1. Remarks by Prime Minister SUGA
at the Leaders Summit on Climate in April
“At the same time, our effort to address climate change is no longer a
constraint on our economy. Rather, it will be the driving force of the long-
term dynamic growth of, not only Japan’s economy, but also the global
economy. With this vision in mind, in the fall of last year, immediately
after assuming the office of Prime Minister, I declared that Japan will
aim for net-zero by 2050.
Japan will take a big step toward overcoming this global issue. Japan
aims to reduce its greenhouse gas emissions by 46 percent in
fiscal year 2030 from its fiscal year 2013 levels, setting an ambitious
target which is aligned with the long-term goal of achieving net-zero by
2050. Furthermore, Japan will continue strenuous efforts in its
challenge to meet the lofty goal of cutting its emission by 50
percent.”

2. Japan’s Medium- and Long-term Targets for GHG Reduction

Legislate a long-term direction and
promote efforts and investments
towards decarbonization
⚫ Stipulating the long-term commitment of achieving carbon
neutrality by 2050 enables all stakeholders to accelerate their
actions to combat climate change.
⚫ Placing “Citizens” at the top of the list that enumerates “the
parties involved”, making this basic principle an unprecedented
one. This also clarifies that public understanding and cooperation
is a prerequisite to reach carbon neutrality.

leading to EGS investments
Promote the introduction of
renewable energy that will lead to
regional development
⚫ Allows municipalities to establish areas where “Regional
Decarbonization Promotion Projects” are promoted, which are
certified from the local government.
⚫ Introduces special measures to such projects, such as a one-stop
system for related administrative procedures to facilitate smooth
consensus building in the region and promote the introduction of
renewable energy that contribute to the region.
⚫ Digitalizing the reporting system and abolishing the data
disclosure request makes the period which takes to publicize the
data shorter, from about two years to less than a year.
⚫ Swift data disclosure enables for the corporate data to be utilized
more often, and lead to companies’ efforts to decarbonization in
corporate management.
Revised Act on Promotion of Global Warming Countermeasures
Stipulated the carbon-neutral target by 2050 as the basic principle to clarify its legal
ground and ensure its policy continuity.

4. “Regional Decarbonization Roadmap”
Regional decarbonization presents solutions to regional issues and contributes to regional revitalization.
1. Using available technologies, everyone can become an actor toward decarbonization.
2. To be achieved by maximizing the use of regionally available resources, including renewable
energy sources.
3. Presents solutions to regional issues, contributing to regional revitalization.

✔Despite a number of significant obstacles (cost, securing
suitable installation sites, environmental impacts, etc. ), Japan
has managed to maximize the use of its limited land surface,
attaining the world’s highest rate of solar power generation
per area. Going forward, Japan will continue to overcome
such obstacles by optimizing the use of regionally
available renewable energy sources.
✔According to MOEJ’s estimate, more than 90% of
municipalities have a negative energy balance (2015).
✔Stimulating regional economies will be essential in effectively
drawing from an abundant source of renewable energy.

4. “Regional Decarbonization Roadmap”
⚫ Over a five-year intensive period, multiplication of efforts to develop capacity, technologies,
information, and funds
① Creation of more than 100 decarbonization leading areas by 2030
② Implementation of priority measures nationwide (self-consumption photovoltaic power, energy efficient housing,
electric vehicles, etc.)
⚫ Implementation of 3 pillar policies (①Provision of continuous and comprehensive support, ②Lifestyle innovation, ③
Institutional reform)
⚫ Proactively expand these models nationwide ahead of 2050 (“decarbonization domino effects”)

  • 2. 2 1. Remarks by Prime Minister SUGA at the Leaders Summit on Climate in April “At the same time, our effort to address climate change is no longer a constraint on our economy. Rather, it will be the driving force of the long- term dynamic growth of, not only Japan’s economy, but also the global economy. With this vision in mind, in the fall of last year, immediately after assuming the office of Prime Minister, I declared that Japan will aim for net-zero by 2050. Japan will take a big step toward overcoming this global issue. Japan aims to reduce its greenhouse gas emissions by 46 percent in fiscal year 2030 from its fiscal year 2013 levels, setting an ambitious target which is aligned with the long-term goal of achieving net-zero by 2050. Furthermore, Japan will continue strenuous efforts in its challenge to meet the lofty goal of cutting its emission by 50 percent.”

  • 4. 4 Legislate a long-term direction and promote efforts and investments towards decarbonization ⚫ Stipulating the long-term commitment of achieving carbon neutrality by 2050 enables all stakeholders to accelerate their actions to combat climate change. ⚫ Placing “Citizens” at the top of the list that enumerates “the parties involved”, making this basic principle an unprecedented one. This also clarifies that public understanding and cooperation is a prerequisite to reach carbon neutrality. Open data on corporate emissions, leading to EGS investments Promote the introduction of renewable energy that will lead to regional development ⚫ Allows municipalities to establish areas where “Regional Decarbonization Promotion Projects” are promoted, which are certified from the local government. ⚫ Introduces special measures to such projects, such as a one-stop system for related administrative procedures to facilitate smooth consensus building in the region and promote the introduction of renewable energy that contribute to the region. ⚫ Digitalizing the reporting system and abolishing the data disclosure request makes the period which takes to publicize the data shorter, from about two years to less than a year. ⚫ Swift data disclosure enables for the corporate data to be utilized more often, and lead to companies’ efforts to decarbonization in corporate management. Revised Act on Promotion of Global Warming Countermeasures Stipulated the carbon-neutral target by 2050 as the basic principle to clarify its legal ground and ensure its policy continuity.
  • 5. 5 4. “Regional Decarbonization Roadmap” Regional decarbonization presents solutions to regional issues and contributes to regional revitalization. 1. Using available technologies, everyone can become an actor toward decarbonization. 2. To be achieved by maximizing the use of regionally available resources, including renewable energy sources. 3. Presents solutions to regional issues, contributing to regional revitalization. Economy/ employment Renewable energy, natural resources, local production for local consumption Comfort/ convenience Improved insulation and airtightness/public transportation Circular economy Improved productivity/effective use of resources ✔Despite a number of significant obstacles (cost, securing suitable installation sites, environmental impacts, etc. ), Japan has managed to maximize the use of its limited land surface, attaining the world’s highest rate of solar power generation per area. Going forward, Japan will continue to overcome such obstacles by optimizing the use of regionally available renewable energy sources. ✔According to MOEJ’s estimate, more than 90% of municipalities have a negative energy balance (2015). ✔Stimulating regional economies will be essential in effectively drawing from an abundant source of renewable energy.
