Preface
The last two years have seen a dull and dark shadow creep over India. In 2014, people gave Shri Narendra
Modi a sweeping mandate. By 2016, they have been left bewildered and confused. Instead of the promised
‘Achche Din,’ they are witnessing a systematic attack on India’s institutions, icons and inclusiveness.
As the second year of the Modi Government draws to a close, sadly, there is little to celebrate. India’s economy
spirals further downward. The Government proclaims 7.6% GDP growth, but experts and common men both
wonder why nobody feels or experiences it. Job growth, industrial output, and exports are all plunging
downwards. Inflation, rural distress, drought and low farm incomes are making life miserable for the
Kisaan and Khet Mazdoor.
Investor confidence in India is down and the forecast is gloomy. India was gifted windfall due to low crude
oil prices. Yet, instead of using these savings to boost the economy, Modi Sarkar chose to fill its coffers by
increasing excise duties and indirect taxes, at a high cost to the ‘Common Man’.
Performance mapping of the last two years demonstrates that this Government is only about unrealistic
promises and impossible targets. The first year focused on merely re-naming Congress programs and
executing policy U-turns. On crucial legislation like the GST, which had been piloted by the Congress party, the
Government continues to drag its feet at the instance of the RSS.
Shri Modi’s self-centric attempts at foreign diplomacy have failed miserably. Important nations like Russia
and USA are reaching out with open arms to Pakistan. Relations with Nepal are at an all-time low. China
brazenly counters India on international fora, while Pakistan makes the Modi Sarkar dance a dizzying spiral of
U-turns.
Democracy has been shamelessly subverted. Instead of cooperative federalism, Modi Sarkar dismissed
elected governments in Uttarakhand and Arunachal Pradesh. Even the High Court and the Supreme Court
severely indicted the Union Government for its deliberate denigration of democracy and the Constitution.
The country watched in horror as the Government clamped down on students and universities. As a result, a
young Dalit scholar, Rohith Vemula died tragically. Doctored videos were used to target student leaders who
opposed the RSS’s ideology. The Government today even dictates - what you watch, eat, speak or wear.
Muscled thugs impose their ideas of morality and lynch mobs kill people on mere suspicion. BJP leaders spew
venomous messages of hate and violence to question the patriotism of every Indian who disagrees with
them.
Two years ago, the people of India fell for Modi ji’s web of deceit woven around good governance and
development. After two years, deep disappointment of people is loud and clear across the nation. The tragedy is
that people of India need to wait for three more years to put the ‘Bure Din’ of the Modi Sarkar behind
them.

Agriculture & Agrarian Crises
Kisan Virodhi, Narendra Modi !
Farmers, Farm Labour and Rural India have paid the heaviest price for electing the BJP and Shri Narendra
Modi. The insensitivity and callousness of Modi Government is reminder of the exploitative British regime,
with successive tragedies unfolding in the form of droughts, unemployment, poverty and suicide owing to
Government apathy. Agriculture sector accounts for 48.9% of total employment (NSSO 2011-12) in the
country.

There has been a similar decline in production of cotton, oilseeds and Jute. A close look at the table shows
Modi Government’s apathy towards agriculture, also reflected by the decrease in acreage and per hectare

There has been a steady decline in food grain and other essential crop production.
• Area under food grain cultivation came down from 1250 Lakh hectare under Congress
Government to 1200 Lakh hectare under Modi Government.
• Per hectare production fell from 2,142 Kg/hectare in 2013-14 to 2,082 Kg/hectare under NDA
Government
• Cultivation acreage for pulses declined from 252.1 Lakh hectare to 230 Lakh hectares and
production went down from 785 Kg/hectare to 753 Kg/hectare.
• Pulses production dipped from 192.5 Lakh Tonnes in 2013-14 to 171.5 Lakh Tonnes in 2014-15.
• Nation is reeling under immense spiraling prices of Pulses that are being sold at around Rs 200/kg

Modi ji had chanted a solemn promise- “If Bhartiya Janta Party comes to power then
Minimum Support Price would be determined at cost of production + 50% profit”.
Replying to a PIL in the Supreme Court, BJP Government took a shameful ‘U’ turn and replied
on oath that cost of production +50% profit can never be given to the farmer

Indebted Farmers, Insensitive Government!
• 52% of India’s farmers are in debt with an average debt burden of Rs 47,000 (according to NSSO survey
in 2015)
• As stated by Finance Minister Shri Arun Jaitley, the total outstanding credit of public sector banks
stands at Rs 46.5 lakh Crore as on March 20, 2015. The outstanding loans to agriculture and allied
activities stood at Rs 6.48 lakh Crore. Against this the outstanding loan to industry was Rs 21.32
lakh Crore.
The Supreme Court expressed dismay at Rs 1,14,000 Crore of corporate loans being written off by banks
since 2013-14, perhaps the largest write-off in a period of 48 months. On the other hand, farmers are
committing suicides due to burden of debt. Why is Modi Government not giving relief to the vulnerable
farmer?
Severe Drought and Modi Government’s Callous Indifference
This is the second consecutive year when India is reeling under severe drought. Nearly 40% of India’s
population is plagued with a grave agrarian and drinking water crisis, and it takes the Supreme Court to direct
the snoozing Modi Government to take basic relief measures in order to help the farmers.
Farmers had to suffer untimely rains and hailstorm during Feb-April 2015 and continued drought situation this
year have further compounded their worries. There is complete apathy of Modi Government towards them.

Failing Safety Net
Modi Sarkar has announced that 50 additional days of employment will be offered under Mahatma Gandhi
NREGA over the mandated 100 days, in the drought affected regions. However, the reality is that not even 50
days of employment is being offered, as the chart below shows:

Negligence on the part of BJP Government can be gauged from the fact that fund unavailability has limited the
percentage of families availing even 100 days of work to mere 11.6%.

The wages paid under MGNREGA increased by 9% every year during Congress Government. Modi
Government has drastically reduced MGNREGA wage rate increase to a mere 3.8%, thereby
disempowering the poor.
Farmer Suicide: A Monumental Tragedy
• 2,996 farmers have committed suicide in the year 2015 out of which 1841 are from Maharashtra
• 6,710 Farm Labourers’ committed suicide due to recession in the agricultural sector
Taking False Credit for Congress initiatives
• Neem Coated Urea Scheme : This is being publicized as a new invention of the Modi Sarkar that will
increase land productivity and stop Urea’s diversion to non-agricultural usage like alcohol production.
However, the truth is that the scheme was started by Congress in 2011, and upto 35% Urea was Neem
coated.
Modi Government is busy publicizing that the schemes linked to agrarian sector such as
Pradhan Mantri Krishi Sinchai Yojana, Deendayal Upadhyay Grameen Vidyutikaran Yojana,
Soil Health Card, Pradhan Mantri Krishi Vikas Yojana and Neem Coated Urea Scheme etc
are the Prime Minister’s brain waves. While the truth is that they are nothing but
blatant attempts at plagiarism.

• Deendayal Upadhyay Grameen Vidyutikaran Yojana: Truth is that Modi Sarkar changed the name
of Rajiv Gandhi Grameen Vidyutikaran Yojana to Deen Dayal Upadhyay Grameen Vidyutikaran
Yojana. Infact Congress Government had electrified 1,12,287 villages in 11th 5-Year plan (2007-12).
12,486 villages were to be electrified in 12th 5-Year plan (2012-17), substantial work on which had
already been completed.
• Pradhan Mantri Krishi Sinchai Yojna: Modi Sarkar rechristened Accelerated Irrigation Benefits
Programme (AIBP) which has been operational since 11th 5-Year Plan (2007-12).. Under this, 67,477
Crore had already been spent by Congress Government to create 94 Lakh Hectare irrigation
potential.
• Organic Farming: 10 plans like National Mission for Sustainable Agriculture, Rashtriya Krishi Vikas
Yojana and National Project on Organic Farming etc. had already been in operation since Congress
Government’s tenure aimed at achieving the goals of Organic farming.
Soil Health Cards & Laboratory
Crashing Agricultural Exports – Plunging Farm Incomes
• An increase of 600% was seen in the export of agricultural products during the tenure of the Congress
Government.
• As compared to 42.6 billion USD in 2013-14, Agricultural Exports fell to 32.52 billion USD in 2015-16-
a dip of around 25%.

Modi Government’s disdain towards rural India proves the stark reality of the slogan –“ Kisan Virodhi,
Narendra Modi’ !
Congress Government launched the Soil Health Card scheme in 2008-09 and 5 Crore cards
had been issued till March 2012.
The system for soil testing was introduced by the Congress Government. As per records dated
31-03-2014, there are 1,411 laboratories for examination of soil in the country. This
Government is asserting that new laboratories would be opened, but so far not a single new
laboratory has been added.

Jumlanomics: The Story of Economic Mismanagement
The Union Government has been reduced to mere sloganeering, renaming schemes,
appropriating Congress success stories (such as Aadhaar, DBT etc.) and making hollow
claims. The Modi Sarkar’s inability to leverage the historically low crude oil prices
reveals its overall incompetence and inherent inability to manage the Indian economy.
Modi Government’s constant resort to Jumlebaazi is nothing but a desperate spin to
hide its luminous underperformance. A dispassionate assessment reveals serious
weaknesses in the Indian economy, affecting all major sectors. Income inequalities are
worsening, unemployment is rising, the rural economy is struggling for breath, farmers
are being driven to suicide and the middle-class is getting crushed. There are ominous
signs suggesting a prolonged slowdown that India is increasingly finding difficult to
recover from.

A fictitious GDP figure; ground realities differ from the hype
• Officially, the economy grew at 7.3% in 2014-15 and 7.6% in 2015-16 based on the new method of
GDP calculation. But, there is broad skepticism about the reality of this data.
• Even the Governor of the RBI and the Government’s Chief Economic Adviser expressed
discomfort with the official growth data. Experts all across believe the actual growth rate is in the
neighborhood of 5.5%.

Vanishing Jobs- Rising Unemployment
Turning Demographic Dividend into a Liability
• Shri Narendra Modi promised 20000000 (2 Crore) jobs every year.
• Instead only 1,34000 (1.34 Lakh) jobs have been created, according to the official figures o f
Ministry of Labour, GOI. There was actually a decline of 20,000 jobs in 8 key industrial sectors
between Oct-Dec, 2015. This is the slowest pace of job creation since 2009.
• Even the President of the Bharatiya Mazdoor Sangh, an affiliate of the BJP, admits that “no
Government policy has been visible till now to arrest workforce reduction and generate new jobs”.
• The nation is staring at a huge unemployment crisis with 10-12 lakh young people joining the labour
force each month. Leave apart creating 10 Crore jobs in 5 years, Modi Government will add 6 Crore
youth to the unemployment queue by 2019.

Spiralling Inflation - Skyrocketing Prices– Poor in Peril
While falling global crude and commodity prices have provided the Government with eyewash of low
WPI (Wholesale Price Index), the average Indian continues to be at the receiving end of high food prices-
making even basic Daal-Roti unaffordable.
• In 2015, prices of vegetables and pulses shot up like never before. Tur/Arhar dal continues to sell at
around Rs. 200 per KG.
• In August 2015, wholesale onion prices reached a record high. More recently, onion prices have
crashed completely. While on one hand, the consumer is crushed, on the other hand the farmers are
getting bankrupt.
The budget for the much flaunted ‘Skill India’ is even far below
the demand of the Ministry of Skill Development and
Entrepreneurship (MSDE) that asked for Rs. 8,062 Crore in
2016-17 and received a paltry sum of Rs.1,804 Crore - less than
1/4th
of the amount. Is this the way to tackle unemployment?
Shocked by this mockery made in allocation of funds for Skill
Training, the Parliamentary Standing Committee on Labour
observed: "We are surprised that on one hand the Government
is publicizing and popularizing the skill development initiatives,
whereas on the other hand no fund has been allocated to impart
skill training under the Skill Development Initiative scheme."

Electrifying lie on providing power to villages - Power Minister’s Press
Conference in Delhi witnesses 3 Power Cuts!
• Modi Sarkar’s claim to have electrified more than 7,000 of 18,452 unelectrified villages in the last
financial year is a blatant lie.
• Of the 7,000 villages said to be electrified, 3,604 have been marked — “Village found electrified
during the survey” — which means they were already electrified when the GVAs (Grameen Vidyut
Abhiyanta) made their first visit. This suggests that the Centre’s list of 18,452 unelectrified villages
— prepared in consultation with State Governments — was an overestimate. More importantly, it
highlights the Government’s ability to lie with ease as it takes credit for work it did not do.

Oil Prices – BJP Profiteering at the cost of Common Man.
International Crude Oil Prices have come down by 55.20% since the Modi Government took over on
May 26, 2014.
The price of crude was $108.05 on May 26, 2014, while the price of international crude was $48.41 on
May 20, 2016.
The Present Price of Diesel (In Delhi) is Rs 51.67per litre
The Present Price of Petrol (In Delhi) is Rs 63.02 per litre
The Price of Diesel has come down only by 8.9% and Petrol by 11.74% against the reduction in prices of
International Crude by 55.20%
The Price of Diesel according to the decrease in International Crude prices should be Rs 25.40/ltr

Exports tumble 17 months in a row:
Manufacturing Crisis looms large
• For 17 straight months, exports have crashed.
Imports too show a similar trend, indicating a
worrying lack of demand, which the
Government is even unwilling to acknowledge.
• Exports in FY 2013-14 were US $312.35
billion. As against this, exports have declined
to an abysmal low of US $205.70 billion i.e a
decline of US $106.65 billion or 34% Under
PM Modi, India is losing the race to
countries like Bangladesh, Vietnam,
Cambodia and Indonesia.

Stock Market Volatility – Loss of
Life’s Earnings for Small Investors
While the Government has gone all out to impress
its Suit-Boot friends, the corporate sector remains
unimpressed by its economic acumen. Markets have
expressed gross no-confidence in the Government.
• The Sensex stands over 4000 points lower than
it did about a year back. Market volatility has
dealt a body blow to small investors wiping out their investment portfolios. Each year, we are told
how the Finance Minister’s budgets are going to make the markets go up in a sustained manner.
• However, except for speculative increases around these announcements, the trends overall are
downward. Top line revenues and corporate earnings have been mostly flat till the last quarter, and
there is little sign of a turnaround.
Falling Industrial production –Unending Policy Paralysis!
• Growth in industrial production plunged to 0.1% in March 2016 due to poor performance of
manufacturing and mining sectors coupled with sharp decline in output of capital goods. This is
proof that ‘Make in India’ has been an abject flop- The Babbar Sher has been Mewing. The
latest Nikkei/Market Manufacturing Purchasing Managers’ Index (PMI) fell to a four-month
low of 50.5 in April 2016.
• The manufacturing sector, which accounts for over 75% of the index, declined by 1.2% in
March 2016 against a growth of 2.7% in same month a year ago.
• Growth continued to elude the critical capital goods sector (which is a crucial intermediate
goods producer), which contracted by 9.8% in February 2016.
• With the April-February period showing a decline of 1.4 per cent, the capital goods sector is a
reminder that investments are yet to pick-up despite tall claims.
• It is hardly surprising that the value of stalled projects stood at a mammoth Rs 9 Lakh
Crore (7% of GDP) in early 2015. The situation has since only gotten worse - as of March,
2016 the value of stalled projects stood at alarming Rs 11.36 Lakh Crore.
Stalled Projects: Number of stalled projects is highest since Modi Government
took office. As of March 2016 there are 893 stalled projects, which is an increase
of 17% since March 2014. Is this not Policy Paralysis?

