2. SSE (ESS), what policy vision ? What aims ?
 L’ESS, economy as it would be be : 3 basics rules
 Social utility (not only products but connect environnemental and social
impact)
 Non profit organisation
 Participative gouvernance ( decision connected who works
not only who have financial capital ; place for workers and
volontaries)
 L’ESS, fashion effect or structural impact ? Risk of to do
something just to give an image, a caution is important (of point
of view public policy)
 L’ESS, is a minor part of economic ( just more of 10 % of
employers or volum products) but it is intersting to discover new
organisations and new ways of products…

3. What is the utility for a public policy ? What difficultes ?
 A public policy, to regulate who not set up alone
 A public policy, to give au guarantee (warrant) to preserve
general interest
 A public policy , to transform society and anticipate (to
think for the future)
 A public policy, to set up au social acceptation for new way

 What european questions arround SSE subject ?
To make a link between différents points of view and
differents stories in differents countries : to go in a
common sens

5. What about SSE and local level ? Some facts
 60 years of social econonmy without public recognizing
 10 years ago with local subsidies of public local policies
 A new law
 An other place in society or just a caution ?
