Krajem 2013. NALED i RTS uspešno su organizovali konkurs „Šampioni lokalnog razvoja“ na koji je stiglo više od 30 prijava opština i gradova, a izabrano 10 najboljih. Lokalne samouprave konkurisale su u pet kategorija: javno-privatno partnerstvo, podrška privredi, promocija investicija, reforma administracije i servis građana.
Beočin, Novi Sad, Niš, Vršac i Zvezdara izabrani su za prve „Šampione lokalnog razvoja“, na konkursu koji su sproveli NALED i Radio-televizija Srbije, u cilju izbora najboljih praksi lokalnih samouprava. Vicešampionska mesta pripala su Smederevu, Kruševcu, Staroj Pazovi, Odžacima i Knjaževcu.

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Uvod
U poslednjih deset godina i više, globalno poslovno okruženje
rapidno se mijenja, a tehnologija, IKT i vještine postaju sve
više važne u kontekstu međunarodne konkurentnosti.
Upotreba IKT u smislu privredne konkurentnosti, optimizacija
resursa i inovacije dobijaju esencijalni značaj, što je definisano
i u Strategiji “Evropa 2020”, odnosno “Digitalnoj agendi za
Evropu”.
Regulatorni okvir za IKT u Evropi razvija se jednakom brzinom
kao i sama tehnologija u ovoj oblasti sa ciljem uspostavljanja
jedinstvenog digitalnog tržišta i maksimalnog stepena
dostupnosti širokopojasnim mrežama, kao i brže internet
konekcije.
Poslovni sektor EU suočava se sa ozbiljnim nedostatkom IKT
stručnjaka, ali i vještih IKT korisnika, a prepoznati su i ozbiljni
izazovi za integraciju privrednih društava, posebno MSP u
globalni digitalni lanac vrijednosti, te povezivanja obrazovnog
sistema i poslovne zajednice.

Evropska strategija za pametan, održiv i inkluzivan rast –
odgvor na posljedice svjetske krize;
Pet mjerljivih EU ciljeva koji bi do 2020 trebali da ubrzaju
proces oporavka i napredak u oblasti zaposlenja, istraživanja i
inovacija, klimatskih promjena i energije, obrazovanja i
smanjenja siromaštva;
predstavljaju uputstvo u kojem pravcu EU treba da ide i
podrazumijevaju da je moguće mjeriti uspjeh;
Prioriteti:
Pametan rast – razvoj privrede zasnovan na znanju i
inovacijama;
Održiv rast – podrška “zelenijoj”, konkurentnijoj i privredi
koja efikasno koristi resurse;

uticati na društvenu i teritorijalnu povezanost;

Zaposleno 75% populacije starosti 20-64 godina;

procenat mladih koji prije vremena napuštaju

građana razvijanjem njihovih vještina kroz ciklus cjeloživotnog učenja;

teritorijalne kohezije tako da se koristi od razvoja i zapošljavanja
sveobuhvatno dijele, te da siromašni i društveno marginalizovani slojevi
žive dostojanstveno i aktivno učestvuju u društvu;

CILJ: da pomogne evropskim građanima i privredi da postignu
maksimalnu korist iz digitalnih tehnologija;
Objavljena u maju 2010.; sadrži 101 mjeru grupisanu u sedam

Izvještaj o digitalnim prioritetima
Objavljen 18. decembra 2012., identifikuje sedam glavnih oblasti u
koje bi se trebalo ulagati kako bi se stimulisali uslovi za rast i
zapošljavanje u Evropi:
1. Kreiranje novog i stabilnog regulatornog okruženja za
širokopojasnost;
2. Nova infrastruktura za digitalne usluge kroz program kreiditiranja
“Connecting Europe Facility”;
3. Pokrenuti Veliku koaliciju za digitalne vještine i poslove
4. Predložiti EU strategiju o kibernetskoj bezbjednosti i direktive
5. Ažurirati EU Okvir za autorska prava
6. Ubrzati računarstvo “u oblaku” kroz kupovnu moć javnog sektora
7. Predložiti novu strategiju o elektronskoj industriji – “Airbus of
Chips” – Komisija planira da Evropa bude odgovorna za 20%
globalne proizvodnje čipova do 2020;