Private investment is flat: Why are PM’s cheerleaders celebrating?
• A drop in public and private investments is a major concern for the country's economic growth.
• For all its talk, the BJP Government is failing to deliver in an area that it touted as its biggest
strength.
• The Government is fond of boasting about FDI inflows. Net FDI (Foreign Direct Initiative)
inflows dropped to a 12-month low of US$1.9 Billion in March 2016 from an average of
US$3.1 Billion during the first 11 months of the fiscal.
• Ironically, Indians invested almost US$14 billion outside the country, indicating flight
of capital due to lack of confidence in Make in India.
• Foreign institutional investments have seen net outflows of Rs.14,212 Crore in 2015 so far
in the current fiscal year, the highest in the last seven fiscal years.
Non-Performing Assets (NPA’s) spiral – BJP takes on RBI Governor for
trying to improve the situation.
• The Gross Non-Performing Assets of public sector banks increased to 7.3% in December 2015
from 5.43% in March 2015. Despite being repeatedly highlighted by the RBI
Governor, the Government seems to have no structural solution except for a
negligible allocation of funds for bank recapitalization. Against a requirement of Rs.
500,000 Crore to strengthen PSU bank balance-sheets, BJP has allocated a meager Rs.
25,000 Crore.
• RBI Governor, Shri Raghuram Rajan’s effort to improve the health of Public Sector Banks is
being severely questioned by the ruling BJP, with its MPs being unleashed to attack and
discredit the intent and integrity of institution of the RBI.
• In 2015, Credit Growth slumped to a 20-year low. The rate of Deposit Growth in Bank is at
a 53 year low reflecting contraction in incomes.

Scheme, 2015 of the Modi Government was a total failure. Only 638 numbers of declarations were
received under the scheme declaring undisclosed foreign assets amounting to Rs 3,770 Crore. The
Prime Minister deliberately misinformed the people of India when he spoke from the Red Fort
that Rs.6500 Crore have been recovered under the scheme.
Rs 20,000 Crore GSPC Scam of Gujarat
Where has the Rs. 80 lakh Crore of estimated black money you estimated vanished, Shri Modi?
In fact, Minister of state for Finance, Shri Jayant Sinha stated in the Rajya Sabha recently that the
BJP Government has no estimation of the black money stashed by Indians in foreign countries.
Fair & Lovely Amnesty Scheme,2016
Even after the failure of earlier amnesty scheme of 2015, Governments attempt to declare another
one has aptly been termed by Congress Vice President, Shri Rahul Gandhi as a ‘Fair & Lovely”
scheme. “Those who have black money can pay some tax and simply convert it into white. It’s a
Fair & Lovely scheme. Modi ji had promised that he will put people with black money behind bars,
now they have come up with way to save those people. Their policy to check black money is nothing
but a Fair & Lovely scheme”

Rs 20,000 Crore GSPC Scam of Gujarat
“The CAG report tabled in Gujarat Assembly on 31st March, 2016 exposes the false myth of
‘Gujarat Model’ and ‘Brand Namo’. Shockingly, it unveils the stark truth as to how Rs.19,716
crore of hard earned money of people of Gujarat was squandered away by Gujarat State Petroleum
Corporation (GSPC) under the watch of the then Chief Minister, Shri Narendra Modi. In fact,
CAG report is a telling irony of crony capitalism, malicious enrichment of private parties, ‘writing
off’ public money invested in questionable international & domestic oil/gas reserves besides
deliberate bleeding of State Public Sector Undertaking by a Chief Minister, who encouraged and
institutionally supported plunder of State resources.
GSPC surrendered 45 Gas Blocks i.e 70.31% of the 64 Blocks owned by it. Shockingly, total loss to
public exchequer from surrender of 45 Blocks is Rs 2992.72 Crores as per CAG. Out of these, loss
on account of 11 Overseas Blocks that were surrendered is Rs 1757.46 Crores.
Not to be outdone, GSPC, under Shri Narendra Modi, gave 10% equity free of cost to a Canadian
Company ‘Geo Global’ with a total capital of US$ 78! GSPC, even failed to recover the
expenditure of Rs 2319.43 Crores spent from public expenditure on behalf of the two J-V partners
i.e- Geo Global and Jubliant.
Never before have the state resources been plundered in this reckless fashion and loss caused to
public exchequer as brought by the CAG. Shri Narendra Modi refuses to respond, leave apart
placing the facts before the Nation.
Is this the reason for condoning Corruption by other BJP honchos.

‘Share Corp’ is ‘Portcullis’. This is the same company whose one floor accommodates the office of
Abhishek Singh owned ‘Quest Heights’. ‘Share Corp’ is reported to have accounts in Swiss Bank UBS AG.
By questioning the director of ‘Portcullis’, Graham Farinha, truth about foreign bank accounts and

It is official now. Shri Vijay Mallya, who has run away from India as in ‘Fair & Lovely Scheme’ of BJP

Instead of fulfilling the solemn promise of bringing black money back within 100 days, Modi Government’s

Vijay Mallya, who is resting in London, is attacking everyone including media with only one thought –
‘Give me Loan, Leave me Alone’.

Shri Vijay Mallya was present in Parliament on 1st March, 2016. Reportedly, he met a senior Minister in the
Government. Entire country knows that he suddenly left the country the very next day i.e. on 2nd March.
Circumstances suggest that Shri Vijay Mallya was tipped to leave the country despite proceedings initiated
by CBI, Banks, ED, SEBI, SFIO, Service Tax and Income Tax.
Lalit Gate: Unholy Nexus between Sushma Swaraj, Vasundhara Raje & Lalit
Modi
Despite clear evidence of support given by Smt. Sushma Swaraj and Smt. Vasundhara Raje to Lalit Modi, in
evading Indian Law Enforcement Agencies by certifying his stay through secret affidavits and ensuring grant
of travel documents to him for international excursions, the two continue to brazenly occupy their respective
positions as the Union External Affairs Minister and Chief Minister of BJP ruled Rajasthan. Did Smt
Vasundhara Raje not commit a crime by directly helping an absconder/fugitive from Indian Law?
Is it not true that same fugitive Lalit Modi invested money through an off-shore company into the Indian
company owned by the son of Smt Vasundhara Raje, more so when the source of off shore company have
never been disclosed? Similarly, should a Foreign Minister help an Indian fugitive secure travel documents
from a foreign country without informing either her own Ministry or the Indian High Commission? Why is no
action being taken against them?
Modi Sarkar is deliberately delaying appointments of anti-corruption watchdogs.
No Lokpal has yet been appointed. CVC and CIC were appointed after a delay of one year, that too
only after persistent efforts by Congress party and after strictures by the judiciary. It is also to be
noted that 20 RTI activists were killed since theModi Government came to power.

DDCA Scam
Complete inaction on DDCA Scam is also intriguing. While replying to an unstarred question in
Parliament on 7th August, 2015, the MOS stated that on the orders of the Ministry of Corporate
affairs on 28th September, 2012, ROC had inspected DDCA and found irregularities against four
DDCA officers namely, Shri Sunil Dev, Shri Narender Batra, Shri S.P.Bansal and Shri
C.K.Khanna. It is further mentioned that these officers have applied for compounding of the
offences, which have been forwarded to Company Law Board.
Some of the charges relate to the escalation of cost of construction of Ferozshah Kotla Stadium by
Rs 90 Crore i.e from initial budget of Rs 24 Crore to final cost of Rs 114 Crore and payment made
to contractor, EPIL. Also, illegal construction of 10 Corporate Boxes and sub-lease of the boxes to
private corporates for Rs 36 Crore by 21st
Century Media Pvt. Ltd. owned by Shri Lokesh Sharma.
A leading newspaper also reported that Shri Lokesh Sharma has two companies registered in
British Virgin Islands (BVI) and a third company in BVI as subsidiary of 21st
Century Media.
Simple question requiring answer is, when the offences are being looked at by Company Law
Board on charges against the officers of DDCA for irregularities during the time Shri Arun Jaitely
was the President of DDCA, how can we expect a fair probe when Shri Jaitely himself is the
Finance Minister? All the above-mentioned persons are known for their proximity to Shri Arun
Jaitely.
Government, however, chooses to maintain a studied silence on the issue.

Flip-Flop in India-Pakistan Relationship
BJP Government’s Pakistan policy is a series of confusing ‘U’ Turns, with one step forward and several steps
backwards.
Shri Narendra Modi’s statements during 2014 election campaign:
1. "Bomb, bandook aur goliyon ki awaaz mein baatcheet ho sakti hai kya?"
2. “Pakistan ko usi ki bhasha mein zawaab dena chahiye, Yeh love letter likhna band karna
chahiye”
But since he became the Prime Minister, provocations from across the border have increased
with nearly 1000 ceasefire violations amidst the talks that continue to be a game of musical
chairs.

The pattern - first, the announcement of holding talks; next, the collapse of the initiative; and third, renewal of
the initiative after an interim lull has been the order for the last two years. PM’s invite to Shri Nawaz Sharif for
his swearing in followed by the ‘Shawl & Saree’ diplomacy, their secret meeting arranged through a private
industrialist during SAARC Summit in Kathmandu, meeting on the side-lines of the Climate Change
Conference in Paris a year later, meeting of the two NSAs in Bangkok, visit of External Affairs Minister, Smt.
Sushma Swaraj to Islamabad, PM’s “surprise visit” to Lahore to wish Shri Sharif on his birthday/ attend family
wedding, Smt. Sushma Swaraj’s meeting her counterpart in Nepal.
What has all this yielded for India?
The answer is – infiltrations, merciless murder of our Jawans, terrorist arrack in Dinanagar
(Gurdaspur), attack on Indian consulate in Afghanistan which was attributed to the Pakistani Military
by the Afghan Government and the dreadful Pathankot and Udhampur terrorist attacks.
The Ufa Debacle
• In June 2015, Smt Sushma Swaraj publicly stated that India would not engage with Pakistan as long as
Mumbai attack mastermind Zaki-ur-Rehman Lakhvi was free.
• Modi Government did a U-Turn within a month. Prime Ministers of both countries met in the Russian
city of Ufa on July 10, 2015.
• Shockingly, Pakistan’s NSA, Sartaj Aziz publicly debunked the Ufa agreement as informal and non-
binding.
The Lahore Fiasco
• On December 25, 2015; PM Modi, in yet another instance of instant theatrics, made an unscheduled visit
to Lahore to greet Shri Nawaz Sharif on his birthday and attend a family wedding.
• The Modi Government’s checkered razzmatazz Pakistan policy has collapsed and failed due to this kind
of self-centric hype and hoopla – the outcome was the Pathankot attack, within a week of his visit,
weakening & undermining our position of strength.

Legitimizing Pakistan
• Between 2004-14, Pakistan was alienated, and diplomatically isolated. Congress Government’s efforts at
international fora and consistent vigil kept Pakistan in check.
• Modi Sarkar has scrambled all efforts. It has not only legitimized Pakistan through its flip flops on
Pathankot probe but also gave a shot in the arm to Pakistan internationally.
• At the instance of Pakistan, China has gone to the extent of stonewalling India’s efforts at declaration of
Masood Azhar as an international terrorist on UN 1267 list.
• After having dithered in sale of F-16 Fighter Aircrafts to Pakistan, at the instance of previous Congress
government, United States has now taken an in-principle decision to sell the same F-16 fighter planes to
Pakistan, thereby discounting the role of Pakistan as a state that sponsors terror.
• Russia, which had a time tested policy of not selling military hardware to Pakistan, has reversed its
stance and is engaging in sale of Mi-35 helicopters and Joint Military exercises.
• After a decade of India driven isolation of Pakistan as a state that sponsors terror, it has found
legitimacy with different countries and forums on account of soft-peddling by BJP Government.

Unprecedented Imbalance in India-China Relationship
Travesty of Jhoola Diplomacy
• While hundreds of Chinese soldiers were intruding into Chunar area of Ladakh in September 2014,
Modi ji was busy receiving the Chinese President in Gujarat and indulging in Jhoola and Dhokla
diplomacy.
• While Modi ji continues to woo China, it has opposed India's bid for a permanent seat in the UN
Security Council in August 2015.
• More importantly, China has vetoed a proposal by the UN to declare Masood Azhar as an international
terrorist on UN List.
• During his May, 2015 visit, Modi ji unilaterally offered ‘Visa on Arrival’ to Chinese tourists but China
continues to give stapled visa to Indian citizens of Arunachal Pradesh.
• In a belated move, India upped the ante with China by issuing visas to World Uyghur Congress leader
Dolkun Isa, but took an immediate about turn, by cancelling the visa after Chinese protests.
Construction of Chinese infrastructure projects in PoK
• China is expanding its presence in Pakistan by building an 800-km-long road connecting Karakoram
Pass on the border to Gwadar Port along with other projects passing through PoK, including power
plants. The project, once completed, would give China immense strategic and diplomatic advantage over
India.
Relation with Others: Clueless and Directionless
Myanmar Counter-Insurgency: Chest thumping of ‘Hot Pursuit’
• The time tested relationship with Myanmar in tackling cross border militancy together has been
jeopardized by BJP Government’s flippant chest thumping over supposed incursion into Myanmar in
June 2015.
• Minister of State for I&B, Shri Rajyavardhan Rathore indulged in irresponsible arrogant assertion of a
hot pursuit inside Myanmar while our official army version contradicted him defining it as just an
engagement of forces along the border.

Nepal: Inept Handling of Indo-Nepal relations
• Nepal’s growing proximity to China and opening up of possible road and rail links is a matter of
growing concern, more so, in light of time honoured relationship of trust and dependence in almost all
key areas.
• Ineffectiveness in conveying genuine concerns on Nepal’s new Constitution and lack of timely and
meaningful response to the Madhesi protests resulted in hardship for the people of both the countries,
besides unwarranted hostility against our country.
Iraq: Clueless about 39 Abducted Indian Construction Workers
• In June 2014, after this Government assumed office, ISIS had abducted 39 Indian construction workers
in Iraq. After two long years, the Government is still clueless about their safety or whereabouts. No first
hand information is available including proof of life. This is a glaring example of insensitivity towards
Indian citizens captured by the terrorists of ISIS.
Globe-Trotting wasn’t part of your mandate Modi ji?
• The number of foreign trips that Modi ji and his Cabinet colleagues have undertaken in the last financial
year (2015-16) has cost the exchequer Rs 567 Crore. This amount is 80% more than what was spent on
foreign trips the previous year, and doesn't include the sum of Rs 500 Crore that his bureaucrats spend
on their travel each year on an average.
• Pegged at Rs. 269 Crore in the budget, it was doubled to Rs. 567 Crore in the revised estimate.
• Last year, Air India spent Rs 117 Crore on PM Modi's foreign travel alone, 25% more from the previous
year's Rs 94 Crore.

Endangered Internal Security
Pathankot Attack- Gross Mismanagement and Compromise on National Security
• On January 1, 2016, India witnessed a vicious attack on the strategic Pathankot Airbase. It is the largest
and the frontline Indian military airbase, responsible for launching the bulk of air operations against
Pakistan in the event of a war. This was the second terror attack in Punjab within 5 months.
• While there is clinching evidence against Pakistan, BJP Government could not ensure a visit by Indian
investigation team to Pakistan for questioning the perpetrators of the Pathankot attack, nor took concrete
steps to bring them to justice.
• Against many cautionary voices Modi Government allowed the Pakistani Joint Investigation Team (JIT)
– comprising of Pak Army and ISI agents (both directly connected to the attack) to visit India’s most
strategic forward airbase of Pathankot.
• The JIT returned to Pakistan and shamelessly blamed India for staging the attack.

