Mini Biographies of Speakers by Alphabetic Order (Incomplete)
Claude R. Heimo
Managing Director, Environment-Ecology-Forestry (EEF-Switzerland) and Senior Associate of Sarmap.
Claude received his MSc in Forestry from the Swiss Federal Institute of Technology (ETHZ) in 1969 and
received continuing education in the domain of Macro and Mirco Economics Application to Sustainable
Natural Resources Management and Environmental Conservation while at the World Bank (1997).
Initially, worked with the Swiss Development Cooperation (1969-1972) then joined the FAO (1981-1989)
after a 6 years of experience working for the Electro-Watt Engineering for the development of projects in
areas of desertification control, sand dunes stabilisation, windbreaks, irrigated agriculture etc. (1975-
1981). From 1989-1998, Claude was working for the World Bank as team leader for the appraisal and
supervision of natural resources management, rural development, biodiversity conservation, poverty
alleviation and food security projects (12 countries in SSA). He worked as Chief Technical Advisor for
the development of a regional capacity building programme to enhance environmental policies (1998-
2000). Since 2001, Claude has devoted his energy for the development of EO application from high
resolution satellites for desertification and land degradation monitoring and early warning systems, food
security and the assessment of vulnerability factors affecting ecosystems’s services and poverty.

Christian Häberli (Senior Consultant, Agriculture (IP05))
Christian Häberli studied law in Zurich, Geneva and Basel where he graduated in 1977 with a Ph.D. on
the subject of African Investment Law; he also studied development sciences (1973-75) and obtained a
degree at the Institut Universitaire d'Etudes du Développement in Geneva. After a short stint with
Swissair, Geneva, as an Air Transport Employee (1977-78), his professional career started in 1978 at the
International Labour Organisation (ILO), with 2 years each in Madagascar and Thailand, followed by 3
years with the Swiss Development Cooperation in Nepal. As from 1986 he worked at the Swiss Federal
Department (Ministry) for Economic Affairs: At the Foreign Economic Affairs Office until 1999 (UNCTAD,
UNIDO, UNCED, OECD and GATT/WTO), and until 2007 at the Agriculture Office (WTO, OECD, EU –
as chair of the Swiss-EC Joint Agriculture Committee). In WTO, he chaired the Committee on Agriculture
(Regular Session) and served in several panels, namely in bananas (EC), apples (Japan) and
biotech/GMO (EC). Numerous publications on legal and political aspects of trade, development,
commodity and environmental issues, ethics, agriculture, non-trade concerns, and WTO. In NCCR/IP5,
he works as a Senior Consultant on various trade, agriculture and development policy issues.

Eloi Laourou, Ministre Plénipotentiaire des Affaires Etrangères, Monsieur Eloi LAOUROU est
Deuxième Conseiller, en charge des questions Economiques et Commerciales à la Mission Permanente
du Bénin à Genève depuis Août 2001. Juriste de formation, il est titulaire d’une Licence Spéciale en
Coopération au Développement (DESS) de l’Université Libre de Bruxelles en Belgique (1994), et d’une
Maîtrise en Science Politique et Relations Internationales (1990) de l’Université Nationale du Bénin. Il a
également effectué une spécialisation en Droit International à l’Académie Diplomatique de La Haye, en
1999 . Avant d’être affecté à la Mission Permanente du Bénin à Genève en 2001, Monsieur LAOUROU
a servi, successivement au Ministère des Affaires Etrangères de son pays, pendant treize (13) ans, et à
l’Ambassade du Bénin à Paris d’Octobre 1999 à Août 2001, en qualité de Deuxième Conseiller (Affaires
Juridiques) ;



Peggy Yawawa Mlewa, is First Secretary in charge of Trade, Zambian Permanent Mission in
Geneva. Prior to her posting she served as Chief Economist in the Foreign Trade Department of the
Ministry of Commerce, Trade and Industry of Zambia. Before joining the public service in 1994, she also
worked in the Energy and Financial services sectors. Peggy holds a Bachelors of Business
Administration Degree with a bias towards Economics from Zambia and a Masters Degree in Economic
Policy and Corporate Strategy from Netherlands. Areas of interest aside from trade policy include
development aid and Finance and commercial services as well.




