Overview of workshop:
The U.S. Department of Commerce published its definition of “specially
designed” on April 16, 2013. This definition is a key part of the U.S. Export
Control Reform Initiative.
The term “specially designed” is used over 700 times in the U.S. Commerce
Control List. Understanding this definition is crucial in determining the proper
jurisdiction and classification of an item under the U.S. export control system.

About the workshop host:
Kevin J. Wolf was sworn in as Assistant Secretary of Commerce for Export
Administration on February 19, 2010. Prior to his joining the Obama
Administration, he was a partner in the Washington, D.C. office of Bryan Cave
LLP. His practice over the course of his nearly 17 years with the firm covered
most aspects of the law and policy of international trade, but focused on the
Export Administration Regulations (EAR), the International Traffic in Arms
Regulations (ITAR), sanctions administered by the Office of Foreign Assets
Control (OFAC), the antiboycott regulations, the Foreign Corrupt Practices Act
(FCPA), and multilateral trade controls. From 1996-1997, he was the Assistant
Special Counsel to the House Committee on Standards of Official Conduct.
He has a B.A. degree from the University of Missouri-Columbia, a M.A. from the
University of Minnesota's Humphrey Institute of Public Affairs, and a J.D. from
the University of Minnesota Law School.

Under ECR, export control practitioners concerned with defence trade realise
they must be masters of the EAR as well as the ITAR. This workshop will explore
the peculiarities of the “600 series” and ECCN 9x515, applying the concepts of
Order of Review and specially designed, and strategic uses of EAR License
Exceptions and the de minimis rule. Special attention will be paid to the subtle
differences between the ITAR and the EAR.

Overview of workshop:
This workshop will provide participants with up-to-date information and practical
guidance on the export control systems of the countries that have been the focus of EU
enlargement and engagement along its southern and eastern borders. Dual-use and
defense trade controls in the Ukraine and Moldova, the Western Balkans, and Turkey
and Georgia are moving in the direction of the EU system, but key differences remain.
This workshop will identify those differences and offer practical tools to help comply with
those controls and maximize economic opportunities throughout “Greater Europe”.

Jay P. Nash is a Partner with SECURUS Strategic Trade Solutions, LLC, a U.S.-based global
trade controls and compliance consulting firm specializing in non-U.S. and non-EU
country export controls. Mr. Nash has been helping defense, aerospace, chemical,
automotive, and IT companies as well as national governments address various export
control challenges for over 10 years. He has worked on export control compliance
and/or development projects in the Western Balkans, CIS, and Turkey. He is a frequent
speaker at international export control events, a guest instructor with the Export
Compliance Training Institute (ECTI), and he currently serves on the Editorial Board of the
World Export Control Review.
Mr.MirkoKuklojisanexportcontrolconsultantbasedinZagreb,Croatia. From1991until
his retirement in 2012 he served with the Croatian Ministry of Defense working in
development, production and arms procurement. He was a head of Section for Testing
of Weapons and Ammunition working closely with the military industry and the deputy
headofDevelopment,EquippingandModernizationDepartment. Asarepresentative
of the Ministry of Defense, he was a member of the Croatia Interdepartmental
Commission for the issuance of licenses for the export of dual-use goods in the Republic
of Croatia. He was one of the authors of the Croatian Law on the Export and Import of
Military Goods and a member of the Croatian negotiating team for European Union
membership. From 2006 until his retirement he was a member of the Wassenaar
Arrangement (WA) Expert Working Group on export control of conventional arms and
dual-use goods. Mr. Kukloj has participated in numerous symposiums, conferences,
workshops and training courses on licensing and technical aspects of export controls in
Kosovo, Macedonia, Serbia, Montenegro and CIS countries.

Cancellation: If you wish to cancel your attendance at an event and you are unable to send a
substitute, then we will refund/credit 50% of the due fee less a £50 administration charge, providing
that cancellation is made in writing and received at least 28 days prior to the start of the event.
Regretfully cancellation after this time cannot be accepted. We will however provide the
conferences documentation via the Document Portal to any delegate who has paid but is unable
to attend for any reason. Due to the interactive nature of the Briefings we are not normally able to
provide documentation in these circumstances. We cannot accept cancellations of orders placed

to cancel the event for any reason, then we will make a full refund immediately, but disclaim any

From 2006 until his retirement he was a member of the Wassenaar Arrangement (WA) Expert Working Group on export control of conventional arms and dual-use goods.
