COMPUTER AND INTERNET
Computer and internet technology have become a major source
of information in todays world.
The internet can be accessed using various devices such a smart
phones, tablets and computers.
Ordinarily the information is open to everybody to access and
see
With the explosion of internet usage in the United States, the
problem of regulating the new technology has been a troubling
one. In private domains, the internet is a free range information
tool that can be used to access a wealth of information, as well
as a wealth of objectionable content, ranging from pornography
to violence or hate. The first amendment protects users of the
internet to access what they desire with the internet

The internet has both socially and morally good things as well
as immoral content.
The state has enacted laws that protect the children especially
from such bad content
The first amendment protects users of the internet to access
what they desire with the internet, stating that, “Congress shall
make no law[...] abridging the freedom of speech, or of the
press”(The First Amendment). The issue takes a different turn,
however, when being applied to government funded internet
access centers. In particular, libraries and schools are being
discussed as to what kind of information they are and are not
allowing to be accessed with their connections.

Filtering software are programs that are installed in the
computer that will limit the access of certain se cites in the
internet. Censoring refers to the hiding of certain parts of
material that is being viewed or shown,

In the spirit of protecting the children the state passed law to
restrict accessed content
The state perceive that children can stray into wrong sites and
view bad things
To avert such an innocent or deliberate move, filtering or
censoring of internet content is in order.
Under the Child Internet Protection Act (CIPA), Congress stated
that “if public libraries do not filter access to the Internet, they
will lose federal funding for computers and
Internet connections”

Some cites praises the use of dangerous substances such as
drugs
Other cites have extremely explicit content.
The internet is laden with all kinds of material and information.
some cites possess very destructive content to the young and
easily influenced minds. Content such as pornographic material
and drug abuse can easily derail a young mind.

FACTS AND EVIDENCE
A third of drug use viewers in USA are under 16 years
The vice is rising with easy of internet access
The average age of internet exposure to pornography is 11
years.
It worrying that the risk posted by the internet such as those
listed above does not make it to top ten on the list of things that
parents and guardians worry about. Thus the government must
look for means to intervene and check the alarming trends.

Filtering and censoring is against the freedom of expression
The government uses it as an excuse to avoid being attacked and
opposition
Children are denied the opportunity to have an alternative
approach to such issues
Despite some early religious-right support for the notion of
censor ware, conservative groups now raise virtually identical
concerns with this legislation as their liberal counterparts. A
right-wing coalition letter to key legislators stated, "[t]here is
growing concern within the conservative community regarding
the use of filtering systems by schools and libraries that
deliberately filter out web sites and information that promote
conservative values. There have been many reported incidents
of school-teachers and administrators targeting ... pro-life
organizations with filtering software to prevent students from
hearing alternative approaches to those issues." One begins to
wonder just who, outside of a handful of legislators (and censor
ware marketers), believes in censor ware any more.

The pupils should be thought how to make choices for
themselves
The wrong cites should be explained and the consequence of
opening them be explained.
Parents and teachers should guide children on the right and
wrong materials.
Students should be taught to engage critical thinking skills
when using the Internet and to be careful about relying on
inaccurate resources online. One way to teach these skills in
schools is to condition Internet access for minors on successful
completion of a seminar similar to a driver's education course.
Such seminars could also emphasize the dangers of disclosing
personally identifiable information and communicating about
intimate matters with strangers.

and conclusions.
4. Analyze the evidence by explaining how the evidence
logically supports or fails to support the argument's conclusion,
and critically evaluate the argument for any reasoning errors,
accurately align the argument with the selected topic, and
describe the source of the argument.
5. Next, identify and explain one counter argument (pro or con)
related to the chosen issue and related to the first argument;
either summarize an existing argument or construct an original
one.
6. Identify and assess the type of evidence offered in support of
the argument position. This will include identifying premises
and conclusions.
7. Analyze the evidence by explaining how the evidence

  • 1. LIBRARIES TO FILTER OR CENSOR PROVIDED MATERIAL? COMPUTER AND INTERNET Computer and internet technology have become a major source of information in todays world. The internet can be accessed using various devices such a smart phones, tablets and computers. Ordinarily the information is open to everybody to access and see With the explosion of internet usage in the United States, the problem of regulating the new technology has been a troubling one. In private domains, the internet is a free range information tool that can be used to access a wealth of information, as well as a wealth of objectionable content, ranging from pornography to violence or hate. The first amendment protects users of the internet to access what they desire with the internet 2 COMPUTER AND INTERNET CONT’D… The internet has both socially and morally good things as well as immoral content. The state has enacted laws that protect the children especially from such bad content The first amendment protects users of the internet to access
  • 2. what they desire with the internet, stating that, “Congress shall make no law[...] abridging the freedom of speech, or of the press”(The First Amendment). The issue takes a different turn, however, when being applied to government funded internet access centers. In particular, libraries and schools are being discussed as to what kind of information they are and are not allowing to be accessed with their connections. 3 KEY WORDS Filtering software Censoring CIPA-Child Internet Protection Act Filtering software are programs that are installed in the computer that will limit the access of certain se cites in the internet. Censoring refers to the hiding of certain parts of material that is being viewed or shown, 4 CHILD PROTECTION In the spirit of protecting the children the state passed law to restrict accessed content The state perceive that children can stray into wrong sites and view bad things To avert such an innocent or deliberate move, filtering or censoring of internet content is in order. Under the Child Internet Protection Act (CIPA), Congress stated that “if public libraries do not filter access to the Internet, they will lose federal funding for computers and Internet connections”

The internet is laden with all kinds of material and information. some cites possess very destructive content to the young and easily influenced minds. Content such as pornographic material and drug abuse can easily derail a young mind. 6 FACTS AND EVIDENCE A third of drug use viewers in USA are under 16 years The vice is rising with easy of internet access The average age of internet exposure to pornography is 11 years. It worrying that the risk posted by the internet such as those listed above does not make it to top ten on the list of things that parents and guardians worry about. Thus the government must look for means to intervene and check the alarming trends. 7 ANT-FILTERING AND CENSORING Filtering and censoring is against the freedom of expression The government uses it as an excuse to avoid being attacked and opposition Children are denied the opportunity to have an alternative approach to such issues
  • 4. Despite some early religious-right support for the notion of censor ware, conservative groups now raise virtually identical concerns with this legislation as their liberal counterparts. A right-wing coalition letter to key legislators stated, "[t]here is growing concern within the conservative community regarding the use of filtering systems by schools and libraries that deliberately filter out web sites and information that promote conservative values. There have been many reported incidents of school-teachers and administrators targeting ... pro-life organizations with filtering software to prevent students from hearing alternative approaches to those issues." One begins to wonder just who, outside of a handful of legislators (and censor ware marketers), believes in censor ware any more. 8 ANT-FILTERING AND CENSORING CONT’D… The pupils should be thought how to make choices for themselves The wrong cites should be explained and the consequence of opening them be explained. Parents and teachers should guide children on the right and wrong materials. Students should be taught to engage critical thinking skills when using the Internet and to be careful about relying on inaccurate resources online. One way to teach these skills in schools is to condition Internet access for minors on successful completion of a seminar similar to a driver's education course. Such seminars could also emphasize the dangers of disclosing personally identifiable information and communicating about intimate matters with strangers. 9
