DRRC shall react as quickly as possible to the devastation caused by a disaster to provide immediate aid
and relief to those affected; this is known as the disaster response phase.
After the disaster is over and it is time to rebuild, the recovery phase begins, and with it come additional
sources of aid.
Accordingly, DRRC shall be an independent Federal agency having at least 200 fulltime employees.
These employees shall work at DRRC headquarters, Regional and area Training Centers across the

DRRC Regional offices shall work directly with different Government department to plan for disasters
rescue, to develop mitigation programs, and to meet needs when major disasters occur.
DRRC shall organize & Train the management and liaison between all the followings departments

Manages and coordinates food, shelter and first-aid for victims; provides bulk distribution of

Over the past decade, the Business Civic Leadership Center (BCLC) has issued a series of reports on the
role of businesses in disaster response, primarily focusing on the philanthropic and social contributions
that businesses make throughout the various stages of the disaster response process.
This report looks at a different issue—what are businesses doing as innovators and developers of
products and services to make communities more disaster resilient?
What we are finding is that companies are helping communities manage disasters simply by doing
business.
In many cases, protecting their business operations in order to get back up and running quickly after a
disaster is the best thing a business can do for its community.
What we are also finding is that companies are developing advanced technologies to help communities
not just withstand disasters but also deliver benefits that contribute to their long-term development.
Business processes are driving risk management. The insurance and reinsurance industries have played
fundamental roles in educating business owners and operators about the importance of disaster
mitigation and preparedness. It is in their self-interest to encourage businesses and communities to be
as resilient as possible, which pays off for everyone if a disaster happens.
Therefore, DRRC Regional offices shall coordinate with Private Business to ensure training part of its

across the Country to produce academics specialized in disaster preparedness….
Now more than ever before, University and college students are recognizing the need to be better
prepared for disasters. Students are becoming aware of the risks associated with emergencies either by
experience or by having seen them in the media. They have realized that disasters can damage homes,
schools, businesses and ultimately cause long term damage to the countries’ economies.
Universities and colleges shall prepare in Connection with the Government many Tertiary level
campuses across the Country to have a sound disaster plan ready.
