Convergence
 The works which require more proportion on material are converged with
other Departmental Schemes like MP-LAD for C.C. Road, Culverts, etc.
 To maintain the ratio in dug-wells sanctioned under the sub-scheme
quot;Kapildharaquot; the field bunding under the sub-scheme quot;Bhoomishilpquot; has
also been promoted in the field of same beneficiary.
 ITDA, SGSY for plantation, engine – ensuring utilisation of assets.
 Revenue land which cannot be allotted is being developed by way of
Horticulture and given to SHGs under usufructs rights.


Ensuring Timely Payments

 Introduction of mobile banking-piloting completed successfully.
This is being replicated throughout the district.
 The GP A/c being topped up within 3 days if balance below Rs.
1.5 lakhs.
 Introduction of dedicated ‘Cheque Postman’ at the district branch
of the bank to transfer amount to GP A/c.


Monitoring, Control & Disclosure
 Introduction of ‘Parakh Express’ consists of district NREGA
Officials for surprise worksite inspection
 To & fro monitoring- Sarpanch & Secretary sign the movement
register of sub-engineer & vice versa on each visit of the site
 Use of telephony network (developed during recent bye-election)
to get in-situ information on work progress to the District HQ
 Display of social audit findings on the website
 Fund flow information in the newspaper
 Muster roll display on the Gram Sabha board


IEC for awareness of Rights
A. IEC and Impact
 IEC Tools viz., interactive radio programs, local TV
network, street plays, puppet shows, tableau in local
vernacular language
 Contents designed by professionals & tested
 Targeting of each Gram Sabha & local Haat Bazaar

D. Record Maintenance
 All surveyed HHs are being registered and issued job cards.
71 % of job cards in use.
 Entry & up-dation of job cards done on weekly basis
 80 % of issued muster rolls have been used by Dec. 08. Out of
which 97 % verified by engineers. MR kept at the site
 99.2 % issued MB have been used by Dec. 08. Out of which 80 %
verified on weekly basis
 In case of asset register, 100 % up-dation done. Monthly
verification by block level (84%)
 All other prescribed records are maintained & verified as specified


E. Planning
 Village Perspective Plan compiled at the block and district
level & regularly updated
 The ‘Shelf of Projects’ prepared based on the perspective plan
 In each GP, 5 community works & 25 individual beneficiary
level works have been ensured
 Bottom up planning Gram Sabha to ZP (participation of women
& ST ensured)
 Labour Budget of Rs. 161.26 Cr. for 2008-09 completed by
Dec. 08


F. MIS
 100 % of blocks with MIS fully operational
 District is leading in MIS feeding in current year
 MPR is being generated at the state & district level.
 Negligible difference in MPR generated through MIS
software & manually
 MIS training completed for all concerned officials, GP &
Mate (25 training events with 5077 participants)


G. Worksite Management
 The provision of all specified services viz. D. Water, First
Aid, shed, crèche etc. on the worksite ensured
 All worksites are provided with an information board with
key information like the name of scheme & work, sanctioned
amount, year, wage rate, implementing agency etc.
 As per guidelines, 7 Mates per GP adding up to a total of
3840 are in place; of which 1224 have been certified by CIDC


H. Inspection
 91.6 % works are inspected by block officials while 8.44 % & 1.18 %
by the district & state officials respectively
 A special inspection bus called ‘Parakh Express’ with concerned
officials including Collector visits randomly selected worksite
 Awards & Incentives for the GPs introduced
 Appointment of 1 Field Officer to provide hand-hold support for
preparing village plan for 2 to 3 GPs
 Continuous uploading of information viz. implementation related,
social audit etc on the website


I. Gram Sabha
 Participatory Village Perspective Plan Development followed by
compilation into ‘Shelf of Projects’, approved by 3-tier PRI system
 The GP present the progress of the work before the Gram Sabha
regularly with 77 % attendance of villagers
 A village level Vigilance & Monitoring committees constituted by
Gram Sabhas to ensure adherence to norms & quality
 Social audit ensured & facilitated by an external agency
 2270 GP members have been trained for conduct of Gram Sabhas,
which is held 4 times a year

No case of delayed response reported. Special Information Officer
appointed for RTI queries
 A nodal officer had also been appointed to support the Gram
Sabhas in processes according to the ACT
 Easy access to records has been ensured

 The local wage increased within the range of Rs. 100-135 due
to improved negotiations by laborers
 42 to 45% women reported control over wages earned thru.
NREGS (findings thru. informal surveys)
 Migration of laborers has almost stopped as observed thru.
informal surveys (also corroborated by Mr. Wilfred Lakra,
Special Rapporteur, NHRC in his tour to the district on 21st to
24th June 2008)
 Approx. 9000 hectares additional irrigated area has been
enhanced due to Kapildhara Dug-wells.
