In his recent paper Open Data: A Paradigm Shift in the Heart of Government Ali M. Al-Khouri, Director General of the Emirates Identity Authority, cited Tahseen Consulting’s work on how social media technologies can be used to increase transparency and openness of Arab governments. Al-Khouri cites Tahseen Consulting’s white paper An Arab Open Government Maturity Model for Social Media Engagement in explaining the need for governments to reflect joined up policy by reducing data silos. Tahseen Consulting’s social media maturity model challenges previous models of e-government and open government maturity based on the experiences of Western countries by offering region-specific guidance that accounts for the unique governance tradition of Arab public sector entities. Our Arab government social media maturity model has been cited as a potential model for Korean public sector entities, highlighted by the World Bank as a valuable approach in communicating with Arab youth, and referenced in the World Wide Web Foundation’s Open Data Barometer.

In 2018 the now defunct big data analytics and political consulting firm Cambridge Analytica – which had been involved in the Trump presidential as well as the Brexit campaign – rose to international prominence after it was revealed that they had harvested millions of Facebook users’ data without their consent to subsequently target voters with highly personalized ads. As more and more political parties across the globe are employing big data tools to reach and influence potential or undecided voters, it is crucial that citizens are made aware of the practices of mass data collection and online political microtargeting, and how these two phenomena can render them vulnerable to manipulation. By taking a closer look at the key figures behind the Cambridge Analytica scandal and the company’s strategies, this presentation aims to illustrate how the combined misuse of big data and big money could be threatening democracy. Lastly, it proposes ideas as to how democracy can be safeguarded in the Digital Age from the governmental to the individual level.

Social Technology by Marti A. Hearst We are in the midst of extraordinary change in how people interact with one another and with information. A combination of advances in technology and change in people's expectations is altering the way products are sold, scientific problems are solved, software is written, elections are conducted, and government is run. People are social animals, and as Shirky notes, we now have tools that are flexible enough to match our in-built social capabilities. Things can get done that weren't possible before because the right expertise, the missing information, or a large enough group of people can now be gathered together at low cost. These developments open a number of interesting questions for NSF and CISE. What are the key research problems? How should these developments change how research is conducted? How can the intersection of social science and technology research be aided or improved? And how should this effect how NSF researchers get involved with relevant government efforts, including transparent government, emergency response, and citizen science? In this talk I attempt to summarize and put some structure around some of these developments.

We live in a “digital” world, the separation between physical and virtual makes (almost) no sense anymore. Here, the Corona pandemic has also acted as an accelerator/magnifier demonstrating that the future of our digital society is here with all its possibilities, but also shortcomings. In his talk, Hannes Werthner will briefly reflect on the history of computer science, and then discuss the need for an interdisciplinary response to these shortcomings. Such an answer is the Digital Humanism, which looks at this interplay of technology and humankind, it analyzes, and, most importantly, tries to influence the complex interplay of technology and humankind, for a better society and life. In the second part he will discuss this approach, and show what was achieved since its first workshop in 2019, and what lies ahead.
