Project proposal practices by Governments and

• Review and study the existing situation in a specific sector (i.e.,
environment and tourism).
• Review the existing state-of-the-art ICT technology and check for
any alternative solutions to tackle the problem, including their
implementation feasibility.
• Explore the current and short-term funding possibilities (own funds,
ROP, OPs, EC programs, PPIs, etc.)
– This is not always possible due to the “up to bottom” approach
• Politically plan and publicly consult (open consultation procedures,
public opinion polls e.tc.) for worldwide readily available solutions.
– Difficult (some times there is a conflict between political planning and public
opinion result).
– Not enough time to act in order to take advantage of the available funding (in the
“up to bottom” case).

• Propose ICT applications as tools for various applications (i.e., for
the protection and preservation of the environment, promotion of
cultural heritage and tourism e.tc.).
– There is a danger that not all relevant stakeholders would be involved and/or will
participate in using the projects’ outcomes.
– Generally, the project’s result (i.e., ICT tool) becomes inactive (not usable or
operating) after the funding termination.

• Collect as many existing data as possible (i.e., studies, reviews,
cartographic data, relevant bibliography and research) and digitize
them.
• Make them available as “open data” (i.e., HOMER - MED strategic
project).
• Without any further delay form a cluster in the relevant sector (i.e.,
tourism) giving the opportunity to any relevant stakeholder to
participate (i.e., Public and Local Authorities, Educational and
Research entities, Chambers of Commerce, SMEs and Associations
e.tc.).
• Open readily available proposals to public consultation (opinion polls
e.tc.).

• Use any political support (hopefully strong) to promote the proposed
project-solutions towards the decision makers (i.e., Operational
Program Managing Authorities e.tc.).
– “Bottom-up” approach.
– Greater possibility to succeed the project’s implementation and its subsequent
operation (use of the project’s results) beyond the program funding period.

Policy Initiatives - Conclusions
• Clustering will give the greatest possibility to the policy makers to
choose the best (state- of-the-art and inexpensive) readily available
technology and services (i.e., GPS, smart phones, tablets, 3G,
GPRS, broadband wi-fi e.tc.) and to launch “technically correct” and
more “democratic” calls for funding (beneficiaries are the citizens,
SME’s, local Authorities e.tc.).
• DANTE project gives us all an opportunity to promote this idea!
