  • 2. KEAP Green Jobs Program Vision Through collaboration and input among all local stakeholders, develop and maintain an “energy alliance” program that... 1. Retains and creates hundreds of new, family wage, career path, local “green jobs” that protect or improve the natural environment. 2. Reduces energy waste, money waste, and carbon pollution, especially in buildings in low and moderate income communities. 3. Innovatively expands capital sources and financing for energy efficiency and renewable energy retrofits.

      • increasing access to energy efficiency and renewable energy for homeowners, tenants, nonprofits, and commercial building owners.

    • Long term program viability requires leveraging of public funds and private capital to establish a revolving loan fund (RLF).
    • RLF by definition sustains itself in the long term.