Raymond Saner, Ph.D. is Professor in Organization and International Management, University of
Basle, Switzerland and teaches at Sciences Po in Paris (Master in Public Affairs). He is co-founder of
the Centre for Socio-Eco-Nomic Development (CSEND), Geneva, 1993 and director of its branch
Diplomacy Dialogue since 2005. His research in economic diplomacy focuses on the following topics a)
environment (Kyoto Protocol, FDI & CDM), b) Trade (WTO, GATS, IF), c) Poverty Reduction (PRSP) and
postmodern economic diplomacy (Multi-stakeholder Diplomacy). His research aims to contribute to the
development of alternatives to the “Washington Consensus” doctrine and to more synergistic forms of
cooperation between business, government and civil society. (www.diplomacydialogue.org)




Falou Samb, Ph.D. have been serving as Delegate from Senegal to the WTO, from 1999 to 2003. In
this capacity as Counselor in the Permanent Mission in Geneva, he covered international the multilateral
trade issues in such organisations as the UNCTAD, the ITC and the WIPO. He also participated in
various fora and negotiating processes, since the Ministerial Conference in Seattle, and he has expertise
on issues such as: trade in services, intellectual property, dispute settlement, trade and environment.
During his tenure as Delegate, Dr Samb did serve in various capacities as Focal Point for the Least-
developed countries (LDCs) Group, the African Group and the ACP Group on those topics.

From January 2003 to December 2005, Dr Samb served in the Agency for International Trade,
Information and Cooperation (AITIC), then in the International Trade Centre (ITC) as a Senior Consultant
on market access and on trade in services, from 2006 to 2007. Since 2008, he is serving as Consultant
for the WTO, UNCTAD, the Francophonie, the European Commission, IDLO and for many other
intergovernmental organisations, as well as for non-governmental institutions, in trade-related technical
(TRTA) activities. Presently, he joined CSEND and is serving in capacity of Policy Analyst and Regional
Coordinator for Africa of the Trade Governance and Policy Programme (TPGP).

Lichia Yiu, Ed.D. is President of the the Centre for Socio-Eco-Nomic Development (CSEND),
Geneva, 1993 and a visiting professor in different universities in North America and in Asia. Currently
she is a visiting professor for Performance Management Diagnostics at the National Taiwan University of
Science and Technology, Taipei. Her research in cross-cultural leadership and organizational learning
focuses on the following topics: a) cultural impact on leadership style and effectiveness; b) training
effectiveness through quality assurance; c) ISO standards as instrument for aid effectiveness and Paris
Declaration compliance. Her research aims to contribute to the development of alternatives to the donor
driving monitoring and evaluation approach and to foster more institutional learning and effective