Gurdaspur, Udhampur – Failure of Intelligence, Infiltration on the Rise
• First time after decades, terrorism returned to Punjab on July 27, 2015 with a Pakistani terrorist module
attacking Dinanagar Police Station in Gurdaspur. 7 persons including Superintendent of Police, Late
Baljeet Singh laid down their lives before terrorists could be neutralized.
• Inspite of the GPS device recovered from the three Pakistani terrorists killed in Gurdaspur establishing
that the terrorist’s infiltrated from Pakistan, the BJP Government has been completely unsuccessful in
tracking their handlers in Pakistan.
• Again on August 5, 2015; two LeT terrorists (both Pakistani Citizen) attacked a BSF convoy in
Udhampur, Jammu and Kashmir. Two Jawans laid down their lives in the cross-fire as one terrorist was
killed and another caught alive. Government has again not been able to track their handlers in Pakistan.
Turbulent Jammu & Kashmir
• In its quest to capture power at any cost, BJP has created unwarranted volatility in the sensitive state of
Jammu & Kashmir
• After years of relative calm and rejection of militancy, Kashmir Valley is witnessing a sudden spurt of
militant activities, civilian deaths, and return of the crowds at the funeral of militants, besides, protests
against security forces.
• Opportunistic BJP-PDP alliance has failed to fulfill the aspirations of both Jammu and Kashmir regions,
besides gross incompetence in handling situations like that of NIT-Srinagar.
A Faustian deal: BJP-PDP in Kashmir
• Self-contradictory posturing of the BJP be it on engaging with Hurriyat or dealing with separatists like
Masarat Alam or Asiya Andrabi, has blatantly exposed their hypocrisy for holding onto power at any
cost.
• Hardline separatist leader Masarat Alam, who spearheaded the 2010 stone-pelting agitation in Kashmir,
was released from jail by the PDP-BJP run state Government amongst series of protests and denials.
• Similarly, Modi Sarkar appeared unwilling to take any action against radical separatist Asiya Andrabi.
She not only unfurled the Pakistani flag at her residence in Srinagar but also addressed a Lahore rally;
over the phone that was organized by the 26/11 mastermind terrorist Hafiz Saeed.
• For the alliance with PDP, BJP has duplicitously tried to underplay what used to be its uncompromising
stance on Article 370, AFSPA, and an election promise to install a ‘Jammu’ CM or reservation for
Kashmiri Pandits.

The Non Existent ‘Naga Accord’
Naga insurgency has been a vexed issue since Independence, affecting internal security as well as
territorial integrity of as many as four states apart from Nagaland. Any serious attempt at finding
a long term solution to the issue would involve taking all the stakeholders on board apart from the
two Naga factions- NSCN (K) and NSCN (IM).
However, the Prime Minister in his characteristic style bordering unilateralism announced the
signing of a supposed Accord with NSCN (IM) on August 3, 2015; terming it “historical”. As it
turned out, it was not an accord but a “framework” evolved out of a unilateral exercise that apart
from having kept the Governments of Assam, Manipur, Arunachal Pradesh and Nagaland, had
also kept the nodal Union Home Ministry out of loop.
It seems even issues of internal security concerning sensitive Border States are nothing but half
truths being trumpeted by the Prime Minister.

Modi Government betrayed the Youth of India
The Modi Government has completed two years in office without having done anything to fulfill their promises
that they made in the run up to the Lok Sabha elections. Like any other fascist regimes, it has begun to tamper
with the education system with the sole aim of misleading, corrupting and brain washing young minds. It is
customary to suppress rational, independent thinking, to crush the spirit of inquiry and dissent in students, and
to mould them into unthinking, uncritical, spiritless robots.
Crackdown on students
• The spirit of debate and discussion, so critical for the development of a student’s personality, is being
systematically attacked by none less than the Ministry of Human Resource Development itself. Modi
Sarkar is hell bent on using an iron-fisted approach to suppress contrarian points of view, branding any
criticism as ‘anti-national’.
• In a blatant example of its tendency to wipe out all disagreement, the HRD Ministry coerced IIT Madras
to ban Ambedkar - Periyar Study Circle on 22nd May, 2015. A letter from Ministry was sent to the
Director accusing the Study Circle of creating an ‘atmosphere of hatred’. We want to ask- Is demanding
social justice spreading hatred?
• The FTII students at Pune protested for 148 days against the appointment of a mediocre small screen
actor Shri Gajendra Chauhan as its Chairman, a post which had been previously adorned by

distinguished personalities like Shri Shyam Benegal and Shri UR Ananthmurthy. While Shri Chauhan
continues to arrogate, students were beaten up, arrested and persecuted.
• Modi Government’s anti-student’s agenda was once again at full display at the Jawaharlal Nehru
University and NIT Srinagar.
• Instead of finding and arresting those who were seen shouting so called ‘anti-national’ slogans, JNU
students were arrested, slapped with sedition charges and the entire University was branded as a
“notorious den of anti nationalists”, with a view to bring in to disrepute an important centre of learning,
where ABVP has been unable to make an inroad.
• In this episode, the state came across as cracking down on helpless students while staying mum on the
BJP MLA and lawyers of BJP’s Adhivakta Parishad, assaulting journalists, teachers, and students at the
Patiala House Court, Delhi.
• HRD Minister Smt.Smriti Irani ordered all the Universities to prove their patriotism by hoisting the
Tricolor. Perhaps, she is completely unaware about the basic fact that all Universities, including JNU,
anyways hoist the National Flag. She is oblivious of the fact that BJP’s ‘Remote Control’ - the RSS
did not hoist the National Flag for 52 years after Independence.
Authoritarian Behavior & Caste Discrimination in Hyderabad Central University
(HCU)
Led by Union Minister, Shri Bandaru Dattatreya, BJP MLC Ramachandra Rao and ABVP activists,
dalit scholars were persecuted and punished by Vice Chancellor and University authorities in HCU.
Not to be outdone, HRD Minister, Smt. Smriti Irani and her Ministry wrote to the University for
initiating action against students. BJP National General Secretary, P. Muralidhar Rao and ABVP
activists went to the extreme of questioning the ‘SC’ status to describing the students as “Anti-
National”.
This led to the tragic suicide of Rohith Vemula. ABVP’s anti dalit stance, the University
administration’s decision to stop his scholarship and bar him from all public spaces only to fight a
proxy war where Smt. Irani and Shri Bandaru Dattatreya speaks volumes of the extent the BJP can go
to implement the RSS’ anti-dalit agenda.
To add insult to the injury, HRD Minister Smt. Smriti Irani reinstated the guilty Vice Chancellor, Shri
Appa Rao as VC of HCU.

• Ironically, students of NIT, Srinagar (a Central University under HRD Ministry) were brutally
beaten up by the police for hoisting and persecuted by University authorities for hoisting the National
Flag within the premises of their institution.
• The hypocrisy of the self proclaimed defenders of Indian nationalism, the RSS, BJP and the Modi
Sarkar, was exposed as they chose to maintain deafening silence against persecution of students in
NIT, Srinagar and acted in concert with their own PDP-BJP Government.
Budgetary cuts in Education
The overall education budget is down from Rs 82,771 Cr to Rs 69,074 Cr in 2015-16. Whereas under the
Congress Government, the Plan allocation went up by 18% in 2012-13 and by 8% in 2013-14, the BJP
Government has reduced the Plan allocation for 2015-16 by 25%. All major schemes like Sarva Shiksha
Abhiyan, Mid Day Meal Scheme, Rashtriya Uchchatar Shiksha Abhiyan have seen savage cuts in 2015-16.
2015-16
• About Rs.69,074 Crore was allocated for education in 2015-16, as against Rs.70,505 Crore in the
revised estimate in 2014-15. The revised budget for 2014-15 had reduced the education allocation to
Rs.70,505 Crore from the budget estimates of Rs.82,777 Crore.
• Allocations to the school sector was cut by around 10 per cent in its planned outlay from Rs.43,517.9
Crore in the preceding year’s budget to Rs.39,038.5 Crore in 2015-16.
2016-17
• Total allocation to Human Resource Development Ministry this year (2016-17) is Rs. 72,394 Crore.
Though this is higher by Rs. 3200 Crores from last year’s total budget estimates, the Modi government
has significantly reduced plan allocation to school education and literacy over the last 2 years, showing
clearly that NDA government is myopic and is neglecting India’s primary education sector.
• This is because the Modi Government believes in the ‘commodification’ of and ‘privatization’ of
education. There are talks that the Central Government might offer education as a tradable service
under the World Trade Organization's General Agreement on Trade in Services (GATS).
Pushing RSS Agenda
• In BJP ruled states of Rajasthan, Haryana, Maharashtra etc, a sinister agenda is being pursued to
obliterate the names and references to National Icons & Freedom Fighters like Sant Kabir, Ramprasad
Bismil, Khudiram Bose, Gurudev Rabindranath Tagore, Pandit Jawaharlal Nehru and Smt.
Indira Gandhi among others. Going at this rate, very soon we might have Nathuram Godse hailed as a
martyr. Many other important national figures and freedom fighters may soon become mere footnotes in
history.

• Modi Sarkar is playing with the future of our young generation by turning educational institutions into
experimental labs by appointing under-qualified Sangh Parivar loyalists as heads of premier
institutions of excellence.
o Baldev Sharma, former Editor of RSS Mouthpiece Panchjanya appointed as Chairman of
National Book Trust.
o Prof. Y. Sudarshan Rao, Head of Andhra Pradesh Chapter of Akhil Bhartiya Itihas
Sankhalan Yojna – a subsidiary of RSS appointed as Chairperson of Indian Council for
Historical Research (ICHR).
o Shri Zafar Sareshwala, a known Modi backroom boy from Gujarat, appointed as
Chancellor of Maulana Azad National Urdu University, Hyderabad.
o Shri Vishram Ramchandra Jamdar, a professed RSS Swayam Sevak, was appointed as
head of Visvesvaraya National Institute of Technology, Nagpur, although he was not
among the four short-listed candidates for the post.
o Prof. Inder Mohan Kapahi, a long time member of RSS and author of various articles in
RSS Mouthpiece Organiser, was appointed as a Member of University Grants
Commission.
o RSS acolyte and controversial writer, Dinanath Batra, has been appointed as Advisor on
Education by BJP Government of Haryana.

Misogynist Modi Government- Mahila Virodhi, Narendra Modi!
Politics of BJP look at women not as individuals with rights and freedom of choice but as mere tools of
‘commodification’. RSS’ thought process views love marriages between different communities as “Love Jihad,
think of women as mere pawns for serving community purpose defined by a patriarchal mindset.
The misogynist attitude of the ruling party and its ideologues is exposed in the policies, actions and the acts of
omission during the last two years of BJP rule.
Fascist ideologies across the world have always followed a state policy of treating women as ‘child
bearing machines ‘rather than individual human beings’.
In India, we find a chilling reflection of similar sentiments in the ideology of Sangh Parivar and in
the statements of leaders of BJP.
BJP MP Sakshi Maharaj declared that ‘every Hindu woman should compulsorily have four
children’. This sparked a bidding war of sorts. A BJP leader from Bengal, Shyamal Goswami, raised
this number to five, whereas Praveen Togadia of VHP urged Hindu women to have “several
children”. These ideas not only advocate unabashed racism and bigotry, but also denigrate women
by treating them as child producing machines.

Gender Insensitive Budget
Gender budgeting shows how Government prioritizes gender concerns. The fact that the share of gender
budgeting has remained stagnant at 4.5% of the total budget since last two years clearly indicates the
lack of concern of the current Government towards women. It has actually come down from 5.5% (BE) and
5.8% (RE) of the total budget allocation in 2013-14. Total allocation for the Ministry of Women and Child
Development in 2016-17 is 17,408 Crore, a mere 57 Crore increase from last years’ 17,351 Crore (RE)
RSS/ BJP ideology reinforces gender stereotypes
RSS Chief, Shri Mohan Bhagwats’ regressive statement that ‘women should be just housewives and men
should be the bread winners’ is taken up as a cue by the ruling party policy makers to cut down on facilities
provided for working women as indicated in Union Budget (2016-17)
• Funds for improvement in the working conditions of women/ children were reduced from 250 Cr in
2015-16 (out of which only 99.50Cr was spent) to 140 Cr in 2016-17
• Funds for Rajiv Gandhi National Creche Scheme for ‘children of working mothers’ were reduced
from Rs. 205.94 Cr in 2015-16 to 150 Cr in 2016-17
• ‘Priyadarshini Scheme’ for women entrepreneurs has been scrapped. Undermining Mahatma
Gandhi NREGA has severely affected rural women below poverty line.
Safety for women under the Modi Government remains an illusion
• Though safety for women was a major election plank for the present regime, it seems to be forgotten
like many other tall promises made by Shri Modi and his party colleagues. While the National Crime
Record Bureau (NCRB) report for 2015 is not yet available, the report for the year 2014 report shows
that there has a major increase of crime against women in 2014 as compared to the previous year.
• The callous attitude of BJP towards women is reflected in the statements of its senior party leaders.
While Union Finance Minister Shri Arun Jaitley calls Nirbhaya case a “small incident”, the BJP
Chief Minister of Haryana, Shri M L Khattar, asks ‘women to go around naked if they want
freedom’ No wonder crime against women increased by 9.2% in 2014 compared to 2013. There was an
increase of rape by 9%, and kidnapping and abduction by 10.5%.
• Of all registered cases of serious crimes against women, the largest share was of domestic violence
cases amounting to 36% of all cases. (Report of the Ministry of Statistics and Programme
Implementation, titled 'Women and Men in India, 2015'). Despite this ‘zero funds’ were allocated for
implementing ‘Domestic Violence Act’ in the union budget.

• Similarly, no funds were allocated for safety of ‘women in public transport’ in 2016-17 compared
to last year’s allocation of 653 Cr from the Nirbhaya fund.
Shri Modi promises smart cities but fails to give a safe capital to India
Delhi has become probably one of the most insecure cities in the world for women. Delhi Police data
reveals that there is 20% increase in crime against women in 2015.
Regressive and Confused Policy Makers
As in every other field, the BJP Government shows a complete lack of understanding of the ground
realities regarding condition of women resulting in confusion and lack of clarity in terms of formulating
policies.
• In February 2016, Union Minister for Women and Child Development, Smt. Maneka Gandhi said that
‘sex determination test’ should be made compulsory and ‘every pregnant woman in the country
would be tracked to prevent female feticide’. Her comment indicated her complete lack of
understanding about Indian realities and drew major flak.
• In March 2016 Smt. Maneka Gandhi stated in Rajya Sabha that ‘marital rape’ cannot be "suitably
applied in the Indian context" due to factors like poverty, illiteracy and religious beliefs”. In a
complete volte-face, in April 2016, she said that her Government is considering criminalizing marital
rape
• Modi Government is showing complete lack of political will to pass the Women Reservation Bill
though it was one of the major poll promises of Shri Modi. Introduced and passed in Rajya Sabha in
2008 during tenure of Congress party, the bill has not been taken up by a design by Modi
Government in Lok Sabha, where it has majority.

