President of the Commission

support and initiative of the
Kellogg and for Due Process
foundations.
"The goal of the conference
is to present the standards
that date, the inter-American
system and developed with
respect to human rights of
indigenous peoples in the
Americas, for this, besides

of the organizations of civil

-Marie Belle Antoine, presi-
dent of the Inter-American
Commission on Human
Rights (CIDH by its Spanish
acronym), visited on Friday
the 17th of April, the Auton-
omous University of Yucatán
(UADY) in order to impart
the conference " Interameri-
can Standards Human Rights
of Indigenous Peoples."
Previously announced by Re-
nan Ermilo Solis Sanchez,
general counsel of UADY,
he also informed that the
presentation was to be held at
5:00 pm in the Multipurpose
Room "José María Pino
Suárez" in the Faculty of
Law, located on the campus
of Administrative-Economic
Social Sciences and Humani-
ties.
The General Advocate of the
University also announced
that the event would have the
participation, as commenta-
tors, of Artemia Zarandona
Fabre, from the civil partner-
ship Dialogue and Move-
ment; Rommel González Dí-
az, from the Regional Indige-
nous and Popular Council of
Xpujil SC., and Juan Jesus
Góngora Maas, from the Cen-
ter for Human Rights Studies
at UADY.
In addition to its presentation
to faculty and students UADY,
Rose-Marie Belle Antoine,
who took ownership of the In-
ter-American Commission on
Human Rights in March, es-
tablished contact with local
authorities and organizations
of civil society and interna-
tional cooperation under the
report prepared on Indigenous
Peoples, extractive Industries
and mega-tourism projects.

"Dear José Emilio (Pacheco) do
not ask me how time goes on, it
has been a little over a year
since you left and I had no
chance to talk to you about
many things as I would have
liked; I've been a bad reader of
your work and I regret that,"
said the writer Fernando del
Paso Morante in his speech ac-
cepting the Award for Excel-
lence in Literature, awarded in
the opening frame of the IV In-
ternational Reading Fair of
2015 driven by the Autonomous
University of Yucatán (UADY)
and which this year has as spe-
cial guests the government of
Mexico City and the National
Autonomous University of
Mexico (UNAM).
Before dozens of artists, intel-
lectuals and academics and pub-
lic officials the recipient of the
medal named in honor of the
late José Emilio Pacheco, the
writer immediately replied, "I
am now ready to fill this gap
with the memory of your words,
your presence and your lucidity.
Never like today do I wonder
José Emilio, what we did with
our country, at what time and
when did it get out of our hands,
that sweet country that others
worked so hard to build and
sustain. "
At nearly 80 years old, Fernan-
do del Paso, accompanied by
his wife and two of his three
children, arrived in Merida to be
honored at the opening of the
FILEY, event that was held
from the 7th
of March until the
15 of the same month and
whose program includes more
1,300 activities among which
are book presentations, theater,
music, choirs, conferences, film
and sports and recreation,
among others.
At the beginning
of the opening
ceremony of the
FILEY, Jose
Williams, rector
of UADY said
"once again we
are here to cele-
brate the feast of
reading in Yuca-
tán, celebrate the
vital human need
to get in touch
with the knowledge contained in
the printed word; celebrate the
need to interact with texts, under-
stand, interpret and revive ".
"Reading offers many advantages
for those who take it as an essen-
tial habit in their lives, because it
enriches the inner universe and
promotes understanding of other
realities, improves the acquisition
of knowledge that could serve us,
strengthens our ability to com-
municate and develop the ability
analysis and problem solving."
"The benefits of reading are mul-
tiple and tested; it stimulates crea-
tivity, it strengthens cognitive
processes, it refines memory and
overall a society that reads more
is less vulnerable, more participa-
tory and a more innovative socie-
ty, "said the Rector of UADY,
institution that promoted the fair
from the very beginning and that
this year is expected to exceed
120,000 attendees.
Mara Robles, Secretary of Edu-
cation for the Government of
Mexico City which was a special
guest this year, said that books
and reading are the axis that
unites us and makes us a better
country. She also noted that
among the range of activities to
be undertaken in the coming
days artistic and cultural work-
shops standout, especially the
free distribution of over 5,000
books.
Socorro Rodriguez, representa-
tive of José Narro, Rector of
UNAM, commended the initia-
tive of the UADY and recalled
the close academic and scien-
tific links between both
schools. "It is a privilege and
distinction to be in the FILEY"
he said.
