The Job: Embezzlement case: In 2008 when a Rs. 175 M PSDP project of EGD was under implementation in
CDA, an additional Rs. 649.18 M Project for IT Infrastructure was approved by CDA board, out of which Rs. 55
M for software Services and Rs. 36.20 M for Hardware, was for an ERP named IRMIS was awarded to a
Canadian firm named M/s FreeBalance with a teaming agreement of M/s EGS Islamabad. This ERP was not
implemented except a small part of HRMIS (only pay roll) and 80% payments were made to the vendors
without any achievement. The case was referred by CDA to NAB and on request of NAB, Secretary IT kindly
nominated undersigned.
Thousands of pages of documentation were studied, analyzed and a 5x Pages reports was presented to NAB.
Continuous follow up /assistance is being provided to NAB.

The Job: In 2010, Pakistan Post, through10 members committee headed by Addl DG (FS) and
represented by Post Master Generals, Chief(IT), FPSC and members from PCB and EGD, purchased and
implemented an off-the-shelf software “Escher Group’s Riposte Essential ” for Centralized and Integrated
automation of its core business processes on 83 main GPOs.In procurement meetings it was decided that
the Solution should be able to communicate and be able to integrate with existing and other software
applications.
In 2013, Although Contract clause 6.8 was allowing Pakistan Post to “First offer the Contractor the
opportunity to provide such (additional services or Product related management…) service.
Yet, Pakistan Post requested MoIT for an advice for the expansion of Centralized Software Solution
Services for Pakistan Post from the same vendor or invites fresh bids for the same. This
request was confusing in itself, however, MoIT advised to go to Technical Committee that
procured it.
In 2015, Undersigned attended meetings, a PC-I for Computerization of 3163 remaining
Post offices was studied, 8x pages of views/Comments were submitted with main focus on
possible risks associated with procurement of some new solution instead of the earlier one
already implemented in 83 GPOs as this will vanish the earlier investment and experience got so
far and will create a new battle field of compatibility and integration issues. However, matter
remain unresolved at Pakistan Post end.

The Job: State Life through M/o Commerce requested MoIT about sending an expert for resolving IT
and Information Systems related issue. As per visit report State life IT and Information Systems have
been evolved in last 35 years and heterogeneous infrastructure and legacy software systems are in use
that does not provides day to day business picture to Management and the marketing force, due to
which it is loosing its market share.
For improvement , a consultant M/s bearing point was engaged and on its recommendations a project
was approved in 2007 of worth Rs. 690 M. Off the shelf software of SMHA was procured, data center
was established and other infrastructure was also procured. Procurement was done in 2012-13 and
40% payment of software licenses and Oracle Exadata X3-2 was made to the vendor but
remaining payment has not been paid to the vendor due to various managerial and technical
issues. Due to this, implementation of ERP procured could not be started.
Server meetings with top management and technical teams were conducted, record was
scrutinized and a detailed report was prepared and physical verification of quantity and
quality was done as per TOR of the assignment. Based on this report SLIC resumed its
project after 3+ years.

The Job: NITB (defunct PCB) have been disbursing Stipend to 40 to 80 thousand students annually
through a legacy application. The task of upgradation on new PHP/MySQL technology was given in Jan-
13. The system was re-desinged, developed, and implemented as a single technical resource.
Disbursement of 2014 and 2015 were made on the new system with data punching through a team of
1x DPA and 5x KPOs . On average a disbursement of 56,000+ Stipends to children of Federal
Government Employees through 1200+ Departments/Agencies through out the Pakistan.
The software contains 6+ Configuration, data entry forms and , 40+ MIS reports based on varying

The Job: PD Section of Establishment Division is responsible for maintaining
Personal, Qualifications, Trainings, Postings and allied 10x heads data for the
officers of All Pakistan Unified Groups of CSS (APUG containing PAS, PSP, Secretariat
and OMG) . NITB (defunct PCB) have been providing the software and data entry
services since 2+ decades. In 2010, upgradation of this system to PHP/MySQL was
assigned. System was redesigned, developed and Implemented. PD section was
trained for first ever online data entry and report generation.
The Volume of job: System contains 25+ configurations data, 10+ data entry forms
and 40+ Customizable MIS reports , total new development as per user
requirements, all live available. System is hosted on a local machine in NITB and is
accessed through specially allowed port and encrypted user passwords. Source
Code is with NITB.
The Responsibility: A database of 3,000 current and 6,000+ retired employees is
available. Data ownership of users is 100% and only custodianship and functional
support is being provided by NITB.