Murder of Democracy & Subversion of Federalism
Uttarakhand
Legendry epic of Mahabharata records, “Satyameveswaro Loke Satyaddharma Pratishtitaha Satya Moolani
Sarvani Satyam Nasti Param Padam.” It means this world is based on only one thing i.e. truth and there is no
other better place than truth itself. There is no alternative to truth as it alone establishes the order in the
creation.
In the Indian political set up, whenever there has been any attempt to destabilise balance of power or to
subvert democratic principles, people’s will and judiciary have intervened to course correct. Yata dharmo,
tato jaya (where there is righteousness, there is victory) and Satyameva Jayate are the two cardinal principles
on which rests the Indian democracy.
The Uttarakhand High Court verdict, subsequent directions by the Supreme Court for the floor test, the
outcome of the confidence motion and finally the lifting of President’s rule as a necessary consequence
thereof have put an end to the political uncertainty that was manufactured by the Modi government by
imposing President’s rule in Uttarakhand on 27th March, 2016. Democracy has been restored not only in the
hill state but in the minds of people as well.
For 55 days between 18th March and 11th May, 2016; entire Nation witnessed grand standing, machiavellian
moves, open ended horse trading and a flurry of unsubstantiated stings and charges, all aimed at destabilizing
an elected government. Anti-Defection law and Constitution were reduced to a paper formality as nine rebel
MLAs of Congress Party openly defied the whip and sided with BJP. A Union Minister took them away on
Bharat Darshan in a chartered plane with active help and protection being provided by BJP governments of
Haryana and then Rajasthan. All this was happening as Governor asked Congress government to prove its

majority in a floor test on 28th March, 2016. As the defector MLAs stood disqualified and failed to get relief
from court uptill 25th March, Modi government decided to help and impose President’s rule in a hurriedly
called Union Cabinet on the night of 26th March, which was just 24 hours before the floor test in
Uttarakhand Assembly. All this proves one thing only. Blinded by the arrogance of power, Prime Minister
Narendra Modi and BJP government obliterated the principles of cooperative federalism completely.
The decision of the Modi government to impose Article 356 in Uttarakhand violated every guideline
formulated by the Supreme Court in the ‘S R Bommai case’. Unquestionable and universally accepted edict
of the courts is that floor of the House is the appropriate and the only forum to decide whether a government
enjoys the confidence of the House or not. Article 356 is to be used rarely and sparingly only when there is
complete breakdown of constitutional machinery. But where was the breakdown of the constitutional
machinery in Uttarakhand as alleged? If there was, indeed, any such evidence, why did the Modi government
not produce the same before the High Court and Supreme Court? Most importantly, Governor of
Uttarakhand, in none of his eight reports that he submitted to the Centre, had recommended for imposition of
President’s rule. Yet, the Centre decided to topple a democratically elected government in its myopic anti-
Congress quest.
Whether the government in the State is a good government or not is not for the Centre to determine but for
the electorate to decide. Objectivity and absence of bias and not motivating factors and lack of trust can
ensure cooperative federalism between the Union and the States. The strategic process of grabbing power
through back channel means by throwing constitution and federalism to the winds should be stopped. The
Prime Minister and his party should control their greed for power. There is a famous saying Lobhascheda
Gunena kim pischunnata yadyashti kim patake which means if greed is part of a man’s character, why should
he need other bad qualities; if there is wickedness, why want sins.
Arunachal Pradesh
When an elected State Congress Government with a 4/5th majority coinciding with the term of the BJP
Government at the Centre is summarily dismissed one year into its tenure, it becomes clear that the Prime
Minister and his party president are finding no other way to infiltrate the sensitive border state of
Arunachal. In gross disregard of the Constitution and processes standardized by the Bommai judgement,
a desperate BJP made the State Governor call a session of the assembly unilaterally without the aid and
advise of Council of Ministers. To add insult to injury, Assembly Session was then called illegally in a
hotel for the first time in the history of India, with a view to dismiss an elected Government.
Even as the Supreme Court continues to dwell upon the case, money and muscle power has been misused
to install a totally illegitimate Government based on blatant defections.

Anti Dalit Modi Sarkar!
The BJP/RSS worldview does not permit peaceful co-existence of downtrodden sections i.e SC’s and ST’s.
Modi Government has continuously ignored these traditionally marginalized sections of the society. It not
only failed in its constitutional obligation to give them socio-economic justice, but relentlessly persecuted
them on some pretext or the other in the last two years.
Prime Minister, Shri Narendra Modi – BJP – RSS are infamous for Anti-Dalit and Anti-Scheduled Tribes
policies, ideology, decisions and mannerism. Subjugation and annihilation of rights of the deprived classes,
particularly Scheduled Castes – Scheduled Tribes – Backward Classes, is ingrained in the BJP – RSS
mindset manifested by the thought process and action of none less than the Prime Minister of the country.
BJP/ RSS stood exposed with the call given by RSS Sarsanghchalak, Shri Mohan Bhagwat for
review of Reservation Policy for Backward Classes and Scheduled Castes. Prime Minister, Shri
Narendra Modi and his government are surreptitiously following the RSS agenda through its actions
and policies including systematic withdrawal of schemes for SCs/STs/BCs and by imposing budgetary
cuts.

SCP and TSP outlays in various Budgets (in Crores of Rs)
• Scheduled Castes Sub Plan (SCSP) and Tribal Sub Plan (TSP) are intended to bridge the development
gap between SC/ STs and general population through the allocation of budgetary resources in
proportion to their population. Substantial cut in SCSP and TSP compared to previous Congress
Governments’ budgetary allocations.
• Matric Scholarship scheme for SCs and STs reduced from Rs 1904.78 Crore to Rs 1599 Crore.
• The Congress Government’s allocation in 2014-15 of Rs. 448 Crore for ‘liberation and
rehabilitation of manual scavengers’, drastically reduced to Rs.10 Crores in 2016-17 budget

Atrocities on SC’s have jumped under Modi Government
Atrocities against SCs increased by 19% under BJP Government at the Centre, from 39,408 cases in 2013 to
47,064 cases in 2014. Two BJP ruled states of Rajasthan and Madhya Pradesh were among the top four states
accounting for increasing crime against Dalits, with their share of atrocities being 17.1% and 8.8%
respectively.
Systematic Victimization of Dalit Students

• There is a systematic prejudice against students coming from downtrodden sections. It is more
pronounced in cases where such students are excelling in their own right.
• Rohith Vermula, was an example and a victim of this bigotry as also intolerant attitude/undue
pressure exerted by the HRD Ministry to harass a student so much that he ended his life. Two union
ministers intervened and four letters were written to unleash the fury of a vindictive Government on
helpless dalit students, just on a matter of an altercation of students with ABVP leaders.
Union Minister makes Casteist Remarks – Modiji Takes No Action
Union Minister, Gen VK Singh likened Dalit children burned alive in BJP-ruled state of Haryana to
‘dogs’.
BJP Has Disenfranchised Scheduled Castes from their Political Rights
Panchayat Amendments: Last year, BJP ruled states of Haryana and Rajasthan have mandated
that all candidates for Panchayat polls must complete at least middle and secondary school. In
Rajasthan, the education criteria have debarred more than 93% of the Scheduled Castes women
and 82% Scheduled Castes overall from their Constitutional right of self-representation in a
democracy. The amendments also go against the 73rd Constitutional amendment that de-
centralized governance and ensured adequate representation of marginalized social groups such as
Dalits, Adivasis and women in the political process. These amendments were defended by the Prime
Minister in Parliament.

Anti Dalit mindset of Shri Narendra Modi dates back from Gujarat days
• In a compilation of Shri Modis’ various speeches in a book titled Karmayoga in 2007, Shri Modi
infers that Valmiks do the job of manual scavenging out of choice, not due to socio-economic
impediments
• At a function organized for the release of book titled “Samajik Samrashta”, Shri Modi drew parallel
between “mentally retarded children” and dalits
• No meeting were held for SC/ ST sub plans for 10 years in Gujarat under Chief Ministership of Shri
Narendra Modi
• Backlog of 27,900 vacancies of SCs and STs in the State of Gujarat as Shri Modi demitted charge of
Gujarat to become Prime Minister of India
• Gujarat Government, under Shri Narendra Modi, did not provide any reservation for SCs in as many
as 600 villages out of a total of 12,000 villages in the 2012 Panchayati Raj elections.
• Under Shri Narendra Modi, Gujarat had a lopsided reservation policy of district-wise reservation. In
Gujarat, districts instead of State were made the unit of implementation of reservation policy. Inter-
district filling of vacancies under reserve categories was not allowed, denying lakhs of job
opportunities to dalits and backward classes. Position continues till date.
Modi Government attacks the Rights of Tribals by diluting Forest Rights Act 2006
The Environment Ministry has done away with a clause that recognized the rights of local
communities over forests, especially tribals, and required the permission of Gram Sabhas to set up a
project in a forest area. This effectively means that the communities do not have a say in the matter
any longer.
Abolition of Backward Region Grant Fund (BRGF) meant for 250 Backward Districts
including special provision for Bihar, J&K and Odisha.
In 2007, Congress Government created a special Fund called ‘Backward Region Grant Fund’
(BRGF) for 250 backward districts of India. In 2014-15, a budget of Rs.6,238 Crore (out of which
SC/ST component was Rs.2,076 Crore) was specially allocated for this purpose. These 250 Backward
districts are essentially SC/ST population districts. Shri Narendra Modi abolished the ‘BRGF
Scheme’ in the Union Budget for 2015-16 altogether, hitting out at schemes meant for welfare of
poor/SC’s/ST’s.

Make in India remains merely a slogan
The Index of Industrial Production has also been on a low performance zone for more than a year now.
The future looks uncertain as well. NASSCOM has already said that hiring will reduce by 20% this year.
Following are the reasons why we believe that the Government has failed:-
• Inability to support domestic demand: Instead of finding ways to expand the tax payer base or raise
money through disinvestment, the Government has gone ahead with increasing excise duties on
petrol/diesel and new cesses on Service tax thereby pocketing money that could have stimulated local
demand. This has particularly hurt demand in Urban India
• Poor Support to NREGA: In rural India, the Government slept through 2 droughts and woke up
only late last year and began to support the NREGA program that PM had called ‘Monumental
symbol of Congress’ failures’. The slow pace of NREGA spends meant that rural demand was
squeezed out too.
• Floundering Commerce Strategy: While we struggle to grow jobs and lose export market share, the
Commerce ministry has been struggling to put in place any FTAs that would protect the Industry.
Further, little additional support has been provided to exporters to compete in the international
markets

Un-Smart solutions for ‘Smart Cities’!
Not NDA’s policy innovation
The smart city idea is not the NDA Government’s policy innovation, except for the touted number of
100, which in reality is only 20. The Delhi Mumbai Industrial Corridor (DMIC) had smart cities in its
plans since 2011. Moreover, Shri Kamal Nath, the Urban Development minister in the Congress
Government had already announced in 2012 that smart cities would be a feature of the proposed second
phase of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) now renamed as Atal Mission for
Rejuvenation and Urban Transformation

Prima facie it only seems to be a project for telecom and IT giants and luxury builders to invest money
where profits are guaranteed by the public exchequer.
Mere Relabeling of ‘Smart Urbanization’ as ‘Smart Cities’
No urban development project has been more confusing and misleading than the Smart City scheme.
The Smart City project in its present form is a recipe for skewed development rather than a vision for a
sound urban future.
The Government did not conceptualize Smart Cities as an integrated urban planning project that would
transform India’s ageing civic infrastructure, mobilize technology to improve environmental performance
and enhance the quality of city life.
“Smart Cities” are castles in the air!
The Smart Cities concept as spelt out by the Modi Government are meant to help crony contractors make
unlawful gains from the exchequer’s hard earned money, without adding anything basic to the
infrastructure of the cities or improving existing infrastructure.
India’s urban poor are predominantly those who have escaped from failing rural economy and destitution.
They provide all forms of labour to the urban economy without having any protection for their body or
dignity.
The NDA Government has easily dismissed the urban poor’s plight and their contribution to the urban
economy. They are “invisible” to the current policymakers. When the Government proves incapable of
addressing something as basic as homelessness in urban India, aspirations for “smart cities” are castles in
the air.
An inadequate financial allocation in relation to its promise: A total of Rs 7,060 Crore was
allocated to the smart cities in 2014-2015 year's budget and only 13% of the allocation (i.e. Rs.924
Crore) was spent.
The general budget 2016-17 earmarked an amount of only Rs 3,205 Crore for the development of
100 smart cities across the country by 2020. One is forced to wonder whether this amount will be
sufficient even to provide Toilets in 100 cities, leaving apart building 100 SMART Cities !

The Digital India initiative seeks to lay emphasis on e-governance and transform India into a digitally
empowered society.

‘NeGP’ has been renamed as ‘e-Kranti’
In the year ending March 2016, the BJP Government laid optical fibre cable (OFC) in 42,500 Gram
Panchayats (GPs) against the target of 1 lakh villages – not even half of the target.
The Optical Fibre Cable laid by the three state-owned companies till May 31, 2015 accounted for 20 per
cent of their aggregate targets. RailTel, a PSU established for creating nationwide broadband, made
the slowest progress – accounting for just about 8% of its target.
Digital India is not all new. It is an amalgamation of three programmes of Congress Government-
the ‘National Optical Fibre Network (NOFN)’, the ‘National Knowledge Network’ and the ‘e-
Governance initiative’ (NeGP).

  • 2. Preface The last two years have seen a dull and dark shadow creep over India. In 2014, people gave Shri Narendra Modi a sweeping mandate. By 2016, they have been left bewildered and confused. Instead of the promised ‘Achche Din,’ they are witnessing a systematic attack on India’s institutions, icons and inclusiveness. As the second year of the Modi Government draws to a close, sadly, there is little to celebrate. India’s economy spirals further downward. The Government proclaims 7.6% GDP growth, but experts and common men both wonder why nobody feels or experiences it. Job growth, industrial output, and exports are all plunging downwards. Inflation, rural distress, drought and low farm incomes are making life miserable for the Kisaan and Khet Mazdoor. Investor confidence in India is down and the forecast is gloomy. India was gifted windfall due to low crude oil prices. Yet, instead of using these savings to boost the economy, Modi Sarkar chose to fill its coffers by increasing excise duties and indirect taxes, at a high cost to the ‘Common Man’. Performance mapping of the last two years demonstrates that this Government is only about unrealistic promises and impossible targets. The first year focused on merely re-naming Congress programs and executing policy U-turns. On crucial legislation like the GST, which had been piloted by the Congress party, the Government continues to drag its feet at the instance of the RSS. Shri Modi’s self-centric attempts at foreign diplomacy have failed miserably. Important nations like Russia and USA are reaching out with open arms to Pakistan. Relations with Nepal are at an all-time low. China brazenly counters India on international fora, while Pakistan makes the Modi Sarkar dance a dizzying spiral of U-turns. Democracy has been shamelessly subverted. Instead of cooperative federalism, Modi Sarkar dismissed elected governments in Uttarakhand and Arunachal Pradesh. Even the High Court and the Supreme Court severely indicted the Union Government for its deliberate denigration of democracy and the Constitution. The country watched in horror as the Government clamped down on students and universities. As a result, a young Dalit scholar, Rohith Vemula died tragically. Doctored videos were used to target student leaders who opposed the RSS’s ideology. The Government today even dictates - what you watch, eat, speak or wear. Muscled thugs impose their ideas of morality and lynch mobs kill people on mere suspicion. BJP leaders spew venomous messages of hate and violence to question the patriotism of every Indian who disagrees with them. Two years ago, the people of India fell for Modi ji’s web of deceit woven around good governance and development. After two years, deep disappointment of people is loud and clear across the nation. The tragedy is that people of India need to wait for three more years to put the ‘Bure Din’ of the Modi Sarkar behind them. 1
  • 3. Agriculture & Agrarian Crises Kisan Virodhi, Narendra Modi ! Farmers, Farm Labour and Rural India have paid the heaviest price for electing the BJP and Shri Narendra Modi. The insensitivity and callousness of Modi Government is reminder of the exploitative British regime, with successive tragedies unfolding in the form of droughts, unemployment, poverty and suicide owing to Government apathy. Agriculture sector accounts for 48.9% of total employment (NSSO 2011-12) in the country. Declining Agriculture Growth Rate Two years of Modi Government have witnessed lowest rate of agriculture growth indicating the poor state of India’s ‘Annadata’ During the ten years (2004-2014) of Congress Government, rural India and farmers were at the centre of governance which led to improvement in the lives of farmers and development of hitherto backward regions. 2