The opening of the FILEY
2015 was conducted by Rolan-
do Zapata Bello, governor of
the state, who said it is a pride
and satisfaction for Yucatán
that the fair consolidates itself
in terms of quality; he also had
words of praise for Fernando
del Paso and for other distin-
guished guests present at the
event, as Elena Poniatowska
and Sara Poot Herrera. To con-
clude, he emphasized that FI-
LEY is a contribution from
UADY to which are all other
sectors of the state contribute.

awards, among them the National
Short Story, the Feng Mu and the
highest award granted in China,
the Mao Dun of Literature.
Before the attending public in the
Multipurpose Room "Jose Maria
Pino Suarez" Zhou Daxin said that
through the various characters of
his creations he has explored the
social structure of the country, alt-
hough he has a guardian special
affection for the country people,
since he was born in a village dedi-
cated to agriculture. "If I had not
been a writer, I would have
worked very well as a farmer," he
said.
He also reported that in the book
"Jewels of silver" he addressed the
subject of homosexuality in China,
because for a long time that sexual
orientation was the subject of
strong discrimination. However, he
said, there is now greater openness
and acceptance.
From his entire production, he con-
fessed, he has special preference
for his autobiographical novel
"Requiem" as it was through that
creative process that he could bear
the pain of losing his 29 year old
son to cancer.
Meanwhile, Xu Zechen stressed
the universality of Mexican litera-
ture authors as Octavio Paz and
Juan Rulfo, plus Fuentes, be-
cause through them I had the
opportunity to learn about dif-
ferent aspects of our culture
and the affinities of values with
his own.
36 year oldZechen is consid-
ered a pride among writers
born in the 1970s in China. He
has published five novels, in-
cluding "Running for Beijing"
which has been translated into
Spanish, Italian, French, German,
Dutch, Russian, Mongolian, Kore-
an and Japanese. In 2010 he took
part in the renowned International
Writing Program at the University
of Iowa.
The young artist revealed that his
literary interest stems from the
desire to explore cities. "When I
was in my village, I thought how
the nearest town would be like;
already there, I imagined what it
would be the capital of my prov-
ince; then the capital of my coun-
try; and so on down to Mexico and
now I wonder about the rest of the
world. A writer always imagines a
larger universe and literature ena-
bles us to that, "he said.
In that sense, he acknowledged his
admiration for Rulfo, particularly
for the construction of "El Llano
en Llamas" where the writer from
Guadalajara explored different
narrative forms and included many
voices that reflected the way of
being Mexican. "As I met Mexico
for its writers, I invite you to meet
my nation through Chinese litera-
ture," he concluded.
The novels of Zhou Daxin and Xu
Zechen are available for reading at
the Confucius Institute, located at
UADY’s Campus of Social Sci-
ences Library. After their visit,
both writers left bound for Bogota,
Cultural differences and similari-
ties between China and Mexico, as
well as the power of literature to
strengthen ties between people,
were the central themes of the con-
ference given by writers Zhou
Daxin and Xu Zechen who visited
the campus of Social, Administra-
tive and Economic Sciences and
Humanities of the Autonomous
University of Yucatan (UADY) on
June 1st.
The literati of Chinese origin, vis-
ited the university as part of an
international tour organized by the
Confucius Institute, and among
other activities made an important
donation of books translated from
Mandarin to Spanish which will be
available to the university commu-
nity and the general public.
"The first contact I had with Mexi-
co, was through the work of Carlos
Fuentes, particularly 'La Región
más Transparente', which found
many similarities with circum-
stances that also occur in my coun-
try," said Zhou Daxin at the begin-
ning of the talk.
The author, born in 1952, has to
his credit over 30 published books
including novels, essays and thea-
ter. The adaptation of his "Molinos
de Sésamo en la Ribera" won the
Golden Bear at the Berlin Film
Festival. Throughout his career, he
has been recognized with several

The Autonomous University
of Yucatán (UADY) and the
University of Anhui, from
the Popular Republic of Chi-
na (PRC), formalized on
April 24, an agreement to
implement mobility programs
for student and academics
and integrate a group of spe-
cialists responsible for de-
signing what will be the cen-
ter of China-Mexico Studies
and whose facilities will be
located at UADY.
This specific arrangement
between the two educational
institutions is a result of the
agreement signed in October
last year when a Yucatecan
delegation traveled to China
and established contact with
managers and staff at the
University of Anhui, founded
in 1928 and which currently
has an enrollment of 30,000
students.
Thus UADY materialized
relations with a second Chi-
nese institution of higher ed-
ucation, first, as it is known,
was the University of Sun
Yat Sen and it is expected in
the near future similar rela-
tionships are established with
universities of Nankai Nor-
mal east China and Tianjin.
