2
 Between now and 2030 a group of less than
500 key cities (including all 70 C40 members)
will be responsible for 60% of GDP growth and
50% of carbon emission growth
 By 2030 60% of the population will be Urban
 Roughly “one Stockholm” x week moves into a
city - 1.4 million people
 City administrations are often acutely
influential, with sharper local powers than
national policy-makers

EUROPE – POWERS
OVERVIEWAcross regions and sectors, levels of
Mayoral power vary according to a range
of factors and drivers.
European cities exercise strong power in
Transport and Outdoor Lighting
Partial power is held over the majority
of sectors, including: Building Energy
Efficiency, Waste, Resilience, Finance &
Economy, and Sustainable
Communities. This is less than the
power exercised in Africa and East Asia,
but equivalent to other regions.
Limited power is held over ICT, the
sector of lowest power for European
cities

What are Networks?
C40 Networks are active working groups of city
officials with commonly identified opportunities,
interests, or priorities.
“How do we work together
to negotiate better
warranties for buses
retrofitted to hybrids?”
“How did your
city persuade
major corporate
building owners
to retrofit?”

Proposed
networks
 C40 cities will collectively launch a ‘Declaration of Intent’ on clean buses
at the Latin American Mayors Summit on 27 March 2015 during the
Press Conference.
 The statement urges global manufacturers, public transport operators,
leasing companies, multilateral development banks and other funding
agencies to step up and work with cities in accelerating the take-up of
clean buses, particularly in addressing cost issues
 The Declaration is intended to give cities a strong foundation for
conversations with manufacturers to tackle the issue of high premiums
on new bus technologies
 It will bring together Mayoral support behind clean bus aspirations of
cities, and send a strong statement about the interest of Mayors in
seeing action on this front
 The Declaration will be sent out to all C40 Mayors to sign
Clean Bus Declaration = Shifting Public
Transport Demand

 Amsterdam: By 2025, 25% of Amsterdam’s electricity needs
generated sustainably within the city boundaries, amount will
increase to 50% by 2040.
 Berlin: 50% GHG reduction by 2030 and 85% by2050 – biogenic waste
and solar – drafting the Energy and Climate Protection plan to
transform its energy system
 Copenhagen Carbon Neutral by 2025, DE with renewable and clean
energy
 London: 60% reduction in CO2 from 1990 levels by 2025 and 25% of
London’s Energy from DE with renewable and/or recovered heat by
2025
 Oslo: 50% by 2030 and Zero emission by 2050, developing an
integrated clean energy strategy for all sectors and a Hydrogen
Strategy for 2015-2025
 Paris 75% GHG by 2050 - 25% renewable or recovered energy by
2020; For the Parisian district energy, renewable energy rate is
estimated around 40/42%.

The Pledge
 The Compact of Mayors is an agreement between
city networks to support our city members to:
- Register “City Climate Commitments” (targets
for GHG emissions reduction and plans to
adapt to climate change);
- Report annually on progress towards achieving
GHG emissions reduction targets and
assessing climate hazards, using standards
established through City Networks; and
- Disclose this information publicly by reporting
through a recognized city platform
http://www.un.org/climatechange/summit/wp-content/uploads/sites/2/2014/09/CITIES-
Mayors-compact.pdf
Compact of Mayors
Key Findings
 Significant commitments towards greenhouse gas
(GHG) reduction have already been made by cities
around the world:
- 228 global cities, representing 436 million
people, have already set GHG reduction goals
and targets.
- The greatest impact of these cumulative
commitments will be felt in the period 2030 –
2050.
 The cumulative savings in 2050 are equivalent to the
combined current annual emissions of China and
India, while the annual savings are equivalent to the
current annual emissions of South Africa

CUMULATIVE COMMITTED CITY EMISSIONS SAVINGS
The Significance
 The Compact is the world’s largest effort to drive more aggressive city climate actions
and reaffirm existing targets, through public, annual reporting of cities’ GHG data
 Compact compliance will mean that cities will be choosing to meet the same
requirements proposed for the international climate negotiations that will lead to a
global climate treaty in 2015
 Data collected through the Compact of Mayors will create an evidence base of the
greenhouse gas impact of city action to enable capital flows into cities to support city
governments taking further action and to be held responsible for that action and the
associated investments
 A key intention of the Compact is that it will encourage national governments to
actively support additional city action by recognizing local commitments, establishing
more enabling policy environments and directing resources to cities to limit any
further increase in global warming and to appropriately resource both mitigation and
adaptation local climate action
Compact of Mayors
The Campaign
 In September 2013, the Sustainable Development Solutions Network launched the
Campaign for the inclusion of an Urban Sustainable Development Goal (SDG), with
the support of C40, UN Habitat, UCLG, Cities Alliance, ICLEI, Metropolis, and
Communitas Coalition for Sustainable Cities and Regions
 As part of the C40 Mayors Summit in Johannesburg, 41 C40 Mayors signed onto the
Paes Letter letting the UN know they support an Urban SDG.
The Significance
 Well-crafted Sustainable Development Goals (SDGs) for the period 2015 to 2030 will
help guide the public’s understanding of complex sustainable development
challenges, inspire public and private action, promote integrated thinking, and foster
accountability
 The SDGs will be complementary to the tools of international law, such as global
treaties and conventions, by providing a shared normative framework
 The SDGs will also mobilize governments and the international system to strengthen
measurement and monitoring for sustainable development