There has been a steady decline in food grain and other essential crop production. • Area under food grain cultivation came down from 1250 Lakh hectare under Congress Government to 1200 Lakh hectare under Modi Government. • Per hectare production fell from 2,142 Kg/hectare in 2013-14 to 2,082 Kg/hectare under NDA Government • Cultivation acreage for pulses declined from 252.1 Lakh hectare to 230 Lakh hectares and production went down from 785 Kg/hectare to 753 Kg/hectare. • Pulses production dipped from 192.5 Lakh Tonnes in 2013-14 to 171.5 Lakh Tonnes in 2014-15. • Nation is reeling under immense spiraling prices of Pulses that are being sold at around Rs 200/kg Minimum Support Price 5

Indebted Farmers, Insensitive Government! • 52% of India’s farmers are in debt with an average debt burden of Rs 47,000 (according to NSSO survey in 2015) • As stated by Finance Minister Shri Arun Jaitley, the total outstanding credit of public sector banks stands at Rs 46.5 lakh Crore as on March 20, 2015. The outstanding loans to agriculture and allied activities stood at Rs 6.48 lakh Crore. Against this the outstanding loan to industry was Rs 21.32 lakh Crore. The Supreme Court expressed dismay at Rs 1,14,000 Crore of corporate loans being written off by banks since 2013-14, perhaps the largest write-off in a period of 48 months. On the other hand, farmers are committing suicides due to burden of debt. Why is Modi Government not giving relief to the vulnerable farmer? Severe Drought and Modi Government’s Callous Indifference This is the second consecutive year when India is reeling under severe drought. Nearly 40% of India’s population is plagued with a grave agrarian and drinking water crisis, and it takes the Supreme Court to direct the snoozing Modi Government to take basic relief measures in order to help the farmers. Farmers had to suffer untimely rains and hailstorm during Feb-April 2015 and continued drought situation this year have further compounded their worries.   • 10. Failing Safety Net Modi Sarkar has announced that 50 additional days of employment will be offered under Mahatma Gandhi NREGA over the mandated 100 days, in the drought affected regions.   • 11. The wages paid under MGNREGA increased by 9% every year during Congress Government. Modi Government has drastically reduced MGNREGA wage rate increase to a mere 3.8%, thereby disempowering the poor. Farmer Suicide: A Monumental Tragedy • 2,996 farmers have committed suicide in the year 2015 out of which 1841 are from Maharashtra • 6,710 Farm Labourers’ committed suicide due to recession in the agricultural sector Taking False Credit for Congress initiatives • Neem Coated Urea Scheme : This is being publicized as a new invention of the Modi Sarkar that will increase land productivity and stop Urea’s diversion to non-agricultural usage like alcohol production. However, the truth is that the scheme was started by Congress in 2011, and upto 35% Urea was Neem coated. Modi Government is busy publicizing that the schemes linked to agrarian sector such as Pradhan Mantri Krishi Sinchai Yojana, Deendayal Upadhyay Grameen Vidyutikaran Yojana, Soil Health Card, Pradhan Mantri Krishi Vikas Yojana and Neem Coated Urea Scheme etc are the Prime Minister’s brain waves. While the truth is that they are nothing but blatant attempts at plagiarism. 10
  • 12. • Deendayal Upadhyay Grameen Vidyutikaran Yojana: Truth is that Modi Sarkar changed the name of Rajiv Gandhi Grameen Vidyutikaran Yojana to Deen Dayal Upadhyay Grameen Vidyutikaran Yojana. Infact Congress Government had electrified 1,12,287 villages in 11th 5-Year plan (2007-12). 12,486 villages were to be electrified in 12th 5-Year plan (2012-17), substantial work on which had already been completed. • Pradhan Mantri Krishi Sinchai Yojna: Modi Sarkar rechristened Accelerated Irrigation Benefits Programme (AIBP) which has been operational since 11th 5-Year Plan (2007-12).. Under this, 67,477 Crore had already been spent by Congress Government to create 94 Lakh Hectare irrigation potential. • Organic Farming: 10 plans like National Mission for Sustainable Agriculture, Rashtriya Krishi Vikas Yojana and National Project on Organic Farming etc. had already been in operation since Congress Government’s tenure aimed at achieving the goals of Organic farming. Soil Health Cards & Laboratory Crashing Agricultural Exports – Plunging Farm Incomes • An increase of 600% was seen in the export of agricultural products during the tenure of the Congress Government. • As compared to 42.6 billion USD in 2013-14, Agricultural Exports fell to 32.52 billion USD in 2015-16- a dip of around 25%. Jumlanomics: The Story of Economic Mismanagement Mahatma Gandhi said, ‘the soul of India resides in its villages’. Modi Government’s disdain towards rural India proves the stark reality of the slogan –“ Kisan Virodhi, Narendra Modi’ ! Congress Government launched the Soil Health Card scheme in 2008-09 and 5 Crore cards had been issued till March 2012. The system for soil testing was introduced by the Congress Government. As per records dated 31-03-2014, there are 1,411 laboratories for examination of soil in the country. This Government is asserting that new laboratories would be opened, but so far not a single new laboratory has been added. 11

Jumlanomics: The Story of Economic Mismanagement The Union Government has been reduced to mere sloganeering, renaming schemes, appropriating Congress success stories (such as Aadhaar, DBT etc.) and making hollow claims. The Modi Sarkar’s inability to leverage the historically low crude oil prices reveals its overall incompetence and inherent inability to manage the Indian economy. Modi Government’s constant resort to Jumlebaazi is nothing but a desperate spin to hide its luminous underperformance. A dispassionate assessment reveals serious weaknesses in the Indian economy, affecting all major sectors. Income inequalities are worsening, unemployment is rising, the rural economy is struggling for breath, farmers are being driven to suicide and the middle-class is getting crushed. There are ominous signs suggesting a prolonged slowdown that India is increasingly finding difficult to recover from. 12
  • 14. A fictitious GDP figure; ground realities differ from the hype • Officially, the economy grew at 7.3% in 2014-15 and 7.6% in 2015-16 based on the new method of GDP calculation. But, there is broad skepticism about the reality of this data. • Even the Governor of the RBI and the Government’s Chief Economic Adviser expressed discomfort with the official growth data. Experts all across believe the actual growth rate is in the neighborhood of 5.5%. 13

Vanishing Jobs- Rising Unemployment Turning Demographic Dividend into a Liability • Shri Narendra Modi promised 20000000 (2 Crore) jobs every year. • Instead only 1,34000 (1.34 Lakh) jobs have been created, according to the official figures o f Ministry of Labour, GOI. There was actually a decline of 20,000 jobs in 8 key industrial sectors between Oct-Dec, 2015. This is the slowest pace of job creation since 2009. • Even the President of the Bharatiya Mazdoor Sangh, an affiliate of the BJP, admits that “no Government policy has been visible till now to arrest workforce reduction and generate new jobs”. • The nation is staring at a huge unemployment crisis with 10-12 lakh young people joining the labour force each month. Leave apart creating 10 Crore jobs in 5 years, Modi Government will add 6 Crore youth to the unemployment queue by 2019. 14

Spiralling Inflation - Skyrocketing Prices– Poor in Peril While falling global crude and commodity prices have provided the Government with eyewash of low WPI (Wholesale Price Index), the average Indian continues to be at the receiving end of high food prices- making even basic Daal-Roti unaffordable. • In 2015, prices of vegetables and pulses shot up like never before. Tur/Arhar dal continues to sell at around Rs. 200 per KG. • In August 2015, wholesale onion prices reached a record high. More recently, onion prices have crashed completely. While on one hand, the consumer is crushed, on the other hand the farmers are getting bankrupt. The budget for the much flaunted ‘Skill India’ is even far below the demand of the Ministry of Skill Development and Entrepreneurship (MSDE) that asked for Rs. 8,062 Crore in 2016-17 and received a paltry sum of Rs.1,804 Crore - less than 1/4th of the amount. Is this the way to tackle unemployment? Shocked by this mockery made in allocation of funds for Skill Training, the Parliamentary Standing Committee on Labour observed: "We are surprised that on one hand the Government is publicizing and popularizing the skill development initiatives, whereas on the other hand no fund has been allocated to impart skill training under the Skill Development Initiative scheme." Electrifying lie on providing power to villages - Power Minister’s Press Conference in Delhi witnesses 3 Power Cuts! • Modi Sarkar’s claim to have electrified more than 7,000 of 18,452 unelectrified villages in the last financial year is a blatant lie. • Of the 7,000 villages said to be electrified, 3,604 have been marked — “Village found electrified during the survey” — which means they were already electrified when the GVAs (Grameen Vidyut Abhiyanta) made their first visit. This suggests that the Centre’s list of 18,452 unelectrified villages — prepared in consultation with State Governments — was an overestimate. More importantly, it highlights the Government’s ability to lie with ease as it takes credit for work it did not do. 16
  • 18. Oil Prices – BJP Profiteering at the cost of Common Man. International Crude Oil Prices have come down by 55.20% since the Modi Government took over on May 26, 2014. The price of crude was $108.05 on May 26, 2014, while the price of international crude was $48.41 on May 20, 2016. The Present Price of Diesel (In Delhi) is Rs 51.67per litre The Present Price of Petrol (In Delhi) is Rs 63.02 per litre The Price of Diesel has come down only by 8.9% and Petrol by 11.74% against the reduction in prices of International Crude by 55.20% The Price of Diesel according to the decrease in International Crude prices should be Rs 25.40/ltr The Price of Petrol according to the decrease in International Crude prices should be Rs 31.99/ltr Exports tumble 17 months in a row: Manufacturing Crisis looms large • For 17 straight months, exports have crashed. Imports too show a similar trend, indicating a worrying lack of demand, which the Government is even unwilling to acknowledge. • Exports in FY 2013-14 were US $312.35 billion. As against this, exports have declined to an abysmal low of US $205.70 billion i.e a decline of US $106.65 billion or 34% Under PM Modi, India is losing the race to countries like Bangladesh, Vietnam, Cambodia and Indonesia. 17

Stock Market Volatility – Loss of Life’s Earnings for Small Investors While the Government has gone all out to impress its Suit-Boot friends, the corporate sector remains unimpressed by its economic acumen. Markets have expressed gross no-confidence in the Government. • The Sensex stands over 4000 points lower than it did about a year back. Market volatility has dealt a body blow to small investors wiping out their investment portfolios. Each year, we are told how the Finance Minister’s budgets are going to make the markets go up in a sustained manner. • However, except for speculative increases around these announcements, the trends overall are downward. Top line revenues and corporate earnings have been mostly flat till the last quarter, and there is little sign of a turnaround. Falling Industrial production –Unending Policy Paralysis! • Growth in industrial production plunged to 0.1% in March 2016 due to poor performance of manufacturing and mining sectors coupled with sharp decline in output of capital goods. This is proof that ‘Make in India’ has been an abject flop- The Babbar Sher has been Mewing. The latest Nikkei/Market Manufacturing Purchasing Managers’ Index (PMI) fell to a four-month low of 50.5 in April 2016. • The manufacturing sector, which accounts for over 75% of the index, declined by 1.2% in March 2016 against a growth of 2.7% in same month a year ago. • Growth continued to elude the critical capital goods sector (which is a crucial intermediate goods producer), which contracted by 9.8% in February 2016. • With the April-February period showing a decline of 1.4 per cent, the capital goods sector is a reminder that investments are yet to pick-up despite tall claims. • It is hardly surprising that the value of stalled projects stood at a mammoth Rs 9 Lakh Crore (7% of GDP) in early 2015. The situation has since only gotten worse - as of March, 2016 the value of stalled projects stood at alarming Rs 11.36 Lakh Crore. Stalled Projects: Number of stalled projects is highest since Modi Government took office. As of March 2016 there are 893 stalled projects, which is an increase of 17% since March 2014. Is this not Policy Paralysis? 18

Private investment is flat: Why are PM’s cheerleaders celebrating? • A drop in public and private investments is a major concern for the country's economic growth. • For all its talk, the BJP Government is failing to deliver in an area that it touted as its biggest strength. • The Government is fond of boasting about FDI inflows. Net FDI (Foreign Direct Initiative) inflows dropped to a 12-month low of US$1.9 Billion in March 2016 from an average of US$3.1 Billion during the first 11 months of the fiscal. • Ironically, Indians invested almost US$14 billion outside the country, indicating flight of capital due to lack of confidence in Make in India. • Foreign institutional investments have seen net outflows of Rs.14,212 Crore in 2015 so far in the current fiscal year, the highest in the last seven fiscal years. Non-Performing Assets (NPA’s) spiral – BJP takes on RBI Governor for trying to improve the situation. • The Gross Non-Performing Assets of public sector banks increased to 7.3% in December 2015 from 5.43% in March 2015. Despite being repeatedly highlighted by the RBI Governor, the Government seems to have no structural solution except for a negligible allocation of funds for bank recapitalization. Against a requirement of Rs. 500,000 Crore to strengthen PSU bank balance-sheets, BJP has allocated a meager Rs. 25,000 Crore. • RBI Governor, Shri Raghuram Rajan’s effort to improve the health of Public Sector Banks is being severely questioned by the ruling BJP, with its MPs being unleashed to attack and discredit the intent and integrity of institution of the RBI. • In 2015, Credit Growth slumped to a 20-year low. The rate of Deposit Growth in Bank is at a 53 year low reflecting contraction in incomes. RSS red flags GST – BJP Deliberately Dithers! • The BJP has unsuccessfully tried to blame Congress for the GST bill not being passed. The truth is that it is the Congress, who is the architect of GST. 19

Why is BJP opposing such a pro-people measure? • It is well known that on account of RSS pressure, the NDA is dilly-dallying and delaying the Bill by refusing to accept three consumer and business-friendly recommendations made by the Congress. • The BJP, which opposed GST for over 9 years led by then CM of Gujarat Shri Narendra Modi, is denying Indian business, consumers and the economy huge tax-transparency and efficiency advantage Misplaced Priorities? At a time when India should be aggressively going after a greater share of the global economic pie, Modi Government is seeking to achieve fiscal targets through unsustainable means. At a time when we should be promoting big investments in our food supply chain, we are choking off rural demand. At a time when we should be providing major incentives for our small and medium enterprises to modernize and compete globally and employ young people, we are adding to the tax burden of the common man who could drive demand and an upsurge in economy. 20

Despite empty rhetoric of “Na Khaaunga Na Khane Dunga”, Prime Minister has chosen to brazen it out. “Na Khaaunga Na Khane Dunga” to “Khao Piyo Aish Karo” BLACK MONEY: Have you received Rs.15 Lakh in your bank account yet? The pre-poll promise of Shri Narendra Modi to bring back the black money estimated at Rs 80 Lakh Crore within 100 days and deposit Rs 15-20 Lakh in every Indian’s Bank Account was perhaps one of his biggest jumlas- admitted as such by none less than the BJP President, Shri Amit Shah. 21