To formalize the agreement
the group that visited UADY
consisted of academic Li
Renqun, Chairman of Anhui
University accompanied by
Guo Zhiyuan, director of the
Office of International Coop-
eration and Wu Hualdong
and Fan Hesheng, director of
the School of Arts and the
Institute Latin American Stud-
ies, respectively.
During their stay in UADY,
the academics from the PRC
met with José Luis Villamil
Urzaiz, general secretary of
UADY and the Representative
of the Rector José de Jesús
Williams, and with Andrés
Aluja Schunemann, general
coordinator of Cooperation
and Internationalization.
At the event, held in the Hall
of Presidents, were also pre-
sent Erik Barthell and William
Pérez Rubio Loría, head of the
Office of the Governor and
Director of the Office of Inter-
national Affairs of the state
executive, respectively.
In the dialogue with Chinese
visitors, José Luis Villamil Ur-
zaiz, general secretary of
UADY, welcomed the interest
of scholars and students of the
University of Anhui to estab-
lish cooperation programs and
stressed that the agreement is
already bearing fruit since
right now 4 of UADY stu-
dents are partaking in stays
in the Chinese institution,
whose facilities are in the
city of Hefei.
Importantly UADY sent stu-
dents to China through the
Confucius Institute scholar-
ships in order to study at the
Universities of Guizhou and
Shenyang Ligong and at the
same time, it receives uni-
versity students from Sun
Yat-sen, Foreign Languages
of Pekin, and International
Studies of Zhejiang and Hei-
longjiang.

Yucatan students were selected
for their outstanding academic
backgrounds and interest in is-
sues related to the environment
and human rights."
The Director of the School said
the announcement was made by
the Interdisciplinary Program on
Education Policy and Practice of
the CIDE which was launched to
identify young leaders and the
"In Mexico there are many com-
panies who hold positions for
young leaders but when they
don´t find them, they turn to for-
eign or older workers," said Ru-
by Misol-Ha Velasco Cardenas,
one of the two students from the
Autonomous University of Yuca-
tan (UADY) selected as member
of the first generation of
"Talentum University: leaders
that we need", organized by the
Center for Economic Research
and Teaching (CIDE).
As a result of their selection, the
UADY students had the oppor-
tunity to stay at Stanford Univer-
sity and Silicon Valley looking
to expand their outlooks in sci-
ence and technology, said Dr.
Zulema Cantillo, director of the
School of Chemistry, who said
that "when they participated, the
response was of more than 2,000
participants of which 30 women
and 30 men were selected, in-
cluding the two young UADY
students.
It was reported that the partici-
pants travel to Mexico City on
March 26 to attend an induction
course and for the assignment of
their social challenge that must
be resolved in a given period;
then, from the 11 to the 18 of
July, they will be in Silicon Val-
ley and Stanford University to
hone their proposed solutions to
their challenges. In July, they
will be allocated and participate
in a conference to present their
experiences to academics, politi-
cians and businessmen. Finally
on July 25 will present their re-
spective proposals for solutions
to their assigned social challeng-
es.

Maria de los Angeles Cruz Rosel, executive secretary of the Center for the Study of Human Rights at UADY stressed that the visit of the President of the Commission came to be, thanks to the support and initiative of the Kellogg and for Due Process foundations. "The goal of the conference is to present the standards that date, the inter-American system and developed with respect to human rights of indigenous peoples in the Americas, for this, besides the presentation, there will be participation an indige- nous leader, a representative of the university and another of the organizations of civil society, "said theuniversity professional. In addition to academics and university students, there were also in attendance at the event professional organ- izations of civil society, judges and local authorities and indigenous and social leaders. -Marie Belle Antoine, presi- dent of the Inter-American Commission on Human Rights (CIDH by its Spanish acronym), visited on Friday the 17th of April, the Auton- omous University of Yucatán (UADY) in order to impart the conference " Interameri- can Standards Human Rights of Indigenous Peoples." Previously announced by Re- nan Ermilo Solis Sanchez, general counsel of UADY, he also informed that the presentation was to be held at 5:00 pm in the Multipurpose Room "José María Pino Suárez" in the Faculty of Law, located on the campus of Administrative-Economic Social Sciences and Humani- ties. The General Advocate of the University also announced that the event would have the participation, as commenta- tors, of Artemia Zarandona Fabre, from the civil partner- ship Dialogue and Move- ment; Rommel González Dí- az, from the Regional Indige- nous and Popular Council of Xpujil SC., and Juan Jesus Góngora Maas, from the Cen- ter for Human Rights Studies at UADY. In addition to its presentation to faculty and students UADY, Rose-Marie Belle Antoine, who took ownership of the In- ter-American Commission on Human Rights in March, es- tablished contact with local authorities and