to Improve Access to Legal Services in New York
In May 2010, the Honorable Jonathan Lippman, Chief Judge of the State of New York, empowered the Task Force to Expand
Access to Civil Legal Services in New York (the "Task Force") to assess the extent and nature of the current unmet civil legal
needs of low-income New Yorkers throughout the State and to identify the level of public resources necessary to meet that
need.
One of the key findings of the Task Force's initial investigation was that “the unmet need for civil legal assistance in New York
State is profoundly impacting vulnerable New Yorkers by increasing homelessness, failing to prevent domestic violence, and
increasing poverty.” Jeff Baliban, a Managing Director in Navigant’s Disputes & Investigations practice, and his team,
provided a research-based economic benefit analysis to estimate direct (medical and mental health) and indirect (loss of
productivity) costs of domestic and intimate partner violence levied upon society as a whole when such violence is
committed in lower-income and Medicaid eligible households. In September, Jeff testified that Judge Lippman's proposed
cost to fund civil legal services to lower-income New Yorkers would be offset by at least a four-times economic benefit to the
State in saved direct and indirect costs.
The Task Force is chaired by Helaine Barnett, former president of the Legal Services Corporation, and populated by an
impressive array of senior litigators from Simpson Thatcher, Proskauer & Rose, Milbank Tweed, Pillsbury Winthrop, Sullivan
& Cromwell, and Skadden, and in-house counsel from JPMorgan Chase, Viacom, MetLife, and New York Presbyterian
Hospital.
The research team included Judi Sadon and Sumedh Ramachandra.
