The document compares using oversampling versus small area estimation methods to estimate poverty indicators at a small area level using data from the EU-SILC survey and census for Tuscany, Italy. It estimates headcount ratios and poverty gaps for the province of Pisa by gender of head of household using direct estimates from standard and oversampled EU-SILC data as well as M-quantile small area estimates, finding that small area estimates have higher values and lower standard errors.

2. motivation
young workers and the labour market in Italy
more than 1 out of 4 individuals aged between 15 and 24
years are officially unemployed (ISTAT, 2010)
the incidence of temporary contracts is higher for the younger
cohorts and young workers exhibit very low initial wages
(Berton et al., 2009a)

4. some facts on young entrants
...
1 open-ended contracts induces more human capital
(firm-specific) accumulation (Berton et al. 2009b)
...
2 workers employed with fixed-term contracts have a higher
probability of obtaining a permanent position than the
unemployed ones (Picchio, 2008)
...
3 the probability of obtaining an open-ended position is higher
for temporary contracts with training (CFL and
apprenticeships) (Berton et al., 2009b)
...
4 the probability to get an open-ended contract decreases with
the number of temporary jobs and the duration of
unemployment spells (Gagliarduccci, 2005)
...
5 younger cohorts earn less than older ones and their wages are
more volatile (Staffolani et al., 2009)
