Ronnie Beitzelchaired the meeting. Dave Barnhart was asked to take roll call, Ronnie
declared a quorum.

Secretary’s Report: Dave Barnhart read the minutes from the November20, 2012
meeting. Corrections to the minutes: Randy Billman cannot be a ODOT Assembly
Delegate. The chapter president is the automatic alternate and he can assign a designee.
The minutes will be corrected to show that Art Fondriest was elected as the ODOT
Assembly Delegate and not the alternate. Art Fondriestmade a motion to accept the
secretary’s report, Jim Wortmanseconded, motion carried.

Treasurers Report: As of today we have a balance of $2,382.02 in the savings account
and $2,050.98 in the checking account. The chapter passed last year’s audit with flying
colors. The following will need to be voted on by the members: 1. a standing motion
allows for normal chapter function without waiting for the next chapter meeting for
reimbursements; i.e. postage, mileage, office supplies, etc. not to exceed $200.00 per
month. Gabe Fincher gave the motion. Randy Billmen seconded. Motion carried 2. The
hall rental is due, $300.00 for the year. Randy Billman made the motion. Gabe Fincher
seconded. Motion carried3. A vote will need to be made for chapter officer dues
reimbursements. Phil made the motion. Jim Wortman seconded, motion carried. A
motion was made by Gabe Fincher to accept the treasurer’s report. Jim Wortment
seconded. Motion carried.

President’s report:Mancon not supplying correct parts for mechanics creating longer
downtimes and charging the state to reshelf the parts. Supervisors are telling mechanics
to help Mancon with top ODOT management mandating employees to make system
succeed. Instead of using local vendors to obtain needed truck parts, Mancon orders the
parts online that adds shipping charges against the state. It also has been reported that the
district pony drivers can be charged for missing parts. A case happened in District 10
where a driver had a part listed on the inventory and was not on the van.


New Business and Staff Report:


Kelvin Jones introduced himself as OCSEA Vice-President. He is making it his goal to
visit the chapters and locals so they know the he is an advocate for the rank and file
membership and he can help address the issues facing the chapters.

Kelvin Jones announced the Leadership Academybeing offered that may help get ideas to
get members involved; a two day event with an overnight stay paid and the chapter pays
for mileage.

State administration is pushing Senate Bill 5 through other means reducing the employee
forces and involvement in state operations. It’s been reported that the local chapters are
taking the lead to get the message out to the people about what their union local is doing,
giving a face to the local work. The rank and file members need to be informed about the
right to work initiative being pushed by this administration.

A question was raised about why we didn’t have any automatic step increases in this
latest contract. Kelvin mentioned that the state wanted to open every article of the
contract, reduce vacation and sickleave, and raise health insurance deductions which
would be a detriment to any step increases.

Ronnie Beitzel reported that a fair share member approached him to have their dues
reimbursed. Kelvin Jones reported that the chapter president is not responsible for fair
share dues reimbursement and advised Ronnie to have that member contact Tracy
Tackett.

ODNR and OCSEA Delegates elections will be held at the next chapter meeting. Kelvin
Jones advised that the meeting notice should be submitted before March 29th to be
included in the next Public Employee Quarterly and can be used as the official notice of
delegate elections.

Dave Barnhart mentioned the cost to the chapter of sending meeting notices at $300 to
$400 per year and only a few members attend the meetings. He was also approached
about having meeting minutes available for members to read. The chapter now has a
Facebook page (Facebook.com/tusc.chapter). A concern was raised about disparaging
comments being lefton the page. Dave said that the meeting minutes and other OSCEA

information can be left on the page and he believes he correctly set the page default for
read only. Dave also advised the members to check the OCSEA webpage for the chapter
meeting schedule. Phil asked that one more post card to be sent to all the members with
the all the meetings for 2013 as another reminder.

District 5 Meeting

Art Fondriest reported the future of the time keepers jobs are in discussion and the
supervisors are entering time in Kronos. 502’s will be electronic and all the equipment
will have some kind of electronic device to record usage instead of having the employee
write on a 502.ODOT equipment using fuel will have some king of electronic device to
control fueling to alleviate fuel theft. Discussion held.

Training centers will be closed and future training will be held at the local district.

State management is evaluating the possibility of contracting out the auditing office.

Senate Bill 47 - changes the traditional timetable for collecting signatures by stopping
petition signatures from being collected once initial signatures are turned into the
Secretary of State for verification.

It has been reported that management is doing bargaining unit work. Kelvin Jones
advised to file agrievance and discuss the matter during the grievance process.
Management can only do bargaining unit work by emergency only or when the
bargaining unit is on vacation. Discussion held.

Next meeting will be Tuesday, May 15, 2012 at 6:00 pm.
