Problem: NGOs need to assess the security of regions for logistic reasons
1. Know where incidents happen.
2. Get timely and accurate information, and updates if condition persists.
3. Allow users to share incident information in a controlled way with partnering organizations.

Proposed solution:
Provide a secure tool for NGOs and citizens in Haiti to enable them
to report, localize, visualize and get alerted about dangerous
incidents.

Prerequirements
• Pre-registration of users info (name, organization, location, contact info,…)
• Pre-registration of hot zones' GPS locations (Champ de mars, Place Boyer, Place St-
Pierre, etc.)
• Pre-registration of incidents (gunshot resulting in death) and incident categories
(gunshot).

1. An incident happens: protest in Champs de Mars
6. 1. Problem / 2. Prerequisites / 3. Scenarios / 4. System / 5. Prototype / 6. What's next
2. A MSF agent or citizen reports the incident to Haiti MSF via SMS
7. 1. Problem / 2. Prerequisites / 3. Scenarios / 4. System / 5. Prototype / 6. What's next
3. A MSF operator validates the incident that was received on the Haiti Security portal via SMS, web, radio
or telephone.
8. 1. Problem / 2. Prerequisites / 3. Scenarios / 4. System / 5. Prototype / 6. What's next
4. If the location code in the SMS message is already associated to a GPS location (latitude/longitude) in
the database, it gets pushed to the website automatically upon the operator's validation.
All users that have previously registered their house or mission location will get notified via SMS of an
incident happening nearby (within a certain radius).

• Productize the prototype
• Share the framework/tool - share with other NGOs, define a standardized data format
• Adaptability - make the system relevant for other contexts (different cultures, other problems,
etc.)
• Security - screen who the information is accessible to
• Internationalisation - the languages used when sending reports could be Creole, English,
Spanish…