Heimo Managing Director, Environment-Ecology-Forestry (EEF-Switzerland) and Senior Associate of Sarmap. Claude received his MSc in Forestry from the Swiss Federal Institute of Technology (ETHZ) in 1969 and received continuing education in the domain of Macro and Mirco Economics Application to Sustainable Natural Resources Management and Environmental Conservation while at the World Bank (1997). Initially, worked with the Swiss Development Cooperation (1969-1972) then joined the FAO (1981-1989) after a 6 years of experience working for the Electro-Watt Engineering for the development of projects in areas of desertification control, sand dunes stabilisation, windbreaks, irrigated agriculture etc. (1975- 1981). From 1989-1998, Claude was working for the World Bank as team leader for the appraisal and supervision of natural resources management, rural development, biodiversity conservation, poverty alleviation and food security projects (12 countries in SSA). He worked as Chief Technical Advisor for the development of a regional capacity building programme to enhance environmental policies (1998- 2000). Since 2001, Claude has devoted his energy for the development of EO application from high resolution satellites for desertification and land degradation monitoring and early warning systems, food security and the assessment of vulnerability factors affecting ecosystems’s services and poverty. Christian Häberli (Senior Consultant, Agriculture (IP05)) Christian Häberli studied law in Zurich, Geneva and Basel where he graduated in 1977 with a Ph.D. on the subject of African Investment Law; he also studied development sciences (1973-75) and obtained a degree at the Institut Universitaire d'Etudes du Développement in Geneva. After a short stint with Swissair, Geneva, as an Air Transport Employee (1977-78), his professional career started in 1978 at the International Labour Organisation (ILO), with 2 years each in Madagascar and Thailand, followed by 3 years with the Swiss Development Cooperation in Nepal. As from 1986 he worked at the Swiss Federal Department (Ministry) for Economic Affairs: At the Foreign Economic Affairs Office until 1999 (UNCTAD, UNIDO, UNCED, OECD and GATT/WTO), and until 2007 at the Agriculture Office (WTO, OECD, EU – as chair of the Swiss-EC Joint Agriculture Committee). In WTO, he chaired the Committee on Agriculture (Regular Session) and served in several panels, namely in bananas (EC), apples (Japan) and biotech/GMO (EC). Numerous publications on legal and political aspects of trade, development, commodity and environmental issues, ethics, agriculture, non-trade concerns, and WTO. Page 5 Eloi Laourou, Ministre Plénipotentiaire des Affaires Etrangères, Monsieur Eloi LAOUROU est Deuxième Conseiller, en charge des questions Economiques et Commerciales à la Mission Permanente du Bénin à Genève depuis Août 2001. Juriste de formation, il est titulaire d’une Licence Spéciale en Coopération au Développement (DESS) de l’Université Libre de Bruxelles en Belgique (1994), et d’une Maîtrise en Science Politique et Relations Internationales (1990) de l’Université Nationale du Bénin. Il a également effectué une spécialisation en Droit International à l’Académie Diplomatique de La Haye, en 1999 . Avant d’être affecté à la Mission Permanente du Bénin à Genève en 2001, Monsieur LAOUROU a servi, successivement au Ministère des Affaires Etrangères de son pays, pendant treize (13) ans, et à l’Ambassade du Bénin à Paris d’Octobre 1999 à Août 2001, en qualité de Deuxième Conseiller (Affaires Juridiques) ; Peggy Yawawa Mlewa, is First Secretary in charge of Trade, Zambian Permanent Mission in Geneva. Prior to her posting she served as Chief Economist in the Foreign Trade Department of the Ministry of Commerce, Trade and Industry of Zambia. Before joining the public service in 1994, she also worked in the Energy and Financial services sectors. Peggy holds a Bachelors of Business Administration Degree with a bias towards Economics from Zambia and a Masters Degree in Economic Policy and Corporate Strategy from Netherlands. Areas of interest aside from trade policy include development aid and Finance and commercial services as well. Raymond Saner, Ph.D. is Professor in Organization and International Management, University of Basle, Switzerland and teaches at Sciences Po in Paris (Master in Public Affairs). He is co-founder of the Centre for Socio-Eco-Nomic Development (CSEND), Geneva, 1993 and director of its branch Diplomacy Dialogue since 2005. His research in economic diplomacy focuses on the following topics a) environment (Kyoto Protocol, FDI & CDM), b) Trade (WTO, GATS, IF), c) Poverty Reduction (PRSP) and postmodern economic diplomacy (Multi-stakeholder Diplomacy). His research aims to contribute to the development of alternatives to the “Washington Consensus” doctrine and to more synergistic forms of cooperation between business, government and civil society. (www.diplomacydialogue.org) Falou Samb, Ph.D. have been serving as Delegate from Senegal to the WTO, from 1999 to 2003. In this capacity as Counselor in the Permanent Mission in Geneva, he covered international the multilateral trade issues in such organisations as the UNCTAD, the ITC and the WIPO. He also participated in various fora and negotiating processes, since the Ministerial Conference in Seattle, and he has expertise on issues such as: trade in services, intellectual property, dispute settlement, trade and environment. During his tenure as Delegate, Dr Samb did serve in various capacities as Focal Point for the Least- developed countries (LDCs) Group, the African Group and the ACP Group on those topics. From January 2003 to December 2005, Dr Samb served in the Agency for International Trade, Information and Cooperation (AITIC), then in the International Trade Centre (ITC) as a Senior Consultant on market access and on trade in services, from 2006 to 2007. Since 2008, he is serving as Consultant for the WTO, UNCTAD, the Francophonie, the European Commission, IDLO and for many other intergovernmental organisations, as well as for non-governmental institutions, in trade-related technical (TRTA) activities. Presently, he joined CSEND and is serving in capacity of Policy Analyst and Regional Coordinator for Africa of the Trade Governance and Policy Programme (TPGP).   • 6. Page 6 Lichia Yiu, Ed.D. is President of the the Centre for Socio-Eco-Nomic Development (CSEND), Geneva, 1993 and a visiting professor in different universities in North America and in Asia. Currently she is a visiting professor for Performance Management Diagnostics at the National Taiwan University of Science and Technology, Taipei. Her research in cross-cultural leadership and organizational learning focuses on the following topics: a) cultural impact on leadership style and effectiveness; b) training effectiveness through quality assurance; c) ISO standards as instrument for aid effectiveness and Paris Declaration compliance. Her research aims to contribute to the development of alternatives to the donor driving monitoring and evaluation approach and to foster more institutional learning and effective leadership at project, country and international levels.
