▪ Portuguese Financial Education Plan was launched for 2011-2015 by the National
Council of Financial Supervisors: the plan aimed to increase the level of financial
knowledge of the Portuguese population and to promote the adoption of
appropriate financial behaviours
▪ The Ministry of Education and Science approved the ‘Core Competencies for
Financial Education’ in May 2013
▪ A training programme for teachers began in 2014 and is jointly organised by the
Ministry of Education and Science and the financial supervisors
HOW WAS FINANCIAL EDUCATION
INTRODUCED IN PORTUGUESE SCHOOLS ?
A GRADUAL FINANCIAL EDUCATION APPROACH FOR
SCHOOLS WAS ADOPTED…
▪ Defining Core Competencies for Financial Education
▪ Designing a teacher training programme for the teachers (2014)
▪ Developing materials to support financial education in schools
WHICH RESOURCES TO SUPPORT FINANCIAL
EDUCATION IN SCHOOLS:
▪ In July 2012 the National Plan website – Todos Contam (“Everybody counts”) – was
launched - www.todoscontam.pt
▪ The financial supervisors prepared an e-learning platform to support e-teaching of
financial education content:
In the Financial Literacy Day –
October 31 2015 – the
stakeholders of the National Plan
presented the first Book on
Financial Education aimed at the 1st
Stage of Basic Education (primary
school level)

SCHOOLS ARE ALSO ENCOURAGED TO DEVELOP
FINANCIAL EDUCATION PROJECTS:
The Annual Financial Education Competition (4th edition/2015):
a. The financial supervisors and the Ministry of Education and Science organize
annually the Financial Education Competition "Todos Contam“
b. The competition rewards the best financial education projects to be
implemented in schools
c. The winning schools are announced in the Financial Literacy Day - October
31 (World Savings Day) - and later the heads of the financial supervisors visit
those schools
SCHOOLS ARE ALSO ENCOURAGED TO DEVELOP
FINANCIAL EDUCATION PROJECTS:
The Paper Money Museum Project
a. The Paper Money Museum (Fundação Dr. António Cupertino de Miranda, Porto)
has a Financial Literacy project - No Poupar Está o Ganho ("Money Saved is
Money Earned")
b. The project aims to involve kindergartens, primary and lower secondary Schools
in a project in which financial education is “territorialised”, enabling all the
students to see how important money is in life and to acquire competencies that
allow them to make the right decisions later
c. The schools participating in this project will become TEF – Territories of Financial
Education, and will form a network
In the Financial Literacy Day –
October 31 (World Savings Day) –
the stakeholders of the National
Plan and the schools develop a
number of financial education
activities across the country

