TVET Reform Support Programme Pakistan
TVET Reform Support Programme funded by EU, NL, Norway and BMZ of
German Government, is implemented by German International Cooperation
(GIZ). It has 5 components. Component-2/HRD is outsourced to GFA
Consulting Group GmbH Germany and is implemented by GFA team.
Managing Component 2 HRD as National Deputy together with International
team leader by planning, implementation, M&E of activities, budget control,
staff management and reporting and the following has been accomplished
sofar:
 Developed competency standards and curricula (20 sets) in energy and
renewable energy and light engineering sector. Three selected courses:
1) Building electrician with solar PV panel installation and maintenance
(CBT-3 levels), 2) Plumber with solar water heater installation and
maintenance (CBT-3 levels), and 3) Micro Hydro Power Technician
course (CBT 4 levels) have started in 12 selected training centres of
Sindh, Punjab, KPK and Balochistan.
 Developed in service training programme for employed TVET instructors,
130 master Tutors of TEVTAs and PVTC trained, 18 e-Learning Rooms
(ELRs) equipped in TEVTA institutes in all provinces. The master trainers
have completed training of 8500 TVET instructors by end 2015 in
teaching methodology and pedagogical skills.
 Supported Punjab University in designing and implementing Pre-service
TVET teachers training programme, a 1 year post graduate study
programme (for graduate engineers of Electrical / Mechanical
Engineering /IT) of Bachelor of Education (B. Ed) in technical education
to produce „New Generation TVET teachers“ for Pakistan. 85 engineers
have graduated in October to serve the TVET sector in Pakistan as
teachnical teacher/instructor.

vocational training for MSE Sector.
 Bridged Gap between Public/Private Sector Vocational Training Centres and MSE
sector; to encourage “Pay for Service Culture” through demand stimulation and designing
delivery mechanisms for short vocational training courses for Light Engineering sector
entrepreneurs and workers.
 Strengthening of Service Providers in Private Sector; Linkages development between Skill
Development Councils (SDCs) Peshawar/Lahore and private sector small training providers
for certification facility thereby enabling a number of affiliated training providers of light
engineering sector to offer SDC certificate on short training courses (SDC is joint project of
World Bank, National Training Bureau, ILO and Employers Federation of Pakistan).
 Development, Testing and Implementation of Mechanism for Certification; of informal
sector skilled workers through their skill testing by National Training Development Institute
(NTDI). The mechanism includes TNA and selection of training contents to enable the workers
get prepared for appearing in the skill testing examination. The mechanism was introduced
through private sector training providers of light engineering sector.
 Entrepreneurship Training and Linkages Development for Credit / Leasing: design and
delivery of entrepreneurship training programmes for starters and development and
introduction of micro credit / leasing facilitation mechanism.
 Entrepreneurship: experience in operating own enterprise, designing and manufacturing of
industrial equipment through subcontracting, Provision of regular maintenance service to
industries and training of industrial staff in implementation of preventive maintenance system.
 Policy Advocacy: Addressing policy issues concerning development of MSE Sector resulting

into sensitization of the line departments and resolution of some issues;
1. NTB (National Training Bureau) agreed to include 140 hours Entrepreneurship
Development Training (EDT) in the main curricula of G-II courses offered by Government
Technical Vocational Centres in the NWFP.
2. Provincial Training Board (PTB), NWFP decided to establish Centre Management
Committees (CMCs) in Technical Vocational Centres (TVCs) for decentralization of
powers and provision of operational autonomy at TVC level in order to gain optimum
efficiency and effectiveness of training.
3. PTB agreed to open doors of the GTVCs for MSE sector by developing and offering short
courses on the basis of market needs.
 Participated in 2-day workshop on Small Enterprise Dev. and Empowerment organised by
SDC-Intercooperation at Gerzensee, Switzerland (January 2003)
 Contributed in one-week SARC Regional Workshop on OS-ED “Relevance of Occupational
Skills with Enterprise Development” organized by Swiss Coordination Office Katmandu, Nepal
(June 2000)
 Contributed in 3-day workshop on “Relevance of Vocational Education & Training with
Employment in Developing Countries” organized by SDC-Kodis at Vitznau, Switzerland (June
1998)
 Assisted the UVAS curriculum development team in finalising the curricula for introducing

It has 5 components. Component-2/HRD is outsourced to GFA Consulting Group GmbH Germany and is implemented by GFA team. Managing Component 2 HRD as National Deputy together with International team leader by planning, implementation, M&E of activities, budget control, staff management and reporting and the following has been accomplished sofar:  Developed competency standards and curricula (20 sets) in energy and renewable energy and light engineering sector. Three selected courses: 1) Building electrician with solar PV panel installation and maintenance (CBT-3 levels), 2) Plumber with solar water heater installation and maintenance (CBT-3 levels), and 3) Micro Hydro Power Technician course (CBT 4 levels) have started in 12 selected training centres of Sindh, Punjab, KPK and Balochistan.  Developed in service training programme for employed TVET instructors, 130 master Tutors of TEVTAs and PVTC trained, 18 e-Learning Rooms (ELRs) equipped in TEVTA institutes in all provinces. The master trainers have completed training of 8500 TVET instructors by end 2015 in teaching methodology and pedagogical skills.  Supported Punjab University in designing and implementing Pre-service TVET teachers training programme, a 1 year post graduate study programme (for graduate engineers of Electrical / Mechanical Engineering /IT) of Bachelor of Education (B. NTB (National Training Bureau) agreed to include 140 hours Entrepreneurship Development Training (EDT) in the main curricula of G-II courses offered by Government Technical Vocational Centres in the NWFP. 2. Provincial Training Board (PTB), NWFP decided to establish Centre Management Committees (CMCs) in Technical Vocational Centres (TVCs) for decentralization of powers and provision of operational autonomy at TVC level in order to gain optimum efficiency and effectiveness of training. 3.
