Langkah kedua yang diharapkan adalah bahwa pemerintah daerah dituntut untuk secara langsung mendorong pelaksanaan “ cross-border trading and investment oportunities” melalui kebijakan-kebijakan yang khusus, program, dan proyek yang mampu meningktakan volume investasi di sektor-sektor produktif ( mis. pertanian, perikanan, kehutanan, pariwisata, dan pembangunan industri) di masing-masing daerah yang berbatasan.