HOWDID IT ALL START... ▪ Portuguese Financial Education Plan was launched for 2011-2015 by the National Council of Financial Supervisors: the plan aimed to increase the level of financial knowledge of the Portuguese population and to promote the adoption of appropriate financial behaviours ▪ The Ministry of Education and Science approved the ‘Core Competencies for Financial Education’ in May 2013 ▪ A training programme for teachers began in 2014 and is jointly organised by the Ministry of Education and Science and the financial supervisors
  • 3. HOW WAS FINANCIAL EDUCATION INTRODUCED IN PORTUGUESE SCHOOLS ?
  • 4. A GRADUAL FINANCIAL EDUCATION APPROACH FOR SCHOOLS WAS ADOPTED… ▪ Defining Core Competencies for Financial Education ▪ Designing a teacher training programme for the teachers (2014) ▪ Developing materials to support financial education in schools
  • 5. WHICH RESOURCES TO SUPPORT FINANCIAL EDUCATION IN SCHOOLS: ▪ In July 2012 the National Plan website – Todos Contam (“Everybody counts”) – was launched - www.todoscontam.pt ▪ The financial supervisors prepared an e-learning platform to support e-teaching of financial education content:
  • 6. In the Financial Literacy Day – October 31 2015 – the stakeholders of the National Plan presented the first Book on Financial Education aimed at the 1st Stage of Basic Education (primary school level) BOOK ON FINANCIAL EDUCATION
  • 7. SCHOOLS ARE ALSO ENCOURAGED TO DEVELOP FINANCIAL EDUCATION PROJECTS: The Annual Financial Education Competition (4th edition/2015): a. The financial supervisors and the Ministry of Education and Science organize annually the Financial Education Competition "Todos Contam“ b. The competition rewards the best financial education projects to be implemented in schools c. The winning schools are announced in the Financial Literacy Day - October 31 (World Savings Day) - and later the heads of the financial supervisors visit those schools
  • 8. SCHOOLS ARE ALSO ENCOURAGED TO DEVELOP FINANCIAL EDUCATION PROJECTS: The Paper Money Museum Project a. The Paper Money Museum (Fundação Dr. António Cupertino de Miranda, Porto) has a Financial Literacy project - No Poupar Está o Ganho ("Money Saved is Money Earned") b. The project aims to involve kindergartens, primary and lower secondary Schools in a project in which financial education is “territorialised”, enabling all the students to see how important money is in life and to acquire competencies that allow them to make the right decisions later c. The schools participating in this project will become TEF – Territories of Financial Education, and will form a network
  • 9. In the Financial Literacy Day – October 31 (World Savings Day) – the stakeholders of the National Plan and the schools develop a number of financial education activities across the country FINANCIAL LITERACY DAY
  • 10. The Portuguese National Plan also joins the celebration of the Global Money Week that takes place every year during the second week of March, inviting schools to take part in several activities GLOBAL MONEY WEEK
  • 11. IN 2014 PORTUGAL WON THE CHILD AND YOUTH FINANCE INTERNATIONAL COUNTRY AWARD FOR EUROPE - 2014, IN RECOGNITION OF THE WORK DEVELOPED IN BRINGING FINANCIAL EDUCATION TO SCHOOLS

FINANCIAL EDUCATION @ AGRUPAMENTO DE ESCOLAS DE MARCO DE CANAVESES ▪ 2014 - Keep Invest Donate Spend, Erasmus+ program, KA2 Action – strategic partnerships in the school field was launched in the school’s cluster for 4th and 5th grade classes ▪ 2015 – The project is extended to other school levels of education from Kindergarten to 6th grade | becomes compulsory for 5th and 6th grades in Citizenship subject ▪ 2016 – Teacher training workshops for primary teachers (1st & 2nd stages of Basic Education) | Parents workshops 2016 – teacher training 2015 – involve more schools 2014 – pilot project
  • 13. WHERE WE STAND IN 2016 4TH AND 6TH GRADE CLASSES ARE ATTENDING THE PAPER MONEY MUSEUM PROJECT PUPILS DEVELOP SEVERAL ACTIVITIES IN FINANCIAL LITERACY
  • 14. WHERE WE STAND IN 2016 PUPILS CREATE THEIR OWN BANK AND CURRENCY AND PROMOTE THEIR 1ST BUSINESS FINANCIAL EDUCATION IS ALSO ABOUT CONSUMER EDUCATION
  • 15. WHERE WE STAND IN 2016 KINDERGARTEN PUPILS PREPARE THEIR 1ST MONEY BOXES PRIMARY PUPILS RECREATE THE HISTORY OF MONEY IN COMIC STRIPS
  • 16. ANNUAL FINANCIAL EDUCATION COMPETITION - 4TH EDITION The school submitted the project Keep Invest Donate Spend for the 2015 edition and was distinguished with an honorable mention
  • 17. WHERE WE GO FROM HERE… TEACHER TRAINING FOR 1ST AND 2ND STAGES OF BASIC EDUCATION | PARENTS WORKSHOPS INTRODUCTION OF FINANCIAL EDUCATION FOR THE 3RD STAGE OF BASIC EDUCATION

FUTURE NATIONAL CHALLENGES ▪ More accredited Teaching Training Courses in Financial Literacy covering all regions of the country ▪ Production of specific materials to support financial education in schools for all school levels ▪ An e-learning platform to support e- teaching on financial education contents covering all school levels