“HORIZONT 2020”
Nајveći EU program za finansiranje istraživanja i inovacija
Definiše tri prioriteta:

IKT Istraživanje i Inovacije u oviru „Industrijskog vodstva“ – Razvoj
vodstva i industrijskih tehnologija“, odnosno u dijelu „Informaciono-
komunikacione tehnologije“
Razvoj ove oblasti omogućava Evropi da razvije sledeću generaciju
otvorenih platformi na čijem vrhu bi se nalazila raznovrsnost
inovativnih računarskh uređaja, sistema i aplikacija koje se mogu
primjeniti. Ova nova rješenja omogućila bi obilje novih poslovnih
uspjeha, posebno za MSP, a doprinijela bi povećanju
konkurentnosti, kreiranju radnih mjesta i podršku razvoju.

“HORIZONT 2020”
IKT sektor predstavlja 4,8% evropske privrede.
Generira 25% od ukupnih poslovnih troškova u oblasti
istraživanja i razvoja (R&D), a investicije u IKT iznose 50% od
ukupnog evropskog rasta proizvodnje.
Očekuje se da će EU investicije u IKT porasti za oko 25% u
okviru programa “Horizont 2020” poredeći sa FP7.
Ove EU investicije pružiće podršku cijelom lancu, od osnovnih
istraživanja do inovacije koje mogu rezultirati novih poslovnim
napretkom, često na bazi tehnologija u razvoju.
Informacione i komunikacione tehnologije podupiru inovacije i
konkurentnost u privatnom i javnom sektoru i omogućavaju
naučni progres u svim disciplinama.
U H2020, IKT tematika zastupljena je u svim prioritetima, od
“Izvrsne nauke” do “Industrijskog vodstva” i “Društvenih
izazova”.

EU propisi u proceduri
Prijedlog UREDBE EVROPSKOG PARLAMENTA I VIJEĆA o
utvrđivanju mjera u vezi sa evropskim jedinstvenim tržištem
elektronskih komunikacija i ostvarenju „Povezanog kontinenta”
te o izmjeni direktiva 2002/20/EZ, 2002/21/EZ i 2002/22/EZ i
uredbi (EZ) br. 1211/2009 i (EU) br. 531/2012
Opšti cilj ovog prijedloga je napredovanje ka jedinstvenom
tržištu elektronskih komunikacija na kojem:
građani i preduzeća mogu elektronskim komunikacionim
uslugama pristupiti s bilo kojeg mjesta u Uniji, bez
prekograničnih ograničenja ili neopravdanih dodatnih
troškova,
preduzeća koja pružaju elektronske komunikacione
mreže i usluge mogu vršiti djelatnost i pružati mreže i
usluge bez obzira na mjesto njihova poslovnog nastana
ili mjesto u EU, na kojem se nalaze njihovi korisnici.

