INTRODUCTION
What is mental health?
CONTEXT
Mental health and child healthcare policy
The importance of improving the physical, mental and
emotional health and wellbeing of children and young
people is a strong theme of government policy. In general,
strategic policy goals are to:
• Safeguard, promote, and improve children’s psychological,
emotional, mental, and physical health and wellbeing
• Improve child safety
• Prevent mental and emotional health issues
• Support better quality of life
• Address misuse of alcohol, cigarettes, and drugs
• Improve access to appropriate care and support
CONTINUED…
• Developing online tools and apps to help young people
self-care and understand how to seek professional help if
needed
• Changing how services are commissioned so care is
focused on the needs of children and their families
• Continued support throughout young adulthood to avoid
people ‘dropping out’ of the system at age 18
• ‘One stop shop’ support services in the community
• Improved care for children and young people in crisis, to
enable treatment close to home
• Additional support for parents and additional mental
health training for health workers, including GPs
• Improved access for vulnerable groups
Please visit: assets.publishing.service.gov.uk for more information on mental and child
healthcare policies
STIGMA AND DISCRIMINATION
Stigma refers to negative stereotypes and feelings about people with mental
health issues which come to define the person, mark them out as different and
prevent them from being seen as an individual. (16)
Although mental health issues can affect anyone, there is a stigma attached to
mental ill health. People with mental health issues report that stigma and
discrimination are more harmful than the effects of the illness. (18)
Furthermore, research with children and young people shows that they are
aware of the stigma around mental health issues, and this makes them less
willing to tell others that they are unwell, or seek help for their mental health.
WHAT IS MENTAL HEALTH?
Mental health is part of our overall health, just as physical health is.
The World Health Organization defines mental health as:
“a state of well-being in which every individual realizes his or her own
potential, can cope with the normal stresses of life, can work
productively and fruitfully, and is able to make a contribution to her
and his community.”
Mental health also:
“influences how we think and feel about ourselves and how we
interpret events. It affects our capacity to learn, to communicate and
to form, sustain and end relationships. It also influences our ability to
cope with change, transition and life events”. (22)

Signs of mental ill health in young people
Young people often experience particular circumstances that can lead to
changes in their mental health and behaviours. Although similar life events
will affect people differently, some life events can carry a higher risk of
affecting someone’s mental health. Below are some early warning sign to
look out for in young people. Often, the key to spotting mental ill health
lies in noticing changes in the person as listed below: .
RECOVERY
“…a way of living a satisfying, hopeful and contributing life even with the limitations caused
by illness. Recovery involves the development of new meaning and purpose in one’s life as
one grows beyond the catastrophic effects of mental illness.” (65)
Many factors can influence recovery, such as whether good-quality treatment is accessible
and whether the person is willing and able to take up available opportunities: Other helpful
factors include:
• Good relationships
• Financial security
• Satisfying work
• Personal growth
• The right living environment
• The opportunity one’s own cultural or spiritual perspectives
• Developing resilience to future stress or adversity
• Being believed in, listened to, and understood
• Getting explanations for problems or experiences
• Being able to temporarily resign responsibility during times of crisis (66)
