Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.

As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Zastupanje interesa članova Komore pred organima zakonodavne i izvršne
vlasti prilikom oblikovanja privrednog sistema, posebno u pripremi privrednog
zakonodavstva, mjera i mehanizama privrednog sistema i mjera ekonomske
politike, te davanja primjedbi i prijedloga organima državne uprave prilikom
donošenja propisa od interesa za privredu.
Analiza makroekonomskih pokazatelja u cilju praćenja privrednih kretanja,
analiza uticaja mjera tekuće ekonomske politike na kretanja, predlaganje
izmjena mjera i pripremanje informacija o privrednim kretanjima i bonitetu
kao i upravljanje privrednim registrom.
Prezentacija privrede i promocija roba i usluga u zemlji i inostranstvu
(organizovanje nastupa na sajmovima, organizovanje prezentacija i
promocija, izdavanje promotivnih publikacija i kataloga, prezentovanje
privrede putem Interneta, glasila Komore i drugih promotivnih aktivnosti).
Organizacija poslovnog i stručnog osposobljavanja u cilju povećanja nivoa
profesionalnih kompetencija i unapređenja poslovanja privrede.
Poslovno savjetovanje - stručna i savjetodavna pomoć prilikom uvođenja
standarda kvaliteta, osnivanja novih i transformacije postojećih privrednih
društava, te druge konsultantske usluge u skladu sa iskazanim interesom
članova Komore u cilju unapređenja konkuretnosti privrede RS.
Vršenje javnih ovlašćenja koja su povjerena Komori zakonom i drugim
propisima.
Obavljanje drugih poslova u skladu sa Zakonom, drugim propisima i aktima,
te Statutom Komore.

na nivou Republike Srpske
Članovi Komore ostvaruju svoje interese neposrednim učešćem svojih
predstavnika u radu organa i tijela Komore i u drugim oblicima
organizovanja i rada u Komori.
Osnovni oblici udruživanja članstva su granska udruženja i grupacije (14
udruženja).
Saradnja sa Vladom RS i Narodnom Skupštinom RS uređena je Zakonom o
Privrednoj komori RS (Službeni Glasnik RS 65/08).
Član 14. Zakon o Privrednoj komori RS
“Komora ima pravo da pokreće inicijativu za donošenje zakona i drugih
propisa iz oblasti privrednog sistema, da daje mišljenje na nacrte i
prijedloge ekonomske politike i druge propise od interesa za privredne
subjekte.”
“Narodna skupština Republike Srpske i Vlada Republike Srpske (u daljem
tekstu: Vlada) dostavljaju na razmatranje Komori nacrte i prijedloge zakona
i drugih propisa iz oblasti privrede i od interesa za privredu. Vlada razmatra
mišljenje Komore i obavještava je o svojim stavovima.”

“Komora ostvaruje saradnju sa Narodnom skupštinom Republike Srpske i

Zastupanje interesa privrede
na nivou Republike Srpske
Saradnja Komore i Narodne Skupštine definisana je i u Poslovnik o radu
Narodne Skupštine. Predstavnici komore pristvuju sjednicama radnih tijela
Skupštine (odbora, komisija i savjeta) na kojima upućuju zahtjeve i daju
svoje prijedloge i mišljenje na predložene akte.
Član 70. st. 2. Poslovnika o radu Narodne Skupštine RS
“Odbor za privredu u okviru svoje nadležnosti razmatra prijedloge i zahtjeve
Privredne komore i sindikata koje mu one upute“.
Predstavnici Komore prisustvuju sjednicama Narodne skupštine na osnovu
provedenog postupka akreditovanja Kolegija Narodne Skupštine. Predsjednk
komore može se obratiti Narodnoj Skupštini na osnovu odluke Kolegija
Narodne skupštine.
Članom 204. Pravilnika o radu NS definisano je, da Skupština poslije
usvajanja nacrta zakona može odlučiti da se nacrt stavi u javnu raspravu
ako se zakonom uređuju pitanja od posebnog interesa za privredu.
Učešće Komore u izradi zakonske regulative definisano je i u Smjernicima za
postupanja republičkih organa uprave o učešću javnosti i konsultancijama u
izradi zakona (Službeni glasnik RS broj 123/08, 73/12).

Zastupanje interesa privrede
na lokalnom nivou
Područne privredne komore podstiču razvojne procese na svom području
djelovanja vodeći računa o ukupnom razvoju i jedinstvenim interesima
privrede Republike Srpske.
U područnim komorama osnovni oblici udruživanja su savjeti i odbori.
Član 16. Zakona o privrednoj komori Republike Srpske (“Službeni glasnik
RS”, broj: 65/08 ), te član 10. Statuta područnih privrednih komora,
odnose se na zastupanje interesa privrede, podsticanje razvojnih procesa
i saradnju sa organima i institucijama gradova i opština na čijem području
djeluje PPK. Područne komore mogu pred nadležnim opštinskim/gradskim
organima neposredno pokretati inicijative za donošenje propisa iz oblasti
privrede i upućivati prijedloge radi rješavanja određenih pitanja i
preduzimanja odgovarajućih mjera od interesa za privredu.
U zastupanju interesa privrede područne Komore sarađuju sa:
opštinskim organima
lokalnim razvojnim agencijama.

