9.  Some types of goods shall be exempted in paying the
$42 "in order to not affect the migrant family“. For
example, medicines and books.
• It applies only for packages imported by fast delivery
services or couriers, but merchandise that enters through
the international postal traffic won’t be affected.

10. The International Postal Traffic
• Can only be offered by state companies that
can use different transport modes for ship
your packages (air, sea, land), so delivery
times varies.
• To make shipments under this mode
requires a person to approach the offices of
State mail to make the shipment.
Couriers companies:
 Are not authorized to make deliveries by postal traffic.
 Their ships are carried only by air and have a delivery
time of one week on average.
 Also offer the service of opening mailboxes in Miami,
so users who buy online and receive their purchases
by this way.

11. What happens if these packages
exceed the limit weigh and
value?
• May not be nationalized and will be donated to the Secretary of
State.
• Food products and vitamin supplements will require for its
nationalization, presenting the sanitary registration of
MSP(Ministry of Public Health).

guide, invoice and product that their customs value not
exceeding four hundred dollars, or three units per item or
presentation commercial.

12. The change of rules in this import system was
driven by the Association of Textile Industries of
Ecuador (Aite), which explained that purchases
of clothing and shoes outside under the 4x4
system represent around 60%, which was
affecting the national industry.

13. Couriers’ Companies disagree with Aite because
they claim that imports by courier in 2013 were
0.8% of the total purchases of the country. Then,
there wouldn’t be an impact on the domestic
industry. But if what they want is to promote the
national textile industry, the best way would be to
make them compete in quality.

14. Couriers’ companies
are concerned about
the decline in demand
from users. Ximena
Cevallos, Ultrabox’s
representative, said
that purchases through
the new system will fall
up to 70%, which
represents a loss for
businesses.
This measure affects
the general consumer
by causing more
spending on purchasing
and they couldn´t save
money.
