This document discusses ways to stimulate use and populate facilities. It suggests: 1) Involving users early in the requirements and development process through use cases and feedback to design facilities around user needs. 2) Lowering barriers to entry by providing guidelines, tutorials, and sharing knowledge on how to use and integrate with new testbeds and tools. 3) Enabling an open ecosystem where users can share expertise, interests, concerns and problems and find solutions by reusing good ideas and asking questions.
