(NSP) was established in 2008 to stabilize
communities that have suffered from
foreclosures and abandonment through
the purchase and redevelopment of
foreclosed and abandoned homes and
residential properties.

4. Eligible Uses
Activities which include, but are not limited to:
•Establish financing mechanisms for purchase and
redevelopment of foreclosed homes and residential properties;
•Purchase and rehabilitate homes and residential properties
abandoned or foreclosed;

5. The First Look Program
The First Look Program was established in 2010 as a
partnership between HUD and the National Community
Stabilization Trust to collaborate with Fannie Mae,
Freddie Mac and others to provide nonprofits a first
crack at purchasing bank owned properties for the
purpose of acquiring, renovating and selling them to
low-income buyers.
