The SBPA is actually a salary
revision
not an improvement to the salary
and pension scheme for civil
servants.
It was implemented after the Public
Service Department (PSD) agreed
to several demands from CUEPACS

October
7, 2011 - SBPA announced in
Budget 2012 that promises a better
salary scheme based on merit and the
annual increase of between RM80 and
RM300
December 8, 2011 - Public servants are
given 15 days from 16 December to
make the choice of whether they choose
the SBPA or remain in service longer
6. December
21, 2011 - CUEPACS asks
1.4 million members did not sign the
SBPA option for implementation
January 12, 2012 - Prime Minister
Datuk Seri Najib Razak announced a
revised SBPA
January 13, 2012 - Chief Secretary to
the Government Tan Sri Sidek Hassan
announced a task force set up to
implement the revised implementation
of SBPA
7. January 21, 2012 - Prime Minister
Datuk Seri Najib Razak to give the three
months to the task force chaired by Tan
Sri Ismail Adam to do the research and
improvement SBPA
January 27, 2012 - CUEPACS urges five
major attention by the task force to
review SBPA
8. February
4, 2012 - CUEPACS will
submit salary transfer formula of
the Malaysian Remuneration
Scheme (SSM) to SBPA to be
considered in the new scheme
March 8, 2012 - Prime Minister
Datuk Seri Najib Razak announced
the implementation of SBPA
cancelled and returned to the SSM
to be improved.
9. SPECIAL COMMISSION OF REVIEW
PUBLIC SERVICE TRANSFORMATION
Established by the Government on June
1, 2012 for a comprehensive and
holistic review national public service.
Former Chief Justice Tun Zaki Azmi was
appointed as Chairman of the
Commission.
Chief Secretary to the Government, Tan
Sri Mohd Sidek Hassan announced six
members appointed to the commission.

13. THE MERITS OF SBPA

compared to the Malaysian

education (PPG)are time-based.
The salary for civil servant will increase
from 7 % to 13%
Government pensioners will benefit

15. ISSUES OF SBPA
Widen the salary gap between civil servants.
CUEPACS ask 1.4 million public employees do
not sign the letter of offer JPA.