organizations of civil society and interna- tional cooperation under the report prepared on Indigenous Peoples, extractive Industries and mega-tourism projects. "Dear José Emilio (Pacheco) do not ask me how time goes on, it has been a little over a year since you left and I had no chance to talk to you about many things as I would have liked; I've been a bad reader of your work and I regret that," said the writer Fernando del Paso Morante in his speech ac- cepting the Award for Excel- lence in Literature, awarded in the opening frame of the IV In- ternational Reading Fair of 2015 driven by the Autonomous University of Yucatán (UADY) and which this year has as spe- cial guests the government of Mexico City and the National Autonomous University of Mexico (UNAM). Before dozens of artists, intel- lectuals and academics and pub- lic officials the recipient of the medal named in honor of the late José Emilio Pacheco, the writer immediately replied, "I am now ready to fill this gap with the memory of your words, your presence and your lucidity. Never like today do I wonder José Emilio, what we did with our country, at what time and when did it get out of our hands, that sweet country that others worked so hard to build and sustain. " At nearly 80 years old, Fernan- do del Paso, accompanied by his wife and two of his three children, arrived in Merida to be honored at the opening of the FILEY, event that was held from the 7th of March until the 15 of the same month and whose program includes more 1,300 activities among which are book presentations, theater, music, choirs, conferences, film and sports and recreation, among others. At the beginning of the opening ceremony of the FILEY, Jose Williams, rector of UADY said "once again we are here to cele- brate the feast of reading in Yuca- tán, celebrate the vital human need to get in touch with the knowledge contained in the printed word; celebrate the need to interact with texts, under- stand, interpret and revive ". "Reading offers many advantages for those who take it as an essen- tial habit in their lives, because it enriches the inner universe and promotes understanding of other realities, improves the acquisition of knowledge that could serve us, strengthens our ability to com- municate and develop the ability analysis and problem solving." "The benefits of reading are mul- tiple and tested; it stimulates crea- tivity, it strengthens cognitive processes, it refines memory and overall a society that reads more is less vulnerable, more participa- tory and a more innovative socie- ty, "said the Rector of UADY, institution that promoted the fair from the very beginning and that this year is expected to exceed 120,000 attendees. Mara Robles, Secretary of Edu- cation for the Government of Mexico City which was a special guest this year, said that books and reading are the axis that unites us and makes us a better country. She also noted that among the range of activities to be undertaken in the coming days artistic and cultural work- shops standout, especially the free distribution of over 5,000 books. Socorro Rodriguez, representa- tive of José Narro, Rector of UNAM, commended the initia- tive of the UADY and recalled the close academic and scien- tific links between both schools. "It is a privilege and distinction to be in the FILEY" he said. The opening of the FILEY 2015 was conducted by Rolan- do Zapata Bello, governor of the state, who said it is a pride and satisfaction for Yucatán that the fair consolidates itself in terms of quality; he also had words of praise for Fernando del Paso and for other distin- guished guests present at the event, as Elena Poniatowska and Sara Poot Herrera.   • 3. awards, among them the National Short Story, the Feng Mu and the highest award granted in China, the Mao Dun of Literature. Before the attending public in the Multipurpose Room "Jose Maria Pino Suarez" Zhou Daxin said that through the various characters of his creations he has explored the social structure of the country, alt- hough he has a guardian special affection for the country people, since he was born in a village dedi- cated to agriculture. "If I had not been a writer, I would have worked very well as a farmer," he said. He also reported that in the book "Jewels of silver" he addressed the subject of homosexuality in China, because for a long time that sexual orientation was the subject of strong discrimination. However, he said, there is now greater openness and acceptance. From his entire production, he con- fessed, he has special preference for his autobiographical novel "Requiem" as it was through that creative process that he could bear the pain of losing his 29 year old son to cancer. Meanwhile, Xu Zechen stressed the universality of Mexican litera- ture authors as Octavio Paz and Juan Rulfo, plus Fuentes, be- cause through them I had the opportunity to learn about dif- ferent aspects of our culture and the affinities of values with his own. 36 year oldZechen is consid- ered a pride among writers born in the 1970s in China. He has published five novels, in- cluding "Running for Beijing" which has been translated into Spanish, Italian, French, German, Dutch, Russian, Mongolian, Kore- an and Japanese. In 2010 he took part in the renowned International Writing Program at the University of Iowa. The young