Lisbon Treaty:
• Old wine in the new bottle
• In 2006 European Council decided to retain some parts of
the old treaty with new amendments
• Significant role of Germany, particularly Merkel
• The British, Dutch & French wanted to avoid referendums

Demands of the States:
• Britain wanted to retain national control of foreign
policy, defense policy, social security, and civil law.
• France wanted to avoid another referendum.
• Poland wanted to ensure double majority / QMV.
• Germany tried to highlight all unresolved issues like
European symbols, Common Law, QMV etc. as well as
a brand new treaty.

• Czech President concern over ethnic Germans
• Option: opt-out from the Charter of Fundamental Rights