It was not a suo moto action by the Government • Panama Expose: 500 names have been revealed by the media, but no action has been taken by the Modi Government to investigate the matter in a credible manner through a Supreme Court monitored SIT. • U turn on Amnesty Scheme Shri Arun Jaitley in a written reply to Lok Sabha in December 2014 categorically stated that there was "no proposal to bring general amnesty scheme for declaring undeclared income." Despite that, Amnesty Scheme was introduced to convert black money into white. The Amnesty Scheme, 2015 of the Modi Government was a total failure. Only 638 numbers of declarations were received under the scheme declaring undisclosed foreign assets amounting to Rs 3,770 Crore. The Prime Minister deliberately misinformed the people of India when he spoke from the Red Fort that Rs.6500 Crore have been recovered under the scheme. Rs 20,000 Crore GSPC Scam of Gujarat Where has the Rs. 80 lakh Crore of estimated black money you estimated vanished, Shri Modi? In fact, Minister of state for Finance, Shri Jayant Sinha stated in the Rajya Sabha recently that the BJP Government has no estimation of the black money stashed by Indians in foreign countries. Fair & Lovely Amnesty Scheme,2016 Even after the failure of earlier amnesty scheme of 2015, Governments attempt to declare another one has aptly been termed by Congress Vice President, Shri Rahul Gandhi as a ‘Fair & Lovely” scheme. “Those who have black money can pay some tax and simply convert it into white. It’s a Fair & Lovely scheme. Modi ji had promised that he will put people with black money behind bars, now they have come up with way to save those people. Their policy to check black money is nothing but a Fair & Lovely scheme” 22
  • 24. Rs 20,000 Crore GSPC Scam of Gujarat “The CAG report tabled in Gujarat Assembly on 31st March, 2016 exposes the false myth of ‘Gujarat Model’ and ‘Brand Namo’. Shockingly, it unveils the stark truth as to how Rs.19,716 crore of hard earned money of people of Gujarat was squandered away by Gujarat State Petroleum Corporation (GSPC) under the watch of the then Chief Minister, Shri Narendra Modi. In fact, CAG report is a telling irony of crony capitalism, malicious enrichment of private parties, ‘writing off’ public money invested in questionable international & domestic oil/gas reserves besides deliberate bleeding of State Public Sector Undertaking by a Chief Minister, who encouraged and institutionally supported plunder of State resources. GSPC surrendered 45 Gas Blocks i.e 70.31% of the 64 Blocks owned by it. Shockingly, total loss to public exchequer from surrender of 45 Blocks is Rs 2992.72 Crores as per CAG. Out of these, loss on account of 11 Overseas Blocks that were surrendered is Rs 1757.46 Crores. Not to be outdone, GSPC, under Shri Narendra Modi, gave 10% equity free of cost to a Canadian Company ‘Geo Global’ with a total capital of US$ 78! GSPC, even failed to recover the expenditure of Rs 2319.43 Crores spent from public expenditure on behalf of the two J-V partners i.e- Geo Global and Jubliant. Never before have the state resources been plundered in this reckless fashion and loss caused to public exchequer as brought by the CAG. Shri Narendra Modi refuses to respond, leave apart placing the facts before the Nation. Is this the reason for condoning Corruption by other BJP honchos. 23

A substantive portion of the scam is on account of gross irregularities in the Pre Medical Tests (PMT) for admission into Medical courses and Shri Shivraj Singh Chouhan was the Minister incharge of Medical Education from 2008-2012. People close to him including his PS, Shri Prem Chandra Prasdad- categorized as “Gang Members” by the STF- are principle accused in the scam. Vyapam’ (Madhya Pradesh Vyavsayik Pareeksha Mandal) is perhaps the ‘biggest scam’ in history of Independent India. Between 2007 to 2013, Vyapam defrauded and duped nearly 76,76,718 candidates, who appeared in 167 different examinations conducted by it. Another mystery is the Prime Ministers’ silence and his refusal to sack the Chief Minister, a senior leader of his party, whose own state STF has implicated key figures in the state Government Chhattisgarh CM’s son runs a Foreign Bank Accounts Racket! Chhattisgarh PDS Scam of Rs 36,000 Crore Blatant corruption and country’s biggest PDS Corruption Scandal leads directly to the door step of Chhattisgarh Chief Minister Dr. Raman Singh and his family members. However, despite the magnitude of fraud involved and diary entries indicting the Chief Minister, his Ministers and BJP leaders.;PM Shri Modi has turned a deaf ear towards the massive corruption .The BJP ruled Chhattisgarh runs a well- oiled corruption machine wherein the politicians in power, rice mill owners, PDS shop owners and public officials, in connivance with each other, have earned thousands of Crores as kickbacks. Similar is the fate of ‘Indira Priyadarshni Mahila Nagrik Sahkari Bank Scam’ as also unquestionable proof contained in ‘Narco Analysis and Brain Mapping Test’ of main accused which clearly indicts Chhattisgarh CM – Dr. Raman Singh, his ministerial colleagues – Shri Brij Mohan Aggarwal, Shri Amar Aggarwal and Shri Rajesh Mudat; National Secretary of BJP & former Minister for Cooperation - Shri Ramvichar Netam besides senior most police officers of the State including a former DGP. Hard earned life earning of 25,716 depositors of this Cooperative Bank has been siphoned off in this ‘Scam’. 24

Modi Government has utterly failed to take action on the investigation done by ICIJ qua Shri Abhishek Singh, BJP MP from Rajanandgaon (Chhattisgarh) son of Dr. Raman Singh, Chief Minister of Chhattisgarh. There are relevant links which proves the connection between ICIJ offshore leaks (Harve Falciani list) and Abhishek Singh. The name of Abhishek Singh finds mention in the list though the same has been spelled as Abhishak Singh. The place where you would find his name in the list and his investments in the ICIJ website is as per the link -https://offshoreleaks.icij.org/nodes/68510 Abhishek Singh owns a company by the name of “Quest Heights” incorporated on July 12, 2008 registered in British Virgin Islands with address as Raman Medical Store, Kawardha. As director of ‘Quest Heights’, Abhishek Singh appointed ‘Share Corp’ as its shareholding nominee. In reality, the company which runs ‘Share Corp’ is ‘Portcullis’. This is the same company whose one floor accommodates the office of Abhishek Singh owned ‘Quest Heights’. ‘Share Corp’ is reported to have accounts in Swiss Bank UBS AG. By questioning the director of ‘Portcullis’, Graham Farinha, truth about foreign bank accounts and transactions can be easily disclosed. Is this how Shri Modi is going to fight Black Money? The Integrated Child Development Services (ICDS) "Chikki" scam: Rs. 206 Crore Maharashtra Women and Child Welfare Minister, Smt. Pankaja Munde did not invite e-tenders for awarding contracts, though it is mandatory to e-tender for contracts over 3 lakhs. Contracts were awarded to the favourites of the Minister. Why is she still continuing in the State Cabinet despite blatant violation of Government Financial Rules? The Great Vijay Mallya Escapade! It is official now. Shri Vijay Mallya, who has run away from India as in ‘Fair & Lovely Scheme’ of BJP Government, has become truly a ‘Double NRI’ – ‘Non-Repaying Indian’ and ‘Non-Returning Indian’. Instead of fulfilling the solemn promise of bringing black money back within 100 days, Modi Government’s track record, in last 24 months, stands out for escape of first ‘Lalit Modi’ and now ‘Vijay Mallya’ to foreign shores. 130 Crore people of India now understand the meaning of replacing CBI’s ‘Look Out Notice for Detention’ with ‘Look Out Notice for Information only’. Meaning is clear – ‘You look, I go out’. Resultantly, Shri Vijay Mallya, who is resting in London, is attacking everyone including media with only one thought – ‘Give me Loan, Leave me Alone’. 25
  • 27. Shri Vijay Mallya was present in Parliament on 1st March, 2016. Reportedly, he met a senior Minister in the Government. Entire country knows that he suddenly left the country the very next day i.e. on 2nd March. Circumstances suggest that Shri Vijay Mallya was tipped to leave the country despite proceedings initiated by CBI, Banks, ED, SEBI, SFIO, Service Tax and Income Tax. Lalit Gate: Unholy Nexus between Sushma Swaraj, Vasundhara Raje & Lalit Modi Despite clear evidence of support given by Smt. Sushma Swaraj and Smt. Vasundhara Raje to Lalit Modi, in evading Indian Law Enforcement Agencies by certifying his stay through secret affidavits and ensuring grant of travel documents to him for international excursions, the two continue to brazenly occupy their respective positions as the Union External Affairs Minister and Chief Minister of BJP ruled Rajasthan. Did Smt Vasundhara Raje not commit a crime by directly helping an absconder/fugitive from Indian Law? Is it not true that same fugitive Lalit Modi invested money through an off-shore company into the Indian company owned by the son of Smt Vasundhara Raje, more so when the source of off shore company have never been disclosed? Similarly, should a Foreign Minister help an Indian fugitive secure travel documents from a foreign country without informing either her own Ministry or the Indian High Commission? Why is no action being taken against them? Modi Sarkar is deliberately delaying appointments of anti-corruption watchdogs. No Lokpal has yet been appointed. CVC and CIC were appointed after a delay of one year, that too only after persistent efforts by Congress party and after strictures by the judiciary. It is also to be noted that 20 RTI activists were killed since theModi Government came to power. 26
  • 28. DDCA Scam Complete inaction on DDCA Scam is also intriguing. While replying to an unstarred question in Parliament on 7th August, 2015, the MOS stated that on the orders of the Ministry of Corporate affairs on 28th September, 2012, ROC had inspected DDCA and found irregularities against four DDCA officers namely, Shri Sunil Dev, Shri Narender Batra, Shri S.P.Bansal and Shri C.K.Khanna. It is further mentioned that these officers have applied for compounding of the offences, which have been forwarded to Company Law Board. Some of the charges relate to the escalation of cost of construction of Ferozshah Kotla Stadium by Rs 90 Crore i.e from initial budget of Rs 24 Crore to final cost of Rs 114 Crore and payment made to contractor, EPIL. Also, illegal construction of 10 Corporate Boxes and sub-lease of the boxes to private corporates for Rs 36 Crore by 21st Century Media Pvt. Ltd. owned by Shri Lokesh Sharma. A leading newspaper also reported that Shri Lokesh Sharma has two companies registered in British Virgin Islands (BVI) and a third company in BVI as subsidiary of 21st Century Media. Simple question requiring answer is, when the offences are being looked at by Company Law Board on charges against the officers of DDCA for irregularities during the time Shri Arun Jaitely was the President of DDCA, how can we expect a fair probe when Shri Jaitely himself is the Finance Minister? All the above-mentioned persons are known for their proximity to Shri Arun Jaitely. Government, however, chooses to maintain a studied silence on the issue. 27

Foreign Policy of the country today is aimed more at glorifying the persona of the Prime Minister rather than following the cardinal principle of preserving National Interest and ensuring India’s rightful place in the comity of nations. Government’s original ‘Neighbourhood First’ & ‘Look East’ policy has dismally been reduced to ‘Self First & Looking Lost’. BJP Government’s Foreign Policy lacks clarity and continuity & can best be defined by 4 I’s – Inconsistent, Illogical, Inept & Incompetent. Shri Modi’s embarrassing statements Shri Modi has insulted the people of India in the International arena through his intemperate remarks: Shri Modi in Shanghai: “Earlier, you felt ashamed of being born Indian.” Shri Modi in Seoul: “There was a time when people used to say we don't know what sins we committed in our past life that we were born in Hindustan.” 28
  • 30. Flip-Flop in India-Pakistan Relationship BJP Government’s Pakistan policy is a series of confusing ‘U’ Turns, with one step forward and several steps backwards. Shri Narendra Modi’s statements during 2014 election campaign: 1. "Bomb, bandook aur goliyon ki awaaz mein baatcheet ho sakti hai kya?" 2. “Pakistan ko usi ki bhasha mein zawaab dena chahiye, Yeh love letter likhna band karna chahiye” But since he became the Prime Minister, provocations from across the border have increased with nearly 1000 ceasefire violations amidst the talks that continue to be a game of musical chairs. 29

A familiar pattern The pattern - first, the announcement of holding talks; next, the collapse of the initiative; and third, renewal of the initiative after an interim lull has been the order for the last two years. PM’s invite to Shri Nawaz Sharif for his swearing in followed by the ‘Shawl & Saree’ diplomacy, their secret meeting arranged through a private industrialist during SAARC Summit in Kathmandu, meeting on the side-lines of the Climate Change Conference in Paris a year later, meeting of the two NSAs in Bangkok, visit of External Affairs Minister, Smt. Sushma Swaraj to Islamabad, PM’s “surprise visit” to Lahore to wish Shri Sharif on his birthday/ attend family wedding, Smt. Sushma Swaraj’s meeting her counterpart in Nepal. What has all this yielded for India? The answer is – infiltrations, merciless murder of our Jawans, terrorist arrack in Dinanagar (Gurdaspur), attack on Indian consulate in Afghanistan which was attributed to the Pakistani Military by the Afghan Government and the dreadful Pathankot and Udhampur terrorist attacks. The Ufa Debacle • In June 2015, Smt Sushma Swaraj publicly stated that India would not engage with Pakistan as long as Mumbai attack mastermind Zaki-ur-Rehman Lakhvi was free. • Modi Government did a U-Turn within a month. Prime Ministers of both countries met in the Russian city of Ufa on July 10, 2015. • Shockingly, Pakistan’s NSA, Sartaj Aziz publicly debunked the Ufa agreement as informal and non- binding. The Lahore Fiasco • On December 25, 2015; PM Modi, in yet another instance of instant theatrics, made an unscheduled visit to Lahore to greet Shri Nawaz Sharif on his birthday and attend a family wedding. • The Modi Government’s checkered razzmatazz Pakistan policy has collapsed and failed due to this kind of self-centric hype and hoopla – the outcome was the Pathankot attack, within a week of his visit, weakening & undermining our position of strength. 30
  • 32. Legitimizing Pakistan • Between 2004-14, Pakistan was alienated, and diplomatically isolated. Congress Government’s efforts at international fora and consistent vigil kept Pakistan in check. • Modi Sarkar has scrambled all efforts. It has not only legitimized Pakistan through its flip flops on Pathankot probe but also gave a shot in the arm to Pakistan internationally. • At the instance of Pakistan, China has gone to the extent of stonewalling India’s efforts at declaration of Masood Azhar as an international terrorist on UN 1267 list. • After having dithered in sale of F-16 Fighter Aircrafts to Pakistan, at the instance of previous Congress government, United States has now taken an in-principle decision to sell the same F-16 fighter planes to Pakistan, thereby discounting the role of Pakistan as a state that sponsors terror. • Russia, which had a time tested policy of not selling military hardware to Pakistan, has reversed its stance and is engaging in sale of Mi-35 helicopters and Joint Military exercises. • After a decade of India driven isolation of Pakistan as a state that sponsors terror, it has found legitimacy with different countries and forums on account of soft-peddling by BJP Government. 31

Unprecedented Imbalance in India-China Relationship Travesty of Jhoola Diplomacy • While hundreds of Chinese soldiers were intruding into Chunar area of Ladakh in September 2014, Modi ji was busy receiving the Chinese President in Gujarat and indulging in Jhoola and Dhokla diplomacy. • While Modi ji continues to woo China, it has opposed India's bid for a permanent seat in the UN Security Council in August 2015. • More importantly, China has vetoed a proposal by the UN to declare Masood Azhar as an international terrorist on UN List. • During his May, 2015 visit, Modi ji unilaterally offered ‘Visa on Arrival’ to Chinese tourists but China continues to give stapled visa to Indian citizens of Arunachal Pradesh. • In a belated move, India upped the ante with China by issuing visas to World Uyghur Congress leader Dolkun Isa, but took an immediate about turn, by cancelling the visa after Chinese protests. Construction of Chinese infrastructure projects in PoK • China is expanding its presence in Pakistan by building an 800-km-long road connecting Karakoram Pass on the border to Gwadar Port along with other projects passing through PoK, including power plants. The project, once completed, would give China immense strategic and diplomatic advantage over India. Relation with Others: Clueless and Directionless Myanmar Counter-Insurgency: Chest thumping of ‘Hot Pursuit’ • The time tested relationship with Myanmar in tackling cross border militancy together has been jeopardized by BJP Government’s flippant chest thumping over supposed incursion into Myanmar in June 2015. • Minister of State for I&B, Shri Rajyavardhan Rathore indulged in irresponsible arrogant assertion of a hot pursuit inside Myanmar while our official army version contradicted him defining it as just an engagement of forces along the border. 32