  • 21. The Pledge  The Compact of Mayors is an agreement between city networks to support our city members to: - Register “City Climate Commitments” (targets for GHG emissions reduction and plans to adapt to climate change); - Report annually on progress towards achieving GHG emissions reduction targets and assessing climate hazards, using standards established through City Networks; and - Disclose this information publicly by reporting through a recognized city platform http://www.un.org/climatechange/summit/wp-content/uploads/sites/2/2014/09/CITIES- Mayors-compact.pdf Compact of Mayors
  • 22. Key Findings  Significant commitments towards greenhouse gas (GHG) reduction have already been made by cities around the world: - 228 global cities, representing 436 million people, have already set GHG reduction goals and targets. - The greatest impact of these cumulative commitments will be felt in the period 2030 – 2050.  The cumulative savings in 2050 are equivalent to the combined current annual emissions of China and India, while the annual savings are equivalent to the current annual emissions of South Africa Global Aggregation of City Climate Commitments

  • 24. The Significance  The Compact is the world’s largest effort to drive more aggressive city climate actions and reaffirm existing targets, through public, annual reporting of cities’ GHG data  Compact compliance will mean that cities will be choosing to meet the same requirements proposed for the international climate negotiations that will lead to a global climate treaty in 2015  Data collected through the Compact of Mayors will create an evidence base of the greenhouse gas impact of city action to enable capital flows into cities to support city governments taking further action and to be held responsible for that action and the associated investments  A key intention of the Compact is that it will encourage national governments to actively support additional city action by recognizing local commitments, establishing more enabling policy environments and directing resources to cities to limit any further increase in global warming and to appropriately resource both mitigation and adaptation local climate action Compact of Mayors
  • 25. The Campaign  In September 2013, the Sustainable Development Solutions Network launched the Campaign for the inclusion of an Urban Sustainable Development Goal (SDG), with the support of C40, UN Habitat, UCLG, Cities Alliance, ICLEI, Metropolis, and Communitas Coalition for Sustainable Cities and Regions  As part of the C40 Mayors Summit in Johannesburg, 41 C40 Mayors signed onto the Paes Letter letting the UN know they support an Urban SDG. The Significance  Well-crafted Sustainable Development Goals (SDGs) for the period 2015 to 2030 will help guide the public’s understanding of complex sustainable development challenges, inspire public and private action, promote integrated thinking, and foster accountability  The SDGs will be complementary to the tools of international law, such as global treaties and conventions, by providing a shared normative framework  The SDGs will also mobilize governments and the international system to strengthen measurement and monitoring for sustainable development Urban Sustainable Development Goal

  5. Peer-to-peer exchange: bring cities together to copy best ideas and learn from eachother’s mistakes. Do this through established networks – or working groups – focused on a particular issue, like energy efficiency in buildings. These working groups constitute a “safe space” where cities come together virtually and in person to address common challenges, transfer solutions, collaborate on joint projects.
  6. Six initiative areas, 15 networks. Focus on 3 most relevant for energy. Recent research completed with cities looking to achieve 80% reductions by 2050 showed that ~90% of total planned reductions come from six key assets: 39% Buildings – 25% Commercial/Industrial, 14% Residential 27% Energy Supply – 13% Centralized, 8% Distributed (Primarily Cogeneration and Trigeneration) and 6% District Heating (Primarily Fuel Shift) 25% Transport – Aggregated strategies primarily driven by mode shift, low-emissions vehicles, freight efficiency, bus and rail systems, and cycling
  7. Private buildings typically account for 2/3 of total building emissions PBE one of most established and popular networks – nearly half of C40 cities participate in PBE or MBE At least 70% of our cities have strong control over municipal buildings – new network to reflect this Half of cities’ energy consumption is for heating and cooling buildings, why DE is key Success stories: Tokyo Cap and Trade – 1400 buildings covered, achieved more than 20% emissions reductions in first three years of programme London learning from other cities, New York, Houston, Toronto and launching new Business Energy Challenge Vancouver: City operated system serving former Olympic Village consistently beats emission reduction target of 60 percent; part of comprehensive Neighbourhood Energy Strategy for the city
  8. How is C40 supporting city action in the transport sector? 2 Networks; additional proposed Success storIes: Following the lead of cities like Curitiba and Bogota in Latin America, 35 C40 cities now have or plan on developing Bus Rapid Transit systems, and over half of these are now in the more developed northern hemisphere A third of C40 cities are encouraging vehicle owners to switch to electric or developing charging infrastructure at a transformative scale
  9. Research released in September, C40 with Arup, WRI, ICLEI and CDP shows that within and outside C40, cities are playing a major role in addressing climate change – leading the way to Paris COP and inspiring national govts to action. 228 global cities, representing 436 million people, have already set GHG reduction goals and targets. The cumulative emissions savings in 2050 are equivalent to the combined current annual emissions of China and India. Cities are working hard to do their part; look forward to discussing how that work can be supported and maximized
  10. In development – (seeking funding) Making Delta Cities Accessible on Mobile Devices The Rotterdam Delta City App was developed for smart phones and tablets in 2012. Its aim is to offer vistors a way to explore Rotterdam while discovering the measures the city takes to protect itself against the ever present water from the sea, rivers, rain and the ground. "Navigate your way across the sustainable world port city of Rotterdam. With the Rotterdam Delta City App you can easily locate and visit the places and constructions that keep Rotterdam safe, dry and attractive. Additional information in unique hotspots gives you all the insight on how and why these measures work and how they are part of an integrated strategy for the entire city." - from Rotterdam Delta City This resulted in the creation of: - a smart database where all information is stored with geographical coordinates; an app for iPhone and Android that has remote access to the information in this database. By design, the Rotterdam Delta City app allows delta cities world wide to create a global network of similar Delta City apps: Each individual app is part of the network: it focuses on its respective city, and will display the other cities’ information at request.