Zastupanje interesa privrede u cilju
stvaranja povoljnijeg privrednog ambijenta
Primjeri saradnje na lokalnom nivou:
Potpisivanje sporazuma sa opštinama na svojim područjima koji
za cilj imaju:
a) Omogućavanja prisustva predstavnika komore na sjednicama
skupštine opštine/grada i drugih organa, kada se na dnevnom
redu nalaze pitanja od značaja za privredni razvoj, a koja su u
nadležnosti skupštine opštine/grada.
b) Pokretanje inicijativa i upućivanje prijedloga za donošenje
(izmjene) propisa i preduzimanje odgovarajućih mjera od
interesa za privredu i opštinu, a koji su u nadležnosti Skupštine
ili Vlade RS, odnosno organa BiH.
c) Unapređenje saradnje na razvoju malih i srednjih preduzeća
i saradnje na projektima, međuregionalna saradnja, u
organizovanju privrednih misija, nastupa na sajmovima
preduzeća.

Jedna od najvažnijih djelatnosti Komore je zastupanje interesa članova Komore pred organima zakonodavne i izvršne vlasti prilikom oblikovanja privrednog sistema, posebno u pripremi privrednog zakonodavstva, mjera i mehanizama privrednog sistema i mjera ekonomske politike, te davanje primjedbi i prijedloga organima državne uprave prilikom donošenja propisa od interesa za privredu.Saradnja Privredne komore RS sa Skuštinom RS i Vladom definisana Zakonom o Komori. Narodna skupština Republike Srpske i Vlada Republike Srpske dostavljaju na razmatranje Komori nacrte i prijedloge zakona i drugih propisa iz oblasti privrede i od interesa za privredu.
Vlada razmatra mišljenje Komore i obavještava je o svojim stavovima.
Član 15.
Komora ostvaruje saradnju sa Narodnom skupštinom Republike Srpske i Vladom u vezi sa pitanjima od interesa za privredu i određuje svoje predstavnike u radna tijela, u skladu sa posebnim propisima.
21.06.2011. održana posebna sjednica Skupštine Komore RS na kojoj je prisustvovao predjsjednik Vlade i ministiri resornih ministarstva na kojoj su se razmatrana realizacija mjera Ekonomske politike za 2011 godinu
Dokumentom Prijedlozi mjera poslovne zajednice Republike Srpske za pripremu i izradu Ekonomske politike Republike Srpske za 2011. godinu, obuhvaćeno je ukupno 116 mjera (prijedloga) poslovne zajednice. Ove mjere su se, između ostalog, odnosile na uklanjanje administrativnih barijera, povećanje efikasnosti u svim segmentima društva, skraćenje rokova rješavanja predmeta po zahtjevima iz privrede, pojednostavljanje procedura, podizanje nivoa kvaliteta usluga, podizanje stepena odgovornosti u javnom sektoru, uvođenje kazni za propuštanje rokova, obezbjeđivanje dodatnih finansijskih sredstava za podsticaje u privredi, itd.
u cilju pokretanja i donošenja novih zakonskih i podzakonskih rješenja od interesa za oba entiteta.
Prema Parlamentarnoj skupštini BiH, Savjetu ministara BiH, resornim ministarstvima na nivou BiH, Upravi za indirektno oporezivanje BiH, Agenciji za javne nabavke BiH, Agenciji za sigurnost hrane BiH, s ciljem izmjene, tj. pokretanja donošenja novih zakonskih i podzakonskih rješenja od interesa za oba entiteta, kao što su:
Izmjene i dopune Zakona o javnim nabavkama – izuzimanje ugovora o javnoj nabavci prirodnih i zakonskih monopola; ukidanje obaveza ugovornog organa da osigura da ukupna godišnja vrijednost takvih kupovina (direktni sporazum) ne prelazi 10% njegovog ukupnog godišnjeg budžeta za nabvke;
Zakon o izmjeni Zakona o carinskoj politici BiH - ukidanje naplate iznosa od 1% carinske vrijednosti (zahtjev Poslovne zajednice RS – zamjena bankarske garancije sa drugim sredstvima obezbjeđenja rizika);
Diferencirane stope PDV-a - 5% ili 8% za one proizvode koji su prije uvođenja ove vrste poreza imali nultu stopu;
Podzakonski akti na nivou BiH (nedovoljna uključenost entitetskih predstavnika u proces izrade istih);
Problem pri izdavanju mišljenja od strane Uprave za indirektno oporezivanje BiH – omogućiti traženje mišljenja u svim slučajevima do momenta početka postupka kontrole;
Ubrzati aktivnosti na donošenju Odluke o kvalitetu tečnih naftnih goriva;
Problemi pri izdavanju i međusobnom priznavanju certifikata koji prate robu pri izvozu u zemlje regiona;

Pored navednih aktivnosti, predstavnici Privredne komore RS su učestvovali kod donošenja pojedinih normativnih akata od interesa za oba entiteta, što je detaljnije navedeno u ovom Izvještaju u dijelu koji se odnosi na rad granskih udruženja.
Zastupanje interesa članova Komore pred organima zakonodavne i izvršne vlasti prilikom oblikovanja privrednog sistema, posebno u pripremi privrednog zakonodavstva, mjera i mehanizama privrednog sistema i mjera ekonomske politike, te davanje primjedbi i prijedloga organima državne uprave prilikom donošenja propisa od interesa za privredu.
I Pored određenog zakonskog okvira Učešće u određenim radnim tijelima, komisijama u resornim ministarstvima na nivou BiH nije dovoljno, Slab uticaj privrede ili učešće privrede na donošenje Zakona na nivou BiH predstavnika komore, nedovoljno.