Nepal: Inept Handling of Indo-Nepal relations • Nepal’s growing proximity to China and opening up of possible road and rail links is a matter of growing concern, more so, in light of time honoured relationship of trust and dependence in almost all key areas. • Ineffectiveness in conveying genuine concerns on Nepal’s new Constitution and lack of timely and meaningful response to the Madhesi protests resulted in hardship for the people of both the countries, besides unwarranted hostility against our country. Iraq: Clueless about 39 Abducted Indian Construction Workers • In June 2014, after this Government assumed office, ISIS had abducted 39 Indian construction workers in Iraq. After two long years, the Government is still clueless about their safety or whereabouts. No first hand information is available including proof of life. This is a glaring example of insensitivity towards Indian citizens captured by the terrorists of ISIS. Globe-Trotting wasn’t part of your mandate Modi ji? • The number of foreign trips that Modi ji and his Cabinet colleagues have undertaken in the last financial year (2015-16) has cost the exchequer Rs 567 Crore. This amount is 80% more than what was spent on foreign trips the previous year, and doesn't include the sum of Rs 500 Crore that his bureaucrats spend on their travel each year on an average. • Pegged at Rs. 269 Crore in the budget, it was doubled to Rs. 567 Crore in the revised estimate. • Last year, Air India spent Rs 117 Crore on PM Modi's foreign travel alone, 25% more from the previous year's Rs 94 Crore. 33

Endangered Internal Security Pathankot Attack- Gross Mismanagement and Compromise on National Security • On January 1, 2016, India witnessed a vicious attack on the strategic Pathankot Airbase. It is the largest and the frontline Indian military airbase, responsible for launching the bulk of air operations against Pakistan in the event of a war. This was the second terror attack in Punjab within 5 months. • While there is clinching evidence against Pakistan, BJP Government could not ensure a visit by Indian investigation team to Pakistan for questioning the perpetrators of the Pathankot attack, nor took concrete steps to bring them to justice. • Against many cautionary voices Modi Government allowed the Pakistani Joint Investigation Team (JIT) – comprising of Pak Army and ISI agents (both directly connected to the attack) to visit India’s most strategic forward airbase of Pathankot. • The JIT returned to Pakistan and shamelessly blamed India for staging the attack. 34

Gurdaspur, Udhampur – Failure of Intelligence, Infiltration on the Rise • First time after decades, terrorism returned to Punjab on July 27, 2015 with a Pakistani terrorist module attacking Dinanagar Police Station in Gurdaspur. 7 persons including Superintendent of Police, Late Baljeet Singh laid down their lives before terrorists could be neutralized. • Inspite of the GPS device recovered from the three Pakistani terrorists killed in Gurdaspur establishing that the terrorist’s infiltrated from Pakistan, the BJP Government has been completely unsuccessful in tracking their handlers in Pakistan. • Again on August 5, 2015; two LeT terrorists (both Pakistani Citizen) attacked a BSF convoy in Udhampur, Jammu and Kashmir. Two Jawans laid down their lives in the cross-fire as one terrorist was killed and another caught alive. Government has again not been able to track their handlers in Pakistan. Turbulent Jammu & Kashmir • In its quest to capture power at any cost, BJP has created unwarranted volatility in the sensitive state of Jammu & Kashmir • After years of relative calm and rejection of militancy, Kashmir Valley is witnessing a sudden spurt of militant activities, civilian deaths, and return of the crowds at the funeral of militants, besides, protests against security forces. • Opportunistic BJP-PDP alliance has failed to fulfill the aspirations of both Jammu and Kashmir regions, besides gross incompetence in handling situations like that of NIT-Srinagar. A Faustian deal: BJP-PDP in Kashmir • Self-contradictory posturing of the BJP be it on engaging with Hurriyat or dealing with separatists like Masarat Alam or Asiya Andrabi, has blatantly exposed their hypocrisy for holding onto power at any cost. • Hardline separatist leader Masarat Alam, who spearheaded the 2010 stone-pelting agitation in Kashmir, was released from jail by the PDP-BJP run state Government amongst series of protests and denials. • Similarly, Modi Sarkar appeared unwilling to take any action against radical separatist Asiya Andrabi. She not only unfurled the Pakistani flag at her residence in Srinagar but also addressed a Lahore rally; over the phone that was organized by the 26/11 mastermind terrorist Hafiz Saeed. • For the alliance with PDP, BJP has duplicitously tried to underplay what used to be its uncompromising stance on Article 370, AFSPA, and an election promise to install a ‘Jammu’ CM or reservation for Kashmiri Pandits. 35

The Non Existent ‘Naga Accord’ Naga insurgency has been a vexed issue since Independence, affecting internal security as well as territorial integrity of as many as four states apart from Nagaland. Any serious attempt at finding a long term solution to the issue would involve taking all the stakeholders on board apart from the two Naga factions- NSCN (K) and NSCN (IM). However, the Prime Minister in his characteristic style bordering unilateralism announced the signing of a supposed Accord with NSCN (IM) on August 3, 2015; terming it “historical”. As it turned out, it was not an accord but a “framework” evolved out of a unilateral exercise that apart from having kept the Governments of Assam, Manipur, Arunachal Pradesh and Nagaland, had also kept the nodal Union Home Ministry out of loop. It seems even issues of internal security concerning sensitive Border States are nothing but half truths being trumpeted by the Prime Minister. 36

Shattered dreams, broken promises Modi Government betrayed the Youth of India The Modi Government has completed two years in office without having done anything to fulfill their promises that they made in the run up to the Lok Sabha elections. Like any other fascist regimes, it has begun to tamper with the education system with the sole aim of misleading, corrupting and brain washing young minds. It is customary to suppress rational, independent thinking, to crush the spirit of inquiry and dissent in students, and to mould them into unthinking, uncritical, spiritless robots. Crackdown on students • The spirit of debate and discussion, so critical for the development of a student’s personality, is being systematically attacked by none less than the Ministry of Human Resource Development itself. Modi Sarkar is hell bent on using an iron-fisted approach to suppress contrarian points of view, branding any criticism as ‘anti-national’. • In a blatant example of its tendency to wipe out all disagreement, the HRD Ministry coerced IIT Madras to ban Ambedkar - Periyar Study Circle on 22nd May, 2015. A letter from Ministry was sent to the Director accusing the Study Circle of creating an ‘atmosphere of hatred’. We want to ask- Is demanding social justice spreading hatred? • The FTII students at Pune protested for 148 days against the appointment of a mediocre small screen actor Shri Gajendra Chauhan as its Chairman, a post which had been previously adorned by 37
  • 39. distinguished personalities like Shri Shyam Benegal and Shri UR Ananthmurthy. While Shri Chauhan continues to arrogate, students were beaten up, arrested and persecuted. • Modi Government’s anti-student’s agenda was once again at full display at the Jawaharlal Nehru University and NIT Srinagar. • Instead of finding and arresting those who were seen shouting so called ‘anti-national’ slogans, JNU students were arrested, slapped with sedition charges and the entire University was branded as a “notorious den of anti nationalists”, with a view to bring in to disrepute an important centre of learning, where ABVP has been unable to make an inroad. • In this episode, the state came across as cracking down on helpless students while staying mum on the BJP MLA and lawyers of BJP’s Adhivakta Parishad, assaulting journalists, teachers, and students at the Patiala House Court, Delhi. • HRD Minister Smt.Smriti Irani ordered all the Universities to prove their patriotism by hoisting the Tricolor. Perhaps, she is completely unaware about the basic fact that all Universities, including JNU, anyways hoist the National Flag. She is oblivious of the fact that BJP’s ‘Remote Control’ - the RSS did not hoist the National Flag for 52 years after Independence. Authoritarian Behavior & Caste Discrimination in Hyderabad Central University (HCU) Led by Union Minister, Shri Bandaru Dattatreya, BJP MLC Ramachandra Rao and ABVP activists, dalit scholars were persecuted and punished by Vice Chancellor and University authorities in HCU. Not to be outdone, HRD Minister, Smt. Smriti Irani and her Ministry wrote to the University for initiating action against students. BJP National General Secretary, P. Muralidhar Rao and ABVP activists went to the extreme of questioning the ‘SC’ status to describing the students as “Anti- National”. This led to the tragic suicide of Rohith Vemula. ABVP’s anti dalit stance, the University administration’s decision to stop his scholarship and bar him from all public spaces only to fight a proxy war where Smt. Irani and Shri Bandaru Dattatreya speaks volumes of the extent the BJP can go to implement the RSS’ anti-dalit agenda. To add insult to the injury, HRD Minister Smt. Smriti Irani reinstated the guilty Vice Chancellor, Shri Appa Rao as VC of HCU. 38
  • 40. • Ironically, students of NIT, Srinagar (a Central University under HRD Ministry) were brutally beaten up by the police for hoisting and persecuted by University authorities for hoisting the National Flag within the premises of their institution. • The hypocrisy of the self proclaimed defenders of Indian nationalism, the RSS, BJP and the Modi Sarkar, was exposed as they chose to maintain deafening silence against persecution of students in NIT, Srinagar and acted in concert with their own PDP-BJP Government. Budgetary cuts in Education The overall education budget is down from Rs 82,771 Cr to Rs 69,074 Cr in 2015-16. Whereas under the Congress Government, the Plan allocation went up by 18% in 2012-13 and by 8% in 2013-14, the BJP Government has reduced the Plan allocation for 2015-16 by 25%. All major schemes like Sarva Shiksha Abhiyan, Mid Day Meal Scheme, Rashtriya Uchchatar Shiksha Abhiyan have seen savage cuts in 2015-16. 2015-16 • About Rs.69,074 Crore was allocated for education in 2015-16, as against Rs.70,505 Crore in the revised estimate in 2014-15. The revised budget for 2014-15 had reduced the education allocation to Rs.70,505 Crore from the budget estimates of Rs.82,777 Crore. • Allocations to the school sector was cut by around 10 per cent in its planned outlay from Rs.43,517.9 Crore in the preceding year’s budget to Rs.39,038.5 Crore in 2015-16. 2016-17 • Total allocation to Human Resource Development Ministry this year (2016-17) is Rs. 72,394 Crore. Though this is higher by Rs. 3200 Crores from last year’s total budget estimates, the Modi government has significantly reduced plan allocation to school education and literacy over the last 2 years, showing clearly that NDA government is myopic and is neglecting India’s primary education sector. • This is because the Modi Government believes in the ‘commodification’ of and ‘privatization’ of education. There are talks that the Central Government might offer education as a tradable service under the World Trade Organization's General Agreement on Trade in Services (GATS). Pushing RSS Agenda • In BJP ruled states of Rajasthan, Haryana, Maharashtra etc, a sinister agenda is being pursued to obliterate the names and references to National Icons & Freedom Fighters like Sant Kabir, Ramprasad Bismil, Khudiram Bose, Gurudev Rabindranath Tagore, Pandit Jawaharlal Nehru and Smt. Indira Gandhi among others. Going at this rate, very soon we might have Nathuram Godse hailed as a martyr. Many other important national figures and freedom fighters may soon become mere footnotes in history. 39
  • 41. • Modi Sarkar is playing with the future of our young generation by turning educational institutions into experimental labs by appointing under-qualified Sangh Parivar loyalists as heads of premier institutions of excellence. o Baldev Sharma, former Editor of RSS Mouthpiece Panchjanya appointed as Chairman of National Book Trust. o Prof. Y. Sudarshan Rao, Head of Andhra Pradesh Chapter of Akhil Bhartiya Itihas Sankhalan Yojna – a subsidiary of RSS appointed as Chairperson of Indian Council for Historical Research (ICHR). o Shri Zafar Sareshwala, a known Modi backroom boy from Gujarat, appointed as Chancellor of Maulana Azad National Urdu University, Hyderabad. o Shri Vishram Ramchandra Jamdar, a professed RSS Swayam Sevak, was appointed as head of Visvesvaraya National Institute of Technology, Nagpur, although he was not among the four short-listed candidates for the post. o Prof. Inder Mohan Kapahi, a long time member of RSS and author of various articles in RSS Mouthpiece Organiser, was appointed as a Member of University Grants Commission. o RSS acolyte and controversial writer, Dinanath Batra, has been appointed as Advisor on Education by BJP Government of Haryana. 40
  • 42. Misogynist Modi Government- Mahila Virodhi, Narendra Modi! Politics of BJP look at women not as individuals with rights and freedom of choice but as mere tools of ‘commodification’. RSS’ thought process views love marriages between different communities as “Love Jihad, think of women as mere pawns for serving community purpose defined by a patriarchal mindset. The misogynist attitude of the ruling party and its ideologues is exposed in the policies, actions and the acts of omission during the last two years of BJP rule. Fascist ideologies across the world have always followed a state policy of treating women as ‘child bearing machines ‘rather than individual human beings’. In India, we find a chilling reflection of similar sentiments in the ideology of Sangh Parivar and in the statements of leaders of BJP. BJP MP Sakshi Maharaj declared that ‘every Hindu woman should compulsorily have four children’. This sparked a bidding war of sorts. A BJP leader from Bengal, Shyamal Goswami, raised this number to five, whereas Praveen Togadia of VHP urged Hindu women to have “several children”. These ideas not only advocate unabashed racism and bigotry, but also denigrate women by treating them as child producing machines. 41
  • 43. Gender Insensitive Budget Gender budgeting shows how Government prioritizes gender concerns. The fact that the share of gender budgeting has remained stagnant at 4.5% of the total budget since last two years clearly indicates the lack of concern of the current Government towards women. It has actually come down from 5.5% (BE) and 5.8% (RE) of the total budget allocation in 2013-14. Total allocation for the Ministry of Women and Child Development in 2016-17 is 17,408 Crore, a mere 57 Crore increase from last years’ 17,351 Crore (RE) RSS/ BJP ideology reinforces gender stereotypes RSS Chief, Shri Mohan Bhagwats’ regressive statement that ‘women should be just housewives and men should be the bread winners’ is taken up as a cue by the ruling party policy makers to cut down on facilities provided for working women as indicated in Union Budget (2016-17) • Funds for improvement in the working conditions of women/ children were reduced from 250 Cr in 2015-16 (out of which only 99.50Cr was spent) to 140 Cr in 2016-17 • Funds for Rajiv Gandhi National Creche Scheme for ‘children of working mothers’ were reduced from Rs. 205.94 Cr in 2015-16 to 150 Cr in 2016-17 • ‘Priyadarshini Scheme’ for women entrepreneurs has been scrapped. Undermining Mahatma Gandhi NREGA has severely affected rural women below poverty line. Safety for women under the Modi Government remains an illusion • Though safety for women was a major election plank for the present regime, it seems to be forgotten like many other tall promises made by Shri Modi and his party colleagues. While the National Crime Record Bureau (NCRB) report for 2015 is not yet available, the report for the year 2014 report shows that there has a major increase of crime against women in 2014 as compared to the previous year. • The callous attitude of BJP towards women is reflected in the statements of its senior party leaders. While Union Finance Minister Shri Arun Jaitley calls Nirbhaya case a “small incident”, the BJP Chief Minister of Haryana, Shri M L Khattar, asks ‘women to go around naked if they want freedom’ No wonder crime against women increased by 9.2% in 2014 compared to 2013. There was an increase of rape by 9%, and kidnapping and abduction by 10.5%. • Of all registered cases of serious crimes against women, the largest share was of domestic violence cases amounting to 36% of all cases. (Report of the Ministry of Statistics and Programme Implementation, titled 'Women and Men in India, 2015'). Despite this ‘zero funds’ were allocated for implementing ‘Domestic Violence Act’ in the union budget. 42
  • 44. • Similarly, no funds were allocated for safety of ‘women in public transport’ in 2016-17 compared to last year’s allocation of 653 Cr from the Nirbhaya fund. Shri Modi promises smart cities but fails to give a safe capital to India Delhi has become probably one of the most insecure cities in the world for women. Delhi Police data reveals that there is 20% increase in crime against women in 2015. Regressive and Confused Policy Makers As in every other field, the BJP Government shows a complete lack of understanding of the ground realities regarding condition of women resulting in confusion and lack of clarity in terms of formulating policies. • In February 2016, Union Minister for Women and Child Development, Smt. Maneka Gandhi said that ‘sex determination test’ should be made compulsory and ‘every pregnant woman in the country would be tracked to prevent female feticide’. Her comment indicated her complete lack of understanding about Indian realities and drew major flak. • In March 2016 Smt. Maneka Gandhi stated in Rajya Sabha that ‘marital rape’ cannot be "suitably applied in the Indian context" due to factors like poverty, illiteracy and religious beliefs”. In a complete volte-face, in April 2016, she said that her Government is considering criminalizing marital rape • Modi Government is showing complete lack of political will to pass the Women Reservation Bill though it was one of the major poll promises of Shri Modi. Introduced and passed in Rajya Sabha in 2008 during tenure of Congress party, the bill has not been taken up by a design by Modi Government in Lok Sabha, where it has majority. 43

