Courses leading to the law degree were not re-opened
because the Japanese authorities thought that under the
circumstances, lawyers were useless.
POLICIES
Executive order no. 10
   Prescribed that majority members of the
    governing board a private educational
    institution must be FILPINO CITIZENS.
Executive no. 44
   exclusively training of the elementary
    teachers by the state because…..
“They are the first ones to come in contact with the
  unbiased minds of the elementary school children and
  hence exert profound influence of the development of
  the latter’s attitude and ideals during their formative
  stage”
The teachers on all type of schools, including
supervisors and administrators were required to
  secure a TEACHER’S LICENCSE before the
     could engage in any educational work




        The teaching of the national language
    , character education and Philippine History
       was limited to FILIPINO CITIZENS only.



  The teaching profession was reserved only for
   those who sincerely believe in and earnestly
 endeavor to help carry out the declared policies
                   of the state.
The re-opening of the public elementary
  schools begun June 1942. There were
  not as much as enthusiasm in returning
  to schools because:
 Filipinos are suspicious of Japanese
  Intentions
 And children found more enjoyment and
  money in selling anything to help their
  parents
