Bullies are threatened by the competence of others.
They lack empathy and communication skills.

And are motivated by power and authority.

And although perhaps avoidant of conflict with the bully…

This equals a very unhealthy power imbalance.

And even causes witnesses (who are not actually bullied) to lose faith in management.

Attacking the integrity of peers
Ignoring people
Consistently reminding of mistakes
Using employee evaluations to make others look bad