artist revealed that his literary interest stems from the desire to explore cities. "When I was in my village, I thought how the nearest town would be like; already there, I imagined what it would be the capital of my prov- ince; then the capital of my coun- try; and so on down to Mexico and now I wonder about the rest of the world. A writer always imagines a larger universe and literature ena- bles us to that, "he said. In that sense, he acknowledged his admiration for Rulfo, particularly for the construction of "El Llano en Llamas" where the writer from Guadalajara explored different narrative forms and included many voices that reflected the way of being Mexican. "As I met Mexico for its writers, I invite you to meet my nation through Chinese litera- ture," he concluded. The novels of Zhou Daxin and Xu Zechen are available for reading at the Confucius Institute, located at UADY’s Campus of Social Sci- ences Library. After their visit, both writers left bound for Bogota, Cultural differences and similari- ties between China and Mexico, as well as the power of literature to strengthen ties between people, were the central themes of the con- ference given by writers Zhou Daxin and Xu Zechen who visited the campus of Social, Administra- tive and Economic Sciences and Humanities of the Autonomous University of Yucatan (UADY) on June 1st. The literati of Chinese origin, vis- ited the university as part of an international tour organized by the Confucius Institute, and among other activities made an important donation of books translated from Mandarin to Spanish which will be available to the university commu- nity and the general public. "The first contact I had with Mexi- co, was through the work of Carlos Fuentes, particularly 'La Región más Transparente', which found many similarities with circum- stances that also occur in my coun- try," said Zhou Daxin at the begin- ning of the talk. The author, born in 1952, has to his credit over 30 published books including novels, essays and thea- ter. The adaptation of his "Molinos de Sésamo en la Ribera" won the Golden Bear at the Berlin Film Festival. The Autonomous University of Yucatán (UADY) and the University of Anhui, from the Popular Republic of Chi- na (PRC), formalized on April 24, an agreement to implement mobility programs for student and academics and integrate a group of spe- cialists responsible for de- signing what will be the cen- ter of China-Mexico Studies and whose facilities will be located at UADY. This specific arrangement between the two educational institutions is a result of the agreement signed in October last year when a Yucatecan delegation traveled to China and established contact with managers and staff at the University of Anhui, founded in 1928 and which currently has an enrollment of 30,000 students. Thus UADY materialized relations with a second Chi- nese institution of higher ed- ucation, first, as it is known, was the University of Sun Yat Sen and it is expected in the near future similar rela- tionships are established with universities of Nankai Nor- mal east China and Tianjin. To formalize the agreement the group that visited UADY consisted of academic Li Renqun, Chairman of Anhui University accompanied by Guo Zhiyuan, director of the Office of International Coop- eration and Wu Hualdong and Fan Hesheng, director of the School of Arts and the Institute Latin American Stud- ies, respectively. During their stay in UADY, the academics from the PRC met with José Luis Villamil Urzaiz, general secretary of UADY and the Representative of the Rector José de Jesús Williams, and with Andrés Aluja Schunemann, general coordinator of Cooperation and Internationalization. At the event, held in the Hall of Presidents, were also pre- sent Erik Barthell and William Pérez Rubio Loría, head of the Office of the Governor and Director of the Office of Inter- national Affairs of the state executive, respectively. In the dialogue with Chinese visitors, José Luis Villamil Ur- zaiz, general secretary of UADY, welcomed the interest of scholars and students of the University of Anhui to estab- lish cooperation programs and stressed that the agreement is already bearing fruit since right now 4 of UADY stu- dents are partaking in stays in the Chinese institution, whose facilities are in the city of Hefei. As a result of their selection, the UADY students had the oppor- tunity to stay at Stanford Univer- sity and Silicon Valley looking to expand their outlooks in sci- ence and technology, said Dr. Zulema Cantillo, director of the School of Chemistry, who said that "when they participated, the response was of more than 2,000 participants of which 30 women and 30 men were selected, in- cluding the two young UADY students. It was reported that the partici- pants travel to Mexico City on March 26 to attend an induction course and for the assignment of their social challenge that must be resolved in a given period; then, from the 11 to the 18 of July, they will be in Silicon Val- ley and Stanford University to hone their proposed solutions to their challenges. In July, they will be allocated and participate in a conference to present their experiences to academics, politi- cians and businessmen. Finally on July 25 will present their re- spective proposals for solutions to their assigned social challeng- es.