RAZLOZI ZA PREDLAGANJE UREDBE:
Danas je Evropa rascjepkana u 28 odvojenih nacionalnih komunikacionih tržišta s
ograničenim brojem učesnika. Kao posljedica ovoga, nijedan operater nije zastupljen u
više od polovine država članica, većina ih je zastupljena u mnogo manjem broju država
članica, a uopšteno govoreći više od 200 operatera opslužuje tržište koje broji 510
miliona korisnika.
Na primjer, pravila EU o odobravanju, regulatornim uslovima, dodjeli spektra i zaštiti
potrošača različito se provode. Zbog te neujednačenosti stvaraju se prepreke za ulaz i
povećavaju se troškovi za operatere koji žele pružati prekogranične usluge čime im se
onemogućava širenje. To je u potpunoj suprotnosti sa SAD ili Kinom, čija jedinstvena
tržišta broje 330 tj. 1400 miliona korisnika koje opslužuju četiri ili pet velikih operatera,
za koje vrijedi jedno zakonodavstvo, jedan sistem izdavanja odobrenja i jedna politika
spektra.
U svijetu u kojem je IKT rasprostranjen, rascjepkano elektronsko komunikaciono tržište
potkopava djelotvornost i produktivnost cjelokupne privrede. Procjenjuje se da
neiskorišteni potencijal jedinstvenog tržišta EU iznosi do 0,9 % BDP, tj. 110 milijardi
eura godišnje. Koristi jedinstvenog tržišta samo za poslovne komunikacione usluge
iznose gotovo 90 milijardi eura godišnje.
U privredi generalno, povećanjem ulaganja u IKT, poboljšanjem računarskih vještina
radne snage i reformom uslova za internet privredu može se pospješiti rast BDP do
2020. za dodatnih 5%, i otvoriti 3,8 miliona radnih mjesta.
EU propisi u proceduri
16. Prijedlog Direktive o mrežnoj i informacionoj sigurnosti (Proposal
for a DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE
COUNCIL concerning measures to ensure a high common level of
network and information security across the Union)
Cilj predložene Direktive je da se obezbijedi visok stepen mrežne i
informacione sigurnosti. Ovo podrazumijeva unapređenje
sigurnosti na internetu i privatnim mrežama i informacionim
sistemima podupirući funkcionisanje društva i privrede.
Cilj se može postići zahtjevajući od članica EU da povećaju stepen
spremnosti i unaprijede međusobnu saradnju, zahtjevajući od
operatera kritičnih infrastruktura, kao što su energija i transport i
ključnih pružalaca usluga informacionog društva (e-trgovina,
društvene mreže itd.), kao i od javne administracije da preduzmu
neophodne korake za upravljanje rizikom bezbjednosti i
prijavljivanje ozbiljnih incidenata nadležnim nacionalnim organima.

U vrijeme nove industrijske
revolucije Evropa može koristiti

društvenog i privrednog rasta, u
skladu sa strategijom Evropa 2020
Digitalizacijom se postiže
produktivnost, sigurnost radnog
mjesta i zadovoljstvo potrošača.
Digitalizacija omogućava ljudima da
se pokušaju izdržavati uz pomoć
mikropreduzetništva.
Osim toga, digitalizaciju bi trebalo

21. ZNAČAJ I POTENCIJALI SEKTORA IKT U
PRIVREDI I DRUŠTVU
Definisanjem modela finansiranja između javnog i privatnog sektora uspostavila
bi se visokokvalitetna i pristupačna infrastruktura koja je sposobna podržavati
računarstvo u oblaku, veliku količinu podataka i brze širokopojasne veze.
Pomažući ljudima da steknu odgovarajuće digitalne i preduzetničke vještine
omogućava im se da u potpunosti iskoriste nove tehnologije, analiziraju veliku
količinu podataka, razumiju pitanja kibernetičke sigurnosti, povećaju svoju
zapošljivost, te stvaraju nove poslovne prilike.
Fleksibilan regulatorni okvir koji smanjuje troškove i olakšava osnivanje i rad IKT
preduzeća, omogućava istovremeno lak pristup finansiranju i podstiče inovacije,
uključujući politike procjenjivanja i nagrađivanja.
Odgovornost za zaposlenost nije samo na pojedincu: svi akteri – preduzeća,
univerziteti, škole, lokalne vlasti i mladi – trebaju u tome učestvovati;
Proizvodi i usluge koje se mogu digitalno proizvesti i prodati mogu stvoriti rast
koji manje opterećuje prirodne resurse.
Univerziteti koji su prihvatili digitalizaciju mogu vjerodostojnije osavremeniti
druge grane u svojoj regiji, na temelju načela „trokuta znanja“ (obrazovanja,
istraživanja i inovacija), i tako pomoći preduzećima da stvore nova radna mjesta,
a javnom sektoru da razvije eVladu i e-usluge.

Omogućiti elektronsko poslovno okruženje za promet
elektronskih dokumenata u državnoj upravi, pravosuđu,
privredi i drugim oblastima, te tako stvoriti uslove za razvoj
konkurentne ekonomije, efikasnije i racionalnije državne
uprave, i kroz uspostaljanje eServisa, ostvariti bolju