Murder of Democracy & Subversion of Federalism Uttarakhand Legendry epic of Mahabharata records, “Satyameveswaro Loke Satyaddharma Pratishtitaha Satya Moolani Sarvani Satyam Nasti Param Padam.” It means this world is based on only one thing i.e. truth and there is no other better place than truth itself. There is no alternative to truth as it alone establishes the order in the creation. In the Indian political set up, whenever there has been any attempt to destabilise balance of power or to subvert democratic principles, people’s will and judiciary have intervened to course correct. Yata dharmo, tato jaya (where there is righteousness, there is victory) and Satyameva Jayate are the two cardinal principles on which rests the Indian democracy. The Uttarakhand High Court verdict, subsequent directions by the Supreme Court for the floor test, the outcome of the confidence motion and finally the lifting of President’s rule as a necessary consequence thereof have put an end to the political uncertainty that was manufactured by the Modi government by imposing President’s rule in Uttarakhand on 27th March, 2016. Democracy has been restored not only in the hill state but in the minds of people as well. For 55 days between 18th March and 11th May, 2016; entire Nation witnessed grand standing, machiavellian moves, open ended horse trading and a flurry of unsubstantiated stings and charges, all aimed at destabilizing an elected government. Anti-Defection law and Constitution were reduced to a paper formality as nine rebel MLAs of Congress Party openly defied the whip and sided with BJP. A Union Minister took them away on Bharat Darshan in a chartered plane with active help and protection being provided by BJP governments of Haryana and then Rajasthan. All this was happening as Governor asked Congress government to prove its 44
  • 46. majority in a floor test on 28th March, 2016. As the defector MLAs stood disqualified and failed to get relief from court uptill 25th March, Modi government decided to help and impose President’s rule in a hurriedly called Union Cabinet on the night of 26th March, which was just 24 hours before the floor test in Uttarakhand Assembly. All this proves one thing only. Blinded by the arrogance of power, Prime Minister Narendra Modi and BJP government obliterated the principles of cooperative federalism completely. The decision of the Modi government to impose Article 356 in Uttarakhand violated every guideline formulated by the Supreme Court in the ‘S R Bommai case’. Unquestionable and universally accepted edict of the courts is that floor of the House is the appropriate and the only forum to decide whether a government enjoys the confidence of the House or not. Article 356 is to be used rarely and sparingly only when there is complete breakdown of constitutional machinery. But where was the breakdown of the constitutional machinery in Uttarakhand as alleged? If there was, indeed, any such evidence, why did the Modi government not produce the same before the High Court and Supreme Court? Most importantly, Governor of Uttarakhand, in none of his eight reports that he submitted to the Centre, had recommended for imposition of President’s rule. Yet, the Centre decided to topple a democratically elected government in its myopic anti- Congress quest. Whether the government in the State is a good government or not is not for the Centre to determine but for the electorate to decide. Objectivity and absence of bias and not motivating factors and lack of trust can ensure cooperative federalism between the Union and the States. The strategic process of grabbing power through back channel means by throwing constitution and federalism to the winds should be stopped. The Prime Minister and his party should control their greed for power. There is a famous saying Lobhascheda Gunena kim pischunnata yadyashti kim patake which means if greed is part of a man’s character, why should he need other bad qualities; if there is wickedness, why want sins. Arunachal Pradesh When an elected State Congress Government with a 4/5th majority coinciding with the term of the BJP Government at the Centre is summarily dismissed one year into its tenure, it becomes clear that the Prime Minister and his party president are finding no other way to infiltrate the sensitive border state of Arunachal. In gross disregard of the Constitution and processes standardized by the Bommai judgement, a desperate BJP made the State Governor call a session of the assembly unilaterally without the aid and advise of Council of Ministers. To add insult to injury, Assembly Session was then called illegally in a hotel for the first time in the history of India, with a view to dismiss an elected Government. Even as the Supreme Court continues to dwell upon the case, money and muscle power has been misused to install a totally illegitimate Government based on blatant defections. 45
  • 47. Anti Dalit Modi Sarkar! The BJP/RSS worldview does not permit peaceful co-existence of downtrodden sections i.e SC’s and ST’s. Modi Government has continuously ignored these traditionally marginalized sections of the society. It not only failed in its constitutional obligation to give them socio-economic justice, but relentlessly persecuted them on some pretext or the other in the last two years. Prime Minister, Shri Narendra Modi – BJP – RSS are infamous for Anti-Dalit and Anti-Scheduled Tribes policies, ideology, decisions and mannerism. Subjugation and annihilation of rights of the deprived classes, particularly Scheduled Castes – Scheduled Tribes – Backward Classes, is ingrained in the BJP – RSS mindset manifested by the thought process and action of none less than the Prime Minister of the country. BJP/ RSS stood exposed with the call given by RSS Sarsanghchalak, Shri Mohan Bhagwat for review of Reservation Policy for Backward Classes and Scheduled Castes. Prime Minister, Shri Narendra Modi and his government are surreptitiously following the RSS agenda through its actions and policies including systematic withdrawal of schemes for SCs/STs/BCs and by imposing budgetary cuts. 46

Drastic cut in budgetary allocation for Scheduled Caste Sub Plan (SCSP) and Tribal Sub Plan (TSP) SCP and TSP outlays in various Budgets (in Crores of Rs) • Scheduled Castes Sub Plan (SCSP) and Tribal Sub Plan (TSP) are intended to bridge the development gap between SC/ STs and general population through the allocation of budgetary resources in proportion to their population. Substantial cut in SCSP and TSP compared to previous Congress Governments’ budgetary allocations. • Matric Scholarship scheme for SCs and STs reduced from Rs 1904.78 Crore to Rs 1599 Crore. • The Congress Government’s allocation in 2014-15 of Rs. 448 Crore for ‘liberation and rehabilitation of manual scavengers’, drastically reduced to Rs.10 Crores in 2016-17 budget 47
  • 49. Atrocities on SC’s have jumped under Modi Government Atrocities against SCs increased by 19% under BJP Government at the Centre, from 39,408 cases in 2013 to 47,064 cases in 2014. Two BJP ruled states of Rajasthan and Madhya Pradesh were among the top four states accounting for increasing crime against Dalits, with their share of atrocities being 17.1% and 8.8% respectively. Systematic Victimization of Dalit Students 48
  • 50. • There is a systematic prejudice against students coming from downtrodden sections. It is more pronounced in cases where such students are excelling in their own right. • Rohith Vermula, was an example and a victim of this bigotry as also intolerant attitude/undue pressure exerted by the HRD Ministry to harass a student so much that he ended his life. Two union ministers intervened and four letters were written to unleash the fury of a vindictive Government on helpless dalit students, just on a matter of an altercation of students with ABVP leaders. Union Minister makes Casteist Remarks – Modiji Takes No Action Union Minister, Gen VK Singh likened Dalit children burned alive in BJP-ruled state of Haryana to ‘dogs’. BJP Has Disenfranchised Scheduled Castes from their Political Rights Panchayat Amendments: Last year, BJP ruled states of Haryana and Rajasthan have mandated that all candidates for Panchayat polls must complete at least middle and secondary school. In Rajasthan, the education criteria have debarred more than 93% of the Scheduled Castes women and 82% Scheduled Castes overall from their Constitutional right of self-representation in a democracy. The amendments also go against the 73rd Constitutional amendment that de- centralized governance and ensured adequate representation of marginalized social groups such as Dalits, Adivasis and women in the political process. These amendments were defended by the Prime Minister in Parliament. 49

Anti Dalit mindset of Shri Narendra Modi dates back from Gujarat days • In a compilation of Shri Modis’ various speeches in a book titled Karmayoga in 2007, Shri Modi infers that Valmiks do the job of manual scavenging out of choice, not due to socio-economic impediments • At a function organized for the release of book titled “Samajik Samrashta”, Shri Modi drew parallel between “mentally retarded children” and dalits • No meeting were held for SC/ ST sub plans for 10 years in Gujarat under Chief Ministership of Shri Narendra Modi • Backlog of 27,900 vacancies of SCs and STs in the State of Gujarat as Shri Modi demitted charge of Gujarat to become Prime Minister of India • Gujarat Government, under Shri Narendra Modi, did not provide any reservation for SCs in as many as 600 villages out of a total of 12,000 villages in the 2012 Panchayati Raj elections. • Under Shri Narendra Modi, Gujarat had a lopsided reservation policy of district-wise reservation. In Gujarat, districts instead of State were made the unit of implementation of reservation policy. Inter- district filling of vacancies under reserve categories was not allowed, denying lakhs of job opportunities to dalits and backward classes. Position continues till date. Modi Government attacks the Rights of Tribals by diluting Forest Rights Act 2006 The Environment Ministry has done away with a clause that recognized the rights of local communities over forests, especially tribals, and required the permission of Gram Sabhas to set up a project in a forest area. This effectively means that the communities do not have a say in the matter any longer. Abolition of Backward Region Grant Fund (BRGF) meant for 250 Backward Districts including special provision for Bihar, J&K and Odisha. In 2007, Congress Government created a special Fund called ‘Backward Region Grant Fund’ (BRGF) for 250 backward districts of India. In 2014-15, a budget of Rs.6,238 Crore (out of which SC/ST component was Rs.2,076 Crore) was specially allocated for this purpose. These 250 Backward districts are essentially SC/ST population districts. Shri Narendra Modi abolished the ‘BRGF Scheme’ in the Union Budget for 2015-16 altogether, hitting out at schemes meant for welfare of poor/SC’s/ST’s. 50

  • 53. Make in India remains merely a slogan The Index of Industrial Production has also been on a low performance zone for more than a year now. The future looks uncertain as well. NASSCOM has already said that hiring will reduce by 20% this year. Following are the reasons why we believe that the Government has failed:- • Inability to support domestic demand: Instead of finding ways to expand the tax payer base or raise money through disinvestment, the Government has gone ahead with increasing excise duties on petrol/diesel and new cesses on Service tax thereby pocketing money that could have stimulated local demand. This has particularly hurt demand in Urban India • Poor Support to NREGA: In rural India, the Government slept through 2 droughts and woke up only late last year and began to support the NREGA program that PM had called ‘Monumental symbol of Congress’ failures’. The slow pace of NREGA spends meant that rural demand was squeezed out too. • Floundering Commerce Strategy: While we struggle to grow jobs and lose export market share, the Commerce ministry has been struggling to put in place any FTAs that would protect the Industry.   • 54. Skill India: The seriousness of the ministry should be questioned. On being allocated Rs 1543 Crores in 2015-16, the ministry spent only 1037.6 Crores (Budget document). The department is yet to unveil either a vision or strategy that clarifies its role in supporting the Make in India program Higher Taxes: The Government’s contribution has been higher taxes for the urban Indian and ignoring the rural Indian leading to a demand squeeze for Indian industry.   • 55. Un-Smart solutions for ‘Smart Cities’! Not NDA’s policy innovation The smart city idea is not the NDA Government’s policy innovation, except for the touted number of 100, which in reality is only 20. The Delhi Mumbai Industrial Corridor (DMIC) had smart cities in its plans since 2011. Moreover, Shri Kamal Nath, the Urban Development minister in the Congress Government had already announced in 2012 that smart cities would be a feature of the proposed second phase of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) now renamed as Atal Mission for Rejuvenation and Urban Transformation 54
  • 56. Prima facie it only seems to be a project for telecom and IT giants and luxury builders to invest money where profits are guaranteed by the public exchequer. Mere Relabeling of ‘Smart Urbanization’ as ‘Smart Cities’ No urban development project has been more confusing and misleading than the Smart City scheme. The Smart City project in its present form is a recipe for skewed development rather than a vision for a sound urban future. The Government did not conceptualize Smart Cities as an integrated urban planning project that would transform India’s ageing civic infrastructure, mobilize technology to improve environmental performance and enhance the quality of city life. “Smart Cities” are castles in the air! The Smart Cities concept as spelt out by the Modi Government are meant to help crony contractors make unlawful gains from the exchequer’s hard earned money, without adding anything basic to the infrastructure of the cities or improving existing infrastructure. India’s urban poor are predominantly those who have escaped from failing rural economy and destitution. They provide all forms of labour to the urban economy without having any protection for their body or dignity. The NDA Government has easily dismissed the urban poor’s plight and their contribution to the urban economy. They are “invisible” to the current policymakers. When the Government proves incapable of addressing something as basic as homelessness in urban India, aspirations for “smart cities” are castles in the air. An inadequate financial allocation in relation to its promise: A total of Rs 7,060 Crore was allocated to the smart cities in 2014-2015 year's budget and only 13% of the allocation (i.e. Rs.924 Crore) was spent. The general budget 2016-17 earmarked an amount of only Rs 3,205 Crore for the development of 100 smart cities across the country by 2020. One is forced to wonder whether this amount will be sufficient even to provide Toilets in 100 cities, leaving apart building 100 SMART Cities ! 55
  • 57. Digital India- A Reality Check! What is Digital India? The Digital India initiative seeks to lay emphasis on e-governance and transform India into a digitally empowered society. Reality ‘NeGP’ has been renamed as ‘e-Kranti’ In the year ending March 2016, the BJP Government laid optical fibre cable (OFC) in 42,500 Gram Panchayats (GPs) against the target of 1 lakh villages – not even half of the target. The Optical Fibre Cable laid by the three state-owned companies till May 31, 2015 accounted for 20 per cent of their aggregate targets. RailTel, a PSU established for creating nationwide broadband, made the slowest progress – accounting for just about 8% of its target. Digital India is not all new. It is an amalgamation of three programmes of Congress Government- the ‘National Optical Fibre Network (NOFN)’, the ‘National Knowledge Network’ and the ‘e- Governance initiative’ (NeGP). 56
