and particularly the youth and students.  To encourage research and application of emerging technologies for welfare of the people in the State.  To promote investments in emerging technology areas.  To act as anchor organization for promoting citizen centric e-governance initiatives in the State Gujarat’s achievements in the Science & Technology space could be portrayed as below Research and Development Gujarat is a hub for premier R&D centres and Technology institutions which hold pioneer position in India. Gujarat has at- tracted the maximum foreign technology transfer agreements from 1991 to 2011, giving boost to R&D. This department is responsible for formulation and implementation of key policies in this sector in Gujarat. Till date, DST has been looking after the following areas of technology—  Information & Communication Technology including e-Governance  Biotechnology  Science & Technology  Remote Sensing and Space Application  Seismology  Research and Development  E-Gov for citizens – many initiatives through E-infrastructure and applications.  Science awareness through Gujarat Council on Science and Technology (GUJCOST) under Education Department and Gujarat Council of Science City.  Indian Space Research Organization, known as cradle of Space Sciences in India, is the premier space research institute located in Ahmedabad.  The Physical Research Laboratory (PRL) was founded in 1947 by Dr. Vikram Sarabhai in Ahmedabad. PRL carries out fundamental research in select areas of Physics, Space & Atmospheric Sciences, Astronomy & Astrophysics and Planetary & Geosciences.  Institute for Plasma Research located in Gandhinagar, is involved in research in basic plasma physics, hot plasmas and plasma technologies for industrial applications.  Institute 0f Seismological Research - The only Institute in India fully dedicated to earthquake research  Indian Institute of Management, Ahmedabad  Bhaskaracharya Institute for Space Application and Geo-informatics (BISAG)  CoE at Vadodara, Bhavnagar, Gene Bank at Gandhinagar, Marine Resource centre near Bhavnagar / Jamna- gar, Genomic initiative At FSL, Gandhinagar, Bit Virtual center for Bio-informatics, with participation of 5 state institutes, under Gujarat State Biotechnology Mission (GSBTM)

Some of the key achievements are:  In Gujarat, E-Governance has been introduced in almost all the sectors and has its connectivity till the level of vil- lage panchayat in about 14,000 villages.  The use of e-governance has penetrated so much that with the use of WDMS application, all the budgets in the Raj Bhavan are prepared paperless.  Another achievement of the state government in this field has been the introduction of bar coded ration cards.  Chief Minister’s Office (CMO) has pioneered the use of technology, which is shown by the various laurels it has won in the recent past and beyond  Incorporating Gujarat Informatics Ltd. (GIL) as a nodal agency of Government of Gujarat responsible for project promotion and implementation of IT in Gujarat.  The grievance redressal initiative SWAGAT (State Wide Attention on Grievances by Application of Technology) of the Chief Minister has been a success story in its own right, after its launch in 2003. SWAGAT was awarded the UN Award for Public Service and National e-governance award. There are several successful E-Governance projects undertaken by the state, which highlights the proactive approach and attitude towards technology. Science awareness The awareness for application of science & technology in the society has increased in the emerging environment of knowl- edge-driven economic growth. Gujarat Science City is a bold initiative of Government in this direction. The government has established Gujarat Council of Science City and developed Gujarat Science City laid over 107 hectares of land and fur- ther 300 hectares under acquisition for future expansion of science city and related projects. The initiative aims at providing a perfect blend of education and entertainment. It will showcase contemporary and imagi- native exhibits, minds on experiences, working models, virtual reality, activity corners, labs and live demonstrations to pro- vide an understanding of science and technology to the common man. Vision for S&T Science, technology and innovation are important bridges connecting Gujarat and other emerging economies through active relationships. The focus of the government remains on capacity building, Science & Technology for development; knowledge, adoption and research in areas of interest.

With a dedi- cated budget, the department has presence across information & communication technologies (including e-governance), biotechnology, science & technology, remote sensing & space application, and seismology. The department focuses on growth and development of new & emerging technology areas. It has been increasingly using the ICT (Information and Communication Technologies) to offer citizen based service at convenient locations with an initiative to improve the reach, more transparent and reduce response time with reducing costs. DST promotes information sharing with the citizens by way of display and disclosure of information of large number of functional departments and their subordinate or- ganizations through their respective websites which act as ‘Information tools’ in the State. Gujarat is now an e-enabled state, with a broadband network connecting more than 14,000 villages. The ICT sector in the state is poised for a massive transformation, with emergence of mobile e- governance, cloud computing, convergence and security as key investment areas. Events Calendar Page 10 HIGHLIGHTS OF EVENTS IN JANUARY – FEBRUARY ’13 The International Exhibition and Conference on Water Technologies, Environmental Technologies and Renewable Energy 12-14 February 2013 Kenes Exhibitions and Radeecal Communications initiated a platform for bringing together the very latest water and renewable energy technologies and professionals to interact, understand buyer-seller needs, and bring awareness to all segments of end users. Watech Asia took place February 12-14, 2013 at the Bombay Exhibition Center, NSE Complex in Mumbai, India. India faces a desperate water shortage, and both the industrial and domestic sectors have recognized the disparity between supply and demand. The Indian government has tried to lead market-based approaches and privatization of urban water. More specifi- cally, the National Water Policy drafted last year defines water as an economic good and looks at numerous macro and micro initiatives in this context. India serves as a prime example for other countries seeking new technologies to solve problems of water avail- ability, access, and quality. In order to address all the challenges and possibilities, Kenes Exhibitions and Radeecal Communications presented Watech Asia 2013. Watech Asia was the perfect opportunity to hear from and meet a range of growing wa- ter, energy & environment companies seeking a combination of partners, investment and professional services to develop their companies. There was plenty of networking oppor- tunities to meet with potential investors and collaborators during the three days of the event. Vibrant VCCI 2013 Exhibition 14-18 February 2013 The Vadodara Chamber of Commerce and Industries (VCCI) organized the 8th Vibrant VCCI industrial exhibition on 14-18 February 2013 at Navlakhi ground in Vadodara. One of the premier expositions of Gujarat focused on the following objectives:  To offer an opportunity to small and medium scale manufacturers to demonstrate their capabilities in the fields of design, engineering, equip- ments and supplies and support services to large projects.  To offer a platform to foreign participants to exhibit their products / services and explore possibilities of export /import and business tie- ups.

According to Nilesh Shukla, Chairman of VCCI 2013 event, there are 8,000 SMEs active in central Gujarat area, and major units among them participated in the exhibition. The exhibition had 500 stalls, 22 domes and 2 auditoriums.
